[00:00:01]

GOOD AFTERNOON.

WELL JUNE 22ND SUBCOMMITTEE MEETING WITH THE STATE COUNCIL.

[1. Agenda for the June 22, 2020 Virtual Joint City Council-School Board Subcommittee Meeting]

AND SCHOOL BORE OF O ALEXANDRIA.

WE ARE HERE TO DISCUSS COVID-19 THAT'S THE ONLY THING ON OUR AGENDA.

AND THOSE THINGS HOW THEY IMPACT THE CITY AND THE SCHOOLS.

I THOUGHT I WOULD START, WOULD YOU LIKE TO GIVE AN UPDATE?

>> SURE, I WILL BE GLAD TO GIVEN A UPDATE.

AS YOU ARE AWARE THE GOVERNOR HAS BEEN MOVING US ALL ALONG.

AS WE MOVE FORWARD INTO PHASE TWO.

FOCUSES A LOT ON WHAT CAN BE DONE IN BUSINESSES CAN OR CAN'T DO.

AND SOME CASES IT'S DIRECTLY APPLICABLE TO US BECAUSE IT DEALS WITH THINGS LIKE SWIMMING POOLS.

IN SOME CASES WE HAVE TO DERIVE WHAT THEIR INTENT IS TO FIGURE OUT WHAT OUR NEXT STEPS ARE.

SO I WILL START WITH THE GOVERNMENT OPENING PIECES AND JIM SPANGLER THE TALK ABOUT THE MOST RELEVANT ASPS IN REGARDS TO PARKS AND RECREATION.

IN REGARD TO THE GOVERNMENT REOPENING, WE NEVER CLOSED.

MUCH LIKE THE SCHOOLS YOU CONTINUED IN OPERATION.

EVEN THOUGH IT WAS VIRTUAL AND THE CASE BE SAID IT WAS OPEN BY APPOINTMENT.

THAT WAS REALLY A POLITE WAY TO TELL PEOPLE CALL AND WE DEALT WITH THOSE REQUEST FOR APPOINTMENTS OVER THE PHONE OR MY OTHER VIRTUAL MEETINGS.

ALL WE WERE ABLE TO PROTECT THE PUBLIC.

PROTECT OUR STAFF, WE HAD SOMETHING LIKE WE WERE UP TO 1600 TELL COMMUTINGS.

THEY HAPPENED TO BASICALLY EXPAND OUR CAPACITY.

AND HANDLE THIS MUCH TELE COMMUTING.

WE'RE PROBABLY TEN TIMES MORE THAN BEFORE.

AND DOING THAT AND THINKING ABOUT SECURITY ISSUES AT THE SAME TIME.

ALSO OPENING IN THE CASE OF THE HEALTH DEPARTMENT.

TWO DIFFERENT CALL CENTERS TO HANDLE HUGE VOLUMES OF WHETHER IT'S FOR CONTRACT TRACERS OR PEOPLE JUST ANSWERING THE HEALTH DEPARTMENTS INFORMATION LINE.

THERE'S A LOT GOING ON NOW WITH THE REOPENING OF THE ECONOMY.

I APPOINTED A STAFF GROUP TO GO THROUGH AND SAY KIND HOW DO WE BEGIN TO REOPEN AND PHYSICALLY POPULATE OUR CITY SPACES.

IN SOME CASES WE'VE TAKING THINGS VIRTUAL THAT WE DON'T WANT TO BRING BACK.

AND IN SOME CASES MANY TELE COMMUTING CASES WILL STAY THERE.

WE NEED TO STILL HAVE A PHYSICAL PRESENCE.

THERE ARE SOME JOBS THAT ARE BETTER DONE HERE.

AND SO WE ARE IN THE PROCESS OF WORKING THROUGH WHAT IS THE MUCH LIKE YOU'RE DOING WITH SCHOOL CLASSROOMS. HOW DO YOU MEASURE SIX FEET.

WHAT'S THE PPE WE NEED FOR CERTAIN KINDS OF POSITIONS.

WE NEED N-95 MASKS.

NEW REGS SAY YOU HAVE GO THROUGH THE MEDICAL EXAM TO GIVE SOMEONE AN N-95 -- AT LEAST A BREATHING EXAM WITH AN MD.

JUST HOW DO WE GO ABOUT DOING THAT.

WE'RE IN THE PROCESS OF I THINK WE'LL SPEND JULY REALLY RAMPING UP TO HIGHER LEVEL OF PRESENCE IN OUR OFFICE SPACES.

BUT WE'RE NOT IN A SENSE I WOULD SAY WE'RE NOT INTENDING ON PUSHING THE ENVELOPE TO GET TO RUSH TO GET EVERYBODY BACK AS WE CAN.

CLEARLY, AS THE DOCTOR HAS REMINDED US ALL THAT ASYMPTOMATIC TRANSMISSION IS STILL OUT THERE.

WE'RE NOW DOWN FORTUNATELY SIGNIFICANTLY IN NUMBER OF NEW CASES TODAY.

WE WERE 50 TO 60 CASES A DAY MONTH AND A HALF AGO.

WE'RE NOW AROUND TEN, 12 CASES.

THAT IS MUCH, MUCH BETTER.

BUT IT STILL MEANS THAT PEOPLE ARE STILL AT RISK.

WE DO NOT WANT TO PUT OUR EMPLOYEES AT A JUST TO GET THEM BACK TO WORK.

BRING THEM ALL BACK OR SUBSTANTIAL PORTION OF THEM.

BUT WE KNOW THAT WE NEED TO PROVIDE A SERVICES BETTER THAT THE PEOPLE ARE HERE TO

[00:05:04]

ANSWER THE PHONES.

SOME SOMEONE CALLS WE CAN ANSWER THE PHONE DIRECTLY AND NOT GET RECORDED AND ANSWER SOMEONE GET -- CALL YOU BACK TWO HOURS LATER.

SO WE'RE WORKING ON THOSE MATTERS.

IN REGARDS TO THE KIND OF OFFICE SPACE THE OFFICE SPACE SERVICES IN REGARDS TO PARKING REGULATIONS WE'RE STILL WORKING THROUGH WHEN DO WE KIND OF START GOING BACK TO THE OLD PARKING REGULATIONS.

I DON'T THINK WE'RE QUITE READY FOR THAT.

FOR THAT YET.

AND WE HAVE BEEN MAKING CHANGES IN PARKS AND RECREATION AREA.

MAYBE WE JUST ASK JIM SPANGLER TO FILL US IN ON THAT FRAME.

>> OKAY.

I'M SHARING A SCREEN.

CAN YOU SEE THAT?

>> YES.

>> SUPER.

>> THAT ALSO MEANS MY MICROPHONE IS WORKING.

AS MARK SAID WE'RE IN PHASE 2 JUST ABOUT EVERYTHING WE DO O IS OPEN AT THIS POINT IN TIME.

WE'VE MADE A DECISION BASED ON CDC GUIDELINES TO OPEN PLAYGROUNDS IN THIS PHASE EARLIER IN THE PROCESS IT WAS NOT SLATED UNTIL PHASE 3.

PICNIC, SHELTER AREAS THAT WE SERVE ARE STILL CLOSED.

THE NATURE CENTER HAS ON RANCHO SCHOOL HAS SOME REPAIRS.

ONGOING.

SO IT'S STILL CLOSED AND THEN ALL OF THE REC CENTERS OPEN THIS PAST WEEKEND.

WE HAD GOOD USE OF ALL THE CENTERS PARTICULARLY CHIPAPAN FOR SWIMMING.

JULY SWIMMING AND SUMMER CAMP PROGRAMS ARE STARTING AS WELL.

THEY ARE AIMED AT ESSENTIAL WORKERS AT THIS POINT IN TIME.

WE WILL EXPAND BEYOND ESSENTIAL WORKERS BASED ON ENROLLMENT.

ONE OF THE THINGS THAT WE'VE -- WE'VE COORDINATED TWO THINGS FOR THE SCHOOL.

WHICH MET TWO WEEKS AGO ON SUMMER SPACE AND WHAT WAS AVAILABLE FOR USE IN SCHOOLS WE WORK THROUGH AND SCHOOLS WERE GRACIOUS AND GIVEN US AN ACCESS TO I BELIEVE IT WAS SIX DIFFERENT SITES SO WE COULD EXPAND THE SUMMER EXPERIENCE FOR YOUTH AND WE HAVE A MEETING LATER THIS WEEK TO BEGIN TO TALK ABOUT WHAT THE FALL WOULD LOOK LIKE IN TERMS OF SCHOOLS ACADEMIC USE AND THEN WHAT THE USE MIGHT BE FOR EITHER DURING THE DAY CHILD CARE OR AFTER SCHOOLCHILD CARE.

