KAYE. MY NAME IS ELIJAH BERHANU, AND I'M A 12TH GRADER IN HHC.

AS YOU KNOW, I DO APPRECIATE THE CONCERN AROUND LUNCH AND LEARN AND FINDING A WAY TO WORK AROUND IT IN SUCH A QUICK MANNER.

HOWEVER, I DO BELIEVE THE POSITIVE ASPECTS OUTWEIGH THE NEGATIVE ASPECTS.

THE FIRST THREE PIN POINTS THAT COME TO MIND ARE FRIENDSHIPS, ACADEMIC AND FREEDOM.

LUNCH AND LEARN HAS HELPED MANY STUDENTS FORM NEW FRIENDSHIPS, CONNECTIONS WITH THEIR PEERS AS WELL AS TEACHERS.

THE WAY LUNCH ALONE WAS SET UP ALLOWS STUDENTS TO COMMUNICATE WITH THEIR FRIENDS FOR 74 MINUTES, AND US STUDENTS ENJOYED IT TREMENDOUSLY.

I FELT HAPPY THAT I WAS ALWAYS ABLE TO SEE MY FRIENDS EVERY DAY, AND NOW THAT IT'S BEEN CUT, OUR SOCIAL INTERACTIONS HAS BEEN DECREASED.

AND ONE OF MY CLASSES WE WERE DISCUSSING OUR HIGHS AND LOWS FOR THE WEEK AND ONE STUDENT TALKED ABOUT HOW SHE WASN'T ABLE TO SEE HER FRIENDS BECAUSE THEY DIDN'T SHARE THE NEW THE THE NEW LUNCH BLOCK PERIOD WITH HER.

IT'S HARDER WITH THIS POLICY TO SOCIALIZE BECAUSE MANY STUDENTS ARE SEPARATED, LEAVING THEM TO BE ALONE DURING LUNCH.

FROM MY PERSONAL EXPERIENCE, IT ISN'T EASY AND DOESN'T FEEL GOOD BEING ALONE IN SUCH A PUBLIC AREA.

HOWEVER, HAVING SOMETHING TO LOOK FORWARD TO MAKES SCHOOL A POSITIVE ENVIRONMENT FOR EVERYONE.

ALSO, LUNCH ALONE HAS HELPED MANY STUDENTS WITH THEIR ACADEMICS.

PEOPLE WERE ABLE TO COMPLETE WORK AND GO ON TO CLUBS DURING THIS TIME, WHICH REALLY HELPED US WITH TIME MANAGEMENT.

INSTEAD OF GOING AFTER SCHOOL AND STAYING UP ENDLESS NIGHTS, STUDENTS DID MAJORITY OF THEIR ASSIGNMENTS IN CLUBS DURING THE SCHOOL DAY.

I HAVE HEARD FROM MANY STUDENTS THAT THEY FELT VERY PRODUCTIVE DURING SCHOOL BECAUSE LUNCH AND LEARN WAS CANCELED.

IT HAS BEEN VERY DIFFICULT TO WORK AROUND DIFFERENT SCHEDULES.

MANY PEOPLE HAVE JOBS, CLUBS AND OTHER ACTIVITIES THAT THEY HAVE.

AND HAVE OTHER ACTIVITIES THAT THEY HAVE, AND IT'S HARD TO PARTICIPATE IN ALL OF THEM.

FOR EXAMPLE, I HAVE FLY FUTURE BUSINESS LEADERS OF AMERICA AND PEER ADVOCATES ON WEDNESDAY AND BECAUSE LUNCH WAS CANCELED, I HAVE TO ONLY STICK TO ONE.

ALSO, IT JUST GIVES US FREEDOM.

I UNDERSTAND RESTRICTING SOME AREAS AND BEING AND NOT BEING ABLE TO GO TO DIFFERENT LOCATIONS.

AND I TO BE ABLE TO GO TO DIFFERENT LOCATIONS AND GOING OUTSIDE, IT WAS JUST A BREATH OF FRESH AIR.

LAST YEAR WE HAD THE HONOR TO BE PRESENTED WITH LUNCH AND LEARN.

AND I WILL BE HONEST, WHEN THEY FIRST TOLD US ABOUT 73 MINUTES IN THE MIDDLE OF THE DAY TO DO ANYTHING, I THOUGHT IT WAS A LIE.

I ACTUALLY EMAILED MR. BALAS BEFORE SCHOOL BEGAN TO ASK HIM IF IT WAS REAL, AND HE IN FACT CONFIRMED I WAS NOT DREAMING AND THAT IT WAS REAL.

SO AFTER ALL THAT EXCITEMENT AND MERRIMENT WE FELT WHEN WE HAD IT, YOU CAN IMAGINE OUR DEVASTATION, FINDING OUT WE DON'T HAVE LUNCH ALONE ANYMORE.

I WANT TO BEGIN BY SAYING IT'S NOT JUST A TIME WHEN WE JUST HANG OUT WITH OUR FRIENDS.

THAT'S NOT THE ONLY REASON WE WANT IT BACK.

LUNCH ALONE WAS BENEFICIAL IN SO MANY WAYS, AND AS A SINGER, I REALIZED HOW IMPORTANT IT WAS.

WE HAD THE CHANCE TO GO TO MANY CLUBS DURING SCHOOL.

WE COULD TALK TO ALL OF OUR TEACHERS AND NOT JUST THE ONES WE HOPED WERE FREE DURING THE LUNCH THAT WE HAD.

BECAUSE NOW THAT IT'S JUST A BLOG, SOME TEACHERS ARE STILL IN CLASS, SO WE CAN'T GO TO THEM.

AND IT'S REALLY SADDENING TO NOT BE ABLE TO GO TO YOUR TEACHER AND ASK FOR HELP.

JANE LYNCH. AND THEN WE COULD ALSO GO TO THE COLLEGE AND CAREER CENTER, WHICH WE CAN'T DO ANYMORE, BECAUSE WITH 30 MINUTES, WE DON'T HAVE ENOUGH TIME TO GO TO THE COLLEGE AND CAREER CENTER AND GET WHAT WE NEED FROM THERE.

