WE USUALLY HAVE A PUBLIC HEARING ON THE FY 2022 COMBINED FUNDS BUDGET.

WE DID NOT HAVE ANY TODAY.

WE DO HOWEVER HAVE PUBLIC COMMENTS TODAY.

[5. Public Comments]

THERE ARE 2 SPEAKERS TODAY.

SPEAKERS JUST BE REMINDED THAT WE ARE GIVEN 3 MINUTES TO ADDRESS THE BOARD.

WE WILL DO OUR BEST TO STAY TRUE TO THAT TIME.

FIRST UP WE HAVE JENNIFER NICHOLS WHO IS A PARENT AND WE ARE READY FOR YOU MISS NICHOLS IF YOU ARE READY.

>> I'M READY, THANK YOU.

THANK YOU TO THE SCHOOL BOARD FOR SERVING.

[00:05:01]

I KNOW IT'S CHALLENGING IN THE BEST OF TIMES AND APPRECIATE YOUR SERVICE TO OUR COMMUNITY.

I'M A PARENT OF 3RD GRADER AT CHARLES FERRET.

IT'S BEEN A HEARTBREAKING YEAR FOR US.

I HAVE SOME REQUESTS I HOPE YOU'LL CONSIDER.

PLEASE, STOP MAKING CHANGES TO THE SCHOOL CALENDAR.

FAMILIES HAD JUST ONE WEEK NOTICE AT THAT SCHOOL WOULD BE ASYNCHRONOUS ON JANUARY 20, 2021.

OF COURSE, THE INAUGURATION WAS AN IMPORTANT EVENT.

LIVE TEACHING SHOULD NOT STOP DURING IMPORTANT EVENTS IT SHOULD INCLUDE THEM ESPECIALLY WHEN OUR KIDS ARE IN SCHOOL JUST 4 DAYS A WEEK WITH LIVE INSTRUCTION.

TAKE A LOOK AT THE FEBRUARY CALENDAR.

THE EARLY RELEASE DAYS.

PLEASE, I BEG YOU DO NOT TURN OFF MIKE INSTRUCTION FOR THE ENTIRE DAY.

PLEASE, I HOPE A CPS OFFERS SUMMER INSTRUCTION FOR STUDENTS AGAIN.

WE NEED AS MUCH INFORMATION AS POSSIBLE FOR OUR KIDS.

WE NEED AS MUCH INSTRUCTION AS AN FOR KIDS TO RECOVER FROM THE SCHOOL YEAR.

PLEASE, SHOW THE SCHEDULE IN THE SUMMER LOCATIONS WITH FAMILIES AND TEACHERS NOW.

PARENTS ARE CURRENTLY REGISTERING KIDS FOR SUMMER PROGRAMS. THEY FILL UP FAST.

PARENTS NEED CHILDCARE ALL YEAR ROUND.

I WOULD CERTAINLY PREFER MY THIRD-GRADE DAUGHTER, SHALL BE ALMOST A 4TH-GRADER THAN TO PARTICIPATE IN SCHOOL THE SUMMER.

IF I DON'T HAVE THE SCHEDULE I CANNOT MAKE SURE SHE HAS CHILDCARE ON THE DAYS WHEN SHE DOESN'T HAVE SCHOOL.

OR THE AFTERNOONS WHEN SHE DOESN'T HAVE SCHOOL.

PLEASE, MAKE SURE YOU GET THIS INFORMATION TO US AS SOON AS POSSIBLE.

PLEASE, FIND THE MONEY TO HIRE MORE STAFF.

FOR THE NEXT SCHOOL YEAR.

STUDENTS ARE MISSING SO MUCH LEARNING RIGHT NOW.

OUR SCHOOLS WILL NEED MORE STAFF THAN EVER TO SUPPORT INDIVIDUAL AND SMALL GROUPS OF STUDENTS IN THE COMING SCHOOL YEAR.

THE ONLY TIME MY DAUGHTER APPEARS TO BE LEARNING RIGHT OUT WAS WHEN A TEACHER WORKS WITH HER IN A SMALL GROUP.

MY DAUGHTER'S TEACHER WORKS INCREDIBLY HARD BUT MY DAUGHTER'S NEED LIMITED IF ANY PROGRESS THIS YEAR.

THE DIGITAL CONNECTION, HE TEACHER TRIES TO USE IT, IT DOES NOT HELP MY THIRD GRADER THRIVED.

SHE SAT ON MULTIPLICATIONS THIS YEAR.

I HATE SCHOOL.

SHE'S NEVER SAID THAT PRIOR TO THE SCHOOL YEAR.

SHE'S ALWAYS LOVED SCHOOL AND WENT TO THE BUS STOP OR THE KISS AND RIDE LANE IF YOU'RE RUNNING LATE WITH A SMILE ON HER FACE.

YESTERDAY AFTER THE NEW PRESIDENT WAS AN UNGRADED SHE LOOKED AT ME AND ASKED, DOES THIS MEAN WE GET TO GO TO SCHOOL AGAIN BECAUSE SHE HEARD HIM SPEAK OF THAT.

I SAID I HOPE SO AND FOR THE FIRST TIME I SAW A REAL SMILE ON HER FACE.

FOR ANYTHING RELATED TO SCHOOL.

PLEASE, FIND A WAY TO BRING OUR STUDENTS, ESPECIALLY OUR YOUNG STUDENTS TO HER BUILDING AS SOON AS POSSIBLE.

OUR KINDERGARTEN NURSE ARE MISSING OUT ON SO MUCH.

I KNOW BECAUSE A FEW DAYS A WEEK I HAVE A NEIGHBORHOOD KINDERGARTNER WHO VISITS MY HOUSE AND IT'S PRETTY HEARTBREAKING TO SEE WHAT HER DAY IS LIKE.

SHE TRIES HER BEST, HER TEACHERS DOING SOMERSAULTS TO KEEP THE KIDS ENGAGED.

IT'S SIMPLY NOT A REPLICA FOR LIVE IN PERSON KINDERGARTEN.

>> MISS NICHOLS YOUR TIME HAS EXPIRED.

>> THANK YOU.

>> THANK YOU MISS NICHOLS.

NEXT UP WE HAVE GINA BOWNE WHO IS AN ECS PARENT.

MS. BOWNE WERE READY WHEN YOU ARE.

>> HI.

HEY, I WANT TO THANK YOU.

I DIDN'T ACTUALLY GET THE LINK SO I JUMPED ON.

FROM A FORMER LINK.

I'M GINA BOMB.

AS I STATED BEFORE OF A LONGTIME ALEXANDRIA RESIDENT AND HAVE DECADES OF SERVICE ON COMMUNITY BOARDS.

ONE THING BEFORE I START MY WRITTEN REMARKS I JUST WANT TO COMMENT ON THE BACK TO MAKE A VACCINE.

AS ROUND OF THE VACCINE IS SO EFFECTIVE THAT THE VIRUS CANNOT BE SPREAD BY VACCINATED PEOPLE.

I LIKE TO SAY OUT LOUD.

ANY PERSON WHO IS DISINGENUOUSLY CALLING TO VACCINATE TEACHERS WHILE SIMULTANEOUSLY HAVING NO INTENTION OF OPENING SCHOOLS THAT WOULD REALLY BE A TRAVESTY AND I WANT TO MAKE THAT POINT QUICKLY.

I WILL SEND THE SCHOOL ARTICLES RESTS REPLICA SCENE AND SAID YOU ARTICLES ABOUT THE TOPIC ABOUT OUR REMARKS TODAY.

WHICH IS ABOUT A COMMUNITY WITH A WILL.

AS I HINTED I'M HERE TODAY TO ADVOCATE TO GIVE FAMILIES OF THIS COMMUNITY THE OPTION TO SELECT IN PERSON LEARNING.

I'M SICK AND TIRED OF HEARING SCHOOL BOARD MEMBERS RECOIL FROM THOSE OF US COMPARING PRIVATE SCHOOL OPENINGS TO PUBLIC SCHOOL CLOSURES.

[00:10:02]

A DESK SPACE 3 FEET APART IN A PRIVATE SCHOOL IS NO DIFFERENT THAN A DESK SPACE 3 FEET APART IN A PUBLIC SCHOOL.

FEWER STUDENTS AND PRIVATE SCHOOL BUILDINGS IS NO DIFFERENT THAN FEWER STUDENTS IN A PUBLIC SCHOOL BUILDINGS.

IMPLEMENTING KNOWN MITIGATION MEASURES LIKE MASK WEARING IS NO DIFFERENT IN A PRIVATE SCHOOL THAN IT IS IN A PUBLIC SCHOOL.

LET'S GET TO THOSE SPECIFIC DIFFERENCES.

OFTEN USED AS CLOSURE JUSTIFICATION.

MONEY, PUBLIC SCHOOLS HAVE MUCH MORE ACCESS TO MONEY.

AND FEDERAL AND STATE FUNDING.

CLASSROOMS, PUBLIC SCHOOLS HAVE BEEN AT WAR BUILDINGS.

CITY RESOURCES LIKE REC CENTERS.

SPACE, PUBLIC SCHOOL HAS 4 MORE SQUARE FOOTAGE FOR SPACING.

PRIVATE SCHOOLS HAS A SAME NUMBERS OF COMMUNITIES SPREAD AS PUBLIC SCHOOLS AND YET THERE WAS NO COMMUNITY OUTRAGE OR CLAMBERING TO SHUTTER PRIVATE SCHOOLS.

SEE, THE DIFFERENCE IS NOT FACILITIES OR NUMBERS OR STUDENTS OR COMMUNITIES SPREAD.

THE DIFFERENCE HERE IS THE WILL TO FIND SOLUTIONS TO DIFFICULT PROBLEMS. ARE THERE NOT ENOUGH TEACHERS FOR THOSE OPTING FOR IN PERSON LEARNING? IS OR NOT ENOUGH SPACE FOR THOSE THAT WANT TO ATTEND IN PERSON SCHOOL? THE REALITY IS THE COMMUNITY JUST DOESN'T KNOW.

WE DON'T KNOW, THE COMMUNITY DOESN'T KNOW.

I'M NOT EVEN SURE THE SCHOOL BOARD KNOWS FOR SURE.

WE'VE ONLY BEEN GIVING VEILED REFERENCES TO ALL THESE ISSUES AS JUSTIFICATIONS FOR SCHOOL CLOSURES.

WHY? BECAUSE THERE IS NO WILL.

THERE'S NO WILL TO IDENTIFY THE SPECIFIC ISSUES.

THERE IS NO WILL TO FIND SOLUTIONS.

THERE IS NO WILL TO DO THE RIGHT THING.

THERE IS NO WILL TO OPEN SCHOOLS.

UNLIKE OTHER FACETS OF THE CITY, CITY GOVERNMENTS, CITY BUSINESSES, CITY ENTITIES AND PRIVATE SCHOOLS THAT HAVE PIVOTED.

IT'S NOT FOR SCHOOLS OR TEACHERS.

WHAT WE LACK HERE IS THE WILL TO OPEN.

I APPRECIATE IT.

>> THANK YOU.

OKAY, THAT IS THE END OF OUR COMMENTS.

THERE IS ONE WRITTEN COMMENT FROM A TEACHER ABOUT MISS HEATHER ROSNER.

ABOUT RETURNING TO HYBRID AND HOW THAT WILL IMPACT INSTRUCTION.

BOARD, THAT IS AVAILABLE TO YOU.

PLEASE CHECK IT OUT.

OKAY.

USUALLY THIS TIME WE WOULD MOVE ON TO REPORTS FROM OUR STUDENT REPS.

LORRAINE JOHNSON AND ASHLEY SANCHEZ.

UNFORTUNATELY BOTH OF OUR REPRESENTATIVES HAD OTHER OBLIGATIONS AND CONFLICTS TODAY.

THEY WILL NOT BE SHARING WITH US TODAY.

I THINK ASHLEY MAY HAVE SOMETHING SHE PLANS TO SEND TO BOARD MEMBERS SO BE ON THE LOOKOUT FOR THAT.

OKAY.

NEXT.

>> I'M SORRY, ASHLEY DID SAID SOMETHING SHE WANTED ME TO REPORT ON THE MIDDLE

[6. Report from Student Representatives Lorraine Johnson and Ashley Sanchez-Viafara]

SCHOOL REPRESENTATIVES.

IF I MIGHT HAVE A FEW SECONDS TO DO THAT.

>> OKAY, SURE.

GO HEAD.

IT'S 2 MS. GREENE.

>> THANK YOU.

ASHLEY IS VERY UPSET THAT SHE WAS ABLE TO BE WITH US TONIGHT.

SHE DID WANT THE MIDDLE SCHOOL REPORT TO GO OUT.

OUR PRESIDENT AT JEFFERSON HOUSTON, THE STUDENT GOVERNMENT HER NAME IS GISELLE HUGHES.

SHE WANTED TO LET US KNOW THAT THEY'RE DOING WELL OVER THERE AT JEFFERSON HOUSTON.

THEY SENT OUT A MIDDLE SCHOOL POLL JUST TO CHECK IN WITH PEOPLE AND CHECK IT WITH THE KIDS TO SEE HOW THEY ARE DOING.

WHAT THE STUDENT GOVERNMENT CAN DO TO HELP.

JUST HOW PEOPLE ARE FEELING.

THEY WANT TO GET A PULSE AND STAY IN TOUCH WITH EVERYONE.

THEY'RE USING THAT LIKE THEY DID ASSUME PAJAMA PARTY AND THINGS OF THAT NATURE.

THEY ARE CONSTANTLY COLLECTING INFORMATION AND STAYING IN TOUCH WITH PEOPLE AND MAKING SURE THEY ARE RIGHT.

SHE SAID THEY ALL HOPE TO BE BACK IN SCHOOL SOON BUT THEY'RE MAKING THE MOST OF THE VIRTUAL LEARNING AND THAT THEY WILL STAY IN TOUCH WITH US TO KEEP US INFORMED ON HOW THEY'RE DOING AND HOW THEY PROCEED.

>> THANK YOU MISS GREENE.

THAT'S A WONDERFUL REPORT.

I'M GLAD TO HEAR ALL THE DIFFERENT WAYS OUR STUDENTS ARE FIGURING OUT HOW TO CONNECT AND STILL BE WITH EACH OTHER EVEN WHEN THEY CAN'T BE WITH EACH OTHER IN PERSON.

THAT'S AMAZING AND HATS OF TO THE JEFFERSON HOUSTON CREW.

STAY FOCUSED ON THAT.

THANK YOU MISS GREENE.

SO, GOING TO MOVE ON TO THE ADOPTION OF THE CONSENT CALENDAR AND BEFORE I DO

[Consent Calendar]

THAT I ACTUALLY WANTED TO TAKE A MOMENT TO THINK AMAZON, JUST REALLY GOOD NEWS.

WE RECEIVED 6680 CLASSIC EDITION BOOKS FOR A CPS HIGH SCHOOL AND MIDDLE STUDENTS.

THEY ARE VALUED AT $44,707.

SO THIS IS REALLY GOOD NEWS.