ALL THE BIG SPORT PROGRAMS IN TERMS OF REGULAR LEAGUE PLAY WON'T START UNTIL PHASE 3.

WE WILL ALLOW PICK UP GAMES AND PRACTICES NOW BUT NOT ORGANIZED LEAGUE ACTIVITY.

I WILL STOP HERE AND SEE IF THERE ARE ANY QUESTIONS.

>> JIM, CAN WE TALK A LITTLE BIT ABOUT THE COORDINATION AROUND CAMP SPACE AND USE OF SCHOOL, PROPERTIES TO ACCOMMODATE ADDITIONAL CAPACITY FOR CAMPS AND OTHER SUMMER PROGRAMS.

>> WELL, AT THIS TIME ALL OF THE SPACE THAT ACPS SAYS WAS AVAILABLE FOR THE SUMMER BASED ON CONSTRUCTION ACTIVITYINGS CONSTANTINO THEY HAVE MADE AVAILABLE TO US.

AND WE HAVE ALL OF OUR REC CENTERS IN USAGE FOR SPACE ACCEPT THE DURANT CENTER WHICH IS USED BY THE ALEXANDRIA HEALTH DEPARTMENT AT THIS TIME.

AND THE HOMELESS SHELTER AT CHARLES HOUSTON IS BEGINNING TO END OPERATIONS THERE.

I DON'T KNOW THAT THERE'S ADDITIONAL SPACE THIS SUMMER OR THAT THERE BE THE DEMAND THIS SUMMER FOR ADDITIONAL SPACE GIVEN THE GUIDELINES, SOCIAL DISTANCING AND THE NUMBER OF STUDENTS WE'RE ABLE.

I DON'T BELIEVE WE'RE AT A WAITING LIST POINT AT THIS POINT IN TIME.

>> CAN WE TALK ABOUT THAT FOR A SECOND.

I MEAN, I GUESS A COUPLE OF O THINGS.

FIRST OF ALL I GET THE SENSE THAT, THAT WE ARE GOING TO BE IN WE'LL SEE THE GOVERNOR

[00:10:01]

WILL MAKE ANNOUNCEMENT TOMORROW.

I GET A SENSE WE'LL BE IN PHASE 3 POSSIBLY AS EARLY AS NEXT FRIDAY.

AND THE IF THAT HAPPENS, YOU KNOW I THINK YOU'RE GOING TO SEE A WHOLE OTHER BUNCH OF WORKER EXPECTING TO GO BACK TO WORK.

AND YOU KNOW PRETTY MUCH EVERY CAMP THAT POSSIBLY EXISTS HAS BEEN CANCELLED.

AND YOU WILL HAVE A LOT OF EMPLOYEES THAT ARE GOING TO NEED TO GO BACK TO WORK FOR A VARIETY OF REASONS.

AND WE TO THE EXTENT THAT WE HAVE SPACE CAN BE PART OF THE SOLUTION FOR HELPING PARTICULARLY OUR FRONT LINE WORKERS BE IN THE WORKPLACE.

AND IT SEEMS TO ME AS WE HAVE OPPORTUNITIES THERE WE HAVE A LOT OF UNUSED SPACE RIGHT NOW.

I WANT TO MAKE SURE WE'VE FULLY EXPLORED THOSE OPTIONS BEFORE WE SAY THAT WE'RE NOT GOING TO BE ABLE TO CREATE THAT KIND OF CAPACITY.

WHICH SCHOOL SITES ARE WE GOING TO BE UTILIZING FOR SUMMER CAMP PURPOSES?

>> IT WAS BASED ON WHICH SITES THEY WERE NOT DOING SUMMER CONSTRUCTION ACTIVITIES AT.

THERE ARE SIX DIFFERENT TYPES.

CAN ACPS WEIGH IN ON THIS WITH THE LIST.

>> YES.

THIS IS ALICIA HART.

I CAN WEIGH IN WITH THE SITES THAT WE'VE BEEN DISCUSSING WITH THE I.

ONE BEING JEFFERSON HOUSTON CONSIDERATION AS FOR USE.

WE'VE ALSO BEEN LOOKING AT TC MINI HOWARD.

JAMES POLK ELEMENTARY SCHOOL -- I'M TRYING TO READ FROM A LIST.

CHARLES BARRETT AND PATRICK HENRY AS WELL.

AND I BELIEVE AT THIS POINT THOSE WERE THE SCHOOLS THAT WE HAD PROVIDED TO THE CITY RIGHT NOW FOR USE.

AS MR. SPENGLER WE HAVE A NUMBER OF PROJECTS THAT ARE ONGOING THAT WE ACCELERATED OR TRIED TO UTILIZE THE CLOSURE OF THE SCHOOLS TO BE ABLE TO GET THIS WORK DONE.

SO BY THE TIME WE STARTED HAVING THE CONVERSATIONS SOME OF THAT WORK HAD BEEN PROCURED AND ALREADY UNDER WAY.

WE WILL YOU KNOW CONTINUE OUR CONVERSATIONS WITH THE CITY IF ANY ADDITIONAL SPACE BECOMES AVAILABLE OR IF PROJECT SCHEDULES CHANGE WE WOULD DEFINITELY MAKE SURE THAT THE CITY AWARE OF THAT.

BUT RIGHT NOW THOSE ARE THE SCHOOLS THAT WE CAN SAFELY OFFER BASED AROUND CONSTRUCTION SCHEDULE AND PLANNED PROJECTS.

>> OKAY.

OBVIOUSLY I CAN'T WEIGH IN ON INDIVIDUAL PROJECTS.

I DON'T KNOW WHAT YOU GUYS ARE DOING IN REBUILDING.

I DON'T KNOW WHAT WE'RE DOING IN REBUILDING.

IT SEEMS TO ME WE SHOULD BE TRYING TO FIGURE OUT ON BOTH SIDE ON THE SCHOOL AND CITY SIDE ANY FACILITY WE CAN UTILIZE FOR SOME KIND OF SUMMER PROGRAMMING THAT WE CAN DO SAFELY AND COMPLY WITH THE NEW ORDERS, WE SHOULD TRY TO FIGURE OUT A WAY TO DO.

SOUNDS ON THE REC CENTER SIDE.

WE HAVE TWO CENTERS OFF-LINE BECAUSE ONE HOMELESS CENTER OPERATION AND ONE WITH PUBLIC HEALTH OPERATION.

WE START OFF WITH TWO FACILITIES DOWN ON OUR SIDE.

IT JUST SEEMS LIKE WE SHOULD LOOK AT EVERY SCHOOL FACILITY AND TRY TO FIGURE OUT HOW TO USE THEM.

AND THEN CONVERSELY IF WE HAVE OTHER FACILITIES THAT WE COULD POSSIBLY USE OR EVEN PARTNERING WITH -- I DON'T KNOW DOES THE COMMUNITY COLLEGE HAVE A FACILITY THAT'S OPEN? WHATEVER, IT JUST SEEMS LIKE WE SHOULD LOOK FOR EVERY OPPORTUNITY WE CAN IN THIS ENVIRONMENT.

I AM CONSTANTLY HEARING FROM PARENTS WHO ARE VERY CONCERNED ABOUT THEIR ABILITY TO BACK TO WORK AND PARTICULARLY WHEN THE BOSSES START TO EXPECT IT.

AND I FEEL LIKE WE CAN BE PART OF THAT SOLUTION.

I KNOW THERE'S MONEY AVAILABLE FOR US TO BE PART OF THAT SOLUTION.

BUT WE GOT TO WORK OUT THE FACILITY SIDE OF THIS.

>> THERE'S MORE THAN JUST FACILITIES AS A LIMITATION.

THE FIRST LIMITATION IS NUMBER OF PEOPLE YOU CAN HAVE IN ONE FACILITY AT THE SAME TIME.

AND THE NUMBER OF PEOPLE IN THE GROUP.

THAT'S LIMITED DURING PHASE 2.

[00:15:01]

IT'S LARGER IN PHASE 3.