BECAUSE GOING DOWN FROM CLASS IS A ROAD KILL, BECAUSE THERE'S SO MANY PEOPLE TRYING TO MAKE IT TO LUNCH AND THEN TRYING TO GET LUNCH, WHICH MEANS I WOULD EITHER SACRIFICE LUNCH OR GOING TO THE COLLEGE AND CAREER CENTER.

I KNOW THE WHOLE ISSUE WITH LUNCH ALONE HAS BEEN STRESSFUL FOR EVERYBODY INVOLVED, AND I DON'T WANT TO MAKE IT SEEM LIKE WE DON'T UNDERSTAND THAT.

BUT TODAY I ASK THAT YOU LOOK AT THE STUDENTS AND ASK THE STUDENTS WHAT DO THEY WANT? I KNOW IT'S NOT AS EASY AS JUST GIVING US WHAT WE WANT WHEN WE WANT IT, BUT MAY I SAY WE NEED LUNCH AND LEARN.

SO MANY OF US HAVE JOBS AND CAN'T DO AFTERSCHOOL CLUBS OR TALK TO TEACHERS.

I'M ASKING YOU TO RECONSIDER FOR THOSE OF US WHO CAN STAY AFTER SCHOOL EVERY DAY, FOR THOSE OF US WHO HAVE EXCELLED WITH LUNCH AND LEARN, ACPS IS A PLACE OF LEARNING.

AND I'VE COME FROM AFRICA WHERE STUDENTS WERE NOT THE PRIME PRIORITY IN SCHOOLS.

AND I'VE ALWAYS LOVED HOW ACPS HAS MADE STUDENTS THEIR PRIORITY.

SO ALL OF US AS STUDENTS ARE JUST ASKING FOR YOU TO LISTEN.

LAST YEAR, PRINCIPAL BALLANCE INTRODUCED A NEW SCHEDULE THAT INCLUDED A 75 MINUTE PERIOD IN THE MIDDLE OF THE DAY FOR LUNCH AND OTHER SCHOOL RELATED ACTIVITIES.

THIS PROVIDED TIME DURING THE SCHOOL DAY FOR STUDENTS TO TALK TO THEIR FRIENDS, GET SOME FRESH AIR AND MEET WITH THEIR TEACHERS.

FOR ME SPECIFICALLY, I WAS ABLE TO TAKE PART IN MANY CLUBS WITHOUT HAVING TO TAKE AWAY FROM MY TIME FOR MY OTHER PRIORITIES.

COMING BACK FROM QUARANTINE AND BEING A JUNIOR EAGER TO BUILD UP MY EXTRACURRICULARS.

I WAS MOST PLEASED TO KNOW I WOULD BE ABLE TO ATTEND MANY CLUBS WITHOUT THEM PUTTING ME AT A DISADVANTAGE TIME WISE.

ANOTHER THING THAT MANY OF MY PEERS AND I LOVED WAS THE LARGE SPRING BREAK IT GAVE US, SPRING BREAK IT GAVE US.

STUDENTS WERE ABLE TO TAKE THEIR TIME WITH THEIR LUNCH, CATCH UP WITH FRIENDS, AND EVEN TAKE A BREATH OF FRESH AIR.

30 MINUTES OF LUNCH IS NOT ENOUGH TIME TO GO ANYWHERE BUT THE CAFETERIA.

IT TAKES 5 MINUTES TO ACTUALLY GET TO THE CAFETERIA.

ANOTHER TEN WAITING IN THE LINE AND ANOTHER TO GETTING TO YOUR DESIRED LOCATION.

THAT IS MORE THAN HALF OF THE LUNCH TIME USED UP BEFORE YOU CAN EVEN GET TO SIT DOWN.

JUNIOR YEAR WAS STRESSFUL DUE TO ALL THE RIGOROUS COURSES, BUT SENIOR YEAR HAS THE ADDITIONAL STRESS OF COLLEGE APPLICATIONS.

HOW WILL I HAVE TIME TO FINISH MY PERSONAL STATEMENT? COMPLETE THE SUPPLEMENTAL ESSAYS AND TWO OTHER COMING UP QUESTIONS APPLY TO SCHOLARSHIPS AND FILL OUT MY FAST MY FAFSA PROFILE WHILE KEEPING UP WITH CLUBS OUT OF SCHOOL PRIORITIES CHALLENGING CLASSES.

IT'S SIMPLY TOO MUCH FOR ONE PERSON TO HANDLE ALONE.

LUNCH AND LEARN CAN ALLOW ME TO REACH OUT AND GET HELP.

I WOULD BE ABLE TO GO TO THE COLLEGE AND DECIDED TO GET HELP WITH COLLEGE RELATED THINGS.

I COULD GO TO MY TEACHERS FOR EXTRA HELP AND ASSIGNMENTS, OR TALK TO MY COUNSELOR ABOUT HOW OVERWHELMING BEING A SENIOR IS, ALL WHILE HAVING ENOUGH TIME AFTER SCHOOL TO MAKE SURE MY SISTER DOES HER HOMEWORK, MY BROTHER SHOWERS, DO MY ASSIGNMENTS, EAT DINNER AND GO TO SLEEP ON TIME.

LUNCH AND LEARN IS PIVOTAL TO MY SUCCESS AS A STUDENT, SO I ASK THAT YOU GET THE STATS ON HOW KIDS ARE DOING WITHOUT LUNCH AND LEARN HOW THEY ARE DOING EMOTIONALLY AND ACADEMICALLY. SO YOU CAN SEE HOW TAKING AWAY LUNCH LIMIT IS AFFECTING THEM NEGATIVELY AND THAT REINSTATING IT IS AN IMPERATIVE TO THE WELFARE OF STUDENTS.

HOWEVER, I FEEL THE NEED TO EMPHASIZE A SPECIFIC POINT THAT HAS BEEN BROUGHT UP WITH THIS CONVERSATION.

LET'S DISCUSS THE CONTENTS, CONTEXT AND OPTICS BEHIND THIS DECISION, WHICH I UNDERSTAND WAS NOT MADE AT THE SCHOOL BOARD LEVEL.