I WOULD SAY THE OTHER HATS OFF NEEDS TO GO TO OUR COMMUNITY RELATIONS

[00:15:15]

DEPARTMENT AND MR. KIRK HUFFMAN BECAUSE THIS IS AN EXAMPLE OF HOW HIM AND HIS TEAM ARE CONSTANTLY WORKING TO JUST MAKE SURE WE ARE TRULY CONNECTED WITH OUR COMMUNITY PARTNERS AND WE DEFINITELY ARE CONTINUING TO SEE THE BENEFITS OF THOSE RELATIONSHIPS.

GREAT NEWS JUST TO PUT OUT THERE FOR EVERYONE.

AGAIN, THANK YOU AMAZON, THANK YOU KURT AND TEAM.

>> I'M SORRY TO INTERRUPT YOU.

I'LL TELL YOU THERE IS ANOTHER DONATION ON THERE AS WELL TO HELP WITH OUR CONTINUATION OF OUR CHILDCARE.

IQ SAID MS. ALDERTON.

I'VE GOT TO THANK THE BOARD FOR LEADERSHIP IN CREATING THIS OFFICE AND SUPPORTING THIS OFFICE.

THIS IS A PROOF POINT OF WHY THIS OFFICE WAS CREATED.

IT GIVES A CLEAR PATH FOR THESE PARTNERS TO STRENGTHEN AND GIVE RELATIONSHIP WITH THESE PARTNERS SO THAT THESE OPPORTUNITIES TO COME ON.

AMAZON IS ONE OF OUR LARGER PARTNERS AND WE CONTINUE TO SEE THIS RELATIONSHIP GROW.

SPECIAL SHOUT OUT TO JOHN PORTER WHO WORKS WITH ME AND ALSO MY OFFICE.

THIS IS A TRIBUTE TO ALL OF YOU IN TERMS OF THIS CREATION OF THIS OFFICE THAT IS DOING INCREDIBLE THINGS IN CREATING RELATIONSHIPS WITH THESE PARTNERS.

I THANK YOU VERY MUCH FOR ACKNOWLEDGING THAT.

IT'S WONDERFUL.

>> THANK YOU.

THANK YOU SO MUCH.

WITH THAT SAID I DEFINITELY NEED TO MOVE TO ACTION AND ADOPTING THE CONSENT CALENDAR.

>> MADAM CHAIR.

MADAM CHAIR I MOVE WE APPROVE THE A CHIP ASSENT CALENDAR FOR THIS MEETING.

>> SECOND APPEARED.

>> WHO WAS THAT? I THINK I HEARD CINDY ANDERSON ONE.

TO SECOND MS. GENTRY'S MOTION.

I WILL GO HEAD AND CALL FOR THE VOTE.

MEAGAN ALDERTON YES.

>> CITY ANDERSON?

>> YES.

>> LAUREN GOLUBSKI?

>> YES.

JACINTA GREENE?

>> YES.

>> MICHELLE RIEF? YES.

>> CHRISTOPHER SUAREZ?

>> YES.

>> OKAY IT WAS APPROVED TH CONSENT CALENDAR.

OKAY, WE ARE NOW MOVING ON TO NEW BUSINESS.

LABOR COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR FY 2020.

[16. Comprehensive Annual Financial Report (CAFR) for FY 2020]

THIS IS FOR INFO IN ACTION.

I'M GOING TO ACTUALLY TURN THE MEETING OVER TO DOCTOR HUTCHINS.

>> THANK YOU.

I'M GONNA TURN IT OVER TO OUR CHIEF FINANCIAL OFFICER MR. TURNER TO GET US STARTED.

>> ALL RIGHT.

>> THANK YOU.

BEFORE I GET STARTED.

>> MR. TURNER I THINK YOUR SOUND IS MUFFLED.

I DON'T HEAR YOU CLEARLY.

IT'S NOT JUST ME?

>> HOLD ON, CAN YOU HEAR ME?

>> THAT IS BETTER.

>> MR. TURNER, ARE YOU THERE? OKAY, I'M WONDERING BECAUSE I KNOW WE HAVE MR. TURNER BUT OR MR. COVINGTON OR? X I THINK HE'S BACK.

>> CAN Y'ALL HEAR ME BETTER NOW.

>> YES.

>> OKAY.

SORRY ABOUT THAT.

AS I WAS SAYING BEFORE GET STARTED AND TURN IT OVER TO OUR AUDITOR I WANT TO THANK MR. MICHAEL COVINGTON AND ALL THE ACCOUNTING TEAM FOR THE HARD WORK THEY DO EACH YEAR ENSURING WE HAVE THE PROPER INTERNAL CONTROLS HERE AT A CPS AS WELL AS PUTTING TOGETHER OUR COMPREHENSIVE ANNUAL FINANCIAL REPORT EACH YEAR IN WORKING WITH OUR AUDITORS TO BE ABLE TO PROVIDE THEM THE INFORMATION THEY NEED TO BE ABLE TO DO THE WORK THAT THEY DO EACH YEAR FOR US.

WITH THAT, THIS YEAR WE USED CLA AGAIN.

[00:20:03]

THERE THE CITY AND SCHOOLS EXTERNAL AUDITOR AND THEY PROVIDED US WITH CLEAN AUDIT OPINION THIS YEAR.

WHICH IS GOOD.

WHAT WERE LOOKING FOR EVERY YEAR.

WITH THAT I WILL TURN IT OVER TO MR. CRAIG BUSSING, THE AUDITOR WITH CLA.

>> GOOD AFTERNOON.

THANK YOU MR. TURNER FOR THE INTRODUCTION.

CAN EVERYBODY HEAR ME OKAY? OKAY.

I AM HERE THIS AFTERNOON TO DISCUSS THE RESULTS OF THE AUDIT OF THE COMPREHENSIVE ANNUAL FINANCIAL REPORT.

I THINK EVERYONE GOT A COPY OF IT.

EITHER BEFORE THE MEETING OR IN THEIR BOARD PACKAGE.

USUALLY AT THIS POINT I HOLD UP A COPY OF IT TO SHOW YOU HOW THICK IT IS AND GIVE YOU AN IDEA OF HOW BIG THE DOCUMENT IS.

IT'S 170 PAGES.

A LOT OF INFORMATION GOES INTO IT.

OF THE HUNDRED 75 PAGES 5 PAGES COME FROM THE CLA.

THAT'S INCLUDED ON PAGE 27 OF THE PDF IF YOU'RE GOING THROUGH THE PDF FUNCTION.

THEN ON PAGE 161 AND 162 THERE IS A REPORT ON INTERNAL CONTROL.

THOSE ARE THE 5 PAGES WE PROVIDE.

EVERYTHING ELSE COMES FROM A CPS.

THEIR HARD WORK.

FINANCE, BUDGET FOLKS, WHEN WE GO THROUGH THE AUDIT PROCESS WE MEET WITH FOLKS OUTSIDE THE ACCOUNTING DEPARTMENT AS WELL TO GET AN IDEA OF RISK ASSESSMENT, PROCESS AND THINGS LIKE THAT.

AND THEN WE PERFORM OUR OWN RISK ASSESSMENT.

WE WANT TO THANK EVERYONE IN THE SCHOOL SYSTEM FOR THEIR HELP.

THROUGHOUT THE PROCESS.

THIS YEAR WAS A CHALLENGING YEAR.

WITH.COVID-19.

WE PERFORM THE ENTIRE ENGAGEMENT REMOTELY.

ONE GOOD THING IS THAT THE SCHOOLS HAVE A GOOD FINANCIAL SYSTEM AND GOOD RECORDS.

THEY WERE ABLE TO PROVIDE INFORMATION TO US QUICKLY AND TIMELY.

DIDN'T HAVE ANY ISSUES GIVING US THINGS TO US.

IT'S A GOOD TEST ON YOUR SYSTEM.

I WANT TO THANK THE BOARD FOR SUPPORTING MANAGEMENT TO KEEP THEM UP-TO-DATE ON TECHNOLOGY.

GOOD SOFTWARE SYSTEMS. WE HAVE SOME FOLKS THAT HAVE OLDER SYSTEMS THAT STRUGGLED A LITTLE BIT BUT NO ISSUES WITH THE SCHOOLS.

THANK YOU FOR YOUR SUPPORT THROUGHOUT THE PROCESS.

WE DID ISSUE AN UNMODIFIED OPINION WHICH IS ALSO KNOWN AS A CLEANUP PAGE.

IT'S THE HIGHEST FORM OF INSURANCE WE COULD GIVE.

WE DO NOT HAVE ANY ISSUES THERE.

TRADITIONALLY USUALLY THIS POINT WERE DONE WITH THE SINGLE AUDIT.

THIS YEAR OR NOT QUITE DONE.

THE CITY HAS SOME CARE SOCK 20 THEY RECEIVED AND AS PART OF THAT PROCESS REQUIRES US TO PERFORM THE SINGLE AUDIT USING THE COMPLIANCE SUPPLEMENT FOR CARES ACT FUNDING.

THAT COMPLIANCE CAME OUT IN LATE DECEMBER.

WE DIDN'T HAVE THE GUIDANCE HIT TO PERFORM THE AUDIT.

BUT DOING IT RIGHT NOW AND WRAPPING UP THE PROCESS.

WILL BE DONE WITHOUT SOON.

THE CITY THE SCHOOLS TO THEIR SINGLE AUDIT TOGETHER.

THAT REPORT WILL BE ISSUED SEPARATELY.

TRADITIONALLY IT'S ALL INCLUDED WITH THE CITY'S COMPREHENSIVE FINANCIAL REPORT.

WE WILL GET THAT DONE.

WE WILL BRIEF THE CITY AND THE SCHOOLS ON WHAT THE RESULTS ARE AND IF THERE'S ANY SIGNIFICANT THE BOARD WANTS TO HEAR ABOUT WE WILL HELP YOU TO COME BACK AND DISCUSS IT LATER ON.

TRADITIONALLY THERE'S NOTHING TO EXCITING IN THAT REPORT.

JUST KEEP AN EYE OUT FOR THAT.

ONLY LOOK AT THE KEFFER IT'S 170 PAGES.

THERE'S A LOT OF DIFFERENT THINGS IN THERE.

ONE THING WANT TO POINT OUT ABOUT THE SCHOOLS FOR THIS YEAR IS THAT THERE WILL BE APPLYING TO GET THE ASTHMA IN THE G O CERTIFICATE.

THOSE CERTIFICATES ARE THE BENCHMARK, THE PRESTIGIOUS AWARD TO GET AN GOVERNMENTAL REPORTING FOR MUNICIPALITIES.

FOR ASKO LAST YEAR THE CERTIFICATES ALREADY DELAYED A YEAR.

IT WAS CERTIFICATES YOU RECEIVE LEFT THIS YEAR FOR LAST YEAR WAS 1/17 CONSECUTIVE YEAR.

THE GF OH WAS THE 10TH CONSECUTIVE YEAR.

HOPING THIS YEAR'S SUBMISSIONS WILL BE 18 AND 10 YEARS I'M SORRY 11 YEARS FOR THOSE CERTIFICATES.

IT'S A QUALITY DOCUMENT FROM WHAT WE SAW.

THERE'S A LOT OF TIME AND EFFORT INTO IT.

I WANT TO THANK THEM FOR DOING A GOOD JOB AND IT'S A FEATHER IN THOSE ACCOUNTS FOR THE 2 CERTIFICATES.

IT SHINES ON YOU GUYS TOO BECAUSE YOU SUPPORT THEM IN YOUR ONE OF OUR ORGANIZATIONS.

THOSE ARE THE MAIN THINGS I WANTED TO POINT OUT ABOUT THIS YEAR'S AUDIT RESULTS.

I'LL BE HAPPY TO ANSWER ANY QUESTIONS.

>> OKAY, AT THIS TIME WILL OPEN THE FLOOR FOR QUESTIONS.

LET'S SEE, I HAVE DOCTOR REEF.

>> THANK YOU FOR YOUR WORK ON THIS.

I WANT TO ASK ONE, CAN WE GET A HARD COPY OF THE KEFFER THIS YEAR AND THE OTHER QUESTION WAS ABOUT THE EMPLOYEE SUPPLEMENTAL RETIREMENT FUND.

[00:25:02]

I SAW ON THE MEMO THAT IT'S DETERMINED TO BE STRONG AND I WAS JUST WONDERING IF YOU COULD TALK ABOUT HOW YOU GET TO THAT DETERMINATION.

>> SURE COME UP WITH HARDCOPIES WE PRODUCE THOSE INTERNALLY.

I DID TALK TO MIKE COVINGTON YESTERDAY AND I THINK HE SAYS HE HAS THEM NOW.

HE WAS GOING TO SEND US ONE.

IF MR. TURNER IF YOU COULD MAKE A NOTE TO GET THOSE OUT TO FOLKS.

>> YES, WE DO HAVE THOSE.

WE WILL GET THOSE OUT.

THEY'LL BE GOING OUT THIS WEEK.

>> OKAY, AS FAR AS THE RETIREMENT PLAN.

WE TAKE A LOOK AT THAT FROM AN AUDIT PERSPECTIVE.

WE LOOK AT RECORD-KEEPING, ELIGIBILITY, WE ALSO LOOK AT THE FINAL ACTUAL RESULTS.

WE SEE WITH THE LIABILITY IS ENOUGH CALCULATED BY AN ACTUARY.

WE DO RELY ON ACTUARY REPORT WITH THE CALCULATIONS THERE.

OVERALL I THINK THE MARKETS BEING UP IS HELPFUL FOR THE INVESTMENTS THAT DRIVES IT.

OVERALL THE PENSION LIABILITY WILL STAY RELATIVELY, WHEN I SAY LIABILITY THE PORTION OF THE LIABILITY, IF YOU TAKE AWAY WITH THE ASSET VALUE IS.

WERE PRETTY CONSISTENT BASED ON THE LEVEL OF EMPLOYEES YOU HAVE AND THE DEMOGRAPHIC COMPOSITION.

OVERALL I THINK THE INCREASE IN THE MARKET ARE THE STEADY INCREASE IN THE MARKET HAS HELPED THE PLAN.

>> OKAY.

GIVEN THAT THERE ARE NO OTHER QUESTIONS THIS ITEM IS A FRACTION.

SO CAN I GET A MOTION TO APPROVE THE FY 2020 /2021 I'M SORRY, CAN I GET A MOTION TO APPROVE AND ACCEPT THE FY 2020 COMPREHENSIVE ANNUAL FINANCIAL REPORT.

>> MOVED.

>> DO WE HAVE A SECOND?

>> SECOND.

>> OKAY CHRISTOPHER SUAREZ SECONDS JACINTA GREENE'S MOTION.

I WILL CALL FOR A VOTE.

MEGAN ALDERTON YES.

>> SITTING ANDERSON?

>> YES.

>> RAMEE GENTRY?

>> YES.

MARGARET LORBER?

>> YES.

>> MICHELLE RIEF?

>> YES.

>> THE VOTE IS 9 â€" ZERO.

