IF THE PROBLEM IS ADDRESSED HERE, WE HAVE THE OPPORTUNITY TO ACT ON PROMISED EQUITY IN OUR SCHOOL SYSTEM, TO SAVE OUR SCHOOL SYSTEM'S REPUTATION, AS WELL AS TO ENSURE WE RETAIN OUR TALENTED TEACHERS. SO OVERCROWDED CLASSROOMS NEGATIVELY AFFECT CLASSROOM INSTRUCTION, CLASSROOM COMMUNITY STUDENTS WITH DISABILITIES, ENGLISH LANGUAGE SERVICES, SUPPLIES AND RESOURCES AND TIME AND SPACE FOR LUNCH AND RECESS. THE SCHOOL BOARD HERE IS COMMITTED TO CLASS SMALL CLASSES AND EQUITABLY MEETING THE NEEDS OF EACH STUDENT IN THE CURRENT ENVIRONMENT AT OUR SCHOOLS, THIS IS NOT BEING MET. OUR CHILDREN ARE NOT LEARNING AND THEY'RE NOT SAFE. THE AC EXCUSE ME, THE CPS EQUITY FOR ALL 2025 MISSION STATEMENT TO ENSURE SUCCESS BY INSPIRING STUDENTS IN ADDRESSING BARRIERS TO LEARNING IS NOT BEING MET. [00:15:02] TEACHERS ARE SIMPLY MANAGING THESE LARGE, LARGE, CROWDED CLASSROOMS INSTEAD OF DEDICATING THEIR TIME TO EDUCATION AND LEARNING EQUITY FOR ALL. STATEMENT IS NOT BEING DEMONSTRATED, NOR THE SPIRIT OF EQUITY OR EQUALITY. WHEN CLASSROOMS IN CERTAIN SCHOOLS, PARTICULARLY ON THE WEST END, ARE OVERCAPACITY WHILE OTHERS ARE UNDER. HERE'S A SNAPSHOT OF A SITUATION AT OUR SCHOOL. PATRICK HENRY IS PROJECTED TO HAVE 886 STUDENTS THIS YEAR, OVER 950. THE KINDERGARTEN CLASSES ARE 26 TO 27 STUDENTS PER CLASS, FOUR STUDENTS OVER AND THEN IT SHOULD BE ONE OF OUR TEACHERS HAS OVER 70 STUDENTS. FIRST GRADE CLASSES ARE 28 TO 29 STUDENTS PER CLASS. THAT'S 45 STUDENTS OVER PER CLASS. IN SECOND GRADE CLASSES ARE AT 25 TO 27 STUDENTS PER CLASS TO OVER IN. PATRICK HENRY IS A TITLE ONE SCHOOL, WHICH BENEFITS FROM THE SMALLER CLASS SIZES. WHILE OUR CLASS SIZES ARE STILL UNDER THE LIMITED MANDATED BY VIRGINIA LAW BESIDES OUR FIRST GRADE, THIS SHOULD NOT BE AN EXCUSE FOR INACTION. THE SOLUTION SHOULD NOT ALSO BE TO INCREASE CLASS SIZE LIMITS. THIS WILL NOT FIX THE PROBLEM. WE CAN BE AN OUTSTANDING SCHOOL SYSTEM IF ACP DECIDES TO HOLD ITSELF TO A HIGHER STANDARD. TEACHERS TALK TO ME AND THEY EXPRESS THAT THEY HAVE CEASED BEING EDUCATORS AND THEY HAVE NOW BECOME DAYCARE PROVIDERS. OUR CHILDREN ARE NOT GETTING THE SERVICES AND THE EDUCATION THEY NEED, SPECIFICALLY IN OUR CLASSROOMS, IN THE KINDERGARTEN, THE THIRD AND THE FIFTH GRADE. BUT ALL OUR CLASSES ARE AT RISK. AS YOU'LL HEAR ME TALK ABOUT, TEACHERS ARE OVERWHELMED AND OVERWORKED. MY QUESTION TO YOU IS HOW LONG DO WE EXPECT THEM TO CONTINUE TO WORK IN THIS ENVIRONMENT? AT WHAT POINT DO THINGS HAVE TO BREAK? AND THEN THE OTHER PROBLEM, TOO, IS, IS HOW DO WE EXPECT TO RECRUIT AND RETAIN THE BEST AND BRIGHTEST WHEN WE DON'T OFFER THEM THE FACILITIES AND THIS RESOURCES THEY NEED TO DO THEIR JOB? ALSO, I WOULD LIKE TO BRING UP THAT THE CAPACITY ISSUE IS NOT JUST ABOUT NUMBERS AND THE CAPS OF STUDENTS, IT IS ALSO ABOUT THE PHYSICAL SPACE AND WHAT IS AVAILABLE FOR TEACHERS IN OUR SCHOOLS. TUCKER ELEMENTARY IS A SCHOOL THAT WAS