I WILL POSE SEVERAL QUESTIONS WHEN WE LOOK AT SAFETY AS A SCHOOL, WHAT DOES SAFETY LOOK LIKE FOR DIFFERENT INDIVIDUALS AND GROUPS AND HOW DO WE CONSOLIDATE AND VALUE THOSE VIEWS? THE SRO CONVERSATION LAST YEAR IS A PRIMARY EXAMPLE OF THAT.

IN ADDITION, SCHOOLS ARE NOT PRISONS.

SHOULD SAFETY HAVE TO MIMIC SURVEILLANCE? HOW CAN WE BALANCE THESE CONCEPTS WHEN STUDENTS ARE ABOUT TO BE THRUST INTO A COLLEGE ENVIRONMENT? HOW CAN SCHOOLS PREPARE THEM FOR THOSE CIRCUMSTANCES? WHAT IS THE IMPORTANCE OF AUTONOMY? AND IN REGARDS TO OPTICS, WHAT IS THE IMPORTANCE OF A POSITIVE SOCIAL AND EMOTIONAL ENVIRONMENT FOR ALL STUDENTS? WHEN WE CALL STUDENT CONFLICTS TO ESCALATE TO THE POINT OF PHYSICAL VIOLENCE INCIDENTS AND WE ALLOW FOR NEWSPAPERS TO WRITE ABOUT, QUOTE UNQUOTE BRAWLS LIKE IT'S THE MMA, WHO IS THAT SYSTEMATICALLY AND INTENTIONALLY DEHUMANIZING WHICH STUDENTS ARE BEING PUT UNDER A LOOKING GLASS? AND WHY DOES IT BEGIN TO FEEL LIKE THESE STUDENTS ARE BURNING? WHEN WE DISCUSS FINDING SOLUTIONS, ARE WE LOOKING AT THE CENTRAL PROBLEM IS TAKING AWAY LUNCH AND LEARN A FUNDAMENTAL PROGRAM THAT ALLOWS OUR STUDENTS TO COME, WHO COME FROM A VARIETY OF DIFFERENT CIRCUMSTANCES, TO COME TOGETHER IN NETWORKS THAT FACILITATED THE POSITIVE ENVIRONMENT THAT WE'RE SEEKING.

TRULY, A SOLUTION THAT PRIORITIZE STUDENT NEEDS IS THE CONSTANT VILIFICATION AND OCCASIONAL DEHUMANIZATION OF STUDENTS, ESPECIALLY STUDENTS OF COLOR, ESPECIALLY BLACK STUDENTS THAT GOES UNCHECKED IN LOCAL MEDIA ORGANIZATIONS AND ONLINE FACILITATING THAT ENVIRONMENT.

ARE WE MAKING THE MOVES TO HELP THESE STUDENT NEEDS OR ONLY TRYING TO MINIMIZE EXTERNAL CONCERNS? I ADMIRE THE MOVES THAT ARE BEING MADE AT A VARIETY OF SCALES TO REINSTATE A LUNCH PROGRAM THAT BENEFITS ALL STUDENTS.

I URGE THE BOARD TO USE THIS AS AN OPPORTUNITY TO ADDRESS HOW DECISIONS MADE AT THIS LEVEL TO APPEASE A LOUD MINORITY ARE MADE AT THE EXPENSE OF A DISENFRANCHIZED MAJORITY.

I URGE THE BOARD TO BEGIN TO HAVE THESE CONVERSATIONS WITHIN SCHOOLS, MEETING WITH STUDENTS RATHER THAN THE OTHER WAY AROUND.

I URGE THE COMMUNITY TO BEGIN TO THINK CRITICALLY ABOUT WHAT THEY SAY, HEAR AND READ, AND THE IMPLICATIONS, BOTH SPOKEN AND UNSPOKEN BEHIND IT.

I WAS OFFENDED TO HEAR THE CHAIR USE THE WORD OFFENDED ON THE MORNING OF AUGUST 26TH AS SHE RESPONDED BY A PRESS CONFERENCE TO A LETTER THAT THE ATTORNEY GENERAL OF VIRGINIA, JASON MORSE, HAD WRITTEN TO THE MAYOR CITY COUNCIL AND SCHOOL BOARD ON THE SUBJECT OF SAFETY IN THE ALEXANDRIA SCHOOL SYSTEM WITHIN THE SPACE OF ONE MINUTE.

THE CHAIR OF THIS BOARD MANAGED TO OFFEND ME NOT ONCE, BUT THREE TIMES.

WAS THIS MEANT FOR THE BENEFIT OF VIEWERS OUTSIDE OF THE STATE WHO, IGNORANT OF THE ATTORNEY GENERAL'S RACE, MIGHT INFER THAT THE ATTORNEY GENERAL'S REBUKE OF OUR SCHOOL SAFETY POLICIES WAS A RACIAL AND NOT SUBSTANCE BASED ACTION FOR SHAME.

SECOND, THE CHO'S USE OF THE WORD OFFENDED TO DESCRIBE HER FEELINGS ABOUT NOT BEING PERSONALLY ADDRESSED IN THE ATTORNEY GENERAL'S LETTER WAS ALSO MEANT MORE FOR SHOW THAN FOR TRUTH. IF JASON MORRIS DID NOT ADDRESS THE CHAIR BY HER NAME, IT WAS BECAUSE SHE KNEW THAT SHE ALREADY UNDERSTOOD HOW CULPABLE SHE WAS IN THE FAILURE OF THE BOARD TO PROVIDE THE STUDENTS OF ALEXANDRIA WITH A SAFE ENVIRONMENT IN WHICH TO LEARN.

AS SOMEONE WHO HAS WATCHED MOST OF THE OPEN SCHOOL BOARD MEETINGS THIS YEAR, I CAN CONFIRM THAT THE CHAIR HAD BEEN PRESENT DURING MANY SPEECHES.

THE ONES THAT SPOKE TO WEAPONS, PRISON ON SCHOOL PROPERTY, SEXUAL ASSAULT AND BEATINGS.

SHE WAS CERTAINLY PRESENT AT THE JUNE 2ND MEETING WHEN ONE OF HER OWN STUDENT ADVISORS INFORMED THE BOARD THAT THE MOST USED WORD IN HER HIGH SCHOOL AFTER FELLOW STUDENT HAD BEEN KILLED A WEEK BEFORE HIS GRADUATION WAS NUMB.