BUT AS THE SCHOOLS I THINK ARE FINDING AND LIKE SCHOOL BUSES AS AN EXAMPLE.

THE SOCIAL DISTANCING REALLY CONTROLS HOW MANY PEOPLE YOU GET TOGETHER MORE THAN THE AGGREGATE NUMBER YOU'RE GIVEN BY THE GOVERNOR.

THE OTHER ISSUE IS IF WE WERE ABLE TO GET MORE SPACE FOR SOME REASON AND ENROLL MORE STUDENTS, THEN WE HAVE A STAFFING ISSUE.

WE DON'T HAVE THE STAFF AVAILABLE BECAUSE WE DIDN'T DO THE NORMAL SUMMER HIRING.

NOT KNOWING WHEN THE PHASES WOULD OCCUR.

WE DON'T HAVE THE STAFF CAPACITY TO EXPAND MUCH BEYOND WHERE WE 00:38:06 ARE NOW.

>> WE ARE USING EXISTING STAFF THAT WE HAVE THE SUMMER TAKES A LOT OF ADDITIONAL STAFF.

IT'S ABOUT A 30-DAY PROCESS TO HIRE STAFF IN THE CITY.

>> I GOT TO TELL YOU I FEEL LIKE IT'S A SOLVABLE PROBLEM.

ON THE STAFFING PROBLEM.

WE SHOULD BE ABLE TO SOLVE IT.

THAT SEEMS LIKE SOMETHING WE SHOULD BE ABLE TO FIGURE OUT.

THIS IS NOT NORMAL CIRCUMSTANCES WE SHOULD FIGURE OUT A WAY AROUND IT.

THAT'S JUST MY TAKE.

WE CAN TALK ABOUT THAT WHEN WE'RE OFF-LINE.

IT SEEMS LIKE THIS THE NOT A NORMAL CIRCUMSTANCE.

WE CAN FIND STAFF.

THERE'S -- THERE ARE PEOPLE A LOT OF PEOPLE LOOKING FOR JOBS.

WE SHOULD BE ABLE TO FIGURE THAT OUT.

AND I GET THE SPACING ISSUE AND ALL THAT.

AND I THINK THAT'S SOMETHING THAT'S CERTAINLY WE HAVE TO DEAL WITH.

BUT I THINK THAT'S A FUNCTION OF FACILITIES.

THAT'S WHY -- I WANT TO MAKE SURE WE DOUBLY ARE SCRUBBING WHETHER WE EXHAUSTED ALL OF THE OPPORTUNITIES FOR USING FACILITIES THAT WE HAVE AT OUR DISPOSAL.

THE LAST THING I WANT TO DO IS BE IN A SITUATION WHERE WE CAN'T PROVIDE A SERVICE AND WE HAVE A FACILITY THAT COULD HAVE BEEN USED THAT IS SITTING UNUSED.

I JUST THINK WE HAVE A LOT OF OPPORTUNITIES THAT WE PERHAPS WOULDN'T HAVE UNDER NORMAL CIRCUMSTANCES.

LET'S MAKE SURE WE'RE LOOKING AT ALL OF THEM TO SEE WHAT WE CAN DO HERE.

WE ARE VERY LIKELY AS I SAID AT THE OUTSET.

I HAD A CALL TODAY ABOUT THIS.

WE'RE LIKELY GOING TO BE IN PHASE 3 FRIDAY.

THE EXPECTATION FOR WHAT SERVICES YOU ARE PROVIDING WILL BE ABLE TO MAKE AVAILABLE WILL GO THAT MUCH HIGHER PRETTY QUICKLY.

>> ANYBODY ELSE HAVE A QUESTION? OR A COMMENTS ON EITHER SIDE? MR. CHAPMAN.

HELLO.

I WOULD DEFINITELY ECHO THE MAYOR'S SENTIMENTS ON THAT.

I THINK YOU KNOW THIS IS AN EXTRAORDINARY TIME.

AS WE'VE SEEN WITH THE NUMBERS YOU DO HAVE A NUMBER OF PEOPLE LOOKING FOR OPPORTUNITIES.

AND I THINK THAT CAPACITY WE KNOW THE SUMMER COMING.

EVERYBODY KNOWS THE SUMMER IS COMING.

YOU WILL HAVE PEOPLE LOOKING FOR WORK.

THEY JUST DON'T KNOW ABOUT OPPORTUNITIES BECAUSE THEY ARE FEELING THAT EVERYTHING IS CLOSED AND SO IF WE'RE -- IF WE ARE VOCAL ABOUT THE FACT THAT WE ARE LOOKING FOR PEOPLE I HAVE NO DOUBT THAT THERE ARE PEOPLE THAT ARE COMING LOOKING IN QUALITY PEOPLE NOT JUST RANDOM PEOPLE.

BUT QUALITY PEOPLE THAT WOULD BE ABLE TO RUN SOME OF OUR PROGRAMMING.

>> PRETTY MUCH EVERY SINGLE CAMP THAT WAS AVAILABLE IS CLOSED.

>> I SEE MISS NOLAN WANTS TO SAY SOMETHING.

>> I JUST THOUGHT IT MAY BE A GOOD OPPORTUNITY, YOU KNOW WITH THE CITY SHARING WHAT'S OPEN AND WHAT'S NOT.

DO WE WANT TO SHARE FROM OUR END AT ACPS WHAT PEOPLE CAN EXPECT FROM PLAYGROUNDS.

I KNOW THAT'S A HUGE QUESTION THAT FOLKS MAY ASK.

I THOUGHT A GOOD OPPORTUNITY TO SHARE WHAT IS HAPPENING WITH PLAYGROUND.

THAT'S A COMMON QUESTION WE ARE ASKED.

>> WOULD YOU LIKE ME TO ANSWER?

>> SURE.

WHOEVER THINKS THEY ARE THE BEST TO ANSWER.

I THINK THAT'S MAKES SINCE.

DR. HART.

>> GO AHEAD.

ALICIA.

THAT'S FINE.

>> THANK YOU.

WE CURRENTLY HAVE THREE PLAYGROUNDS OPENED FOR USE JEFFERSON, HOUSTON, AND

[00:20:02]

SAMUEL TUCKER.

WE HAVE REPAIRED THAT HAVE TO OCCUR AT 13 OTHER PLAYGROUNDS SO ALL ESSENTIALLY THE REMAINDER OF OUR INVENTORY ARE A NUMBER OF REPAIRS RANGING FROM MINOR TO MAJOR THAT NEED TO BE COMPLETED.

THOSE REPAIRS WILL START THIS WEEK.

AS THOSE PLAYGROUNDS COME ONLINE.

I WILL MAKE SURE BOTH DR. WILKINS AND HUSHINS ARE INFORMED.

WE CAN MAKE SURE THE INFORMATION IS COMMUNICATED TO THE COMMUNITY.

>> THANK YOU FOR THAT ANSWER.

>> WE GET THAT QUESTION AN AWFUL LOT AFTER THE CITY -- CITY PLAYGROUNDS OPEN.

THAT'S GOOD TO HERE THAT WE'RE GETTING THOSE BACK ONLINE.

I THINK MOST ADULTS AND YOUNG KIDS DON'T UNDERSTAND THE DIFFERENCE BETWEEN THE CITY AND SCHOOL PLAYGROUND.

IT'S PROBABLY JUST AS WELL TO GET US ALL ON THE SAME PAGE ON THAT.

>> I THINK THAT'S GOOD.

AND I GUESS YOU KNOW ONE OF MY THOUGHTS AS WE'RE DOING THINGS AND THERE ARE THINGS LIKE THAT, THAT COME UP.

I'M WONDERING -- IF OUR COMMUNICATIONS OFFICES COULD WORK TOGETHER, MAYBE TO -- AHEAD OF TIME TO SEND OUT THE INFORMATION SO THEY CAN BE CLARIFIED MAYBE.

I THINK YOU KNOW AND I AM HOPING WE DON'T HAVE TO MOVE TO A DIFFERENT PHASE, AGAIN, BUT WITH THERE ARE OTHER THINGS LIKE THAT IT MIGHT BE GOOD TO GET AHEAD OF IT AND DO SOME SORT OF JOINT PLANNING ON THE COMMUNICATIONS PART OF IT.

