SO I'LL LET DR. RIEF EXPLAIN, AND MAYBE TALK ABOUT THE CHANGE THAT SHE MADE AND IF MS. ABBRUZZESE WANTS TO FOLLOW UP WITH THAT LATER, LET'S DO IT THAT WAY MAYBE.

WE DISCUSSED THIS AT OUR MEETING LAST FRIDAY.

THIS IS TEMPORARY SUSPENSION OF CERTAIN SCHOOL BOARD POLICIES DURING IF EMERGENCY AND THAT IS ANY POLICIES OR PROVISIONS WITHIN POLICIES WHICH REFLECT LEGAL ANDOR REGULATORY REQUIREMENTS THAT HAVE BEEN WAIVED BY THE GOVERNMENTAL AUTHORITY WHICH ENACTED THOSE REQUIREMENTS.

AND I GUESS ONE OF THE CONCERNS THAT I HAD.

I'M JUST KIND OF PUTTING THIS OUT THERE TO SHARE.

IS THAT THESE ARE CHANGES THAT COULD BE -- WE WOULD BE SUSPENDING POLICIES WHICH WE'RE RESPONSIBLE FOR.

BUT I JUST -- I'M NOT SURE WHAT THOSE POLICIES ARE GOING TO BE OR WHAT THE IMPLICATIONS ARE.

SO THAT IS KIND OF ONE OF THE CONCERNS THAT I HAD ABOUT THIS RESOLUTION.

BUT A CHANGE THAT I HAD SUGGESTED MAKING WAS, IN THE SECTION WHERE IT SAYS NOW THEREFORE CAN BE IT FURTHER RESOLVED THAT THE SUPERINTENDENT IS DIRECTED TO INFORM THE SCHOOL BOARD OF ANY FURTHER I WOULD SUGGEST THAT TO INFORM THE SCHOOL BOARD AND THE PUBLIC, TO MAKE SURE WE WANT IT COMMUNICATED TO THE PUBLIC AS WELL AND ANY POLICIES OR REGULATIONS.

IT ONLY SPECIFIES REGULATIONS THERE.

AND AGAIN WE ARE AUTHORIZING SUSPENDING POLICIES THAT REFLECT LEGAL AND REGULATORY REQUIREMENTS.

I WOULD WANT TO BE INFORMED SERGE WHAT THOSE WERE IF THEY ARE GOING TO BE WAIVED.

SO THAT WAS A SUGGESTION THAT I WAS RECOMMENDING, AND WOULD WELCOME ANY FEEDBACK

BUT ANY TIME YOU CAN MAKE SOMETHING MORE CLEAR, EASILY UNDERSTOOD FOR EVERYONE, THAT'S A GOOD THING.

SO I FULLY SUPPORT THAT CHANGE.

I APPRECIATE ALL THE EFFORTS THAT DR. HUTCHINGS AND THE HUMAN RESOURCES TEAM TO MAKE IT WORK AND HAVE ME TAKE ON THIS POSITION IN JULY.

I REALLY LOOK FORWARD TO WORKING WITH THE TEAMS OVER THE NEXT COUPLE OF MONTHS TO GET READY.

WHEN I MET DR. HUTCHINGS EARLIER IN MARCH WE TALKED ABOUT THE PLAN MOVING FORWARD AND REALLY WANTING TO BE READY FOR THE NEW SCHOOL YEAR.

AND LITTLE DID WE KNOW THAT AT THAT TIME WE WERE GOING TO REALLY NEED TO HAVE A LOT OF MOMENTUM AROUND THE BEGINNING OF THE SCHOOL YEAR DEPENDING ON WHAT TAKES PLACE OVER THE NEXT COUPLE OF MONTHS WITH THIS PANDEMIC.

SO I REALLY LOOK FORWARD TO JOINING THE TEAM.

I'M REALLY EXCITED.

THIS POSITION IS SORT OF LIKE A DREAM JOB, IT'S EVERYTHING I'VE BEEN LOOKING FOR MY ENTIRE CAREER, WORKING IN COMMUNICATIONS AND MARRYING MY LOVE FOR WORKING IN THE COMMUNITY.

SO TONIGHT, YOU WILL HAVE THE BOARD BRIEF THAT'S ON OUR CIP THAT WILL PROVIDE AN UPDATE ON SUMMER PROJECTS THAT ARE OCCURRING, IT WILL PROVIDE AN UPDATE ON CURRENT PROJECTS THAT ARE CURRENTLY LIKE IN PROGRESS, AS WELL AS INFORMATION ABOUT SPECIFICALLY LIKE THE DOUGLAS MACARTHUR PROJECT, AN UPDATE ON THAT, UPDATE ON THE HIGH SCHOOL PROJECT.

WE ARE GOING TO HAVE SOME INDEPENDENT BOARD BRIEFS AS WELL ON LIKE THE HIGH SCHOOL PROJECT AND DOUGLAS MACARTHUR BECAUSE THERE IS SOME MORE INFORMATION THAT WE WANT TO SHARE THAT IS A LOT MORE DETAILED THAN THE DOCUMENT YOU'RE GOING TO RECEIVE TODAY.