THE TRUTH OF THE MATTER IS, THE BOARD HAS BEEN MORE INTERESTED THIS YEAR IN DISMANTLING THE GIFTED AND TALENTED PROGRAM AND NEUTERING THE ENGLISH LANGUAGE IN POLICY DIALOG THAN IN THE SAFETY OF OUR STUDENTS.

OTHERWISE, THEY WOULD HAVE LONG AGO IMPLEMENTED THOSE SAFETY MEASURES THAT ARE NOW JUST BEING INTRODUCED IN OUR SCHOOLS.

LAST BUT NOT LEAST, ATTORNEY, THE CHAIR INVITED ATTORNEY GENERAL MORRIS TO COME AND VISIT OUR SCHOOLS, IMPLYING THAT HE AND THE GOVERNOR'S OFFICE ARE IGNORANT OF WHAT'S HAPPENING WITHIN THEM.

SHE KNOWS FULL WELL THAT THE GOVERNOR HAD HIS REPRESENTATIVES LISTENING TO AND TALKING WITH RESIDENTS OF ALEXANDRIA FOR MONTHS TO INCLUDE A MEETING ON SCHOOL SAFETY AT THE BEASLEY LIBRARY EARLIER THIS YEAR.

EARLIER THIS SUMMER.

I'M HERE TONIGHT TO TALK ABOUT TWO THINGS REGARDING SAFETY.

ONE IS SPEED LIMITS AROUND SCHOOLS.

AND THE OTHER ONE IS A SAFE ROUTES TO SCHOOL PROGRAM.

SPEED LIMITS AROUND SCHOOLS, PARTICULARLY ON THE WEST END, WE BELIEVE, SHOULD BE 15 MILES AN HOUR DURING SCHOOLS SESSIONS.

WHY IS IT ONLY THE WEST AND IT DOESN'T HAVE THIS? I ASKED THAT QUESTION BECAUSE THE EAST HAS IT.

15 MILES AN HOUR IS IMPORTANT.

IT CAN SAVE A LIFE.

A LOT OF DRIVERS DON'T DO JUST 15.

THEY GO A LITTLE BIT OVER THAT.

IN FAIRFAX, OUR CHAPTER AND FAIRFAX, THE OAKTON HIGH SCHOOL AT A FEW MONTHS AGO HAD TWO FRESHMEN, 14 YEAR OLD GIRLS.

A YOUNG NEW DRIVER COMING OUT OF THE HIGH SCHOOL, WENT VERY FAST, LOST CONTROL, RAN OVER BOTH OF THOSE GIRLS.

THEY WERE BOTH KILLED.

ONE OF THE PARENTS THAT WAS OUR ONLY CHILD.

SO WE DO WE TAKE THIS PERSONALLY.

AND WHAT HAPPENED IN FAIRFAX.

THEY DIDN'T HAVE A 15 MILE AN HOUR SPEED LIMIT.

THEY DIDN'T HAVE RADAR, SPEED, RADAR.

THE OTHER THING THAT WE DO, WE'RE AN ALL VOLUNTEER GROUP.

WE DO EDUCATION IN SCHOOLS AND IN THE PUBLIC.

LAST YEAR, WE PRESENTED ABOUT 906TH GRADERS AND WE DID PEDESTRIAN SAFETY PROGRAMS. WE DID THAT WITH THE SAFE ROUTES TO SCHOOL PEOPLE.

THIS YEAR, THAT PROGRAM SAFE ROUTES TO SCHOOLS IN JEOPARDY.

WE HAVE PLANS TO DO PRESENTATIONS ON 1200 OF THE SIXTH GRADERS, BUT WE MAY NOT BE ABLE TO DO THAT.

SAFE ROUTES TO SCHOOL, FULLY STAFFED.

YOU HAVE GOOD PEOPLE ON THAT STAFF.

VERY GOOD. CAN HELP TO SAVE A LIFE.

15 MILES AN HOUR AROUND THE SCHOOL CAN HELP TO SAVE A LIFE.

YOU WORK NINE DAYS IN THE FIELD.

YOU COME IN THE 10TH DAY TO TRAIN AND YOU GET PAID AS IF YOU'RE ON THE JOB.

SO YOU GET PAID TO TRAIN. IT'S EARNED.

INSTEAD OF COMING OUT WITH A OF COLLEGE DEBT.

AS THE SCHOOL BOARD.

YOUR CALL FOR THOSE SPEED LIMIT REDUCTIONS WILL BE POWERFUL.

THEREFORE, PLEASE CONSIDER AND ADOPT A RESOLUTION CALLING FOR THOSE SPECIFIC SPEED LIMIT REDUCTIONS.

AND THIS IS FOR ACTION WITHIN ACP AS BPH HAS WORKED WITH ACP OVER THE PAST SIX YEARS TO GROW ITS SAFE ROUTES TO SCHOOLS PROGRAM.

A CRITICAL PART OF THAT GROWTH WAS ENABLED BY ESTABLISHING A SAFE ROUTES TO SCHOOL AS COORDINATOR POSITION, A POSITION THAT WAS SUPPORTED FOR THE PAST SEVERAL YEARS WITH VTA FUNDING THROUGH THEIR SRT PROGRAM.

UNFORTUNATELY, VIRGINIA IS FEDERAL FUNDING FOR THIS STATE'S PROGRAM ENDED JUST AS ECB'S SRT PROGRAM WAS REACHING OUT TO LISTEN TO AND TO HELP ADDRESS PARENTS TRANSPORTATION SAFETY CONCERNS.

IN ADDITION TO PARENT OUTREACH AND SPORTS COORDINATOR, PROMOTES WALKING AND BIKING AS TRANSPORTATION OPTIONS THROUGH ACTIVITIES SUCH AS WALKING WEDNESDAYS, ENCOURAGING BIKE BUSSES AND INVOLVING SCHOOLS IN WALK AND BIKE TO SCHOOL DAYS.

LAST BUT NOT LEAST, AND AS OUR COORDINATOR IS RESPONSIBLE FOR EVALUATION OF SAFETY ISSUES AND ACTIONS SUCH AS COORDINATING STUDENT TRAVEL TALLIES AND CONDUCTING PARENT SURVEYS TO COLLECT ACTIONABLE FEEDBACK ON STEPS NEEDED TO ADDRESS THEIR CONCERNS.