BUILT TO HOUSE 630 STUDENTS. IT NOW HOUSES 739 STUDENTS. OVER THE YEARS, THAT NUMBER HAS CONTINUED TO EDGE UP AND UP AND UP AS THE SCHOOL HAS WILLINGLY TAKEN ON MORE AND MORE STUDENTS TO MEET THE INCREASE IN POPULATION. BUT EACH TIME TUCKER IS BROUGHT IN ANOTHER STUDENT, THEY HAVE WATERED DOWN THEIR EDUCATION. WHAT THEY ARE ABLE TO PROVIDE. WE DON'T HAVE A SCIENCE LAB, WE DON'T HAVE A COMPUTER LAB. WE ARE STRESSED FOR PLACES AND FACILITIES TO OFFER THE DIFFERENT SERVICES THAT ALL OUR STUDENTS NEED. THIS IS ALSO A SAFETY ISSUE TO THE POINT WHERE THERE'S JUST NOT ROOM TO PROPERLY TEACH OR MOVE. AND THEN, AS PANDEMICS HAVE TAUGHT US, OVERCROWDING CAN ALWAYS BE AN ISSUE WHEN IT COMES TO HEALTH IN MULTIPLE DIFFERENT WAYS. LASTLY, WHAT I WANT TO SAY IS THAT THE TUCKER PARENTS EXPECT US TO MAKE THIS A TOP PRIORITY. WE REQUEST THAT YOU WORK WITH OUR PRINCIPAL AND OUR SCHOOL STAFF TO ADDRESS THIS ISSUE, TO LEARN WHAT IT IS THAT THEY NEED AND PROVIDE THEM WITH THOSE RESOURCES. ACCORDING TO THE WEBSITE, OUR CURRENT ABC LUNCH SYSTEM QUOTE INCLUDES TIME FOR STUDENTS TO EAT LUNCH, PARTICIPATE IN SOCIAL, EMOTIONAL AND ACADEMIC LEARNINGS, PARTICIPATE IN ADVISORY PERIODS, AND BE A PART OF CLUBS AND ORGANIZATIONS. THAT IS SIMPLY NOT TRUE. CURRENTLY AT HHS, WE HAVE AN INEFFICIENT LUNCH SYSTEM THAT IS DETRIMENTAL TO STUDENTS MENTAL HEALTH AND SOCIAL, EMOTIONAL AND ACADEMIC LEARNING. THE ABC LUNCH MODEL PROVIDES JUST 15 TO 20 MINUTES OF TIME FOR STUDENTS TO ACTUALLY EAT AND NO TIME FOR STUDENTS TO RECEIVE ACADEMIC AND EMOTIONAL SUPPORT OR PARTICIPATE IN CLUBS. ADDITIONALLY, STUDENTS ARE RESTRICTED TO SOLELY BEING AROUND THE PEOPLE IN THEIR DESIGNATED LUNCH BLOCK, IN MANY CASES LEADING TO POOR MENTAL HEALTH. YOU DIDN'T HEAR ABOUT THESE ISSUES LAST YEAR BECAUSE THEY DID NOT EXIST. AS MANY OF YOU KNOW, THERE IS AN EXTREMELY POPULAR PROGRAM AMONG STUDENTS, TEACHERS AND PARENTS CALLED LUNCH AND LEARN. LUNCH AND LEARN ALLOWED STUDENTS TO UTILIZE ACADEMIC RESOURCES LIKE THE TEACHER OFFICE HOURS AND THE WRITING CENTER, COMPLETE HOMEWORK IN A CONTROLLED ENVIRONMENT, PARTICIPATE IN CLUBS, VISIT THE COLLEGE AND CAREER CENTER AND DO SO MUCH MORE ALL IN A 74 MINUTE LUNCH BLOCK. IT WAS ALSO WIDELY AGREED UPON TO BE THE GREATEST THING HHS HAS EVER DONE IN TERMS OF EQUITY, LUNCH AND LEARN ALLOWED ALL STUDENTS, EVEN THOSE WHO HAVE RESPONSIBILITIES AFTER SCHOOL, LIKE TAKING CARE OF SIBLINGS OR WORKING JOBS WHO ARE PREDOMINANTLY HISPANIC OR BLACK, AND ALSO STUDENT ATHLETES TO BE ABLE TO TAKE PART IN THE SCHOOL COMMUNITY. THIS HAS NEVER HAPPENED BEFORE LAST YEAR AND IS SO INCREDIBLY IMPORTANT IN ORDER TO CREATE AN EQUITABLE SCHOOL ENVIRONMENT. ALTHOUGH LUNCH AND LEARN DID HAVE FLAWS MAINLY ON THE SECURITY SIDE, IT WAS SHORT SIGHTED TO END THE PROGRAM ENTIRELY. A GROUP OF STUDENTS, INCLUDING MYSELF, HAVE DEVELOPED A COMPREHENSIVE PROPOSAL THAT ADDRESSES THESE FLAWS