SO IF THERE'S NOTHING MORE I WAS GOING TO ASK DR. WILKINS I BELIEF IS ATTENDING TO TELL US ABOUT ON THE ACPS SIDE TO GIVE US AN UPDATE.

>> CHAIR ANDERSON.

>> YOU RAISE A GOOD POINT, I WANTED TO ASK STAFF MORE ABOUT.

IS THERE ANY REGULAR KIND OF WORKING TOGETHER OF CITY COMMUNICATIONS AND ACPS COMMUNICATIONS JUST ON A REGULAR EVEN I'M ASSUMING DURING THE PANDEMIC DEFINITELY.

>> I CAN'T SPEAK TO EVERY SINGLE TYPE OF CIRCUMSTANCE, BUT THERE'S A CLOSE WORKING RELATIONSHIP BETWEEN THE ACPS COMMUNICATIONS STAFF AND COMMUNICATIONS STAFF CENTRALLY IN THE CITY AND SOME OF THE DEPARTMENTS AS WELL.

>> OKAY.

THANK YOU.

I THINK CHAIR ANDERSON RAISED A VERY GOOD POINT TO SEE WHERE IT IS SPECIFIC ISSUES WE CAN KIND OF COMBINE AT FIRST.

>> YEAH.

TO SORT OF EDUCATE THE PUBLIC WHEN THEY NEEDED TO KNOW THE DIFFERENCE, YES.

LIKE IN THIS SITUATION.

OKAY.

DR. WILKINS.

>> YEAH.

HELLO MISS ANDERSON.

CAN YOU HEAR ME?

>> YES.

>> OKAY.

JUST TO FOLLOW UP MR. JAMES COMMENT WHERE THE DISTRICT IS WITH RESPECT TO COVID PLANNING I WILL MAKE SOME REMARKS AND I THE DOCTORS ON TO TALK ABOUT THE SUMMER EFFORTS THAT WE HAVE GOING AND THEN THE UPCOMING EFFORTS AS FAR AS PLAN 4.0 THE PLAN TO OPEN SCHOOLS IN THE FALL.

AND THAT'S UNDER COVID SITUATION JUST TO BE CLEAR ON THAT.

AS YOU KNOW WE WENT THROUGH PHASE ONE AND PHASE TWO AND WE ARE IN PHASE THREE SUMMER ENGAGEMENT PLAN AND IN THE WORKS TO PLAN PHASE FOUR.

SIMILAR TO THE CITY, THE CHALLENGE THAT WE FACE AS WE GO INTO THIS MONTH OF PLANNING.

JULY IS AGAIN THE CONCERN ABOUT THE LOGISTICS.

ABOUT NOT SO MUCH WHAT TO DO, BUT HOW TO GET IT DONE.

THE ISSUE OF PPE; RIGHT? AND THE AMOUNT OF MATERIALS REQUIRED FOR THAT.

HOW MANY GLOVES AND MASKS DO YOU NEED TO PURCHASE AND PROVIDE.

OUR CLASS SIZES HAVE TO STILL BE ASSESSED.

HOW WE ARE GOING TO MANAGE BUS OPERATIONS AGAIN IS ANOTHER ANALYSIS UNDER WAY.

WE HAVE FOR EXAMPLE GUIDANCE THAT SEATS ONE STUDENT TO A BUS.

IF WE FOLLOW THAT WHAT DOES THAT MEAN AS FAR AS OUR CAPACITY TO LIFT THE STUDENTS, IF YOU WILL.

WE WILL BRING THE STUDENTS TO AND FROM SCHOOLS.

CERTAINLY THE SUPPLIESOVER ALL HAVE -- SUPPLIES OVER ALL HAVE TO BE LOOKED AT.

THE CLEANLINESS THAT TAKES PLACE IN THIS SITUATION.

FOR EXAMPLE INSTEAD OF HAVING TRASH CAN EMPTIED ONCE A DAY.

WE MAY HAVE TO EMPTY THEM TWICE A DAY, FOR EXAMPLE.

[00:25:05]

BECAUSE OF AGAIN THE DISCARDED MASK OR DISCARDED GLOVES AND OTHER MATERIALS THAT MAY BE OUT THERE.

WE'LL BE GOING THROUGH THE MONTH OF JULY WITH OUR PLANNING TEAMS TO MAKE THESE ASSESSMENTS AND THEN PRESENT TO THE BOARD OF EDUCATION AN OPTION PREFER RECOMMENDED OPTION LATER ON IN THE YEAR.

I WILL STOP THERE.

AND I WOULD ASK IF DR. JERROLD MANN AND JERRY MASINGO CAN TALK ABOUT THE SUMMER ENGAGEMENT PLAN AND THEN ALSO FOR THE FALL.

>> GOOD EVENING, EVERYONE.

IT'S GOOD TO TELL YOU WHERE WE ARE WITH OUR SUMMER LEARNING PROGRAM.

WHICH IS REALLY EXCITING.

IT'S GOOD NEWS THERE.

I WILL PROVIDE AN OVERVIEW OF THE WORK THAT HAS OCCURRED TODAY WITH 4.0 AS WELL AS AN INTERVIEW WHAT WE WILL SHARE WITH THE SCHOOL BOARD ON FRIDAY REGARDING THE GUIDANCE FOR REOPENING SCHOOLS.

>> THANK YOU DR. MOZINGO.

>> TOMORROW WE HAVE OUR FIRST OF PD DAYS.

WE'RE OFFERING FOR THE FIRST TIME PROBABLY EVER SUMMER LEARNING FOR EVERYONE PRE-K THROUGH 12TH AND MAKING CREDIT RECOVERY COURSES FREE TO STUDENTS WHO NEED THOSE.

IF YOU NOT AWARE THAT'S IF YOU FAILED A COURSE, YOU CAN ENROLL IN SUMMER SCHOOL AND REPEAT THAT COURSE.

OUR NEIGHBORS CHARGE MORE THAN US.

WE ARE OFFERING STUDENTS 6 THROUGH 11 THD GRADE A BOOST CLASS IN ENGLISH AND MATH.

AND WE DO HAVE SOME ENRICHMENT.

WE HAVE A MUSIC CAMP FOR CURRENT FIFTH GRADE TO EIGHTH GRADER.

WE HAVE THEATER/DRAMA CAMP FOR MIDDLE SCHOOL STUDENT.

AP GROUP CAMPAIGN CALCULOUS BOOT CAMP AND SCIENCE RESEARCH BOOT CAMP.

THAT'S ADVERTISED AT TC WILLIAMS AND WILL AVAILABLE.

DR. MOZINGO.

I WILL LET YOU UPDATE ON 4.0.

>> OKAY.

THANK YOU SO MUCH.

LIKE YOU INDICATED EARLIER.

WE JUST RECEIVED FROM BDOE THE GUIDANCE FOR REOPENING SCHOOLS.

THIS WAS APPROXIMATELY 130 SOME PAGES BUT WELL DONE IN TERMS OF THE SPECIFIC QUESTIONS AND GUIDANCE THAT MUST BE ADDRESSED BY DIFFERENT GROUPS AND COMMITTEES BEFORE WE CAN REOPEN THE SCHOOLS.

WE WILL ALSO BE REQUIRED TO SUBMIT THE PLAN TO THE VIRGINIA DEPARTMENT OF ED.

IN ADDITION TO THAT, WE HAVE OVER -- DURING THE MONTH OF JUNE WE FORMED A THOUGHT PARTNERS GROUP WHICH INCLUDED CITY AND COMMUNITY OFFICIALS AND LEADERS THAT ACTUALLY PROVIDED INPUT REGARDING 8 OR 9 GUIDING QUESTIONS THAT PROVIDED GUIDANCE.

AND EXPECTATIONS AND CONSIDERATIONS FOR THESE TEAMS THAT WILL BE FORMED.

THE THINGS THAT CAME OUT OF THE THOUGHT PARTNERS WERE EXAMPLE SUCH AS MAKING SURE THAT WE FOCUS ON HEALTH AND SAFETY AND ACADEMICS, AND ENSURE THERE'S THIS COLLABORATION AND COMMUNICATION TO ENSURE THAT WE ARE INVOLVING A LARGE NUMBER OF STAKEHOLDERS AS WE MOVE FORWARD.

[00:30:01]

THAT'S A PART OF THE EXPECTATIONS THAT SCHOOL SYSTEMS WOULD HAVE FORMED BY TASK FORCES AND GET INPUT IN GUIDANCE.

