AT THIS TIME, I WOULD LIKE TO WELCOME DR.
MELANIE WYATT AS THE NEW INTERIM SUPERINTENDENT FOR ALEXANDRIA CITY PUBLIC SCHOOL.
AND I WILL TAKE A MOMENT TO GIVE SOME BRIEF REMARKS.
YOU KNOW, THIS WAS A BIG DECISION FOR OUR SCHOOL BOARD, AND WE'RE VERY EXCITED TO WELCOME DR.
WE'RE REALLY GRATEFUL FOR HER WORK.
SHE HAS SUCH A RICH HISTORY, I THINK, THAT MAYBE A LOT OF PEOPLE DON'T KNOW ABOUT.
WYATT HAS DONE IN HER 26 YEAR CAREER.
SHE HAS DEMONSTRATED THAT SHE IS AN INSTRUCTIONAL LEADER.
SHE HAS A BACKGROUND IN GOVERNANCE.
SHE HAS WORKED WITH ASD, WHICH IS A VERY WELL RESPECTED ORGANIZATION AND SHE WAS THE PRESIDENT IN CHIEF, I'M SORRY, THE PRESIDENT AND CHAIR OF THE BOARD OF THAT ORGANIZATION.
SHE HAS BEEN A TREMENDOUS SUPPORT IN OUR CENTRAL OFFICE MOST RECENTLY.
WYATT COME IN AND SHE DUG IN AND GOT HER HANDS DIRTY AND REALLY HELPED TO GET US START TO TURN
[00:10:04]
THAT DEPARTMENT AROUND.SO SHE'S AND IT'S REALLY BEEN GREAT TO SEE HER UNIQUE PERSPECTIVE TO WORK IN LEADING HUMAN RESOURCES FROM AN INSTRUCTIONAL LENS, KNOWING EXACTLY HOW SCHOOLS WORK, AND USING THAT KNOWLEDGE TO MAKE SURE THAT WE ARE DOING OUR BEST IN HUMAN RESOURCES TO SUPPLY OUR SCHOOLS WITH THE STAFFING THAT WE NEED.
SO, YOU KNOW, STARTED AT A VERY PIVOTAL TIME IN THE PANDEMIC.
SO WE ARE JUST THANKFUL THAT SHE IS HERE.
WE'RE THANKFUL FOR HER LEADERSHIP.
AND I'M VERY MUCH LOOKING FORWARD TO SEEING WHAT DR.
KAY WILL DO TO HELP US MOVE ALONG, BECAUSE I KNOW SHE WILL BE AMAZING.
AND SO, JUST AGAIN, WELCOME, DR.
WYATT. THANK YOU FOR YOUR WILLINGNESS TO STEP UP TO THIS ROLE.
AND IF THERE ARE ANY OTHER BOARD MEMBERS WHO WOULD LIKE TO SAY ANYTHING, PLEASE DO JOIN IN.
AND DR. HAYWARD, IF YOU WOULD LIKE TO SAY ANYTHING, PLEASE COME ON OUT AND SPEAK TO US.
THANK YOU VERY MUCH. I AM VERY FORTUNATE TO STAND BEFORE AN AMAZING SCHOOL COMMUNITY THIS EVENING.
AND WE'RE GOING TO HAVE AN AMAZING SCHOOL YEAR.
BECAUSE WE HAVE MORE WORK TO DO, OBVIOUSLY, BUT WE'RE IN MOTION.
SO THIS IS A GOOD FEELING, I KNOW, FOR MYSELF AND FOR MY COLLEAGUES.
SO WITH THAT SAID, BEFORE WE MOVE ON TO THE MEETING, DO I HAVE ANY OTHER BOARD MEMBERS WHO'D LIKE TO SPEAK? I SEE MR. L NEWBY HAS HIS HAND UP.
EXCITING. AND I'D LIKE TO CONGRATULATE DR.
KAY. THANK YOU SO MUCH FOR WILLING TO STEP UP IN A CHALLENGING TIME FOR EDUCATION AND FOR EDUCATORS.
K WYATT, WHO IS AN EXPERIENCED EDUCATOR.
AS MADAM CHAIR MENTIONED, YOU WORKED AS A TEACHER, PRINCIPAL ADMINISTRATOR AND RECENTLY LED H.R.
DURING A TUMULTUOUS TIME, YOU KNOW, VERY DIFFICULT TIME.
SHE WORKED. SHE EMBRACED THE ROLE.
SHE DID A GREAT JOB BY THE NUMBERS AND ALSO BY THE TESTIMONY OF THE PRINCIPALS, SOME OF THE PRINCIPALS THAT I TALKED TO WHO ACTUALLY SAW THE IMPACT OF HER WORK AND HER TEAM'S WORK ON SCHOOL STAFFING.