THE ANNUAL FINANCIAL REPORT HAS BEEN ADOPTED AND APPROVED.

SO, WITHOUT SAID WE COULD MOVE ON TO OLD BUSINESS.

[17. SY 2020-2021 Calendar Revision for T.C. Williams High School, George Washington Middle School and Francis C. Hammond Middle School for Parent/Teacher Conference Dates in Spring 2021]

NEXT, WERE LOOKING AT THE FY 2020 â€" 2021 CALENDAR DIVISIONS FOR TC WILLIAMS, FRANCIS AND GEORGE WASHINGTON MIDDLE SCHOOL.

LOOKING AT CHANGES TO PARENT-TEACHER CONFERENCE DATES FOR THE SPRING OF 2021.

I WILL TURN IT OVER TO DOCTOR HUTCHINGS.

THANK YOU MADAM CHAIR APPEARED COULD ASK FOR DOCTOR WAS A GOAT TO JOIN US AT THIS TIME TO PROVIDE A QUICK OVERVIEW.

WE DO HAVE OUR SECONDARY PRINCIPLES ON THIS ZOOM TODAY.

DOCTOR, I WANT TO TURN THINGS OVER TO YOU IN TERMS OF OUR CONFERENCE SCHEDULE.

>> THANK YOU DOCTOR HUTCHINS AND GOOD EVENING MADAM CHAIR AND BOARD MEMBERS NICE TO SEE YOU.

I LIKE TO QUICKLY INTRODUCE THIS ITEM BY SAYING OUT OF THE 3 SCHOOL YOUTH LEADERS AND THEIR FACULTIES ARE REQUESTING NOT AN ASYNCHRONOUS DAY BUT THE REQUESTING TO A NEW DATE TO HOLD PARENT-TEACHER CONFERENCES FOR THE 3 TC WILLIAMS, FRANCIS E HAMMOND AS WELL AS GEORGE WASHINGTON.

CURRENTLY FOR THE HIGH SCHOOL THEY'RE SCHEDULED TO HAVE CONFERENCES ON THURSDAY AND FRIDAY, FEBRUARY 4 AND FIFTH AND THEY'RE RECOMMENDING MARCH 11 â€" 12 FOR THE EARLY RELEASE DATES FOR CONFERENCES.

THE MIDDLE SCHOOLS SCHEDULED TO HAVE PARENT CONFERENCES ON THURSDAY AND FRIDAY, FEBRUARY 11 AND 12TH AND THE RECOMMENDATION IS FOR THURSDAY, FRIDAY, MARCH 18 AND 19TH.

I KNOW THE PRINCIPLES ARE HERE BUT THEY DID STATE THAT SOME OF THE REASONS FOR THIS NUMBER ONE IT WOULD GIVE THEM THEIR STAFFS PARTICULARLY LEAVE THE ELECTIVE COURSES TO REALLY GET TO KNOW THEIR STUDENTS.

THEY ALSO FEEL LIKE IT WOULD PROVIDE THEM MORE TIME PARTICULARLY TO REVIEW SOME OF THE DATA THAT'S ESSENTIAL FOR REVIEWING.

THEY FEEL LIKE THERE'S EXTRA TIME WILL ENABLE THEM TO PROVIDE MORE QUALITY AND THOROUGH FEEDBACK FOR FAMILIES WHEN WE HOLD THEIR PARENT CONFERENCES.

THE OTHER CHALLENGE IS THAT THE CURRENT DAYS AND THEY COULD EXPLAIN MORE THE

[00:30:01]

DETAILS WITH THE CURRENT DAYS ACTUALLY FALL WITHIN THE FIRST WEEK OF THE SECOND SEMESTER.

THE CURRENT, THE FIRST WEEK OF THE SECOND SEMESTER.

THAT MEANS THE STUDENTS ARE JUST STARTING AND FURTHER ELECTIVE COURSES THEY REALLY DON'T HAVE ENOUGH TIME TO HAVE ENOUGH DATA TO BE ABLE TO HAVE EFFECTIVE PARENT CONFERENCES.

AGAIN, IT'S NOT FOR ASYNCHRONOUS INSTRUCTION IS JUST TO MOVE THE PARENT-TEACHER CONFERENCES TO A LATER TIME.

WE DO HAVE THE 3 PRINCIPLES HERE IN CASE THERE ANY PARTICULAR DETAILED QUESTIONS.

I'VE ASKED HIM A LOT OF QUESTIONS, WHY, WHAT IS THIS MEAN, CAN WE REALLY DO THIS.

WE JUST WANT TO RECOMMEND THAT WE GET SUPPORT FOR THIS RECOMMENDATION.

>> OKAY.

I WILL CHECK WITH BOARD MEMBERS FOR QUESTIONS.

AND MISS GENTRY?

>> THANKS.

I APPRECIATE THIS.

I JUST WANT TO SAY I THINK THIS MAKES A LOT OF SENSE.

I GUESS I JUST WANT TO, I APPRECIATE SOME OF THE FEEDBACK WE'VE RECEIVED.

IT IS CHALLENGING TO WORK ON SCHEDULES AND THINGS LIKE THAT.

I THINK IT'S ALSO VERY UNDERSTANDABLE WHY THE SCHEDULE WE STARTED WITH THIS YEAR HAS HAD TO CHANGE.

I WANT TO SUPPORT OUR SCHOOL LEADERSHIP AND IF THERE LOOKING AHEAD, IF THERE THINKING ABOUT MAYBE SOME OTHER SHIFTS THAT THEY SEE HAPPENING THROUGH THE REMAINDER OF THE SCHOOL YEAR I JUST WANT TO REALLY ENCOURAGE THEM TO GO AHEAD AND BRING IT FORWARD.

SO WE CAN BROADCAST IT TO THE COMMUNITY.

JUST TO SAY, THANKS FOR THIS AND I THINK IT MAKES A LOT OF SENSE.

>> ON RIGHT THANK YOU MISS GENTRY.

MICHELLE RIEF?

>> THANK YOU.

IT MAKES A LOT OF SENSE TO ME TOO.

JUST THE POINT OF CLARIFICATION OF STRIDE UNDERSTANDING THE PAST HAS THE PARENT-TEACHER CONFERENCES USUALLY FALL THIS CLOSE AFTER THE START OF THE NEW SEMESTER OR WAS IT SOMETHING ABOUT THE CALENDAR THIS YEAR? THEN A SECOND FOLLOW-UP IS I AM CURIOUS.

I BELIEVE IN THE FALL WE DID HAVE AND A HALF DAYS WERE A SYNCHRONIZE.

HAS A DETERMINATION BEEN MADE ABOUT THAT YET? SO, THOSE 2 QUESTIONS.

>> THANK YOU DR, RIEF.

I DO REMEMBER PARENTS CONFERENCES ALWAYS SEEM TO BE AROUND EARLY TO MID FEBRUARY.

I DON'T KNOW ESPECIALLY DIFFERENT FOR THE HIGH SCHOOL AT THIS POINT AS WE RETHOUGHT A REIMAGINED HOUR SCHEDULED OR SCHEDULES FOR THIS YEAR WHICH IS BEEN SO CHALLENGING IS THAT WE DO HAVE SOME OF OUR CLASSES ON SEMESTER-BASED CLASSES.

WHICH WE HAD NOT DONE BEFORE.

THIS ACTUALLY WOULD BE LIKE THIRD AND 4TH DAYS OF A NEW SEMESTER APPEARED TEACHER WOULD ONLY KNOW THEIR KIDS FOR LIKE 3 DAYS.

NATURALLY SAW WE HAD TO MOVE THAT OUT SO THE TEACHERS HAD A CHANCE TO GET TO KNOW THEIR KIDS.

PARENTS ARE GOING TO BE ABLE TO HAVE CONFERENCES FOR THEIR SEMESTER 2 CLASSES AND FOR ANY YEAR-LONG COURSES THAT ARE RUNNING OPPORTUNITIES TO MEET WITH THEM A SECOND TIME.

THE SCHEDULE, I DO KNOW WE AT THE HIGH SCHOOL ME TO SCHEDULE WHERE THE EARLY RELEASE DAYS, OURS WERE NOT ASYNCHRONOUS.

I DON'T KNOW WHAT YOU REFERRING TO.

WE DID RUN OUR CLASSES, THEY WERE OBVIOUSLY ABBREVIATED MUCH LIKE WE WOULD DO DURING A NORMAL EARLY RELEASE DAY.

WE RAN OUR CLASSES AND HAVE CONFERENCES.

>> FOR THE MIDDLE SCHOOL IT WOULD SPECIFICALLY BE THE SAME.

MIDDLE SCHOOLS DID HAVE PARENTS CONFERENCE DATE.

WE WOULD RUN THE SAME SCHEDULE AS A HIGH SCHOOL CONSIDERING WE ONLY HAVE 2 PARENT CONFERENCE DAYS THIS TIME INSTEAD OF 3.

SIMILAR TO LAST YEAR PARENT CONFERENCES FELL TOWARDS THE END OF FEBRUARY AND THIS YEAR THEY DO FALL A LITTLE BIT EARLIER IN COMPARISON TO LAST YEAR.

>> OKAY, THANK YOU.

SEEING THAT THERE ARE NO MORE QUESTIONS THIS IS AN ACTION ITEM.

I DO NEED A MOTION TO APPROVE THE FY 2020 â€" 2021 ACADEMIC CALENDAR REVISIONS FOR TC WILLIAMS, FRANCIS E HAMMOND AND GEORGE WASHINGTON MIDDLE SCHOOL.

>> MADAM CHAIR I MOVE THAT WE ADOPT THE PROPOSED AMENDMENTS TO THE ACADEMIC CALENDAR FOR THE 3 SCHOOLS.

>> SECOND.

>> OKAY MISS'S ANDERSON SECONDS, MISS GENTRY'S MOTION AND I WILL CALL FOR

[00:35:02]

THE VOTE.

MEAGAN ALDERTON YES.

VERONICA NOLAN?

>> YES.

>> DR. RIEF?

>> YES.

CHRISTOPHER SUAREZ?

>> YES CINDY ANDERSON FOR?

>> YES.

>> THE VOTE IS 9 â€" 0.

THANK YOU EVERYONE.

>> THANK YOU.

>> OKAY, WE CANNOT MOVE ON TO SOME OLD BUSINESS THAT IS BEEN ADDED TO OUR AGENDA

[18. Update on Hybrid Phased Reopening: Transition Plan]

TODAY.

BECAUSE AS USUAL WOULD LIKE TO STAY UP-TO-DATE ON OUR HYBRID AND PHASE REOPENING TRANSITION PLAN.

I WILL NOW TURN IT BACK OVER TO DOCTOR HUTCHINGS.

>> THINK IT MADAM CHAIR.

FIRST OF FOREMOST I WANT TO TELL THE BOARD AS WELL A OUR COMMUNITY THAT THIS INFORMATION IS EVER-CHANGING.

IT LITERALLY IS.

WE'RE TRYING TO MAKE SURE THAT WERE NOT HAVING TO PUT OUT INFORMATION, PULL IT BACK, PULL OUT SOMETHING NEW EVERY OTHER DAY CAUSE MORE CONFUSION.

SO WE TRY TO MAKE SURE WE TAKE THE TIME TO HAVE THE MOST ACCURATE INFORMATION WHEN WERE GOING LIVE AND PRESENTING BEFORE THE BOARD.

TODAY THE INFORMATION SHARING WITH YOU STILL IS A WORK IN PROGRESS.

THIS IS STILL NOT GOING TO BE SENT OUT TO OUR COMMUNITY UNTIL MONDAY.

WE STILL HAVE ANOTHER FOLLOW-UP MEETING TOMORROW.

WHICH IS FRIDAY.

TO FINALIZE SOME OF THESE ITEMS. FOR THE MOST PART, MOSTLY EVERYTHING I'M SHARING WITH YOU WILL NOT REALLY CHANGE.

I WANTED TO PUT THAT OUT THERE FIRST AND JUST SAY THANK YOU TO OUR STAFF.

EVERY MOMENT I COULD GET TO THANK THEM FOR THEIR HARD WORK AND THEIR DEDICATION I WILL TAKE THAT MOMENT JUST TO SAY THAT.

THANK YOU.

I DO A BRIGHT THE GRACE THAT MANY OF HER COMMUNITY MEMBERS ARE PROVIDING US DURING THESE ON PRESIDENT AT TIMES.

BUT WE ARE ALL A PART OF.

WE ARE WORKING DILIGENTLY TO TRY TO MAKE SURE THAT WE ARE PREPARED WHENEVER WE PIVOTED TO TRANSITION OUR STUDENTS BACK INTO OUR SCHOOL BUILDINGS THAT WERE READY FOR IT.

LET'S GO RIGHT INTO THE PRESENTATION.

I WANT TO START OFF WITH GOING OVER SOME OF THE ESSENTIAL QUESTIONS TODAY.

ONE IS TALKING ABOUT THE NEW INTERIM VIRGINIA DEPARTMENT OF HEALTH GUIDELINES WE RECEIVED LAST WEEK.

IN REGARDS TO SCHOOL REOPENING.

I WILL TALK A LITTLE BIT ABOUT OUR COLLABORATION WITH THE ALEXANDER HEALTH DEPARTMENT.

WE HOPE WILL HAVE DOCTOR HERRING PROVIDE HIS UPDATE TODAY AS WELL.

I WANT TO TALK ABOUT SOME OF THE REFINEMENTS THAT ARE BEING MADE TO OUR DECISION MATRIX THAT IS BASED ON THE REVISIONS TO THE VIRGINIA DEPARTMENT OF HEALTH'S GUIDANCE WE RECEIVED LAST WEEK.

THEN WERE GOING TO TALK ABOUT HOW SOME OF THOSE INDICATORS HAVE BEEN REFINED OR REVISED BASED ON THAT INFORMATION.

>> I'M GONNA TURN THINGS OVER TO DOCTOR HERRING TO START US OFF FOR THE HEALTH PUBLIC EATERS FOR TODAY AND GIVE US INSIGHT AROUND WHERE WE STAND IN REGARDS TO OUR COMMUNITY TRANSMISSION.

>> GOOD EVENING, CAN YOU HEAR ME?

>> YES, WE CAN HEAR YOU.

>> GOOD EVENING I'M DIRECTOR OF ALEXANDRIA HEALTH DEPARTMENT.

THANKS DOCTOR HUTCHINGS IN SCOREBOARD FOR HAVING ME HERE.

THANK YOU FOR YOUR ALL COLLABORATION.

WE'VE GONE OVER THIS CHART BEFORE.

JUST TO REVIEW.

THE EFFORT LEFT IS A RISK OF TRANSMISSION WITHIN A SCHOOL SETTING.

IT'S THE CDC'S CATEGORIZATION AND THEY HAVE THE 5 DIFFERENT CATEGORIES FROM THE WEST TO HIGHEST RISK.

AT THE BOTTOM LEFT YOU SEE THE CORE INDICATORS.

THE ONE CORE INDICATOR OF THE NUMBER OF NEW CASES PER HUNDRED THOUSAND WITHIN THE LAST 14 DAYS.