THE NEXT STEP IS THAT WE HAVE BEEN MEETING WITH FINALLY CROSS FUNCTIONAL TEAMS. AND THESE TEAMS WILL ADDRESS THE QUESTIONS THAT HAVE BEEN ARTICULATED BY BDOE.

THERE'S FIVE TEAMS. THE TEAMS WILL FORM A TEAM OF PRINCIPALS AND ASSISTANT PRINCIPAL.

SOCIAL, EMOTIONAL AND ACADEMIC LEARNING.

THEY WILL ADDRESS THE REWRIGHTING OF CURRICULUM MAKING THERE'S FORMATIVE ASSESSMENT GIVE THE AMOUNT OF ACADEMIC LOSS THAT HAS OCCURRED AND OTHER ACTIONS.

THERE'S A HUMAN AND CAPITAL RESOURCES TEAM.

THERE'S A NEW FOR A SURVEY TO ASSESS THE NUMBER OF POTENTIAL EMPLOYEES THAT MIGHT BE HIGH RISK AND HOW WE MANAGE ALL OF A THAT.

THERE'S A HEALTH AND SAFETY TEAM.

THAT TEAM WILL FOCUS ON SOME OF WHAT YOU HAVE DESCRIBED.

BUT MAKING SURE THAT THE SCHOOLS ARE SAFE, THAT THE CLASSROOMS ARE SAFE AND THEY HAVE A NUMBER OF GUIDING QUESTIONS AND ACTIONS THAT MUST BE ADDRESSED.

THEN THERE'S A FINANCIAL MANAGEMENT TEAM.

THAT TEAM WILL HAVE TO PUT EACH OF THESE TEAMS WILL BE RESPONSIBLE FOR DEVELOPING A BUDGET, A PART OF THAT IS LOOKING WITHIN EXISTING BUDGETS TO SEE IF THERE'S WAY TO REPURPOSE TO MEET CERTAIN NEEDS SO THERE'S A FINANCIAL MANAGEMENT TEAM AS WELL AS SCHOOL AND COMMUNITY RELATIONS TEAM.

AND THAT TEAM WILL ADDRESS ALL OF THE COMMUNICATION INTERNAL AND EXTERNAL.

WHAT OUR NEXT STEP IS, WE HAVE A MEETING FRIDAY KICK OFF MEETING WITH THE CHAIRS IN THE LEADS AND GETTING THEM VERY ORGANIZED AROUND THE FACILITITATION THAT IS ESSENTIAL FOR THE TEAM.

THE TEAMS WILL WORK THE ENTIRE MONTH OF JULY.

DR. HUTCHINS WANTED TO HAVE THE TEAM HAVE DEDICATED TIME SO INTO THE MONTH OF JULY -- YOU WILL SEE THAT FRIDAY.

WE HAVE A SCHEDULE WITH THESE GROUPS WILL WORK AND ADDRESS A NUMBER OF QUESTIONS THAT WE MUST RESPOND TO.

AFTER THAT OUR GOAL IS THAT WE ARE ACTUALLY AIMING FOR.

THERE'S A BOARD MEETING ON FRIDAY AND ANOTHER COMMITMENT FOR REPORT ON AUGUST THE 7TH AND COMMITMENT FOR REPORT TO VIDEO E ON AUGUST THE 14TH.

THE HEART OF THE WORK OF ADDRESSING HUNDRED OF QUESTIONS WILL OCCUR DURING THE MONTH OF JULY BY THOSE TEAMS. THOSE TEAMS WILL BE RESPONSIBLE FOR DEVELOPING ACTION REPORTS.

AND THOSE ARE THE REPORTS THAT WILL BE COMBINED AND PRESENTED TO THE BOARD.

A PART OF THIS PROCESS, TOO, IS FOR THE TEAMS TO IDENTIFY WAYS IN WHICH WE WOULD GET INPUT FROM DIFFERENT STAKEHOLDERS FROM THE STAKEHOLDERS IN THE COMMUNITY.

FOR PEOPLE IN THE SCHOOLS.

I MEAN THAT SORT OF GIVES YOU THE FRAMEWORK.

BUT ULTIMATELY, THE TEAMS WILL BE RESPONSIBLE FOR RESPONDING TO ALL OF THE GUIDANCE AND THE QUESTION ARTICULATED BY THE VIRGINIA DEPARTMENT OF ED.

THAT WILL BE COMPILED AND SHARED WITH SCHOOL BOARD AND COMMUNITY FOR FEEDBACK IN THE ACTION.

THE MONTH OF JULY WILL BE VERY INTENSE.

WOULD BE VERY FOCUSED AND DELIBERATE TO BE ABLE TO ADDRESS THOSE MANY ACTION ITEMS IN QUESTIONS TO ENSURE THAT THESE SCHOOL -- THAT THE SCHOOLS OPEN SAFELY.

IN ADDITION TO THAT ON FRIDAY THE SCHOOL BOARD SOME OF THE RECOMMENDATIONS THAT WAS RESULTED FROM THE THOUGHT PARTNERS.

WE WILL ALSO SHARE INFORMATION ABOUT THE MULTIPLE MODELS THAT ARE BEING CONSIDERED.

AND THOSE MODELS WILL BE ADDRESSED AND REVIEWED PARTICULARLY BY PRINCIPALS AND TEACHERS IN TERMS OF SCHEDULE.

FOUR-DAY SCHEDULE.

8-DAY SCHEDULE.

WE WILL SHARE MORE INFORMATION ON FRIDAY ABOUT THE SCHEDULES AS WELL AS MORE DETAILED ABOUT THE WORK OF THE ACTUAL CROSS FUNCTIONAL TEAMS AND HOW THEY WILL WORK WITH THE MONTH OF JULY.

THEN WITH THE GOAL OF MEETING THAT DEADLINE TO PROVIDE AN UPDATE TO VIDEOING E IN AUGUST.

THAT KIND OF GIVES YOU WHERE WE ARE WITH 4.5 AND THE WORK THAT IS OCCURRING.

WE HAVE IN TERMS OF COMMUNICATION OR OUR WEB SITE.

A TREMENDOUS AMOUNT OF INFORMATION THAT WILL BE INVALUABLE FOR THE PUBLIC TO BE ABLE TO FOLLOW ALONG WITH THE PROCESS AND KIND OF NOTES WHAT OCCURRING ALONG THE WAY.

THE THOUGHT PARTNERS AND THE RESEARCH THAT WE HAVE REVIEWED AND OVERVIEW OF THE FIVE TEAMS ACTUAL CHAIRS OF THOSE TEAMS AND THEN ON FRIDAY WE'LL HAVE MORE INFORMATION FOR THE PUBLIC.

AND WE ALSO WILL ENTERTAIN ANY QUESTIONS.

WE HAVE THE FAQ'S IF THERE'S ANY QUESTIONS OR CONCERNS WE HAVE SAID INDIVIDUALS CAN

[00:35:05]

CONTACT OBVIOUSLY THE SUPERINTENDENT.

THEY CAN CONTACT ME.

AND ON FRIDAY WE'LL HAVE ALL THE CHAIR AND THE NAMES AND INFORMATION MADE AVAILABLE FOR THEM TO BE ABLE TO WORK WITH THE CHAIRS AND COCHAIRS.

THAT AN OVERVIEW OF 3.0.

SUMMER LEARNING AND THEN OVERVIEW OF 4.0.

I WILL END LIKE THIS.

SOMETIMES I THINK THAT 4.0 AND 3.0 IS REALLY LIKE BUILDING A BRAND NEW WORLD.

AN ENTIRE SYSTEM.

THAT'S WHY DIFFERENT LEVELS OF INPUT IS CRITICAL TO BE ABLE TO GET THIS DONE IN JUST RIGHT TO ENSURE THE SAFETY, THE HEALTH AND WELLNESS OF OUR STAFF, PLOY IS AND FAMILIES AND STUDENTS.

>> THANK YOU DR. MOZINGO.

THE NEXT FOUR -- NORMALLY WE WOULD BE ENDING OUR BOARD MEETINGS AT THE END OF JUNE.

BUT BECAUSE OF THE CONTINUE -- CONTINUITY OF LEARNING PLAN AND OUR WANTING TO KEEP UPDATED AND ON IT WE WILL HAVE FOUR MEETING, SO STARTING AS DR. MOZINGO SAID THIS FRIDAY.