I HAVE BEEN IN ACPS SYSTEM SINCE EIGHTH GRADE AT FRANCI HARMON MIDDLE SCHOOL AND THEN FINALLY AT HHS.

I FEEL INCREDIBLY BLESSED AND HONORED TO BE HERE AS A STUDENT REPRESENTATIVE, AS AN INTERNATIONAL ACADEMY.

I WANT TO START WITH MANY BILINGUAL STUDENTS HAS JOINED THE INTERNATIONAL ACADEMY AS ACADEMIC YEAR BEGAN AND SOME OF THEM DIDN'T KNOW WHERE TO GO, HOW TO GET INTO THE BUILDING IF THEY DON'T HAVE A SCHOOL ID AND HOW TO ACCESS OUR SCHOOL.

HOWEVER, FORTUNATELY, MR. ELIAS, A TEACHER AND A SOCIAL MEDIA EXPERT AND SEVERAL STUDENTS, INCLUDING MYSELF, CREATED A NUMBER OF VIDEOS AND DIFFERENT LANGUAGES FOR OUR NEWCOMER STUDENTS, INCLUDING FARSI, DARI, PASHTO, SPANISH AND ENGLISH, TO GUIDE HIM THROUGH THE FIRST DAY OF SCHOOL.

PARTICIPANTS OF A ARE GROWING INTO THE CLUBS AND ORGANIZATIONS.

MS.. RICE, A TEACHER AND THE ORGANIZER OF A LEADERSHIP, HELD A MEETING WITH ONE OF THE TEACHERS AT FRANCIS SIMON MIDDLE SCHOOL, ALONG WITH THE STUDENT LEADERS ON AUGUST 2022.

THEY PLANNED ABOUT MAKING LEADERSHIP AT HAMMOND TWO AT HHS, AND STUDENTS WILL HELP THEM AND SUPPORT THEM THROUGH THE FIRST YEAR.

AND THE CHANGE OCCURRED AND JANUARY OF 2021 WITH AN INFLUX OF AFGHAN REFUGEES.

SO OBVIOUSLY EVERYTHING WE DO WITHIN ALEXANDRIA CITY PUBLIC SCHOOLS IS GROUNDED WITHIN OUR STRATEGIC PLAN EQUITY FOR 2025.

WHEN WE SPOKE AT THE WORK SESSION, WE TOOK A IN-DEPTH LOOK AT WHERE WE ARE AND WE TALKED A LITTLE BIT ABOUT THE NATIONAL CONTEXT THAT RESEARCHES IS SHOWING THAT WE ACROSS THE NATION IN EDUCATION CONTINUE TO STRUGGLE WITH MENTAL HEALTH CHALLENGES, INCREASES IN EXTERNALIZING BEHAVIORS, INCREASED ABSENCES, DIFFICULTIES IN STAFFING.

WE'RE SEEING INCREASES IN LOW MORALE ACROSS EDUCATIONAL STAFF AND FROM AN ACHIEVEMENT PERSPECTIVE, SEEING LOWER ACHIEVEMENT ACROSS THE NATION COMPARED TO PRIOR TO THE PANDEMIC, WITH SOME INITIAL SIGNS OF REBOUNDING AND READING AND MATH AND A EXPECTATION OF HIGH POVERTY SCHOOLS HAVING MORE GROUND TO GAIN AND A LONGER RECOVERY PERIOD.

WE THEN WENT INTO SOME SPECIFIC ALEXANDRIA CITY PUBLIC SCHOOLS DATA WITH THAT NATIONAL CONTEXT IN MIND.

AND FIRST, WE HIGHLIGHTED SOME OF THE CLIMATE AND SOCIAL EMOTIONAL DATA POINTS.

HIGH LEVEL ON THAT, WE ARE STILL SEEING OVERALL STRONG PERCEPTIONS ACROSS STAKEHOLDER GROUPS IN OUR SCHOOL CLIMATE AS WELL AS OUR LEARNING ENVIRONMENT OVERALL. WE DO HAVE AREAS OF IMPROVEMENT HIGHLIGHTED WHICH REVOLVE AROUND PERCEPTIONS OF SAFETY FROM STAKEHOLDERS AND A DECLINE IN THE MOST RECENT YEAR IN THOSE PERCEPTIONS, AS WELL AS OPPORTUNITIES TO CONTINUE TO BUILD AND BRIDGE RELATIONSHIPS, BOTH FROM STUDENTS TO STAFF AND ACROSS STUDENTS THEMSELVES.

AFTER WE HAD WALKED THROUGH SOME OF THOSE DATA, WE THEN HIGHLIGHTED CONTINUING TO SEE INCREASES IN CHRONIC ABSENTEEISM ACROSS STUDENT GROUPS WITH A DISPARATE IMPACT FELT PARTICULARLY IN OUR HISPANIC OR BLACK OR ECONOMICALLY DISADVANTAGED S.W.

AND WL STUDENT BODY POPULATIONS.

WE ALSO TALKED KNOWING THE NATIONAL STORY AROUND STAFF ATTENDANCE.

WE TALKED ABOUT HIGHER STAFF ABSENTEEISM AND SOME OF THE DIFFICULTY IN FILLING THOSE ABSENCES, PARTICULARLY DURING SURGES OF THE PANDEMIC THAT WERE EXPERIENCED IN THE 2122 SCHOOL YEAR.

FROM A ACADEMIC AND PERFORMANCE INDICATOR PERSPECTIVE, WE DISCUSSED HOW WE CONTINUE TO SEE SOME OF OUR HISTORIC CHALLENGES RIGHT THAT WE HAVE WITHIN OUR EQUITY FOR ALL DASHBOARD.

SO FOR OUR BLACK AFRICAN AMERICAN STUDENT GROUP, FOR OUR HISPANIC OR LATINO AS WELL, FOR OUR STUDENTS WITH DISABILITIES, AND SPECIFICALLY IN KPI AREAS ACROSS SUBGROUPS, ELEVATED RATES OF DISPROPORTIONALITY FOR OUR TAG IDENTIFICATION AS WELL AS OUR STUDENTS WHO WERE SUSPENDED.