K WHITE IS THE TYPE OF LEADER THAT WE NEED WHO CAN BRING PEOPLE TOGETHER, WHO CAN BE A CONSENSUS BUILDER WITH HER PERSONALITY AS A HUMBLE LEADER, WHO IS EAGER TO SHARE CREDIT AND AS SOMEONE WHO IS PASSIONATE ABOUT STUDENTS AND THEIR SUCCESS, I ALSO BELIEVE THE FACT THAT WE HAD SO MANY APPLICANTS, MANY AMAZING QUALIFIED APPLICANTS WITH DIFFERENT BACKGROUNDS AND SKILL SETS WANTING TO LEAD THIS DIVISION AND BE HERE IN ALEXANDRIA SPEAKS VOLUMES OF WHO WE ARE AS ALEXANDER COMMUNITY AND SHOULD MAKE ALL OF US PROUD, AS ALEXANDRIA, AS AND AS ACPS.
HUTCHINGS FOR HIS SERVICE TO OUR COMMUNITY AND TO US.
THANK YOU SO MUCH. AND THANK YOU, MADAM CHAIR, FOR ALL THE HARD WORK THROUGHOUT THIS PROCESS AND TO EVERYONE WHO REALLY WORKED HARD TO GET US THROUGHOUT, THROUGH THIS PROCESS AND TO THE TIMELINE THAT WE HAD TO WORK WITH.
VERY PROUD OF THIS BOARD AND WITH EVERYONE HERE.
THANK YOU SO MUCH. THANK YOU, MR. NEWBY. MS. GREEN. THANK YOU, GERALDTON AND DR.
THERE'S A LOT TO CONTINUE TO DO.
YEAH. I JUST WANT TO SAY ECHO EVERYTHING THAT EVERYONE SAID.
NOT JUST YOUR RESUME, BUT YOU JUST REALLY ALSO HAVE A PROVEN LEADER EDUCATOR.
AND WE ARE SO LUCKY TO ALREADY HAVE YOU IN.
[00:15:02]
BUT YOUR WILLINGNESS TO STEP IN, IN THIS POSITION IS FANTASTIC.AND DR. HUTCHINGS, THANK YOU FOR PASSING THE BATON WHILE WE STILL HAVE YOU FOR ANOTHER MONTH.
MAKE SURE I DON'T MISS ANY HANDS.
THANK YOU, DOCTOR. WE'RE LOOKING FORWARD TO WORKING WITH YOU.
AND, YOU KNOW, I THINK YOU ALSO SPEAK TO THE STRENGTH OF OUR ENTIRE SENIOR LEADERSHIP TEAM.
WE'VE JUST GOT SOME REALLY AWESOME, AMAZING PEOPLE.
AND SO IF THERE'S ANY SOLACE TO THE COMMUNITY, WHILE WE MAY BE HAVING A TRANSITION WITH SUPERINTENDENCE, THERE IS PLENTY OF KNOWLEDGE, GRIT AND TALENT THAT IS STILL HERE, READY TO CONTINUE THE WORK.
SO THANK YOU TO EVERYONE FOR YOUR PATIENCE THROUGHOUT THIS PROCESS.
AND WE'RE LOOKING FORWARD TO MOVING FORWARD.
THERE'S MORE APPLAUSE. I WISH I WAS THERE.
ALL RIGHT. SO WITH THAT SAID, WE DO HAVE SOME NEW BUSINESS THAT WE NEED TO ATTEND TO.
WE HAVE SOME POLICY REVISIONS THAT LOTS OF POLICY REVISIONS THAT WERE MADE.
[10. Policy Revisions]
SO AT THIS TIME, I THINK UNLESS DR.HUTCHINGS HAD ANY COMMENTS IN PARTICULAR PRIOR TO, I THINK WE CAN TURN IT OVER TO MATT SMITH.
SO WE DO HAVE SOME POLICY REVISIONS.
AND LET ME SHARE MY SCREEN HERE SINCE YOU CAN SEE THOSE.
THIS IS A FOLLOW UP TO A PRESENTATION WE DID IN JUNE AND WE PRESENTED SOME POLICIES FOR INFORMATION TO YOU IN JUNE, AND YOU HAD SOME QUESTIONS AND SOME RECOMMENDATIONS.
AND SO WE BACK TO YOU FOR ACTION RATHER THAN PUTTING OUT MY CONSENT COUNT.
AND THAT'S WHAT TONIGHT IS GOING TO BE ABOUT AND WE'LL BE FAIRLY QUICK THROUGH THIS PROCESS.