WE HAVE A JULY 10TH MEETING AND JULY 17TH MEETING AND THE 10TH WILL ALSO INCLUDE A PUBLIC HEARING SO PEOPLE CAN GIVE US INPUT WHEN PLANS ARE BEING DONE.

AND THEN ON AUGUST 7TH WE'LL HAVE ANOTHER PUBLIC HEARING AND A MEETING IN ORDER TO GET FEEDBACK BECAUSE BY THAT TIME THE SHAN SHOULD BE WELL DEVELOPED.

BEFORE IT'S SUBMITTED TO THE STATE.

THERE COULD BE FEE BACK FROM THE PUBLIC.

ANY QUESTIONS DR. MOZINGO OR DR. WILKINS.

>> I HAVE TWO QUESTIONS.

FIRST ACTUALLY FOR YOU CHAIR.

IS THAT SCHEDULE SOMEWHERE ON THE WEB WE CAN SHARE WITH RESIDENTS.

>> LET ME CHECK ON THAT.

I SHOULD BE ON THE SCHOOL BOARD MEETING CALENDAR.

I PUT IT ON FACEBOOK A LITTLE BIT.

OUR CLERK IS ON AND -- >> IT'S POSTED ON THE SCHOOL BOARD MEETING WEB PAGE SO YOU CAN VIEW THEM THERE.

>> OKAY.

>> WE SHOULD PROBABLY.

AGAIN, PROBABLY MORE SO THAN PLAYGROUNDS.

WE GET A LOT OF QUESTIONS ABOUT THE SCHOOL REOPENING IN FALL.

I THINK TO THE EX-YOU - EXPLAIN THAT INPUT.

>> I WILL SEND YOU A LINK.

I'VE JUST BEEN TYPING IT IN.

I WILL SEND YOU THE LINK TO WEB SITE.

>> WHATEVER.

IF THERE'S SOME PLACE WHERE WE CAN TELL PEOPLE HERE THE DAYS AND HOUR IS NOW THEY ARING INPUT.

>> IT HASN'T -- THIS HASN'T BEEN ON THE SCHEDULE FOR A REALLY LONG TIME BECAUSE THE GUIDELINES JUST CAME OUT THAT WEEK BEFORE LAST.

>> ROW RESPONDING TO WHERE WE COULD FIT IN.

WHERE IT WOULD MAKE MOST SENSE TO FIT INTO THE WORK OF THE CROSS FUNCTIONAL TEAMS.

>> A QUESTION FOR DR. MOZINGO.

AS YOU THINK ABOUT THE OPTIONS IT SEEMS LIKE SOME OF THE VARIOUS OPTIONS ARE ALMOST ALL OF THE VARIOUS OPTIONS SHORT OF THE FALL HAVE SOME WORK THAT HAS TO HAPPEN AS A PREDICATE.

ORGANIZATIONAL ADMINISTRATIVE WORK.

THAT ALL HAS TO HAPPENS.

I GUESS TALK TO ME ABOUT THE THINGS WE'RE DOING NOW THAT IS KIND OF DIFFERENT FROM WHAT WE WOULD NORMALLY DO TO GET READY AND WHAT MAYBE WE CAN DO TO SUPPORT THOSE EFFORTS AND ASSIST HOW WE COORDINATE.

IT STRIKES ME BY THE TIME AND GOSH, I MEAN LIKE YOU SAID YOU JUST GOT THE GUIDELINES.

IT'S THE SUMMER.

YOU HAVE TO PLAN ALL THIS.

YOU ARE REDOING HOW WE PROVIDED EDUCATION FOR HUNDREDS OF YEARS HERE ALL IN ONE SUMMER BY THE TIME WE GET TO A POINT WHERE SETTLED PLANNING ON THIS IN AUGUST TIME FRAME TOO LATE TO DO ANYTHING BIG AND DRAMATIC TO GET READY.

WHAT ARE WE DOING NOW TO GET RED.

ARE THERE FACILITY CHANGES.

ARE THERE DIFFERENT ADMINISTRATIVE THINGS.

WHAT ARE WE DOING FOR THE FALL?

>> COUPLE OF THINGS I WOULD LIKE TO MENTION.

MAYBE WITH SHARE DR. JENKINS WITH THE WORK.

THE CHALLENGE IS ALL INTERCONNECTED.

[00:40:04]

SO IN ORDER FOR US TO EVEN LOOK AT REVISING THE CURRICULUM FOR EXAMPLE AND DEVELOPING A CRICK COLUMN THAT ADDRESSES THE THREE SCENARIOS IT'S IMPORTANT THAT WE HAVE TEACHER WORKING.

WE'RE IN THE PROCESS OF GETTING TEACHER TO START WORK AND REVISE THE CURRICULUM.

AT THE SAME TIME TRANSPORTATION IN THE BUILDING AND THE STAFF ALL EFFECT THE ACTUAL PLAN.

THAT'S WHY THOSE TEAMS -- THE TEAMS ON ALSO ADDRESSING THOSE AREAS.

THERE WILL BE TIME WE PLAN TIME FOR A VERTICAL AND MORE DISTANTIAL COMMUNICATION TO OCCUR.

IF THOSE CHANGES LIKE IN THE BUS ROUTE.

WE NEED TO KNOW THAT INFORMATION SOONER THAN LATER.

THAT'S A DECISION POINT FOR ONE OF THOSE TEAMS. IF WE DISCOVER THAT WE HAVE A PERCENT OF STAFF THAT ARE AT LIKE THAT EFFECTS TEACHERS IN OUR CLICK SNUM THOSE GROUP THAT WILL BE WORKING THEY WILL WORK ON A LOT OF WORK WITHIN THOSE FOUR WEEKS.

WE HAVE TO HAVE ANSWERS THIS ALL OF THOSE AREA.

ALL TEAMS MUST ADDRESS THE THREE SCENARIO.

NOT THE SCENARIO THAT RELATES TRADITIONAL SCHOOLING.

BUT THE PERCENTAGE OF STUDENT THAT WE MAY HAVE IN CERTAIN BUILDING ON CERTAIN DAYS.

IT'S ALL VERY CONNECTED.

THE HARDER THE WORK WILL OCCUR IN THE FOUR WEEKS.

BUT I KNOW THAT SOME OF THE STAFF -- I KNOW THEY ALREADY HAVE SOME GUIDANCE AROUND ENTERING FACILITIES.

I THINK THAT'S GOING TO HELP US IN THE WORK THE TEAM NEED TO DO.

THAT MIGHT BE MORE DR. HART TALKING ABOUT THE PROCESSES THEY HAVE IN PLACE AS GROUPS ARE ACCESSING BUILDINGS.

THE CHABLG IS SIZE OF - CHARGE OF THE SIZE OF THE CLASSROOMS. WE MIGHT HAVE MAKE DECISIONS AROUND YOU KNOW THE NUMBER OF STUDENT THAT COULD RETURN ON GIVEN DAY.

GIVEN THE SIZE OF SOME OF THE CLASSROOMS. IT'S ALL MOVING FAIRLY FAST IN TERMS OF THAT SINCE.

BUT I BELIEVE THAT THESE TEAMS AND THESE DIFFERENT PERSPECTIVINGS WILL -- PERSPECTIVES WILL ADDRESS THOSE AREA.

I DON'T KNOW IF YOU WANT TO TALK ABOUT THINGS THAT HAVE ALREADY OCCURRED IN TERMS OF THE CLEANLINESS OF THE BUILDING OR PLANS IN PLACE THAT MIGHT HELP MOVE OUR WORK THROUGH.

>> I WILL LET DR. HART TALK MORE ABOUT THE MAINTENANCE SIDE MR. MAYOR.

I WOULD LIKE TO ADD AS FAR AS THINGS WE DO DIFFERENTLY.

AS DR. MOZINGO MENTIONED.

WE WILL KNOW MORE IN THE WEEKS AHEAD AS WE PUT TOGETHER WORK GROUPS.

>> AS THEY TOP THEIR ACTION PLANS WE'LL HAVE A BETTER WE WILL ANSWER.

SOMETHING SO WITH HAVE FOR EXAMPLE WE HAVE SAMUEL TUCKER WHICH IS SCHOOL THAT STARTS EARLY RELATIVE TO OTHER SCHOOLS.