YOU CAN SEE THAT'S AT 728.

TEXACO FROM THAT CATEGORY JUST BELOW THAT FROM HIGHER TO HIGHEST RISK.

RUN THE HIGHEST RISK FOR THAT.

TO GIVE YOU AN IDEA OF WHAT THE THRESHOLD IS TO GO FROM ORANGE TO RED CRITICAL THRESHOLD IS 200.

WE ARE WELL OVER AND WERE WELL OVER 3 TIMES THE THRESHOLD TO BE IN THE HIGHEST RISK.

THE NEXT CORE INDICATOR IS THAT PERCENT OF TESTS, THE PCR TEST THAT ARE POSITIVE IN THE PAST 14 DAYS.

YOU CAN SEE THAT'S 10.3 PERCENT.

THE THRESHOLD THERE IS 10 PERCENT.

THEN THEIR SECONDARY EDUCATORS IN THE FIRST ONE PERCENT CHANGE IN NEW CASES.

THIS IS SORT OF LIKE WHAT IS HAPPENING IN TERMS OF THE TREND OVER THE PAST 7 DAYS.

ARE THINGS GOING UP OR ARE THINGS GOING DOWN? THINGS ARE GOING DOWN.

YOU CAN IMAGINE IN TERMS OF THE 7 DAY AVERAGE COMPARED TO THE PRIOR 7 DAYS.

WHEN YOU LOOK AT THE CHART THE REASON THAT IS IS IT'S GONE UP SO DRAMATICALLY

[00:40:05]

PREVIOUSLY THAT IS LEVELED OFF A LITTLE BIT.

STILL, MORE THAN DOUBLE THE NUMBER OF CASES THAT WE ARE SEEING ON A 7 DAY ROLLING AVERAGE AND WE SAW THE WORST TIMES AT THE BEGINNING OF THIS PANDEMIC.

THE NEXT 2 METRICS ONCE IN MODERATE THAT IS THE PERCENT OF HOSPITAL INPATIENT BEDS THAT ARE OCCUPIED TO TOTAL OCCUPIED.

THE NEXT ONE IS THE PERCENT OF INPATIENT BEDS OCCUPIED BY COVID-19 PATIENTS.

THIS GIVES YOU AN OVERVIEW OF THE CDC METRICS RELATED TO K-12 SCHOOL METRICS.

>> THANK YOU DOCTOR HERRING.

WE WILL TRANSITION RUN INTO SOME OF THE DECISION MATRIX INDICATORS AND WHAT DOCTOR HERRING JUST SHARED IN ACCORDANCE TO THE OVERVIEW.

THAT IN ITSELF HAS NOT CHANGED.

THAT IS STILL GOING.

THE â€" BEER THAT'S BEING USED BY THE VIRGINIA DEPARTMENT OF HEALTH WILL CONTINUE TO OPERATE.

WE WILL STILL PROVIDE THESE UPDATES ON A WEEKLY BASIS USING THE SAME CATEGORIES.

THOSE CATEGORIES SPECIFICALLY HAVE NOT CHANGED.

AND THE WEIGHT THAT IT IS DISPLAYED HAS NOT CHANGED.

I WANT TO MAKE THAT VERY CLEAR.

MOVING FORWARD WITH OUR DECISION MATRIX WERE NOW ABOUT TO TRANSITION TO TALK ABOUT.

WE ARE GOING TO BE USING THE UPDATED VERSION OF A CPS'S DECISION TRICKS STARTING NEXT WEEK.

THERE ARE SOME REFINEMENTS THAT HAVE BEEN MADE TO THE DOCUMENT.

BEFORE WE GO INTO TALKING ABOUT SOME OF THE CONSIDERATIONS FOR TRANSITIONING BETWEEN SCHOOL INSTRUCTIONAL MODELS I WANT TO POINT OUT THE FACT THAT NOW THAT THE VDH IS MATRIX HAS BEEN RELEASED AND WE WERE ABLE TO DELVE INTO THEIR DETAILS AND LOOK AT OUR CURRENT MATRIX THERE IS A LOT OF ALIGNMENT WITH WHAT WE DEVELOPED PRIOR TO THEM RELEASING THEIR MATRIX.

WITHOUT SHOWS TO US AND WHAT IT VALIDATES IS THAT OUR TEAM HAS BEEN USING THE ACTUAL METRICS AS WELL AS ALL OF THE INFORMATION THAT THE VIRGINIA DEPARTMENT OF HEALTH HAS LEASED OVER THE PAST SEVERAL MONTHS.

WE BEEN USING THAT ACCURATELY AND APPROPRIATELY AND EFFECTIVELY IN REGARDS TO OUR DECISION-MAKING AND WE HAVE STAYED THE COURSE WITH THAT THROUGHOUT THIS ENTIRE PROCESS.

I SHARE THIS WITH HER TRANSITION TEAM BEFORE.

I CAN'T WHAT OTHER SCHOOL DIVISIONS HAVE DONE OR ARE DOING.

ONE THING WE HAVE DONE SINCE MARCH IS WE'VE ALWAYS MADE SURE THAT WE WORK COLLABORATIVELY WITH HER HEALTH DEPARTMENT FROM THE BEGINNING.

SINCE MARCH 13.

WE'VE ALSO MADE SURE THAT ANY GUIDANCE WE RECEIVED WHETHER IT'S FROM THE VIRGINIA DEPARTMENT OF HEALTH OR THE VIRGINIA DEPARTMENT OF EDUCATION THAT WE USED THOSE GUIDANCE DOCUMENTS TO GUIDE OUR DECISION-MAKING THROUGHOUT THIS PROCESS.

AND HENCE THAT IS WHY WHEN YOU LOOK AT THE DOCUMENTS AND THE DECISION MATRIX THAT WAS RELEASED BLOCKS WEEK WHY YOU SEE SO MUCH OF THE COMMONALITIES EVEN IN REGARD TO LANGUAGE.

WE ARE USING ALL OF THIS INFORMATION FROM THE DATA, EXCUSE ME FROM THE DOCUMENTS WE HAVE RECEIVED.

NONE OF THIS WAS MADE UP BY DOCTOR HUTCHINGS OR DOCTOR HERRING OR MADE UP BY OUR TEAMS. WE WERE USING THE RESOURCES THAT WE HAD TO REALLY WORK ON OUR DECISION.

MATRIX COMPONENT.

I'M HAPPY TO KNOW THAT NOW, FINALLY, THE GOVERNOR HAS SAID HERE IS A MATRIX THAT I AM VALIDATING.

GRANTED, WE COULD HAVE WRITTEN IT FOR YOU GOVERNOR NORTHAM.

WE APPRECIATE THE FACT THAT WE NOW HAVE SOMETHING THAT IS OFFICIAL.

AND IT VALIDATES THAT WE WERE ON THE RIGHT TRACK THANKFULLY.

REVISIONS WERE MAKING THAT WE WILL GO OVER TODAY ARE VERY MINOR.

THEY'RE NOT SIGNIFICANT BUT THERE ARE SOME REFINEMENTS WE WANT TO BE ABLE TO SHARE.

IF DOCTOR HERRING IF YOU WANT TO GO INTO THE CONSIDERATIONS BETWEEN TRANSITIONING BETWEEN SCHOOL INSTRUCTIONAL MODELS WE HIGHLIGHTED THE AREAS IN YELLOW TO SHOW WHETHER SPECIFIC CHANGES ARE FROM THE PREVIOUS DOCUMENT.

>> ABSOLUTELY.

THANK YOU.

THE TOP TABLE LISTS THE CRITERIA.

WE WENT OVER THE NUMBER OF NEW INFECTIONS PER HUNDRED THOUSAND IN THE PAST 14 DAYS.

IN THE PERCENT POSITIVITY OVER 40 DAYS.

THEN TO THE RIGHT YOU CAN SEE THERE ARE 3 COLUMNS UNDER LEVEL OF COMMUNITY TRANSMISSION AND ARE LISTED AS MODERATE RISK OR LESS, A HIGHER RISK THAN HIGHEST.

YOU CAN SEE FROM THE FIRST ROW THAT THERE IS NO CHANGE.

THAT PREVIOUSLY WE PRESENTED THAT FOR THE NUMBER OF NEW INFECTIONS PER HUNDRED THOUSAND THAT MODERATE OR LESS WAS LESS THAN 50.

[00:45:04]

HIGHER RISK WAS 52 200 AND HIGHEST RISK WOULD BE GREATER THAN 200.

THERE IS NO CHANGE THERE.

THE CHANGES HERE ARE THAT PREVIOUSLY WE HAD THE WORK RISK AT A MUCH LOWER LEVEL.

WE COUNTED THAT AS PERCENT OR LESS.

THEN FOR HIGHER RISKS WE COUNTED THAT FROM 5 TO 10 PERCENT AND THAT HIGHEST RISK AT GREATER THAN 10 PERCENT.

WHAT THIS HAS DONE IS SHIFTED AND I GUESS YOU COULD SAY A LITTLE BIT MORE LIBERAL TO OPEN ON THE PERCENT POSITIVITY.

FROM ME AS A HEALTH DIRECTOR OF A PUBLIC HEALTH DOCTOR, THE THING THAT'S MORE IMPORTANT IS THAT FIRST MEASUREMENT.

THE NUMBER OF NEW INFECTIONS PER 100,000.

THE PERCENT POSITIVITY CAN BE SOMEWHAT ARTIFICIAL IN THAT THIS IS BEING A PERCENT.

IT SHOWS THE NUMERATOR OVER THE DENOMINATOR AND YOU CAN INCREASE THE DENOMINATOR BY DOING A WHOLE LOT MORE TESTING THAT MIGHT NOT EVEN BE INDICATED FOR INSTANCE.

FOR MY PERCEPTION THERE'S NOT A WHOLE LOT OF CHANGE IN HERE EXCEPT THAT MINOR BIT WITH THE PERCENT POSITIVITY.

I'LL ALSO TALK ABOUT THE FIRST ROLE IN THE NEXT TABLE.

THE NEXT TABLE TALKS ABOUT THE LEVEL OF SCHOOL IMPACT AND THERE'S 3 DIFFERENT CRITERIA.

THE FIRST CRITERIA HAS TO DO WITH PUBLIC HEALTH CRITERIA.

AGAIN, ALL THIS LANGUAGE IS THE SAME EXCEPT FOR THE MEDIUM IMPACT FROM A PUBLIC HEALTH PERSPECTIVE.

FOR LOW IMPACT FROM THE PUBLIC HEALTH PERSPECTIVE WOULD MEAN YOU'RE NOT HAVING ANY OR A SPORADIC CASES.

NO EVIDENCE OF TRANSMISSION.

THAT'S LOW IMPACT FROM THE HEALTH DEPARTMENT'S PERSPECTIVE.

MEDIUM IMPACT, WHAT THEY'VE CHANGED IS FROM WHAT WE HAVE PRESENTED BEFORE, WE SENT THE NUMBER OF CASES AND THEY HAVE IDENTIFIED 2 OUTBREAKS WITHIN A SHORT PERIOD OF TIME.

THE REST OF THE LANGUAGE IS THE SAME.

MORE SPORADIC OUTBREAKS OF THE SCHOOL AND THE SIZE OF THE OUTBREAKS REMAIN SMALL.

FINALLY, HIGH IMPACT FROM A PUBLIC HEALTH PERSPECTIVE WOULD BE SEVERAL OUTBREAKS IN A SCHOOL IN A SHORT PERIOD OF TIME.

IN THE SIZE OF THE OUTBREAKS IS SIGNIFICANT.

YOU COULD HAVE MULTIPLE CLASSROOMS OR GRADE LEVELS IMPACTED.

FROM A PUBLIC HEALTH PERSPECTIVE THAT WOULD HAVE A HIGH IMPACT.

>> IN REGARDS TO THE LEVEL OF SCHOOL IMPACT ON ONE ALSO POINT OUT SOME OTHER ADDITIONS OR REVISIONS THAT HAVE BEEN MADE.

THAT IS THE STUDENT CAPTAIN TS AND BASED ON ILLNESS.

THIS IS GOING TO BE SOMETHING WE WILL NEED TO GAUGE ONCE WE OPEN OUR DOORS OF OUR SCHOOL BUILDINGS FOR ANY FORM OF HYBRID INSTRUCTION.

IT'S VERY IMPORTANT FOR US TO SEE THIS IS BASED ON ILLNESS NOT JUST ABSENTEEISM IN GENERAL.

WE ARE GOING HAVE TO MONITOR IT FORCING A SPIKE IN STUDENTS ABSENT BECAUSE OF AN ILLNESS OR STAFF EVEN BECAUSE OF AN ILLNESS.

THAT WERE GOING TO HAVE TO WORK COLLABORATIVELY WITH THE HEALTH DEPARTMENT TO SEE IF IS AN OUTBREAK, IS THAT A RESULT OF SOMETHIN ELSE.

THAT COULD REQUIRE US TO MAKE A DECISION ABOUT OUR SCHOOL BUILDINGS BEING OPEN.

THIS IS ONE OF THE REASONS WHY THEY HAVE INCLUDED STUDENT ABSENTEEISM BASED ON ILLNESS IN OUR DECISION MATRIX.

THIS HAPPENS ONCE OUR DOORS ARE OPEN THIS IS NOT BASED ON TRUST OUR OVERALL STUDENT ABSENTEEISM IS A SCHOOL DIVISION.

THIS IS LOOKING AT STUDENT CAPTAIN ABSENTEEISM BASED ON HER ILLNESS.

WE ALSO SEE THE STAFF CAPACITY COMPONENT THAT IS STILL GOING TO REMAIN THE SAME.

THIS IS THE PERCENTAGE OF OUR STAFFING WITHIN OUR SCHOOL BUILDINGS.

SO WE CAN OPERATE EFFICIENTLY.

75 200 PERCENT OF STAFFING IS WHERE WE TYPICALLY ARE IN A NORMAL TIME WHICH, THIS IS NOT THE NORMAL TIME AS YOU ALL KNOW.

WE ARE NOT AT THE NORMAL LEVEL.

WE ARE CURRENTLY AT THAT STRAINED LEVEL HAVING 50 TO 75 PERCENT OF OUR STAFFING ABLE TO BE IN OUR SCHOOLS AND OUR BUILDINGS TO ALLOW US TO OPERATE EFFICIENTLY.

IF IT GETS LESS THAN 50 PERCENT THEN WE ARE GOING TO BE AT A CRITICAL LEVEL.

WE ARE HOPING TO SEE ESPECIALLY WITH THE VACCINATION THAT IS HAPPENING RIGHT NOW BEING THAT ARE A CPS STAFF ARE ELIGIBLE NOW TO RECEIVE A VACCINATION.

I HAVE TO SAY I HAD MINE LAST WEEK.

I'M FEELING GREAT THIS WEEK.

I HAD A LITTLE TENDERNESS FOR A DATE.

I THINK I TALKED TO DOCTOR HERRING ONE OF THOSE DAYS.

HE'S LIKE THAT'S NORMAL.