JUST A QUICK REMINDER OF OUR AUDIT.
THIS IS PART OF A STRATEGIC PLAN STRATEGY TO DO THE EQUITY AUDIT OF ALL BOARD POLICIES.
SO IT'S A VERY RIGOROUS, SYSTEMATIC PROCESS TO DO THESE REVIEWS.
WE HAVE STANDARD DEFINITION OF WHAT A POLICY IS AND A REGULATION IS AS WE GO THROUGH THIS.
WE ARE LOOKING AT THREE SETS OF POLICIES.
THERE IS OUR STUDENT PLACEMENT POLICIES.
JUST A QUICK REMINDER THE SAME STANDARD CHANGES WE MAKE TO EVERY SINGLE POLICY.
I'M NOT GOING TO TALK ABOUT THESE IN DETAIL.
THIS IS JUST SORT OF STANDARD REVISIONS WE GO THROUGH EVERY TIME.
ON JUNE 16TH, WE PRESENTED SEVERAL CHANGES FOCUSED PRIMARILY ON MAKING THE PROGRAM PLACEMENTS A LITTLE MORE STREAMLINED, A LITTLE MORE STRAIGHTFORWARD, FOCUSING ON PROGRAMS THAT WERE TRULY INSTRUCTIONAL, UNIQUE, WHICH IS YOUR DUAL LANGUAGE PROGRAM.
SO THE TRULY AND STRUCTURALLY UNIQUE PROGRAMS, SO THE OPT INS AND OPT OUTS, OPT INS ARE LIMITED TO THE DUAL LANGUAGE PROGRAMS, AND OPT OUTS ARE TO THE GRADE SIX THROUGH EIGHT OF THE EIGHT PROGRAMS SIMPLY BECAUSE THEY NECESSARILY HAVE ALL OF THE SAME COURSE OFFERINGS AS COMPREHENSIVE SCHOOLS DO.
WE WANT OUR KIDS HAVE THOSE OPPORTUNITIES TO DO THOSE OTHER COURSES IF THEY'D LIKE.
THE OTHER FUNCTION IS RETURNING TO ATTENDANCE ZONES AND REALLY ENSURING THAT IF SPACE IS AVAILABLE AT STUDENTS ATTENDANCE ZONE, THAT THE SCHOOL THAT THEY CAN RETURN TO THAT SCHOOL. WE CREATED THIS CONCEPT OF CLUSTERS FOR REASSIGNMENTS TO SIMPLIFY TRANSPORTATION ISSUES AND CLARIFIED THE SIBLING RULES A LITTLE BIT AND HAD A STANDARD LANGUAGE AROUND THE ATTENDANCE ZONES.
BASED ON THAT, YOU HAD SOME QUESTIONS.
AND SO IN RESPONSE TO THAT, WE'VE MADE SOME CHANGES TO THE POLICIES.
FIRST WAS A QUESTION TO SAY, HEY, YOU KNOW, IF STUDENTS DIDN'T WANT TO BE REASSIGNED BACK TO THEIR ATTENDANCE ZONE SCHOOL AT THE WINTER BREAK, THEN OPTION FOR FAMILIES TO REQUEST THAT BE DEFERRED.
AND SO WE'VE ADDED THAT OPTION FOR A REQUEST FOR DEFERRAL TO THE REGULATION.
SO THAT'S NOT PART OF THE REGULATION FOR THE BOARD'S REQUEST.
[00:20:03]
THE CLARIFIED THAT TRANSPORTATION IS ACCORDING TO EXISTING TRANSPORTATION SERVICES POLICY, SOME WITH SOME QUESTIONS ABOUT WHETHER YOU GET TRANSPORTATION IF YOU HAD A PROGRAMMATIC TRANSFER, BUT YOU ARE TECHNICALLY IN THE WALK ZONE TO THE SCHOOL YOU OPTED INTO.AND THE FINAL ONE IS YOU ASK FOR A SCHEDULE FOR IMPLEMENTATION.
SO WE CREATED A NEW REGULATION OR TWO.
SO THOSE BOARD REQUESTS MADE THOSE REVISIONS THERE.
THIS IS A HIGH LEVEL LOOK AT THE IMPLEMENTATION SCHEDULE THAT YOU REQUESTED.
AND THE IDEA HERE IS YOU HAVE YOUR NEW ATTENDANCE ZONES, REDISTRICTING COMING UP.
THE ASSUMPTIONS WE MADE WERE THAT WE WOULD MAKE THE DECISIONS THIS YEAR, BUT THE CHANGES WOULD NOT GO IN EFFECT UNTIL THE 2020 425 SCHOOL YEAR, AND THAT THE STUDENTS AT THE TOP GRADE LEVELS WOULD BE GIVEN AN EXEMPTION FOR THAT AND BE PERMITTED TO STAY IN THEIR SCHOOL.