AND PROMOTES SEAL LEARNING WHILE NOT COMPLETELY DESTROYING THE PROGRAM. AFTER WE RECEIVED THAT REPORT, THE COMMITTEE ACTUALLY IDENTIFIED A FEW ADDITIONAL RESOURCES THAT THEY WANTED TO DEVELOP, AND WE SUPPORTED THEM THROUGH THAT. AND EVENTUALLY WE'RE GOING TO HAVE A SURVEY REPORT THAT COMES OUT OF THE COMMUNITY SURVEY THAT IS CURRENTLY OPEN. THE COMMUNITY SURVEY ENDS IN OCTOBER 2ND. DR. HART, AM I CORRECT WITH THAT? I JUST WANT TO NOTE THAT I DON'T KNOW IF ANYONE ELSE HAS THANKSGIVING PLANS AND CHRISTMAS PLANS AND EVERYTHING ELSE, HOLIDAYS, EVERYTHING ELSE THAT HAPPENS IN NOVEMBER AND DECEMBER. AND SO WE RECOGNIZE THAT WE HAVE A VERY TIGHT TURNAROUND, ESPECIALLY FOR OUR COMMUNITY MEMBERS, BETWEEN THE FOCUS GROUP REPORT COMING OUT IN EARLY NOVEMBER AND FINAL RECOMMENDATIONS IN MID-DECEMBER. WE ALSO LOOKED THROUGH AND DISCUSSED THE MATERIALS THAT WILL BE GUIDING US THROUGH OUR WORK, SUCH AS THE MCU AND THE SAFETY DATA MEETING TO WAS HELD IN JULY AND WAS ALL ABOUT BUILDING KNOWLEDGE. SO OUR OBJECTIVE FOR THIS MEETING WAS TO CREATE A SHARED LEARNING EXPERIENCE FOR COMPANY MEMBERS TO DEEPEN THEIR UNDERSTANDING OF POLICE AND SCHOOL DIVISION RELATIONSHIPS. SO HERE WE LAID THE FOUNDATION FOR NEW INFORMATION AND BEST PRACTICES FOR A SHARED LEARNING EXPERIENCE SO THAT WE COULD ALL READ SOMETHING THAT THE FIRST FROM VIEWS AND BELIEFS THAT WE ALREADY HELD. SO WHAT WE ATTEMPTED TO DO HERE WAS TO HUMANIZE AND UNDERSTAND THE NUANCES AND INTRICACIES OF WHAT HAPPENS IN A SAFETY INCIDENT AT A SCHOOL. SO WE TOOK DOCUMENTS FROM OUR FIRST MEETING LIKE THE MLHU, AND DISCUSSED WHAT THEY LOOKED LIKE WHEN THEY WERE OPERATIONALIZED AND APPLIED. SO TO THIS END, WE DEVELOPED SCENARIOS WITH WITH THE SCHOOL PRINCIPALS. WE DEVELOPED SCENARIOS AROUND SOME OF THE MOST FREQUENTLY OCCURRING SAFETY INCIDENTS AT SCHOOLS. AND THEN WE BRAINSTORMED AS GROUPS HOW WE MIGHT GIVE MORE SUPPORT TO THE PEOPLE RESPONSIBLE FOR ENSURING A POSITIVE, SAFE AND EQUITABLE SCHOOL EXPERIENCE FOR OUR STUDENTS. WE ALSO HEARD FROM SROS WHO WERE IN ATTENDANCE, AND THEY HELPED US UNDERSTAND A DAY IN THEIR LIVES AND THE MULTIPLE HATS THAT THEY WEAR ON A DAILY BASIS. SO WITH THAT CENTER, BACK TO YOU. AN OUTLET CATCHING FIRE AT THE SCHOOL DIDN'T ACTIVATE A FIRE ALARM OR A OR EMERGENCY SERVICES, BUT IT WAS REPORTED TO THE FIRE MARSHAL AS A AS AN INCIDENT. SO WE CAPTURED THAT. SO THOSE THOSE AS YOU CAN SEE, EVERYTHING IS REPORTED TO US AND WE MAKE SURE WE CAPTURE IT. AND THERE WERE A DAILY AVERAGE RATE OF 1.9 INCIDENTS PER DAY FOR THAT SEMESTER. NEXT SLIDE, PLEASE. SO WE JUST WANTED TO MAKE SURE THAT WE LET OUR COMMUNITY KNOW THAT WE'LL CONTINUE OUR COMMITMENT TO BOTH IMPLEMENT AND DEVELOP GENDER AFFIRMING POLICIES FOR ALL ACP STUDENTS. AND REMEMBER, I'VE SHARED WITH MANY FOLKS THAT ALL MEANS ALL IN MY BOOK. I'M ABOUT A WHOLE CHILD EDUCATION, SO I WILL CONTINUE TO MOVE FORWARD WITH THAT BELIEF.