JUST MOVE YOUR ARM DOCTOR HUTCHINGS.

I WAS LIKE OKAY, THANK YOU.

ESPECIALLY FOR SOMEONE THAT HATES NEEDLES TOO.

I DID IT.

IF I COULD DO IT FOLKS, I KNOW YOU CAN.

YOU CAN DO IT.

[00:50:01]

ROPING TO SEE IS OUR STAFF IS RECEIVING THE VACCINES THAT WE SHOULD GO FROM A STRAINED LEVEL TO A NORMAL LEVEL OVER TIME.

THAT IS REALLY, WE SHOULD BE GOING THE OPPOSITE DIRECTION AT THIS POINT.

WE SHOULD SEE, BECAUSE WHERE WE ARE RIGHT NOW IS WITH NO VACCINE.

THE NUMBERS WE HAVE FROM OUR SERVERS ARE FROM NOVEMBER.

THAT'S WHEN WE DIDN'T HAVE A VACCINATION.

WE DIDN'T KNOW IT WAS GOING TO BE ON THE HORIZON THAT WE WERE GOING TO BE IN SCHOOLS.

THE BOAT WILL STILL BILLING THEIR HEALTH AND SAFETY MITIGATIONS TO BE IN OUR BUILDINGS.

NOW THAT WE ARE GETTING VACCINATED IT DOES GIVE SOME PIECE OF MIND SO FOLKS ALLOWS US TO DO OUR PART TO PROVIDE THE HEALTHIEST AND SAFEST ENVIRONMENT POSSIBLE FOR OUR STUDENTS MOVING FORWARD.

WE SHOULD SEE A TRANSITION FROM STRAINED TO NORMAL OVER THE NEXT COUPLE MONTHS.

IF YOU COULD GO TO THE ACTUAL DIAGRAM, I WENT THROUGH THIS ON THE OTHER SIDE.

IF YOU CAN GO TO DECISION MATRIX SLIDE.

THANK YOU.

I APOLOGIZE.

YOU PROBABLY CAN HEAR MY SON IN THE BACKGROUND BACK AND FORTH.

I HAD THE CONVERSATION AN THAT'S WHAT HE DOES SOMETIMES.

I DON'T KNOW IF HE WANTS TO BE ON AIR OR BY.

ALL HAVE TO TALK TO HIM AFTER THIS.

I WANT TO TALK A LITTLE BIT ABOUT THE ACTUAL MATRIX.

THERE ARE SOME REVISIONS IN REFINEMENTS WE HAVE MADE TO THIS MATRIX.

NOT SO MUCH WHEN YOU LOOK AT THE LEVEL OF SCHOOL IMPACT WITH THE STAFF AND CAPACITY UP COMPONENT.

THAT STILL REMAINS.

WE KNOW OUR STAFFING CAPACITY COULD HAVE AN IMPACT ON FACILITIES AND HEALTH SERVICES AND THAT TYPE OF THING AND WERE AT STRAINED LEVEL.

WE DON'T ANTICIPATE GOING TO A CRITICAL LEVEL.

WE'LL ANTICIPATE GOING TO A NORMAL LEVEL FOR THE NEXT COUPLE OF MONTHS.

WHAT WE DID ONE HIGHLIGHT IS SOMETHING WE HAVE BEEN FOLLOWING AND ACTUALLY DOING.

WE WANT TO MAKE SURE OR HIGHLIGHTING IT UNDER THE LEVELS OF SCHOOL IMPACT.

THAT'S A HEALTH AND SAFETY MITIGATIONS.

I WANT TO SAY HATS OFF TO OUR TEAM, OUR FACILITIES AND OPERATIONS TEAM.

A STUDENT SERVICES TEAM.

OUR ALEXANDRIA HEALTH DEPARTMENT FOR WORKING COLLABORATIVELY WITH US THROUGHOUT THIS PROCESS.

OUR BUS DRIVERS, OUR BILL PROVIDERS, OUR NURSES.

THE LIST GOES ON AND ON.

WE ARE OPERATING IN A POSITION WHERE WE ARE LIVING UP TO THESE HEALTH AND SAFETY MITIGATIONS AS A SCHOOL DIVISION.

WE WORK VERY ADAMANT ABOUT THE 6-POINT DISTANCING, SOCIAL DISTANCING IN OUR CLASSROOMS. AS YOU ALL KNOW WE GOT SOME COMMENTS ABOUT THAT IN THE PAST.

THIS IS WHY I'M GLAD WE STAYED TRUE TO THAT.

THE VIRGINIA DEPARTMENT OF HEALTH IS RECOMMENDING 6 FEET SOCIAL DISTANCING IN OUR CLASSROOMS EVERYBODY.

THE CORRECT USE OF FACE COVERINGS AT ALL TIMES.

WE ARE OPERATING AT THAT LEVEL WHERE WE ARE REQUIRING IN OUR CITY, THANK YOU TO OUR CITY MANAGER IN OUR MAYOR FOR REQUIRING US TO HAVE MASKS IN HER FACE COVERINGS IN THE CITY OF ALEXANDRIA.

BUT SOMETHING THAT'S ALREADY IN PLACE.

WE HAVE OUR HYBRID SCHEDULES THAT HAVE MINIMAL TRANSITIONS.

IT DOESN'T MEAN THERE'S NO TRANSMISSIONS BUT THEY ARE MINIMAL TRANSITIONS WE HAVE ALREADY IN OUR SCHEDULE SO WE MITIGATED THAT.

WE HAVE OUR CLEANING PROTOCOLS IN PLACE.

THEY HAVE BEEN REVISED AND REFINED.

THE KEY TO OUR FACILITIES IN OPERATION TEAM.

WE HAVE TO KEEP IN MIND WE HAD PEOPLE IN OUR BUILDING SINCE MARCH.

IT'S NOT LIKE THE DAY ALL OF OUR KIDS START COMING BACK INTO OUR SCHOOLS AND IT'S OUR FIRST TIME HAVING PEOPLE IN OUR SCHOOLS.

OUR COMMUNITY PARTNERS ARE ALREADY IN OUR BUILDINGS AND THINGS ARE IN PLACE.

NOW TO MAKE SURE OR DOING THE APPROPRIATE HEALTH AND SAFETY MITIGATIONS.

WE HAVE HANDWASHING GUIDELINES.

THAT'S INCLUDING ANTIBACTERIAL GEL DISPENSERS AND SOAP DISPENSERS.

GW COMMUNITY THERE ALL IN THOSE BATHROOMS. LAST WEEK WAS ABLE TO VISIT EVERY ONE OF OUR SCHOOLS FOR 3 DAYS AND I'VE BEEN IN ALL OF OUR CLASSROOMS AND THEY ARE READY TO GO AND I SAW THE SOAP DISPENSERS AND THE HAND SANITIZER DISPENSERS AND CLASSROOMS. I THINK THAT A COUPLE CLASSROOMS WHERE IT WAS A BACK ORDER FOR THE HAND SANITIZER DISPENSERS.

WE HAVE THE BIG TUB OF HAND SANITIZER FOR RIGHT NOW WHICH IS JUST TEMPORARY.

THEY WILL BE HERE.

HOPEFULLY WILL BE HERE IN THE NEXT WEEK.

WE HAVE ISOLATION ROOMS THAT ARE ALREADY IDENTIFIED IN EVERY SINGLE ONE OF OUR SCHOOLS.

THAT IS TO PROVIDE A PLACE IF WE HAVE A STUDENT OR A STAFF MEMBER THAT IS EXPERIENCING SOME TYPE OF SICKNESS OR A TEMPERATURE THAT WE HAVE A LOCATION IN ITS DURING THE SCHOOL DAY TO PUT THEM SO THERE IN ISOLATION.

NEVER TEMPERATURE CHECKS IN PLACE.

WE HAVE A CONTRACT TRACING WE'VE WORKED DIRECTLY WITH ALEXANDRIA HEALTH DEPARTMENT IN PLACE.

THEN WE HAVE OUR COMMUNICATIONS PLAN REGARDS TO POSITIVE CASES.

[00:55:04]

WE HAVE HAD SOME POSITIVE CASES ALREADY IN SOME OF OUR BUILDINGS.

WE HAVE HAD SOME PRACTICE WITH IMPLEMENTATION OF THIS COMMUNICATIONS PLAN.

IN REGARDS TO HEALTH AND SAFETY BUT OCCASIONS WE ARE SPOT ON WITH OUT.

THAT WILL NOT BE A BARRIER TO US GETTING HER STUFF IN STUDENT TRUTHS BACK ADVERSE BUILDINGS.

BUT WITH CAME OUT OF THE VIRGINIA DEPARTMENT OF HEALTH AND I'M GLAD WE ARE ALREADY AHEAD OF THAT BECAUSE I WAS IN THERE TO MAKE SURE WE HAD EVERYTHING IN ORDER.

LET ME TALK ABOUT SOME THE THINGS THAT HAPPENED AND HAVE BEEN REFINED.

IF YOU LOOK AT THE ACTUAL DECISION COMPONENTS.

FOR EXAMPLE, I'M A NO GO BACK TO DOING OUR LITTLE PRACTICE.

OUR HANDS-ON ACTIVITY.

WE KNOW WHERE THE HIGHEST RISK LEVEL.

WE ALSO KNOW WERE AT A STRAINED LEVEL IN REGARDS TO STAFFING.

WHICH MEANS, IF I HAD TO MAKE A DECISION TODAY WE WOULD BE AT 100 PERCENT VIRTUAL WITH CHILDCARE SERVICES AND SEAL SUPPORT MONDAYS.

EVERYBODY'S LIKE OKAY WHAT SEAL SUPPORT MONDAYS AND THAT'S WHAT I WILL TALK TO YOU ABOUT TODAY.

WE ALREADY KNOW ABOUT THE CHILD CARE SERVICES.

OUR CHILDCARE SERVICES ARE IN PLACE AND HAVE BEEN FOR A WHILE.

THAT IS ALL OF OUR COMMUNITY PARTNERS SUCH AS RECORD PROGRAMS, SUCH AS THE ALEXANDRA SOCCER ASSOCIATION.

SUCH AS SOME OF HER OTHER CHILDCARE PROVIDERS THAT ARE WITHIN OUR SCHOOLS NOW PROVIDING SOME OF OUR SERVICES.

WE WANTED TO MAKE SURE THAT WE WERE ACKNOWLEDGING THAT IN OUR DECISION MATRIX.

PEOPLE CAN UNDERSTAND YES, WE HAVE OUR INSTRUCTION BEING HUNTED PERCENT VIRTUAL BUT THERE ARE SOME STUDENTS THAT ARE IN OUR SCHOOL BUILDINGS.

ONE OF THE INDICATORS ARE SOME OF THE CREDITS WE GOT FROM THE VIRGINIA DEPARTMENT OF HEALTH WAS TO MAKE SURE WERE PROVIDING ACCOMMODATIONS FOR PEOPLE THAT HAVE CHILDCARE CONCERNS AND ISSUES.

THEY ARE GETTING THOSE SERVICES.

UNFORTUNATELY WERE ALREADY DOING THAT WITH VIRTUAL PLUS FROM AUGUST TO NOW.

WE BEEN DOING IT.

WE WANT TO MAKE SURE WE HAD AT THAT INCLUDED SO PEOPLE ARE AWARE.

EVERYBODY IS LEARNING VIRTUALLY.

EVERYBODY IS NOT OUTSIDE OF OUR SCHOOL BUILDING.

SOME KIDS ARE IN OUR SCHOOLS EVEN TODAY.

WHAT WE DID ADD WAS THE SEAL SUPPORT TO MONDAYS.

STILL WORKING THROUGH SPECIFIC LOGISTICS AROUND THIS.

WE WANTED THE COMMUNITY AND THE BOARD HAVE AN UNDERSTANDING OF WHERE WERE GOING WITH THE SEAL SUPPORT.

REALLY THIS IS IN PERSON SUPPORT FOR STUDENTS ON MONDAYS.

THIS SEAL SUPPORT KNOWN AS SOCIAL, ACADEMIC AND ECONOMIC, CULT LEARNING.

THE SUPPORTS ARE GIVEN TO STRINGS VIRTUALLY RIGHT NOW.

STARTING PLACE VIRTUALLY.

SOME STUDENTS ARE NOT REALLY RESPONDING TO THE VIRTUAL SUPPORTS.

THESE ARE STUDENTS WHO ARE HAVING ACADEMIC CHALLENGES AND THEY'RE NOT RESPONDING WITH ACADEMIC SUPPORT VIRTUALLY.

THESE ARE STUDENTS WHO HAVE EMOTIONAL CHALLENGES AND THEY MAY NOT BE RESPONDING TO OUR SUPPORTS VIRTUALLY.

THEY MAY HAVE SOCIAL CHALLENGES AND THEY MAY NOT BE RESPONDING TO OUR SUPPORTS VIRTUALLY.

ON THE SEAL SUPPORT MONDAYS THIS WILL AFFORD STUDENTS, PRE-K-12 THAT ARE HAVING SIGNIFICANT CHALLENGES.

AND ARE NOT ABLE OR NOT RESPONDING TO THE VIRTUAL SUPPORTS WE HAVE IN PLACE.

WORKING THROUGH SOME SPECIFICS IN REGARDS TO WHAT THE CRITERIA IS GOING TO BE.

OF COURSE WERE GOING TO BE USING THE RM TSS MODEL FOR OUR CRITERIA.

LOOKING AT SPECIFIC DATA POINTS THAT WE WILL USE.

IF A SIGNIFICANT NUMBER OF DATA POINTS FROM GRADE DISTRIBUTION TO MAP SCORES TOUR SEAL ASSESSMENTS.

TO JUST KIDS MAYBE NOT BEING ENGAGED DURING ZOOMS. FROM TEACHER OBSERVATION.

OUR TEAM IS WORKING THROUGH ALL OF THOSE LOGISTICS AND WE WILL BRING MORE INFORMATION BEFORE THE BOARD AT HER NEXT UPDATE ABOUT WHAT THIS LOOKS LIKE AND WHAT IT CAN POTENTIALLY BE ASKED TO MOVE FORWARD.

THIS MADE MAY BE A WORK IN PROCESS.

WE WANTED TO ENSURE THAT THE BOARD WAS AWARE IN OUR COMMUNITY WAS AWARE THAT THIS IS FORTHCOMING.

THIS SEAL SUPPORT MONDAYS IS SOMETHING THAT IS GOING TO BE OFFERED WHETHER WE ARE HUNDRED PERCENT VIRTUAL, MODIFIED OR IN A FULL HYBRID.

WE HAVE TO KEEP IN MIND WITH THE HYBRID SCHEDULES A TUESDAY THROUGH THURSDAY SCHEDULES ARE IN SYNCHRONOUS DAYS.

REGARDLESS OF THE HUNDRED PERCENT, A MODIFIED HYBRID OR FULL HYBRID SCHEDULE WERE GOING TO STILL BE OFFERING THE SEAL SUPPORT IN PERSON MONDAYS.

THIS IS FOR STUDENTS THAT ARE NOT RESPONDING TO THE VIRTUAL SUPPORTS.