AND I'M GOING TO SKIP THROUGH THESE.

BUT A LOT OF THESE DATA, WHETHER IT BE OUR PRIMARY LITERACY DATA FOR K TO TWO PALS, WHETHER IT BE OUR MAP DATA, WHICH IS TWO THROUGH 12 READING AND MATH, OR WHETHER IT BE OUR SOL DATA.

THE STORY IS LARGELY THE SAME IN TERMS OF THE OVERALL THREAD, AND THAT IS WE CONTINUE WE BEGAN TO SEE REBOUND IN ACADEMIC ACHIEVEMENT IN THE 2122 SCHOOL YEAR.

ALTHOUGH WITH THOSE IMPROVEMENTS RATE, WE ARE STILL WE ARE NOT BACK YET TO ACHIEVEMENT LEVELS THAT WERE SEEN PRIOR TO THE PANDEMIC.

AND THEN WHEN SPEAKING ABOUT THAT ACROSS STUDENT GROUPS, WE ALSO SAW INCREASES THERE.

HOWEVER, ALSO ACKNOWLEDGING THAT THERE WERE DISPARATE IMPACTS ON THE PANDEMIC WITHIN STUDENT GROUPS AND THAT THERE CONTINUE TO BE GAINS NEEDED EVEN WITH THE GAINS THAT WE SAW IN THE MOST RECENT YEAR.

SO THAT IS A QUICK SNAPSHOT OF ALL THE DATA THAT WE DISCUSSED AT THE WORK SESSION FOR THE DRAFT AREAS OF FOCUS.

SO WE ADDED THAT BECAUSE THAT'S ALREADY GOING TO BE HIGHLIGHTED IN THE WORK OF THE IMPROVEMENT PLANS FOR A NUMBER OF DIVISIONS AND SCHOOLS.

SO WE WILL HAVE SOME ADDITIONAL WORK THAT WE'LL BE DOING AS A SLT FOR THAT WORK AS WELL AS AT MORE SPECIFIC LEVELS.

SO WE DID WANT TO MAKE SURE THAT WE HIGHLIGHTED THAT BECAUSE THAT DID COME OUT IN THE WORK SESSION.

THERE IS A TEAM OF TEACHERS WHO ARE CURRENTLY WORKING IN FIVE DIFFERENT WORK GROUPS.

AND SO AS WE CONTINUE TO PROGRESS IN THIS WORK, WE DO PLAN TO PROVIDE THE SCHOOL BOARD WITH ADDITIONAL UPDATES ON SCHEDULING TRANSITIONS, MATHEMATICS PATHWAYS, TAG HONORS.

AND SO THERE ARE A VARIETY OF MIDDLE SCHOOL TOPICS THAT THE COMMITTEE IS ADDRESSING.

AND THEN THIS IS ACTUALLY KIND OF RELATED TO THAT.

AND IT'S ABOUT WELL, ONE OF OUR AREAS OF FOCUS IS STEEL RECOVERY.

AND, YOU KNOW, WE HAD THIS THIS PROGRAM AT THE HIGH SCHOOL, THE LUNCHEON LEARN THAT WAS SOMETHING THAT I KNOW A LOT OF THOUGHT WENT INTO IT. AND I THINK THAT, YOU KNOW, JUST HEARING THE FEEDBACK THAT WE'VE BEEN HEARING FROM STUDENTS AND FAMILIES, EVEN SOME STAFF MEMBERS, ABOUT HOW HOW EFFECTIVE THAT WAS AT SUPPORTING IT, IT'S AMAZING HOW EFFECTIVE THAT ONE THING WAS AT SUPPORTING BOTH SOCIAL AND EMOTIONAL BY GIVING KIDS KIND OF THE BRAIN BREAK CHANCE TO CONNECT WITH THEIR FRIENDS.

BUT ALSO IT SUPPORTED THEIR ACADEMIC RECOVERY BECAUSE THEY COULD GO GET HELP.

THEY COULD WORK ON THEIR HOMEWORK DURING THE SCHOOL DAY.

AND SO I'M JUST WONDERING IF IF THAT'S GOING TO BE A PART OF THIS CONVERSATION.

I KNOW THERE'S A LOT OF PEOPLE THAT ARE REALLY ANXIOUS TO HEAR WHAT'S GOING TO BE GOING ON WITH THE LUNCH AND LEARN.

SO I DON'T KNOW IF THIS WOULD BE A TIME THAT YOU COULD SPEAK TO THAT.

DR. QUIET SO OF COURSE, WE HAVE HAD MANY CONVERSATIONS, OF COURSE, ABOUT LUNCH AND LEARN AND MANY REACH OUTS THROUGH STUDENTS AS WELL AS FACULTY MEMBERS. AND BECAUSE THAT COMMITTEE IS IN PLACE, THE GOAL IS REALLY JUST TO ENHANCE WHAT CAN HAPPEN WITH A LUNCH AND LEARN PROGRAM.

IT'S REALLY TO STEP BACK AND GET MORE INPUT ABOUT HOW WE CAN HELP STUDENTS AND REALLY FACILITATE THE TIME AROUND SAFETY, LEARNING AND PROVIDING SEAL ACTIVITIES.

IN ADDITION TO THAT, WE DO UNDERSTAND EVERYONE'S CONCERNS THAT THEY'VE SHARED ABOUT MAKING SURE WE HAVE OPPORTUNITIES FOR OUR STUDENTS WHO HAVE AFTER SCHOOL.

MAYBE IT'S WORK OR MAYBE JUST ANOTHER SPORTING EVENT, THAT SORT OF THING, AS WELL AS THE ACADEMIC PIECE AND INTERVENTION.

SO I THINK THAT COMMITTEE IS GOING TO REALLY COME BACK WITH SOME GREAT FEEDBACK FOR US OF HOW WE CAN MAKE ENHANCEMENTS TO WHAT THEY HAD FOR LAST YEAR.

SO WITH THAT COMMITTEE, I THINK IT'S ABOUT 15 AND YOU GUYS CAN CORRECT ME OF THE NUMBER.