THEY DEFER THAT CALENDAR SO THAT STARTS OVER LABOR DAY WITH THE OTHER SCHOOLS TO PROVIDE US THE OPPORTUNITY TO DO SOME MORE PLANNING.

THEY OPEN THE SCHOOLS.

WE ARE WORKING THROUGH THE DETAILS OF THAT.

AND I HOPE THAT WE ARE ABLE TO GET THOSE -- GET THAT INFORMATION COMPLETED IN THE MONTH OF JULY IN TIME FOR THE APPROVAL IN AUGUST.

I ASKED DR. HARD TO TALK ABOUT ACTION WITH RESPECT TO BUILDING CLEANLINESS AND PERHAPS EVEN FOOD DISTRIBUTION.

THERE'S SOME THINGS THERE THAT WE HAVE GONE THROUGH THAT PROCESS.

>> DR. HARD.

I WILL SPEAK TO A FEW THINGS THAT WE HAVE EMEMPLOYED ON THE OPERATIONS SIDE.

FIRST THE SCREENING PROCESS.

WE PROBABLY STARTED THAT BACK IN APRIL NOT TOO LONG AFTER WE WENT INTO YOUR WORKING OPERATIONS.

>> AS I LEWDED TO EARLIER.

PROJECT CONTINUES.

WE HAD ESSENTIAL PERSONAL WITH ACCESS BUILDING.

WE PUT TOGETHER A SCREENING PROCESS.

[00:45:02]

THAT PROCESS DOES ENTAIL TEMPERATURE SCREENINGS.

WE HAVE LISTS VISITOR LIST THAT ARE UPDATED DAILY REGARDING THE PEOPLE WHO WILL BE VISITING OUR SITES WHETHER IT'S CONTRACTORS, STAFF OR ANY OTHER APPROVED VISITORS.

>> WITH THAT PROCESS THE INDIVIDUALS WILL BE TAKEN IF TEMPERATURE THRESHOLD AND THEY ON THE LIST THEY ARE ALLOWED INTO THE FACILITY.

THEY ARE GIVEN A WRISTBAND WHICH INDICATED THAT AS THEY MOVE TO DIFFERENT FACILITIES THROUGHOUT THE DAY THAT THEY HAVE GONE THROUGH THE SCREENING PROCESS AND DEEMED YOU KNOW TO BE OKAY TO MOVE FORWARD WITH ACCESSING THE FACILITIES.

WE ALREADY HAVE A SCREENING PROCESS UNDER WAY.

WE ALSO RAMPED UP THE CLEANING.

DEEP CLEANING HAS OCCURRED AS INDIVIDUAL ACCESS THE BUILDING.

A LOT OF CONTRACT WORK.

WE HAVE LOT OF PEOPLE IN AND OUT OF SPACES.

WE WANT TO MAKE SURE ESSENTIAL STAFF MEMBERS WHO HAVE TO STILL REPORT TO THOSE BUILDING ARE REMAINING SAFE.

ONE WAY MAKE SURE THE BUILDING ARE CLEANED.

AGAIN A LOT OF LESSON LEARNS IN THAT PARTICULAR PROCESS TO INCLUDE SUPPLY ORDERING AND MAKING SURE THAT WE HAVE A REGULAR STEADY STREAM OF NOT ONLY CLEANING SUPPLIES BUT THE NECESSARY PPE TO OUTFIT OUR SCREENERS AND OUR ESSENTIAL PERSONAL WITH WHICH WE HAVE THANKFULLY BEEN ABLE TO DO OVER THE LAST FEW MONTHS.

BUT OF COURSE THAT WILL BE A MAJOR CONSIDERATION AS WE GO TO REOPENING PLAN BECAUSE ALL OF THE NEIGHBORS DISTRICTS WILL B DOING THE EXACT SAME THING FOR THE EXACT SAME MATERIALS.

HOPEFULLY THERE'S AVAILABILITY AS WE ENTER INTO THAT PHASE.

>> IN REGARDS TO OUR SCHOOL NUTRITION, OUR FEEDING PROGRAMS, WE ESTABLISHED OUR MEAL DISTRIBUTION PROGRAM AT VARIOUS SITES THROUGHOUT THE DIVISION.

>> THAT AS WELL OUR STAFF THE SAME PROCESS REGARDING SCREENING.

CLEANING HAS REALLY JUST TAKEN PRESS AGAINST ACROSS ALL OF THE LANDSCAPE AND OPERATIONS.

THAT PROGRAM FROM ALL THAT I'VE BEEN INFORMED BY HAS BEEN GOING EXTREMELY WELL.

WE ANTICIPATE HAVING TO CONTINUE THAT THROUGHOUT THE SUMMER.

IF ANY VARIATIONS OCCUR SENIOR LEADERSHIP BOARD WILL BE NOTIFIED.

BUT TO THIS DATE THESE ARE THE DIFFERENT ACTION ITEM THAT WE HAVE PUT IN PLACE TO ADIRECTLY COVID-19.

THESE ARE THE CONSIDERATIONS WE HAVE TO PUSH FORWARD AS WE GO INTO THE REOPENING PLAN.

AS DR. WILKINS ALLUDED TO.

AS MORE INFORMATION DEVELOPS FROM THE CROSS FUNCTIONAL TEAM MEETINGS AND A FORMAL DECISION IS MADE, THAT WILL INFORM ANY DECISIONS THAT WE MAKE ABILITY PHYSICAL ALTERATIONS WE MAKE.

WE HAVEN'T GOTTEN THAT FAR.

THAT WILL BE DEPENDENT UPON WHATEVER PLAN WE MOVE FORWARD WITH FOR THE REOPENING OF SCHOOLS.

>> I WAS JUST GOING TO SAY OBVIOUSLY THIS COMPLEX OPERATION THAT WE TRY TO TAKE ON.

FOR THE MAYOR OF CITY PARTNERS WE'RE LOOKING AT WHAT I WOULD TERM SIN KROIZATION MATRIX.

AGAIN HOPE WE CAN GET THAT DONE OVER THE MONTH AHEAD.

THE SECOND THING I WOULD EMPHASIZE I REALLY APPRECIATE THE COLLABORATION WITH THE CITY AND SCHOOL WITH RESPECT T COMMUNICATION AND THAT AS CHAIR ANDERSON POINTED OUT WE WILL NEED TO RAMP UP OU COMMUNICATIONS ON THESE ACTION.

I DON'T THINK THERE'S ANY WAY WE CAN'T OVERCOMMUNICATE.

WE HAVE NOT ONLY USE THE WEB SITE OF COURSE AND THE PUBLIC HEARING BUT ALSO BE VERY DELIBERATE AS FAR AS PUSHING OUT INFORMATION TO SOME OF THE STAKE OLDER GROUP SUCH AS PTA'S AND OTHER GROUP TO KEEP EVERYONE AS WELL INFORMED AS POSSIBLE AS WE GO THROUGH THE PROCESS.

PART OF THAT COMMUNICATION IS TO MAKE SURE WE LINK WITHIN THE REGION WITH OUR COLLEAGUES AND OUR OTHER SCHOOL DIVISIONS.

SO THAT WE AT LEAST LOOK CONSISTENT ACROSS THE AREA BUT, AGAIN, EACH DIVISION CAN MAKE ITS OWN DECISIONS.

BUT WE HOPE TO STAY IN COLLABORATION IN CONTACT WITH THEM AS WELL SO THAT WE ALL MORE OR LESS UNDERSTANDING WHAT'S GOING ON YOU KNOW FROM A BIG PICTURE PERSPECTIVE AS WE OPEN SCHOOLS IN THE FALL.

CHAIR ANDERSON?

[00:50:01]

>> THE DOCTOR HAS BEEN IN FREQUENT CONVERSATIONS.

I'M SURE OTHER STAFF AS WELL WITH NEIGHBORING JURISDICTION.

THERE'S ANOTHER LEVEL OF SICRONIZE.

WHEN OUR TEACHER HAVE CHILDREN OF THEIR OWN WHAT THEY DO IS GOING TO ALSO IMPACT THE ABILITY OF TEACHERS TO COME TO WORK.

IT'S INCREDIBLY COMPLEX ACROSS EVERY WHICH WAY THAT YOU LOOK AT IT.

ARE THERE ANY OTHER -- ANYBODY ELSE WITH QUESTIONS OR COMMENTS ON -- >> CAN I JUMP IN FOR A SEC.