ANOTHER THING I WANT TO SHOW ON HERE THAT IS A NEW KIND OF I GUESS MORE CLEAR TO OUR COMMUNITY IS 100 PERCENT VIRTUAL AND ALL AC PS BUILDINGS ARE CLOSED.

THIS IS A SPECIFIC AREA WHERE WE HAVE AN EXECUTIVE ORDER LIKE WE HAD BACK IN

[01:00:05]

APRIL WHERE EVERYTHING SHUTS DOWN AND WE CAN'T OPEN OUR SCHOOL BUILDINGS.

WE WANTED TO MAKE SURE THAT WAS CAPTURED HERE ON OUR ACTUAL MATRIX.

SO THAT PEOPLE CAN KNOW WHAT IS THE MOST AT FOR YOUR CASE.

THAT MEANS WERE NOT IN THE MOST SEVERE CASE RIGHT NOW.

THE MOST SEVERE CASE WOULD BE NO ONE COULD BE IN OUR SCHOOL BUILDINGS.

THERE ARE NO COMMUNITY PARTNERS AND EVERYBODY IS VIRTUAL.

THAT WILL COME THROUGH SOME FORM OF AN EXECUTIVE ORDER TO GET TO THAT LEVEL.

WE WANT TO MAKE SURE WE HIGHLIGHTED THAT HERE.

ANOTHER ADDITION THAT YOU WILL SEE IS A CLARIFYING EDUCATOR UNDER THE HYBRID COMPONENTS AND YOU WILL SEE IT GETS HYBRID INCLUDING ATHLETICS AND EXTRA CURRICULUM.

ONE THING THE VIRGINIA DEPARTMENT OF HEALTH REALLY IS ADAMANT ABOUT RECOMMENDING TO SCHOOL DIVISIONS IS THAT YOU FIRST AS A SCHOOL DIVISION WORK ON TRANSITIONING STUDENTS INTO THE SCHOOL TO PROVIDE THEM WITH THE APPROPRIATE ACADEMIC LEARNING ENVIRONMENT.

THEN, ONCE YOU TRANSITION STUDENTS THAT YOU BEGIN TO INCORPORATE ATHLETICS AND EXTRACURRICULAR ACTIVITIES.

THAT IS BEEN OUR PHILOSOPHY PRIOR TO THIS VDH GUIDANCE THAT JUST CAME OUT LAST THURSDAY.

WE HAVE STAYED TRUE TO THAT.

WE WILL CONTINUE TO STAY TRUE TO THAT.

THE GOAL IS WE DO WANT KIDS TO GET BACK INTO THE ATHLETICS WE WANT THEM TO GET BACK INTO THEIR EXTRACURRICULARS.

WE WANT TO MAKE SURE WERE DOING OUR TRANSITION OF OUR STUDENTS.

WERE GOING TO HAVE TRANSITION OF KIDS AND ONCE THE KIDS ARE TRANSITIONED THEY WILL AUTOMATICALLY START OUR ATHLETIC PROGRAMS AND WE WILL AUTOMATICALLY THEN TO BEGIN OUR EXTRACURRICULAR ACTIVITY SCHEDULES.

OF COURSE WERE STILL GOING TO HAVE TO FOLLOW WHATEVER CDC GUIDELINES COME OUT WITH ALL THOSE DIFFERENT COMPONENTS.

THIS IS GIVING A CLEAR UNDERSTANDING OF WHEN ATHLETICS AND EXTRACURRICULARS WILL MATRICULATE IN OR WILL WHEN WE TRANSITION INTO THOSE SPECIFIC AREAS.

I WENT THROUGH THIS VERBALLY WITH YOU ALL.

THE NEXT LIGHT WILL SHOW YOU A VISUAL OF EVERYTHING I JUST SAID.

THIS IS GIVING YOU A QUICK OVERVIEW OF HYBRID AND HOW IT'S A PHASE ENTRY, ATHLETICS AND EXTRACURRICULARS AFTER STUDENTS WERE TRANSITIONED.

CHILDCARE PARTNERS ARE STILL THERE.

SOCIAL ECONOMIC LEARNINGS ARE ON MONDAYS.

ASSUME MODIFIED.

SPECIFICALLY.

I DIDN'T MENTION THIS LAW SCHEDULE SO I'LL MENTION IT NOW.

THERE WERE QUESTIONS REGARDS TO WHICH GROUPS SPECIFICALLY WHAT WERE DOING A MODIFIED HYBRID.

WHICH GROUPS ARE BE FOCUSING.

ONE THING THAT CAME OUT AT THE VIRGINIA DEPARTMENT OF HEALTH'S GUIDANCE AS WE REALLY WANT TO FOCUS WHEN OUR FIRST GROUP IS COMING INTO OUR SCHOOLS WANT FOCUS ON STUDENTS WITH DISABILITIES AND STUDENTS WHO WERE ENGLISH LEARNERS.

THAT IS THE FIRST GROUP YO REALLY WANT TO FOCUS ON ON ANY TYPE OF MODIFIED.

YOU WANT TO FOCUS ON STUDENTS WERE RECEIVING THOSE TYPES OF SERVICES AT THE EARLY GRADES.

WE FOCUSED ON OUR MODIFIED HYBRID.

THAT FIRST GROUP THAT WERE GOING TO TRANSITION IN.

IF WE EVER GET TO THE POINT WHICH I HOPE IT'S GONNA BE SOON BARBER AT A HIGHER RISK LEVEL VERSUS THE HIGHEST RISK LEVEL LIKE WE ARE RIGHT NOW.

THAT WE CAN GO AHEAD AND START TRANSITIONING OUR PRE-K THROUGH THIRD GRADE STUDENTS WHO ARE RECEIVING SPECIAL EDUCATION OR ENGLISH LEARNERS SERVICES.

WE ARE GOING TO HAVE TO ONCE THE TRANSITION HAPPENS IF WE KEEP SEEING THE TREND GO DOWN THEN AT THAT POINT WE MAY LOOK TO TRANSITION SOME ADDITIONAL STUDENTS AFTER THAT.

THE GOAL IS TO GIVE THE FIRST GROUP OF STUDENTS IN TO MODIFY LEVEL.

IT WILL BE BETWEEN 8 AND 10 PERCENT FOR POSITIVITY RATE AND I FORGOT WITH THE LEVEL OF COME UP WHAT THE PER 100,000 IS.

WE HAVE TO BE AT THE HIGHER RISK LEVEL IN ORDER FOR US TO GET TO THIS MODIFIED HYBRID SECTION IS THE POINT I'M TRYING TO MAKE.

THAT IS THE FIRST GROUP WERE GOING TO HAVE TRANSITIONING IN SO PEOPLE WERE ASKING, WHAT GROUP WITHOUT BEING? NOW SPECIFICALLY RESTATING WHO THEY ARE AND WHO WILL BE TRANSITIONING WILL BE GET TO A MODIFIED HYBRID LEVEL.

EVERYTHING ELSE I'VE ALREADY COVERED ON THE PREVIOUS SLIDE.

THIS IS JUST A QUICK OVERVIEW FOR EVERYBODY TO SEE.

I THINK THAT'S IT.

WE WILL OPEN THE FLOOR FOR QUESTIONS FROM THE BOARD.

I KNOW WE HAVE OUR TEAM HERE THAT CAN ANSWER THE QUESTIONS THAT YOU MAY HOUSE.

>> OKAY.

FIRST OFF WEEK OF A QUESTION FOR MISS GENTRY.

>> THANK YOU SO MUCH.

I'VE GOT A COUPLE BUT I THINK THEY'RE TINY IF IT'S OKAY.

[01:05:02]

GOING BACK TO SLIDE 5.

JUST I THINK I UNDERSTAND A LOT OF THIS INFORMATION WAS COMING IN FAST.

ULTIMATELY I THINK THIS IS THE SLIDE PEOPLE ARE GOING TO BE LOOKING AT AND REFERRING TO.

I THINK IT WILL BE HELPFUL AT SOME POINT WHEN I LOOK AT THAT LINE ABOUT STUDENT ABSENTEEISM.

I THINK IT MIGHT BE HELPFUL FOR PEOPLE SINCE THE OTHER ONES HAVE NUMBERS OR PERCENTAGES TO IT.

I'M IMAGINING YOU GUYS ARE GOING TO BE ABLE TO GO BACK OVER PREVIOUS YEARS AND UNDERSTAND WHAT IS TYPICAL, WHAT IT IS BASELINE STUDENT ABSENTEEISM.

WHAT'S A TYPICAL PERCENTAGE OR SOMETHING LIKE THAT.

IF YOU GUYS CAN MAYBE INCORPORATE SOME PERCENTAGES INTO THAT.

THEN REGARDLESS OF WHICH BOX YOU'RE LOOKING AT YOU ARE SEEING SOME PERCENTAGES OR SOME NUMBERS.

THAT WAS ONE THOUGHT I HAD.

OR, IF NOT THEN IT MAY BE A LITTLE BIT MORE DESCRIPTION BECAUSE I COULD SEE THAT ONE BEING A LITTLE BIT HARDER FOR PEOPLE TO PARSE RIGHT NOW.

I HAD A CLARIFICATION QUESTION FOR ME.

ON THIS MORNING AS WELL.

SO, THE*AT THE BOTTOM.

WHEN IT SAYS A CLUSTER IS DEFINED AS 2 OR MORE BUT THEN THERE'S ALSO REFERENCES TO ALL BREAK.

ARE THOSE MEANT TO BE THE SAME THING?

>> YES, THAT IS CORRECT.

>> WE MAYBE PICK ONE WORD JUST OR USE THIS OUTBREAK OR CLUSTER?

>> ARE FINE WITHOUT.

I'M NOT SURE IF WE TOOK THAT DIRECTLY FROM THE VDH DOCUMENT OR NOT.

ESSENTIALLY THAT IS THE SAME THING HERE.

I WOULD BE FINE WITH US CHANGING THAT FIRST* TO AN OUTBREAK IS FOR 2 OR MORE INDIVIDUALS.

>> IF IT'S BETTER TO USE BOTH WORDS.

THAT WANT PEOPLE TO BE CONFUSED ABOUT NOT KNOWING IF ONE IS THE SAME AS THE OTHER.

>> DOCTOR HERRING I WAS GONNA SAY I THINK WE SHOULD JUST CLARIFY WE LOOK AT THE REVISED VERSION.

WERE REALLY TRYING TO STAY TRUE TO THE LANGUAGE THAT'S IN THE GUIDANCE.

LET'S SEE WHATEVER LANGUAGES AND THERE AND USE THAT.

JUST SO WERE BEING CONSISTENT WITH THE LANGUAGE.

>> YES, I APPRECIATE YOU BRINGING THIS POINT OUT.

THANK YOU FOR NOTING THAT.

>> THAT'S GREAT.

THANK YOU.

AND THEN FOR SLIDE 8.

FOR THE SEAL MONDAYS.

THANK YOU A LOT FOR THE DESCRIPTION ABOUT THAT.

I THINK THAT'S GOING TO BE A REALLY WELCOME SUPPORT .

A LOT OF FAMILIES WILL APPRECIATE.

I DO THINK MAYBE THIS IS ANOTHER ONE OF THESE THOUGH THAT THERE MAY NEED TO BE SOME CLARIFICATION.

WHAT A SEAL MONDAY ALWAYS BE AT A STUDENTS ASSIGNED SCHOOL OR COULD THERE BE POSSIBILITIES WHERE DEPENDING ON THE NUMBER OF KIDS OR SOMETHING LIKE THAT THEY MIGHT BE GOING TO.

YOU MAY NOT HAVE AN ANSWER TO THAT.

I'M JUST SAYING THIS MIGHT BE SOMETHING THAT IS YOU GUYS FURTHER CLARIFY THIS THINK IT'S GOING TO BE REALLY HELPFUL FOR PEOPLE TO UNDERSTAND.

>> YES.

I THINK ONE THING WE SHOULD INCLUDE THAT IT'S A WORK IN PROGRESS AND PEOPLE KNOW WE DON'T HAVE ALL THE DETAILS ON IT YET.

WE MAY WANT TO BE MORE EXPLICIT ABOUT THAT WHEN WE SHARE THIS OUT WITH THE COMMUNITY ON MONDAY.

BUT, TO ANSWER YOUR POINT, THE GOAL IS TO TRY TO HAVE STUDENTS AFTER SCHOOLS NOT TO HAVE CLUSTERS OF STUDENTS.

THEY MIGHT NOT BE FOR EXAMPLE IF A STUDENT IS RECEIVING SOME TYPE OF ACADEMIC LEARNING SUPPORT.

IT MIGHT NOT BE FROM THEIR TEACHER.

I MIGHT BE FROM SOMEONE ELSE.

THE PURPOSE AND THIS IS NOT TO HAVE AN ADDITIONAL DAY OF TEACHING AND LEARNING.

IT REALLY IS SUPPOSED TO BE A DAY FOR ADDITIONAL SUPPORT THAT ARE ABOVE AND BEYOND WHAT EVERYBODY ELSE MIGHT BE RECEIVING AT A PARTICULAR TIME.

AND THAT ONE OUT TO THAT AS WELL IS THIS IS GOING TO BE SPECIFICALLY FOR THOSE STUDENTS THAT ARE NOT RESPONDING TO THE SUPPORTS WERE DOING VIRTUALLY.

IF A STUDENT IS ALREADY RECEIVING SUPPORTS WHICH MANY OF OUR STUDENTS ARE IN THEIR RESPONDING TO THAT RIGHT NOW VIRTUALLY.

ROCK ESTATE WILL NOW YOU GOTTA COME IN PERSON TO GET THAT.

WE WANT TO KEEP, IF THINGS ARE WORKING WE DON'T WANT TO CAUSE ANOTHER DISTURBANCE BECAUSE THERE WILL BE ANOTHER ISSUE THAT STUDENT MAY HAVE TO FACE.

WE WILL HAVE MORE DETAILS AS WE MOVE FORWARD OVER THE NEXT COUPLE WEEKS.

[01:10:04]

>> THAT'S GREAT.

FINAL CLARIFYING THING.

I THINK IT WAS HELPFUL WHEN YOU CLARIFIED THE IDEA ABOUT THE MODIFIED HYBRID IS THAT PRE-K THROUGH 3.

STUDENTS WITH DISABILITIES AND ENGLISH LEARNERS.

BUT, WHEN YOU SAY STUDENTS WITH DISABILITIES, ARE YOU MEETING A STUDENT THAT HAS AN IEP?

IS IT A STUDENT, >> SO SPECIFICALLY IS WHAT IT IS IT STUDENTS WITHIN OUR SELF-CONTAINED LANGUAGE ARTS OR MOUTH.

WE WILL TOUGH LINK, I'M GLAD YOU POINTED THAT OUT.

THAT'S THINGS WE ONLY DISCUSSED.

I HEARD THAT FROM TERRY WARNER THIS MORNING.

SO WE DON'T HAVE THAT LISTED.