BUT IT IS A CLEAR LIST OF ALL THE DIFFERENT PROJECTS AND THE STATUS.

SO THAT BOARD MEMBERS AND THE COMMUNITY IS AWARE THAT WE ARE MOVING FORWARD WITH OUR CIP PROJECTS.

WE ARE TAKING ADVANTAGE OF THIS OPPORTUNITY OF NOT HAVING ALL, YOU KNOW, STUDENTS AND STAFF MEMBERS IN OUR BUILDINGS, TO GET SOME OF OUR THINGS DONE.

AND THEN WE ALSO DO HAVE SOME CHALLENGES AND SOME BARRIERS THAT WE'VE HIGHLIGHTED IN THE BOARD BRIEF IN REGARDS TO COMPANIES THAT WE'RE WORKING WITH AND, YOU KNOW, BEING A LITTLE NERVOUS IN SOME CASES ABOUT WHAT COULD HAPPEN IF, YOU KNOW, IN THE FUTURE BECAUSE SOME OF OUR COMPANIES IF THEY DON'T HAVE THE SUPPLIES, IF THEY DON'T HAVE THE STAFF TO COME IN THAT IN TURN COULD HAVE AN IMPACT ON OUR PROJECTS AND OUR DEADLINES THAT WE HAVE SET.

SO WE WANTED TO BE SURE THAT THE BOARD WAS INFORMED.

THOSE ARE THINGS THAT WE ARE ALSO MONITORING THROUGHOUT THIS PROCESS.

THE OTHER BOARD BRIEF THAT YOU ARE GOING TO SEE RELATES TO OUR FISCAL YEAR 2020 BUDGET.

EACH YEAR, WE PROVIDE, OR THE FINANCE TEAM PROVIDES YOU ALL WITH AN OVERVIEW OF WHAT POWER PROJECTIONS OR ESTIMATIONS LOOK LIKE FOR THE END OF THE YEAR.

AND BEING THAT WE'VE HAD THIS PANDEMIC, YOU KNOW, THAT STARTED IN MARCH AND WE CLOSED OUR BUILDINGS AS OF MARCH 16TH FOR THE REMAINDER OF THE ACADEMIC SCHOOL YEAR,

THERE WAS AN IMPACT ON OUR FY 2020 BUDGET.

YOU KNOW, I WANT TO JUST COMMEND OUR FINANCE TEAM THAT'S LED BY MR. TURNER, DOMINIC TURNER, BECAUSE THE MOMENT WE BEGAN TO SAY OUR SCHOOLS WERE GOING TO BE CLOSED OR WE WERE GOING ON THE PATH OF HAVING TO CLOSE OUR BUILDINGS, DOMINIC TURNER AND HIS TEAM DREW THE SRT INTO OUR BUILDINGS AND WE BEGAN TO TALK THROUGH HOW DO WE FREEZE CERTAIN BUDGETS, HOW DO WE ENSURE THAT WE WEREN'T CONTINUING TO SPEND DOLLARS AS WE WERE IF WE WERE IN SESSION AND HOW DO WE SET UP A PROTOCOL TO MAKE SURE WE ARE APPROVING ONLY ESSENTIAL ITEMS, SO WE WEREN'T IN THE POSITION AT THE END OF THE YEAR WHERE WE OVERSPENT OR DON'T HAVE THE DOLLARS TO DO WHAT WE NEED.

I APPRECIATE THE FACT THAT OUR FINANCE TEAM WAS BEING SO FRO ACTIVE EARLY ON THAT YOU ALL WILL SEE IN THE BUDGET PROPOSAL THAT WE ARE STILL GOING TO BE ABLE TO MEET OUR BUDGETARY NEEDS FOR FY 20.

SO THAT IS A HUGE KUDOS TO OUR TEAM AS WELL AS ALL OF OUR DEPARTMENTS FOR MAKING THOSE ADJUSTMENTS TO MAKE SURE THAT WE WERE NOT IN A DEFICIT SITUATION AT THE END OF THE YEAR.

YOU ARE ALSO GOING TO SEE A BOARD BRIEF THAT RELATES TO OUR BUDGET FOR FY 21.

AS YOU ALL KNOW, NEXT WEEK WE ARE GOING TO BEGIN OUR BOARD TWO BY TWOS TO TALK ABOUT THE REVISED BUDGET THAT WILL BE PRESENTED TO THE PUBLIC ON MAY 8TH, WITH THE SUPERINTENDENT'S RECOMMENDATIONS TO MAKE CERTAIN REVISIONS.

AND THIS IS BASED OFF OF THE CITY MANAGER HAS PROPOSED TO THE CITY COUNCIL THAT WE NEED TO REDUCE OUR -- OUR APPROPRIATIONS FROM THE CITY BY $7.4 MILLION.