I THINK ELEVATING IT TO A PRIORITY OF THE DIVISION LEVEL PERHAPS ENSURES THAT WE SEE MORE DATA SPECIFIC TO SCHOOL SAFETY.

WE HAVE OTHER WAYS THAT WE MONITOR SCHOOL SAFETY AS WELL.

AND I THE THING IS, I CONTINUE TO ASK ABOUT AND I WOULD LOVE FOR US TO START THINKING ABOUT OR MAYBE IT'S ALREADY THERE. SO I WOULD LIKE TO KNOW IF THAT'S SOMETHING THAT WE GOT TO BECAUSE WE HAVE CONVERSATIONS ABOUT THAT LAST YEAR WITH DR.

REMOVE THE DISPARITY IN SUSPENSIONS, ESPECIALLY FOR THE FOUR BLACK AND BROWN STUDENTS.

SO BUT HOW DO WE HOW ARE WE MEASURING OTHER THAN THE SURVEY? SURVEYS ARE GOOD, BUT THAT'S NOT REAL DATA.

WHAT ARE WE LOOKING AT TO MAKE SURE THAT WE'RE EVALUATING THE PROGRAM IN A DATA DRIVEN MANNER? OF COURSE. THANK YOU FOR THAT.

WE'VE HAD CROSS-DEPARTMENTAL MEETINGS AS EARLY AS I WANT TO SAY PROBABLY JULY, AUGUST ABOUT WHAT THE METRICS WOULD BE AROUND STEELE.

SO WE DO HAVE A PRESENTATION COMING UP PROBABLY IN A FEW MONTHS ON THAT AS WE MEET TO MAKE SURE WE HASH OUT THOSE DETAILS, THE METRICS AROUND THAT.

OF COURSE, WE DO HAVE A NUMBER OF SURVEYS TO SPEAK TO EMOTIONAL LEARNING.

IT SPEAKS TO DISCIPLINE, ATTENDANCE AND THE LIKE.

BUT WE'VE ALSO MET TO TALK ABOUT WHAT ARE GOING TO BE LOOK FOR AS STAFF, MEANING CENTRAL OFFICE STAFF AS WELL AS SCHOOL LEVEL STAFF WILL COME IN TO DO LOOK FOR LIKE A WALKTHROUGH SHEET THAT TYPICALLY YOU HAVE A FOCUS AREA THAT WILL BE A FOCUS AREA.

AND WE HAVE TO UNDERSTAND THAT THIS IS NOT ALWAYS SEEN TO BE AN ADD ON BECAUSE WE WANT TO MAKE IT EMBEDDED INTO KIND OF THE CULTURE OF THE SCHOOL, NOT JUST THE LESSONS.

WHILE WE DO HAVE THOSE 30 MINUTES OF SEAL LESSONS, IT WILL BE EMBEDDED THROUGHOUT BECAUSE THERE COULD BE A TIME IN A LESSON WHERE WE'LL HAVE TO STOP AND SAY, OH, WE'RE GOING TO DO NO, WE'RE NOT GOING TO DO THAT. IT'S GOING TO BE EMBEDDED THAT IF A STUDENT IS IN NEED OF SOME SORT OF SUPPORT, THAT THE TEACHER HAS A TOOLKIT OR KIND OF LIKE AN OFFERING OF HOW WE CAN STEP IN AND HELP THAT PERSON.

STUDENT IN THE LANGUAGE.

MAYBE IT'S A LANGUAGE ACTIVITY OR WHATEVER IT IS WHERE IT SEEMS SEAMLESS, RIGHT? SO WE DO HAVE THOSE METRICS THAT WILL BE COMING OUT TO BE PRESENTED TO YOU.

BUT THERE ARE THOSE OTHER METRICS.

THEY'RE LOOKING AT EQUITY AGENDAS, AND WE EVEN PROBABLY AS RECENT AS TWO OR THREE WEEKS AGO, RIGHT BEFORE SCHOOL STARTED, WE TALKED ABOUT MID-YEAR HOW WE'RE GOING TO ASSESS AND HAVE A MID-YEAR METRIC BECAUSE WE DO NOT WANT TO WAIT UNTIL THE END OF THE SCHOOL YEAR TO SAY THIS IS OUR METRICS AND THIS IS HOW IT'S GOING.

SO THERE WILL BE FREQUENT CHECKS AND THIS KIND OF I DON'T WANT TO CALL IT A SUBCOMMITTEE BECAUSE IT'S REALLY OUR SENIOR LEADERSHIP TEAM AND CROSS DEPARTMENTAL CHIEFS AND LEADERS WHO WILL BE COMING TOGETHER TO KIND OF MONITOR WHAT THAT LOOKS LIKE.

OUR LIAISON DOES HAVE ADDITIONAL RESPONSIBILITIES.

IT'S NOT A SINGULAR ROLE, BUT THEY DO DO A LOT OF WORK AROUND THAT.

AND SO WE SPECIFICALLY, WHEN WE LOOKED AT PUTTING LIAISONS IN EACH SCHOOL, WANTED SOMEONE WHO WASN'T NECESSARILY A CLASSROOM TEACHER.

I THINK WE ONLY HAVE ONE AND I THINK WE ONLY HAVE ONE CLASSROOM TEACHER THAT IS ACTUALLY ONE OF OUR LIAISONS.

MOST OF OUR LIAISONS ARE EITHER DEANS OF STUDENTS OR A MEMBER OF OUR SST, ONE OF THE COUNSELORS, PSYCHOLOGISTS OR SOCIAL WORKERS.

AND SO THEY COLLECT THE DATA AND THEY DO IT INTO THE YEAR SURVEY, WHICH ASSESSES WHERE THEY ARE, WHAT LEVEL THEY BELIEVE THEIR SCHOOL IS AT, AND WHAT SUPPORT THEY WOULD NEED.