WITH THE FINAL VERSION WE RELEASE IT WILL BE MORE EXPLICIT AROUND STUDENTS WHO WERE RECEIVING SELF-CONTAINED SERVICES AND CITYWIDE PROGRAMS. WE WILL BE MORE SPECIFIC WITH THAT.

I THINK THAT'S A GOOD POINT.

>> I THINK THOSE WITH RE-DISABILITY COULD POTENTIALLY BE A LARGER GROUP THAT I WOULD WANT PEOPLE WATCHING TONIGHT TO GET CONFUSED ABOUT THAT.

THANK YOU ALL VERY MUCH.

>> THE KEY MISS GENTRY.

MS. GREENE?

>> THANK YOU, DOCTOR HUTCHINGS CAN YOU TALK A LITTLE BIT ABOUT WHERE ALL VERY EXCITED ABOUT THE ROLLOUT FOR THE TEACHERS GETTING THE VACCINE.

THANK YOU TO GOVERNOR NORTH MEN.

CAN YOU TELL ME AND IT MAY BE A LITTLE EARLY INTO THE GAME.

WHAT PERCENTAGE OF TEACHERS HAVE GOTTEN IT THE FIRST WEEK? I KNOW SLOTS WERE OPEN FOR TEACHERS AND I KNOW MORE WERE OPEN UP.

IS IT TO RELATE TO GET INFORMATION?

>> ASTUTELY RIGHT NOW.

WERE WORKING THROUGH IT.

WHAT WE HAD TO DO THEM DOCTOR HERRING WILL BE ABLE TO ALLOW ELABORATE LEVEL MORE.

BUT WE HAVE TO MAKE SURE WHAT WERE DOING.

BECAUSE THIS IS A VACCINE THIS IS A PART OF SOMEBODY'S MEDICAL HISTORY.

HAVE TO BE VERY CAREFUL WITH HOW ONE WOULD GATHER INFORMATION.

WAS GETTING ACCESS TO THAT TYPE OF INFORMATION.

BECAUSE PEOPLE ARE STILL PROTECTED AND RIGHT NOW YOUR STATUS IS ASSOCIATED WITH YOUR EMAIL.

ONE EMAIL HAS YOUR NAME IN IT AND YOUR NAME HAS WHAT SCHOOL YOU'RE AT AND ALL THAT INFORMATION.

WERE TRYING TO WORK THROUGH HOW CAN WE HAVE A WAY TO REALLY DOCUMENT OUR STAFF BUT, NOT IN A WAY WHERE EVERYBODY CAN SEE WHO THAT PERSON MAY BE.

THE HEALTH DEPARTMENT HAS ALL THAT INFORMATION.

THE COMMUNITY IS NOT SUPPOSED TO KNOW THAT INFORMATION.

THEY CAN'T KNOW.

I'M SHARING WITH YOU THAT I HAVE MY FIRST DOSE OF VACCINATION BUT IT'S NOT PUBLIC INFORMATION FOR YOU ALL THE KNOW IT.

I DON'T HAVE TO TELL YOU THAT.

I'M CHOOSING TO TELL YOU THAT.

WERE TRYING TO WORK THROUGH A LOT OF THOSE LOGISTICS.

LAST WEEK THE ASSOCIATED OF SCHOOL SUPERINTENDENTS, THE COUNSELOR THAT WORKS WITH VASS THEY PROVIDED WITH AN OVERVIEW WITH THEIR ATTORNEYS AND WERE WORKING THROUGH THAT INFORMATION TO PROVIDE AN OVERVIEW FOR OUR STAFF.

THAT'S TAKING US TIME TO GO THROUGH ALL OF THE RECOMMENDATIONS TO MAKE SURE IT'S ALIGNED WITH OUR POLICIES, PRACTICES AND PROCEDURES.

WE ARE IN THE MIX RIGHT NO IT ADMITS OF TRYING TO GE AN OVERVIEW OF WHO GOT VACCINATED.

LIKE A PERCENTAGE IN A NUMBER.

DOCTOR HERRING HE MAY WANT TO GIVE US MORE INSIGHT ABOUT THAT.

THAT'S A RESET THAT WE JUST STARTED DOING THIS WEEK.

>> RANGE.

THANKS TO ALL ALL YOUR SUPPORT AND EVERYTHING WERE DOING INCLUDED THE A CPS NURSE WAS SERVING AS FACTS AND FIGURES TO HELP US.

ONE OF THE THINGS WE'VE DONE IN THE HEALTH DEPARTMENT IS WE HAVE FOLLOWED THE PRIORITIZE ASIAN LIST OF THE 1A AND THE ONE BEING.

YOU NOTE 1B GOT EXPANDED FROM 75 AND OLDER TO EXCLUDE 65 AND OLDER PLUS EVERYBODY 16 TO 64 WITH AN UNDERLYING MEDICAL CONDITION.

THAT MEANS, IF YOU LOOK AT IT GLOBALLY, HALF OF WHICH INDIANS ARE ELIGIBLE FOR VACCINE AT THIS POINT.

VACCINES ARE NOT AVAILABLE AT THIS POINT.

WHAT WE ARE DOING IS WE ARE PRIORITIZING ACCORDING TO PEOPLE THAT ARE MOST AT RISK FOR QUITE FRANKLY FOR DYING OR NEEDING A HOSPITAL.

REALLY FOCUSED ON THOSE 75 AND OLDER FIRST.

IN SEQUENCE WITH THAT WE ARE ALSO FOCUSED ON THE ONE A.

1A ARE THE HEALTHCARE PROVIDERS.

THOSE ARE THE SCHOOL NURSES AND THE PARAMEDICS AND OTHER HEALTHCARE PROVIDERS IN ALEXANDRIA.

IT CLEARLY GONE TO THE 1A EMPEROR IN 1B1 AND 2.

[01:15:03]

AND 3 PARTICULARLY.

WERE NOT EXCLUDING THE 1B 4 THROUGH 9.

ONE B1 AND 2 ARE THE FIREFIGHTERS, SHERIFF, POLICE AND 1B3 ARE THE K-12 TEACHERS AND CHILDCARE.

WE ARE FOCUSED, WITH GOD ALL OF THE TEACHERS AND STAFF, CUSTODIANS, SCHOOL BUS DRIVERS, EVERYBODY UPLOADED INTO THEM.

AT THE VACCINE MANAGEMENT SYSTEM.

IT'S GOING TO GET CONFUSING FOR THE COMING WEEKS BECAUSE WERE GOING TO BE TRANSITIONING TO ANOTHER MANAGEMENT SYSTEM.

FOR NOW HAVE EVERYTHING UPLOADED IN THE FAN.

WE'VE ACTUALLY SENT OUT A SECOND SURVEY TO K-12 TEACHERS OF BOTH PUBLIC AND PRIVATE TEACHERS JUST TODAY.

TO FIND OUT HEY, HAVE YOU REGISTERED AND IF SO HAVE YOU HAD TROUBLE IN APPOINTMENT.

NEXT WILL BE DOING OUTREACH TO THOSE FOLKS THAT THE OTHER QUESTION WERE ASKING HAVE YOU TRIED TO REGISTER IN ADVANCE BUT TRYING TO RUN INTO DIFFICULTY? WILL DO OUTREACH TO THEM TO GET THEM LOADED UP INTO THEN.

FOCUS OF STUDY FOR THE NOTE OR ANY OTHER FOCUS IS AT THIS JUNCTURE ARE K-12 TEACHERS AND CHILDCARE PROVIDERS.

>> DOCTOR HERRING CAN YOU TELL ME IF THE CHILDCARE PROVIDERS ARE IN ADVANCE YET?

>> THEY SHOULD BE IN VAMPS AS WELL.

YES.

>> THANK YOU.

>> THANK YOU DOCTOR RIEF.

>> THANK YOU FOR THE UPDATE DOCTOR HUTCHINGS AN EVERYONE.

IF YOU COULD PULL UP SLIDE 7 PLEASE.

WHICH IS THE MATRIX.

THANK YOU.

FOR ME, I THINK THE LEVEL OF COMMUNITY TRANSMISSION IS VERY CLEAR.

THE ONE THING I AM STILL TRYING TO GET A LITTLE MORE CLARITY ON HIS AROUND THE STAFFING CAPACITY.

I KNOW EVERYONE IS EXCITED ABOUT THE VACCINATION SUMMER HOPING THAT'S GOING TO INCREASE FOR TEACHERS AND STAFF ABILITY TO RETURN A PERSON.

I GUESS I'M TRYING TO UNDERSTAND HOW WERE GATHERING CHANGES IN STAFF ABILITY TO RETURN.

DO THEY HAVE TO REPORT IT WHEN THEY'RE HAVING A CHANGE? HOW'S IT WORKING? ALSO WONDERING, HOW THE HIRING OF SCHOOL MONITORS IS AFFECTING THE STAFFING LEVEL BECAUSE IF ITS FUTURE IS NOT ABLE TO RETURN AND PERSON BUT WE HAVE TO MONITOR OUR WEEK COUNTING THAT INTO THE PERCENTAGE OF STAFF AVAILABILITY.

ANOTHER THING I BEEN THINKING ABOUT IS HOW WE HAVE THE SICK STUDENTS OF THE CITYWIDE PROGRAM COME BACK TO JEFFERSON HOUSTON IN THE FALL.

AT THAT TIME WE WERE OUT A STRAIN STAFFING LEVEL TOO.

JUST WONDERING HOW THAT FITS INTO THE DECISION-MAKING AND IF WERE GOING TO BE LOOKING AT IT AND BREAKING IT DOWN BY A SCHOOL.

I BELIEVE I SAW ONE OF THE SCHOOL NEWSLETTERS THAT IT SPECIFICALLY IT WAS SHARED AT THE STAFFING LEVEL OF THE SCHOOL IMPACTED THAT PARTICULAR SCHOOL.

WOULD WE BE IN A SITUATION WHERE SOME SCHOOLS WILL BE ABLE TO COME BACK MAYBE BEFORE OTHER SCHOOLS BASED ON THE STAFFING CAPACITY.

UNDERSTANDING THINGS LIKE TRANSPORTATION MAY SERVE THE FULL DIVISION.

IF YOU CAN HELP ME UNDERSTAND A LITTLE BIT ABOUT HOW WERE WORKING THROUGH THE STAFFING CAPACITY AND UNDERSTANDING THEM.

>> THAT'S A GREAT QUESTION DOCTOR RIEF.

FIRST AND FOREMOST WE DO CHECK IN WITH TEACHERS WHEN WERE STANDING OUT OUR STUDENT SCHEDULES.

ANYONE THE SELECTED HYBRID WE WANT TO MAKE SURE WERE PUTTING THE APPROPRIATE STATUS ON THE STUDENT SCHEDULE.

IT HAPPENS CONSISTENTLY.

WE'VE DONE 3 GROUPS AS OF NOW.

SO WE'VE CHECKED UP WITH 3 GROUPS OF TEACHERS.

THAT'S HOW WERE DOING THE CHECKUP IN REGARDS TO TEACHER STATUS.

WE HAVE TO KEEP IN MIND THAT STAFFING IS BEYOND JUST TEACHERS THOUGH.

THIS IS WHY IT WAS IMPORTANT FOR US TO INCLUDE FACILITIES, HEALTH SERVICES, INSTRUCTIONAL DELIVERY, SCHOOL NUTRITION SERVICES AND TRANSPORTATION.

THE TEACHER COMPONENT THAT IMPACTS THE INSTRUCTIONAL DELIVERY, RIGHT? WE KNOW OUR SOLUTION RIGHT NOW FOR THAT IS WERE DOING, NOT CO-TEACHING, MY BRAIN WENT AWAY.

CONCURRENT TEACHING.

THANK YOU.

OUR CONCURRENT TEACHING.

JUST LOST IT FOR SECOND.

MORE TO THE CONCURRENT TEACHING MODEL WHICH AFFORDS OUR TEACHERS IF THEY'RE UNABLE TO RETURN TO THE BUILDINGS AND STILL BE ABLE TO TEACH THEIR

[01:20:01]

STUDENTS VIRTUALLY AND TO HAVE THAT CLASSROOM MONITOR IN THE CLASSROOM.

WE BEEN ABLE TO MITIGATE THE INSTRUCTIONAL DELIVERY HAVE A CLASS OR MONITORS.

WE STILL HAVE IMPACTS IF WE ARE IN SITUATIONS WHERE CUSTODIANS ARE NOT ABLE TO COME BACK INTO OUR SCHOOL BUILDINGS.

IF WE HAVE NURSES THAT ARE NOT ABLE TO COME BACK INTO OUR SCHOOL BUILDINGS.

WE DO HAVE ISOLATION ROOMS AND THINGS OF THAT NATURE THAT HAVE TO BE WORKED THROUGH.

SCHOOL NUTRITIONAL SERVICES BECAUSE WE STILL HAVE TO PROVIDE MEALS IN OUR CLASSROOMS. AS OF RIGHT NOW WERE AT A STRAIN LEVEL BUT WERE NOT AT A LEVEL WHERE IT IS CRITICAL.

ONCE OUR SCHOOLS OPEN, OUR SCHOOL BUILDINGS OPEN WE MAY BEGIN TO SEE SOME DISPARITIES THAT OCCUR BECAUSE YOU CAN HAVE AN OUTBREAK IN ONE SCHOOL AND NOT IN ANOTHER.

SO, WERE GOING TO START BEGINNING TO SEE THINGS NOT BE A DIVISIONWIDE TYPE KIND OF LIKE DECISION.

IT IS GOING TO BE ON A SCHOOL BY SCHOOL BASIS AND MAINTAINING FOR THEM TO STAY OPEN OR NOT.

THAT IS WHY YOU WILL SEE AS WE OPEN OUR SCHOOL BUILDINGS IT'S GOING TO START BEING MORE OF A SCHOOL LEVEL.

EACH SCHOOL IS NOT GOING TO BE MONITORED AND LOOKED A INDIVIDUALLY VERSUS AS AN ENTIRE SCHOOL DIVISION.

THAT IS GOING TO HAPPEN ON OF OURONE OF OUR DOORS OPEN UP AND THAT SUBJECT WE WILL PUT INTO CONSIDERATION.

AS WELL AS A STUDENT ABSENT ABSENTEE.

YOU MIGHT HAVE A SCHOOL HIGH APTITUDE OF STUDENTS THAT ARE ABSENT DUE TO HEALTH REASONS.

ONE BUILDING AND YOU MIGHT NOT HAVE IT IN ANOTHER.

THESE ARE ALL THE FACTORS THAT WE ARE GOING TO HAVE TO LOOK THROUGH ON AN INDIVIDUAL BASIS EACH ONE OF OUR SCHOOLS.

IN REGARDS TO THE CLASSROOM MONITORS.

WE ARE RIGHT NOW WORKING THROUGH, WORKING WITH THE CURRENT POOL OF SUBSTITUTES AND OTHER STAFF WE HAVE ON HAND, PART-TIME STAFF MEMBERS TO SEE WHO IS INTERESTED IN OUR CLASSROOM MONITOR POSITIONS THAT WE DO CURRENTLY HAVE AVAILABLE.