WHICH YOU'RE GOING TO SEE IN THAT BOARD BRIEF AS THAT -- OUR CITY APPROPRIATIONS IS NOT THE ONLY IMPACT.

WE ARE ALSO IMPACTED BY OUR LOCAL AS WELL AS OUR STATE AND OUR FEDERAL REVENUE.

SO THERE WILL BE A BUDGET SHORTFALL IN THOSE AREAS.

WE JUST DON'T HAVE CLEAR NUMBERS IN REGARDS TO WHAT THOSE DEFICITS ARE GOING TO BE.

BUT WE ARE MAKING SOME ESTIMATES SO THAT WE HAVE SOMETHING TO BEGIN TO WORK THROUGH AND BEING PREPARED FOR AS A BOARD AND AS WE GO THROUGH THE FINAL STAGES OF OUR BUDGET PROCESS.

SO YOU'RE GOING TO GET INFORMATION ABOUT THAT, AS WELL.

SO YOU'RE GOING TO SEE THOSE BOARD BRIEFS.

THE OTHER BOARD BRIEF, THERE IS ANOTHER ONE THAT RELATES TO JUST THE BUDGET TRANSFER THAT WILL BE HAPPENING AND THIS IS A BUDGET TRANSFER, OUR POLICY REQUIRES OUR BOARD TO MAKE DECISIONS OR TO VOTE ON ANY BUDGET TRANSFERS THAT EXCEED A CERTAIN DOLLAR AMOUNT.

AND THIS IS IN PARTICULAR FOR OUR JEFFERSON HOUSTON PROJECT, HVAC PROJECT AND US MAKING SURE WE HAVE THE APPROPRIATE DOLLARS TO PAY FOR THAT WORK THAT WILL HAPPEN THIS SUMMER.

BUT THE BOARD BRIEF WILL BE ABLE TO OUTLINE SPECIFICALLY HOW WE'RE PLANNING TO PAY FOR THOSE ADDITIONAL COSTS.

WE TALKED ABOUT THIS BACK IN THE FALL AND WE HAD IDENTIFIED SOME DOLLARS BUT AT THAT TIME WE DIDN'T KNOW WHAT THE ACTUAL COST WAS GOING TO BE FOR PHASE 2 OF JEFFERSON HOUSTON.

NOW WE HAVE WHAT THE ACTUAL COST IS AND WE'RE GOING TO HAVE TO MAKE ADJUSTMENTS WITH TRANSFERS TO BE ABLE TO ACCOMMODATE THAT FUNDING FOR THIS SUMMER SO WE CAN KEEP THAT PROJECT ON SCHEDULE.

SO YOU WILL SEE A BUDGET OR BOARD BRIEF ON THAT.

AND THAT WILL SHOW UP NEXT WEEK ON OUR CONSENT CALENDAR FOR OUR BOARD MEETING.

SO WE WILL POTENTIALLY HAVE SOME SAVINGS FROM SOME OF OUR ESY FUNDS THAT WOULD HAVE BEEN EXPENDED THIS SUMMER HAD WE BEEN FACE TO FACE.

WE DON'T KNOW YET, WE ARE TRYING TO LOOK AT WHAT IT WOULD LOOK LIKE FOR THE SUMMER BUT THERE IS POTENTIAL THERE.

THERE IS THE POSSIBILITY TO HAVE THAT DISCUSSION WITH DR. HUTCHINGS ABOUT THE CARES FUNDING.

THAT WAS SOMETHING THAT CAME UP IN THE SPECIAL ED DISCUSSION YESTERDAY.

I KNOW DR. HUTCHINGS HAS GOT SOME VERY SPECIFIC IDEAS ABOUT WHAT OPTIONS CAN BE USED FOR THAT.

I'M THROWING OUT SUGGESTIONS AND IDEAS.

THERE MAY BE SOME WAYS TO ALSO LOOK AT WHERE WE HAVE EXISTING FUNDING WITHIN THE IDEA GRANT.

I'M PUTTING TOGETHER THE IDEA GRANT APPLICATION RIGHT NOW AND BECAUSE OF STAFFING ISSUES AND OTHER THINGS, WE MAY BE RUNNING REALLY TIGHT ON THE IDEA GRANT.

BUT MY FIRST PLACE TO LOOK FOR THIS WILL BE WITH SAVINGS FROM THE ESY GRANT THIS SUMMER AND WE CAN TALK ABOUT OTHER OPTIONS.

WE WILL HAVE A BETTER IDEA OF WHERE ADVOCACY NEEDS TO YOUR ONCE WE GET MORE DEFINITIVE NUMBERS FROM THE STATE.

KEEP IN MIND EVERYTHING THAT WE ARE TALKING ABOUT THAT RELATE TO THE STATE, EVEN RELATES TO THE CARES ACT, THEY ARE ALL ESTIMATES.

THEY HAVE NOT BEEN CONFIRMED SO WE HAVE TO BE VERY CAREFUL THAT WE DON'T MAKE MAJOR DECISIONS.