THEY ALSO SERVE AS THAT IMPLEMENTATION PERSON AND THAT POINT PERSON FOR IMPLEMENTATION, AND THEY MEET REGULARLY WITH THE RESTORATIVE PRACTICES COORDINATOR, MR. GREGORY BALDWIN, WHO ALSO BUILDS THEIR SKILLS AND THINGS AROUND THEIR RESTORATIVE PRACTICE KNOWLEDGE AND THEIR ABILITY TO RUN CIRCLES AT THE DIFFERENT TIERED LEVELS, WHETHER IT'S TIER ONE, WHICH OR COMMUNITY CIRCLES AND SUPPORT THAT HAPPENS THERE, OR TIER TWO OR TIER THREE, WHICH ARE MORE INTENSIVE CIRCLES WHERE WE'RE LOOKING AT REPAIRING HARM AND RETURNING OUR STUDENTS OR ANYONE ELSE BACK INTO THE COMMUNITY AND BUILDING THOSE RELATIONSHIPS.

AND SO WHEN YOU THINK ABOUT THE WORK THAT YOU'RE DOING, THAT IS WHY WE LOOKED AT GETTING A PERSON WHO WASN'T NECESSARILY, AGAIN, A CLASSROOM TEACHER, BUT SOMEONE WHO HAD SOME FLEXIBILITY WITHIN THE SCHOOL WITH SOME OF OUR COACHES AS WELL THAT ARE ABLE TO DO THAT.

THE RESTORATIVE PRACTICES LIAISONS ALSO COORDINATE WITH THE RULER TEAM, WHICH IS OUR SOCIAL EMOTIONAL LEARNING CURRICULUM ON THE SITE AT SCHOOLS, AS WELL AS OUR PBIS AND EQUITY LIAISONS.

WE'RE WORKING TO BRING THEM ALL TOGETHER SO THAT THEY ARE HELPING TO SUPPORT OUR SOCIAL EMOTIONAL LEARNING CURRICULUM THAT IS BEING ROLLED OUT IN ALL THE SCHOOLS 30 MINUTES A DAY THROUGHOUT ACPS.

AS SOMEONE WHO LOOKS AT THE BUDGET EVERY YEAR AND APPROVES THE BUDGET, I'LL BE HAPPY TO ADD POSITIONS TO TAKE SOME OF THAT LOAD OFF AND MAKE THE PROGRAM OR MAKE THE PERSON WORKING ON THIS MORE EFFECTIVE IF THAT'S SOMETHING THAT WE NEED TO DO.

MY OTHER QUESTION WAS REGARDING THE SST STAFFING LEVELS.

AND GIVEN THAT WE HAVE, AS WE KNOW, WE HAVE THIS MENTAL HEALTH CRISIS IN KIDS AND YOUTH AND THAT DISRUPTIVE BEHAVIOR HAS BEEN GOING UP, ACCORDING TO THE AMERICAN ASSOCIATION OF PEDIATRICS AND OTHER ORGANIZATIONS.

HAVE WE CHANGED AND CORRECT ME IF I'M WRONG, BUT LOOKING AT THE BUDGET DOESN'T LOOK THAT WE HAVE CHANGED THE STAFFING LEVELS AT THE SCHOOLS WHEN IT COMES TO THE SAFETY TEAMS SINCE BEFORE THE PANDEMIC.

IS THAT TRUE? HAVE WE CHANGED ANY? WE DEFINITELY HAVE CHANGED.

I THINK THE OPERATING BUDGET IN THAT REGARD HAS REMAINED CONSTANT BECAUSE WE ARE USING OUR ESSER FUNDS TO SEEK OUT THOSE POSITIONS.

WE DO KNOW THAT SOME OF THOSE MORE MENTAL HEALTH POSITIONS ARE HARDER TO RECRUIT AND FIND, BUT YOU DON'T SEE THEM IN THE OPERATING BUDGET BECAUSE THEY COME ON THE OTHER SIDE THROUGH THE ESSER FUNDING.

AND ARE THEY SCHOOL ASSIGNED OR ARE THEY IN CENTRAL OFFICE? AND SO IT'S A BIGGER PROCESS THAN THAT.

WE GO IN AND REALLY ASSESS TO SEE THE SCHOOL'S NEEDS AND TRY TO ASSIGN WHATEVER ROLE THEY MAY NEED BECAUSE THOSE SUPPORT ROLES COME IN LIKE COUNSELORS, SCHOOL, SOCIAL WORKERS, THAT SORT OF THING. SO IT IS REALLY DETERMINED BY THOSE CONVERSATIONS WITH THE EXECUTIVE DIRECTOR OF STUDENT SERVICES, AND THEN THOSE ASSIGNMENTS ARE MADE TO THAT INDIVIDUAL

AND ARE WE LOOKING AT CASELOADS, HOW THEY CHANGE DURING THE PANDEMIC? AND IS THAT ONE FACTOR THAT WE LOOK AT AT EVERY SCHOOL? SO WHEN YOU'RE SEEING CASELOADS LIKE FOR COUNSELORS, THAT SORT OF THING, YEAH.

ONE OF MY KIDS NEEDED SUPPORT FROM THE SYSTEM AND WHAT WE WERE TOLD IS THEY'RE A LITTLE OVERWHELMED.

I MEAN, EVENTUALLY THEY GOT THERE AND IT WAS LIKE CHANGE THE YEAR ROUND.

IT WAS AMAZING.

AND EVEN WHEN MY DAUGHTER SPOKE HERE IN FRONT OF THE SCHOOL BOARD, THAT WAS THE HIGHLIGHT OF HER YEAR.

HOW THE PSD HELPED HER SHOUT OUT TO THE SYSTEMS AT THE SCHOOLS, BY THE WAY, AND EVERYONE WHO'S WORKING ON THIS EFFORT, IT'S TRULY FANTASTIC AND HELPS THE STUDENTS A LOT.

SO ARE WE LOOKING AT HOW MANY STUDENTS HAVE STARTED TO RECENTLY NEED THIS KIND OF SUPPORT VERSUS FROM BEFORE THE PANDEMIC AND FACTOR THAT INTO OUR DECISION MAKING? YES, DEFINITELY. STUDENT SERVICES DEFINITELY MONITORS ALL THAT DATA.

AND I THINK RIGHT NOW, AGAIN, WHAT I WAS THE POINT I WAS MAKING IS THAT THOSE POSITIONS ARE HARD TO RECRUIT POSITIONS WHILE WE BUILT THEM INTO ESSER AND WE CREATED THOSE ROLES.

SO IF ANYONE'S OUT THERE LISTENING, PLEASE PUT YOUR APPLICATION IN.