HOPING THAT ONCE MORE OF OUR STAFF MEMBERS ARE GETTING THE VACCINE AND WERE ABLE TO HAVE MORE STAFF MEMBERS INTO OUR BUILDINGS THAT WE SHOULD HAVE LESS OF A NEED FOR THESE CLASSROOM MONITORS OVER THE NEXT COUPLE OF MONTHS.

IT DOESN'T MEAN THEY WILL BE OBSOLETE.

WE SHOULDN'T NEED THE SAME AMOUNT NOW, 2 MONTHS FROM NOW.

THAT'S THE EXPECTATION ON THE GOAL.

WE HAVE TO PLAY THAT OUT.

WE ARE CONSISTENTLY LIKE WE ALWAYS DO.

WERE ALWAYS MONITORING STAFF AND ABSENCES AND SUBS AND THAT SOMETHING WE JUST DO ANYWAY.

EVEN IF WE WERE IN A NORMAL ATMOSPHERE.

WE DO LOOK AT THOSE REPORTS AND ARE ABLE TO RUN THOSE REPORTS.

THAT YOU HAD 3RD QUESTION.

WHAT WAS III PART?

>> I HAD ASKED ABOUT WHEN WE DID TO THE SMALL GROUP OF STUDENTS IN PERSON AT JEFFERSON HOUSTON AND HOW YOU WOULD SAY THAT FITS INTO THIS DECISION-MAKING MODEL.

LIKE WHY WE WERE ABLE TO DO IT AT THAT TIME.

NOW OUR DIVISION IS AT A STRAIN LEVEL.

>> SO STRAINED IS NOT A BA SITUATION.

WORK AT A GOOD PLACE TO BE AT A STRAIN LEVEL.

I THINK MANY SCHOOL DIVISIONS ARE PROBABLY FACED WITH HAVING LESS THAN 50 PERCENT OF THEIR STAFFING BEING AVAILABLE.

BEING AT A STRAIN LEVEL IS NOT SO BOUND FOR US.

BEING WE WERE OUT A STRAINED LEVEL PREVIOUSLY MEANING WHEN WE TRANSITION OUR CITYWIDE STUDENTS AND STILL BEING IN THE STRAIN LEVEL.

THAT'S PRETTY CONSISTENT BECAUSE WE HAVEN'T HAD ANYTHING TO CAUSE A HUGE JUMP FOR US TO INCREASE STAFF MEMBERS ABLE TO RETURN.

THIS VACCINE IS AVAILABLE.

THAT IS GIVING US AND SOME OPPORTUNITY TO HAVE MORE PEOPLE WHO MAY NOT HAVE BEEN ABLE BEFORE TO NOW BE ABLE.

WE SHOULD SEE AN INCREASE IN WE SHOULD MOVE OUT OF THE STRAINED KIND OF LEVEL TO A NORMAL LEVEL OVER THE NEXT FEW MONTHS.

THAT IS THE GOAL THAT'S HOW WE HOPE IT WILL ALL WORK OUT.

WE JUST HAVE TO SEE.

I WANTED TO ADD ONE MORE COMPONENT AS WELL AS MITIGATING OUR STAFFING COMPONENTS.

LET'S SAY A NURSE IS UNABLE TO RETURN.

BUT LOOKING AT HOW CAN WE OUTSOURCE A NURSING SERVICE FOR THAT PARTICULAR SCHOOL SO WE DON'T HAVE TO SHUT THAT SCHOOL DOWN.

WE ARE REQUIRED TO HAVE A NURSE AT EVERY SCHOOL BUILDING THROUGH THIS PANDEMIC.

IF SCHOOL NUTRITIONAL SERVICES IF WE HAD SOMEBODY THAT WAS OUT WOULD HAVE TO FIND A WAY TO HAVE SOMEBODY IN AS A SUB DURING THAT PARTICULAR TIME SO WE ARE STILL ABLE TO PROVIDE THESE SERVICES BUT, THERE COULD BE A TIME.

RIGHT NOW IS NOT THE TYPE THAT COULD BE A TIME IN THE FUTURE IF THERE WAS AN

[01:25:04]

OUTBREAK OR SOMETHING THAT WE MAY NOT BE ABLE TO HAVE TIME ON OUR HANDS TO BE ABLE TO IDENTIFY SOMEBODY BY TOMORROW TO COME IN IF THERE WAS A BIG OUTBREAK.

WE MAY HAVE TO SHUT IT DOWN JUST BECAUSE WE DON'T HAVE ANYBODY THAT CAN COME IN AND HELP.

YOU KNOW TO FULFILL THAT PARTICULAR VOID.

THESE ARE ALL GOING TO BE FUTURE ISSUES THAT ARE POTENTIAL.

WE DO HAVE PLANS IN PLACE TO MITIGATE THEM WHEN THEY ARISE.

>> MS. 24?

>> THANK YOU.

UNDER THE SALES SUPPORT MONIES ARE STILL IN PROGRESS AS FAR AS GETTING MORE INFORMATION.

I WANT TO KIND OF BRING UP SOME OF THE IMMEDIATE QUESTIONS I HAD AND HOPEFULLY THEY WILL HAVE ANSWERS BY NEXT WEEK.

I DEFINITELY THINK, THE STAFFING ISSUE IS DEFINITELY AFFECTING I THINK ANY PROGRAM RIGHT NOW.

ESPECIALLY WITH THE SEAL SUPPORT MONDAY.

I WILL BE INTERESTED TO KNOW AND UNDERSTAND THAT IT WON'T NECESSARILY BE THE STUDENT'S TEACHER THAT WILL BE FOR THAT SEAL SUPPORT MONDAY.

I'LL BE HELPFUL TO KNOW WHICH STAFF MAY BE THE ONES PRIMARILY PRESENT FOR THOSE DAYS.

AND UNDERSTANDING THIS WILL BE THE MOST VULNERABLE STUDENTS AS IDENTIFIED BY A SET OF CRITERIA WE WILL SEE AT SOME POINT.

WILL BE HELPFUL TO KNOW TOO WHETHER OR NOT PARENTS OR STUDENTS WILL HAVE AN OPPORTUNITY TO OPT IN TO THIS DAY ASSUMING THEY MAY NOT MEET THAT TOTAL CRITERIA.

IT WOULD BE GOOD TO KNOW IF THE HAVE THAT OPPORTUNITY.

ALSO I WAS WONDERING TO WE HAVE AN ANTICIPATED START DATE FOR WINDOWSILL SUPPORT MONIES WILL START? WILL THEY BE ALIGNED WITH OUR TRANSITION PLAN OR SOMETHING OR HOPING TO DO WITHIN THE NEXT WEEK OR 2?

>> I DON'T HAVE A START DATE YET BECAUSE OUR MEETING WITH THE SEAL TEAM IS TOMORROW.

I DON'T WANT TO GIVE A DATE AND THEY WOULD KILL ME IF I DID.

WE WILL HAVE MORE INFORMATION FOR YOU ONCE OUR TEAM MEETS.

WE WANTED TO LET EVERYONE KNOW THIS WAS A WORK IN PROGRESS AND THAT WE ARE TRYING TO ACCOMMODATE OUR STUDENTS WHOSE NEEDS ARE NOT BEING MET VIRTUALLY AT THIS TIME TO KNOW FROM MANY OF OUR FAMILIES AND SMALL AS OUR STAFF THAT HAVE SHARED CONCERNS AROUND STUDENTS THAT ARE NOT RESPONDING TO THE VIRTUAL SUPPORTS THAT WE CURRENTLY HAVE.

I WILL HAVE MORE UPDATES FOR YOU IN THE FUTURE.

>> OKAY, I'M GONNA THROW MYSELF IN HERE BECAUSE I HAVE A QUESTION ABOUT THE SEAL SUPPORT AS WELL.

I'M SORRY IF YOU SAID THIS ALREADY DOCTOR HUTCHINS AND I MISSED IT.

MY QUESTION IS AROUND FOR CHOOSING TO COME INTO THE SALES SUPPORT.

GIVING THAT IS THAT USUALLY A DAY OF TEACHER PLANNING, TEAM MEETINGS, THEIR PREP FOR THE WEEK.

ARE WE THINKING WE MIGHT DO SOME FINANCIAL ADDITIONAL FINANCIAL COMPENSATION FOR THOSE INDIVIDUALS?

>> YES, OUR TEAM IS TALKING THROUGH WHAT THAT WOULD LOOK LIKE IN REGARDS TO STAFFING, WORKING, IN PERSON ON MONDAYS AND WHAT TYPE OF FORM OF COMPENSATION WOULD HAPPEN FOR THAT.

WE DEFINITELY KNOW THAT IF STAFF ARE WORKING ON A MONDAY AT A TIME THAT THEY ARE DOING PLANNING A PROFESSIONAL LEARNING OR DOING STAFF MEETINGS AND NOW DOING SOMETHING IN PERSON THAT THEY CAN'T DO BOTH AT THE SAME TIME.

THERE WILL NEED TO BE SOME KIND OF COMPENSATION.

WE NEED TO TALK THROUGH WHAT THE COMPENSATION IS AND HOW THAT WILL ALL WORK LOGISTICALLY AS WELL AS WITH THE FUNDING SOURCE WILL BE BECAUSE WE ARE LOOKING AT OUR CARES ACT FUNDING AND MULTIPLE THINGS THAT WERE GOING TO HAVE TO USE TO HELP FUND ALL OF THESE DIFFERENT THINGS THAT ARE BEING CONCERNED FOR EVERYBODY BECAUSE THIS PANDEMIC.

THAT IS REALLY WHAT THIS FUNDING IS SUPPOSED TO BE POOR.

WE HAVE TO STILL MONITOR THE AMOUNT OF STAFF WHO WILL BE NEEDED.

WE WON'T KNOW THAT NUMBER UNTIL WE FIRST COMPLETE OUR CRITERIA SO WE CAN IDENTIFY THE NUMBER OF STUDENTS AT EACH BUILDING THAT WILL HELP US DETERMINE WHAT THE NUMBER OF STAFFING WE WILL NEED FOR THAT.

>> THANK YOU.

AND NOW VERONICA NOLAN.

>> THANK YOU SO MUCH DOCTOR HUTCHINS FOR THE PRESENTATION APPRECIATE THE UPDATE.

THANKS A MILLION TIMES OVER.

I KNOW WE SAT AT EVERY MEETING.

TO THE HERCULEAN TASK FOR YOU AND YOUR TEAM WE APPRECIATED WE KNOW IT'S A LOT OF MOVING PARTS.

AS ALWAYS WE APPRECIATE DOCTOR HERRING'S EXPERTISE.

[01:30:02]

WERE FORTUNATE TO HAVE YOU AND YOUR SUPPORT OF THIS TIME.

MY QUESTION IS I WANTED TO REVISIT SOMETHING THAT WAS BROUGHT UP AT THE LAST SCHOOL BOARD MEETING IN TERMS OF THE WEEK TO WEEK DECISION TIMEFRAME.

I JUST KEEP BORING I THINK I MENTIONED THIS LAST TIME THAT IS PERHAPS NOT ENOUGH TIME FOR BOTH FAMILIES, THE COMMUNITY PARTNERS, STAFF, YOUR TEAM TO HAVE TO ADJUST AND PIPIT THAT QUICKLY.

WONDERING GIVEN THAT YOU'VE NOW HAD A LITTLE BIT OF EXPERIENCE.

I THINK IT'S BEEN LIKE A WEEK OR SO.

HAVE YOU NOTICED ANY STRAIN? IS THAT SOMETHING WE CAN KEEP UP? I'LL BE CANDID, I'M CONCERNED ABOUT THAT FROM EVERYONE'S PERSPECTIVE.

MIGHT BE BETTER TO JUST SA LOOK, WERE ALL GOING BACK X DATE EVEN IF IT MEANS GIVING IT A WEEK OR 2.

I'M ALSO CONCERNED ABOUT LOSING OUT ON COMMUNITY TRUST WHEN WE KEEP MOVING THE FIELD GOALS AND CHANGE OF THE DATE OF WHEN PEOPLE CAN GO BACK.

I'M THINKING MAYBE WITH MORE CERTAINTY WE WOULD BE ABLE TO PREPARE MORE AND BEING IN THAT SPACE.

I'M WONDERING AND TO GET YOUR FEEDBACK ON THAT DOCTOR HUTCHINGS.

>> WE FELT THAT THIS DISCUSSION AS WELL.

AS OF RIGHT NOW OUR CURRENT DECISION MATRIX IS LOOKING AT IT ON A WEEKLY BASIS.

WITH THE VIRGINIA DEPARTMENT OF HEALTH GUIDANCE SAID LOOK BEFORE 2 TO 4 WEEKS FOR CHANGES.

THE LOOKING TO NOT GO BEYOND 4 WEEKS.

WE THINK IT'S TO UNCERTAIN TO GO BEYOND 4 WEEKS.

THEY'RE GIVING US A TIMEFRAME OF BETWEEN 2 AND 4.

OUR TEAM IS STILL HAVING THAT DISCUSSION AROUND WHERE WE STAND WITH THAT.

THAT WILL COME OUT WITH SOME OF OUR INFORMATION THIS MONDAY.

>> GREAT, THANK YOU FOR TH CONSIDERATION.

I APPRECIATE IT.

>> MISS 24, YOUR HAND IS STILL UP.

DID YOU HAVE ANOTHER QUESTION?

>> SORRY MADAM CHAIR.

I FORGOT TO PUT IT DOWN.

>> I'M SORRY, GIVEN THAT THERE ARE NO MORE QUESTIONS AS USUAL YOU KNOW YOU CAN ASK QUESTIONS IN BETWEEN NOW AND ANY TIME YOU NEED TO ASK QUESTIONS.

I APPRECIATE, AGAIN I THINK I HAVE TO ECHO WHAT WE CONTINUE TO SAY, BUT, THE TASK IS HUGE.

I'VE HAD THE OPPORTUNITY TO SIT IN ON JUST ABOUT EVERY DIVISION TRANSITION TEAM MEETING AND HEAR THE QUESTIONS THAT THE PRINCIPALS HAVE AND AGAIN IT'S ONE OF THOSE THINGS WHERE IT'S TOUGH BECAUSE I THINK THAT'S EDUCATORS WOULD LIKE TO HAVE THE ANSWERS.

EVEN THOUGH WERE ALL ABOUT CRITICAL THINKING I'VE NOTICED AS EVERYONE HAS NAVIGATED THIS PROCESS TOGETHER THAT IT'S LIKE A CONSTANT CRITICAL THINKING PROCESS THAT DOESN'T END.

JUST WHEN YOU HAVE AN ANSWER TO ONE QUESTION YOU'RE FIGURING OUT THAT YOU HAVE TO WORK TO ANSWER OTHERS.

I APPRECIATE THE STAFF AND I KNOW WE WILL GET THROUGH IT.

I KNOW HE WILL.

SO, WITH THAT SAID I'M GOING TO GO AHEAD AND MOVE ON.

[19. Report from Meagan Alderton]