CHANGE YOU MADAM CHAIR.

>> A DIP L OF O THINGS.

FIRST OF ALL I APPRECIATE THAT UPDATE.

I THINK THAT'S VERY HELPFUL.

I THINK TO CHAIR ANDERSON'S POINT THIS IS KIND OF LIKE THE WILL -- SNOW REOPENING DECISION ON STEROIDS.

IS WITH ALL THE CONNECTEDNESS TO EVERYTHING ELSE AND HOW COMPLICATED.

IT STRIKES ME AND THIS MAY CAUSE DEBORAH TO FAINT.

IT SEEMS LIKE WE HAVE A LOT OF OPPORTUNITIES AND I WANT TO FLIP THE CONVERSATION THAT WE WERE TALKING ABOUT IN THE SUMMER EARLIER THE OTHER WAY AND SAY THAT YOU KNOW WHATEVER OPPORTUNITIES WE HAVE ON OUR SIDE TO ASSIST IN THE FALL, I THINK WE SHOULD BE ABLE TO DO AND I'M KIND OF YOU KNOW AGAIN JUST THROW SOME THINGS OUT THERE.

I KNOW LOOKING FROM THE GUIDELINES FROM GOVERNOR AND DO O E TRANSPORTATION WILL BE A CHALLENGE.

YOU KNOW, IF WE HAVE THE ABILITY TO HELP WITH DASH BUSES AND THINGS LIKE THAT.

AS LONG AS YOU ARE DEALING WITH DIFFERENT SCHEDULES AND THINGS LIKE THAT.

IT SEEMS LIKE WE CAN HELP THERE.

WE LOOK AT OPPORTUNITIES LIKE THAT WHERE WE CAN FACILITY SOCIAL DISTANCE TRANSPORTATION.

AND THE SAME WOULD GO FOR SOME OF OUR FACILITIES.

WE HAVE REC CENTER THAT SOMETIMES HAVE AVAILABLE DURING THE DAY.

A LOT OF THOSE BUILDING USED TO BE SCHOOL.

IF WE HAVE SOME OPPORTUNITIES LIKE THAT WHERE WITH SOME INCONVENIENCE ON OUR SIDE AND SOME CHANGES ON OUR SIDE WE COULD PROBABLY FREE UP THE FACILITIES TO HELP FACILITY.

NOT JUST DIS-LANCE LEARNING.

LET'S FIGURE HOW TO DO THINGS LIKE THAT.

NO IDEA IS BAD IDEA IN THIS ENVIRONMENT.

I HOPE ON BOTH SIDE WE LOOK AT ALL KINDS OF OPPORTUNITIES LIKE THAT.

>> WE ARE LOOKING AT THOSE OPPORTUNITIES.

THAT'S THE MEETING THAT MR. SPENGLER REFERENCED LATER IN THE WEEK THAT I ASKED TO HAVE SET UP SO WE CAN GET IN AS EARLY AS POSSIBLE AND KNOWING THAT WE WILL BE PARTNERS IN THIS AND THE EARLIER WE KIND OF KNOW WHERE THINGS ARE HEADED.

THE MORE TIME WE HAVE PLANNED RIGHT AND TO THINK THROUGH AND WORK THROUGH WHAT ALL THE POSSIBILITIES MIGHT BE.

CHAIR ANDERSON PROVIDES US WITH A LIST TO THAT QUESTION.

THERE ARE SOME SYMPTOMS THAT HAD TO USE OTHER PLACES WITHIN THE COMMUNITY FOR SMALL GROUPS OF CHILDREN TO GO AND LEARN.

SHE ACTUALLY RAISED THAT QUESTION OF US LAST WEEK AND WE WILL BE PROVIDING THAT TO ONE OF THOSE TEAMS. THAT MAY BE A CONSIDERATION IF YOU CAN'T GET THEM ALL BACK IN A PARTICULAR FACILITY USING FACILITIES IN THE COMMUNITY.

>> YES.

THANK YOU DR. MOZINGO AND MAYOR WILSON.

I'M GLAD TO HEAR THAT YOU ARE ONBOARD WITH THAT.

YES,I DID SEND A LIST.

HOW ABOUT THESE PLACES.

IT WAS A LIST.

NOT JUST ACTUALLY CITY BUILDING BUT OTHER THINGS THAT MIGHT NOT BE USED AS MUCH DURING THE DAY.

I THINK AND I UNDERSTAND THE ISSUE ABOUT THE SUMMER BUT I THINK WHAT WE NEED TO DO

[00:55:02]

AND WHAT WE REALLY TRY TO DO IS GET THE BUILDING IN THE BEST SHAPE WE CAN BECAUSE WE DON'T WANT TO BE HAVING THINGS HAPPEN DURIN THE YEAR THAT WE HAVE TO ADDRESS WHEN WE'RE ALSO TRYING TO BE SOCIAL DISTANCED.

I THINK THAT'S WHY WE'RE TRYING TO GET ALL THE MAINTENANCE THAT WE NEED TO BE DONE ON OUR BUILDING AND AS I REMEMBER THE OLD BUILDINGS AND MOST CASES AND SO I THINK THAT WILL PUT US IN BETTER SHAPE TO HAVE GOOD BE SUCCESSFUL IN WHATEVER PLAN THAT WE GO FORWARD WITH.

THANK YOU.

IS THERE SOMEONE ELSE WHO WANTS TO TALK ABOUT OR SOME OTHER PART OF THE COVID THAT WE ARE KEALING WITH AS CITY OR SCHOOL SYSTEM?

>> I DON'T KNOW.

I NOTICE THAT I HAD THE FEBRUARY MINUTES THAT ARE ATTACHED TO THIS WEEKS MEETING AND I HAVE NO IDEA.

DID WE VOTE ON THE FEBRUARY MINUTES?

>> I THINK IT WOULD BE FINE TO READ THEM SO WE CAN LAUGH WHAT WE THOUGHT IN FEBRUARY.

>> IT WAS ACTUALLY THE LAST OF WHEN LIFE WAS AS WE USED TO KNOW IT.

RIGHT?

BUT -- >> YOU DIDN'T VOTE BECAUSE THE MAXIMUM WOULD HAVE BEEN MARCH.

>> WHEN WE WERE VIRTUAL.

PROBABLY BECAUSE IT'S JUNE IT WOULD BE A GOOD IDEA TO DO THAT.

>> JOANNA.

CAN THEY -- >> CAN THEY?

>> I THINK WE DECIDED TO LIMIT YOUR -- THE AGENDA FOR THE MEETING TO JUST THE COVID ISSUE FOR THIS ONE.

BECAUSE THERE'S SO MANY REQUIREMENTS THAT YOU HAVE TO DO IN ORDER TO COMPLY WITH THE REQUIREMENTS OF THE BROADER AUTHORITY.

I THINK IT PROBABLY MAKES SENSE TO WAIT.

YOU'LL HAVE TO APPROVE MINUTES OF ALL OF THESE ELECTRONIC MEETINGS ONCE YOU HAVE A MEETING IN PERSON AGAIN.

YOU CAN DO THEM ALL TOGETHER.

WE'LL HAVE COMPILATION.

>> I SAW IT ATTACHED.

I WANTED TO TALK ABOUT IT.

>> THAT'S BECAUSE WE WERE THINKING ABOUT DOING IT.

>> OKAY.

OKAY.

>> WE THOUGHT WE COULD HAVE THE EXPANDED MEETING.

>> THAT'S WITH THE DIFFERENT AGENDA.

>> GOT IT.

OKAY.

ALL RIGHT.

THEN.

IF NO ONE HAS ANYTHING ELSE IT SEEMS LIKE WE -- WE'RE DONE; RIGHT?

>> GIVEN OUR LIMITATIONS.

IN TERMS OF WHAT WE ARE SUPPOSED TO TALK ABOUT.

>> IS THAT GOOD?

>> ALL RIGHT.

DO WE JUST MOVE TO ADJOURN OR NO?

>> YEAH.

PROBABLY BEST TO GO AHEAD AND DO THAT.

>> SO CAN I GET A MOTION TO ADJOURN?

>> I MOVE WE ADJOURN.

>> I GOT A MOTION FROM MR. WILSON.

>> SECOND.

>> AND A SECOND FROM MR. CHAPMAN.

SO WE WILL CALL FOR A VOTE.

WE ARE NOW ADJOURNED.