SO FOURTH AND FIFTH GRADERS, SEVENTH AND EIGHTH GRADERS.
AND SO WE ARE RECOMMENDING THE IMPLEMENTATION OF THE PLACEMENT REGULATIONS CORRELATE CORRESPOND TO THOSE DATES SO THAT THE SAME GROUP OF STUDENTS WHO ARE BEING RETURNED FROM, SAY, A PROGRAM.
THE WALL, AS WELL AS THE ATTENDANCE ON CHANGES.
ALL THOSE KIDS ARE MOVING TOGETHER.
THEN WE'RE LIKELY TO STAY WITH THEIR FRIENDS THAT WAY.
THAT'S SORT OF THAT IDEA BEHIND THAT.
SO THIS IS WHAT THE SCHEDULE LOOKS LIKE.
IT'S A PHASED IN SCHEDULE OVER MANY YEARS.
PROPOSAL COULD OBVIOUSLY GO WITH A DIFFERENT PROPOSAL, BUT THAT'S WHAT WE'RE RECOMMENDING HERE.
AND THE OTHER CHANGES WERE TO WELLNESS HERE OR DID NOT MAKE ANY REQUESTS AND CHANGES TO THAT.
AND THE LAST ONE WAS K K SCHOOL VISITORS.
WE EXPANDED THE SCOPE, PREVIOUSLY COVERED REVISIONS AT OTHER FORMS OF ID AND THEN A BIG ONE WAS THE EXPECTATION OF CIVILITY IN ELECTRONIC INTERACTIONS, SUMMARIES.
AND WE HAVE TO SAY THAT SPECIFICALLY.
AND SO WE WILL REQUESTED CHANGES THAT CAME FROM THE BOARD.
WAS THAT BE SURE THAT THE PROVISIONS APPLY TO ALL APS FACILITIES, NOT JUST SCHOOLS.
IT WAS THE TONE OF IT WAS NOT QUITE WHAT WE WANTED IT TO BE.
AND THAT'S REALLY IT. THAT'S WHAT I HAVE TODAY.
SO IF THERE ARE QUESTIONS, IF YOU COULD JUST USE YOUR ZOOM.
AND I DO SEE A HANDSOME EXCUSE.
I KNOW I MENTIONED THIS, THAT THE WORK SESSION OF THE LAST MEETING, THE AND I'M TRYING TO FOLLOW THE UPDATES OF THE CHANGES, BUT I HAD MENTIONED THAT THE IMPORTANCE OF NOT NECESSARILY ALLOWING STUDENTS IN THE CADE SCHOOLS TO OPT IN TO K TO FIVE, BUT AT LEAST ALLOWING FAMILIES THE OPTION IF THEY WANT TO OPT IN AS AN OPTION TO THE 6 TO 8 IN A CADE SCHOOL.
AND IT LOOKS LIKE THAT NEVER WAS INCORPORATED INTO THAT POLICY.
RIGHT. RIGHT. WE TALKED ABOUT THAT.
THE STAFF THE STAFF TALKED ABOUT THAT AND THE PRIMARY, THE FOCUSED, THE FOCUS IS FOR THE PROGRAM TRANSFERS ARE TRULY INSTRUCTIONAL, UNIQUE PROGRAMS LIKE THE SITUATION WHERE YOU'VE GOT AT YOUR DUAL LANGUAGE PROGRAMS. AND SO THAT'S WHAT THE FOCUS WAS AROUND THAT.
DR. HUTCHINGS, YOU RAISE YOUR HAND TWO.
DID YOU WANT TO EXPAND FURTHER ON THAT ONE? I BEAT YOU TO THE PUNCH, SIR.
YES. I WAS JUST GOING TO ADD IN.
THANK THANK YOU, MR. SMITH. I WAS GOING TO ADD IN THAT WE HAD THE CONVERSATION.
THE CHALLENGE IS THAT WE'RE SEEING AN INCREASE AT OUR 6 TO 8 OR K EIGHT SCHOOLS WHERE BEFORE OUR TREND WAS STUDENTS WOULD LEAVE AFTER FIFTH GRADE AND GO TO THE MIDDLE SCHOOL, THE TRADITIONAL MIDDLE SCHOOL.
WE'RE NOW SEEING THAT STUDENTS ARE STAYING.
[00:25:07]
AND AT PATRICK HENRY.IF NO SPACE IS AVAILABLE, YOU CAN CERTAINLY REQUEST.
BUT IF NO SPACE IS AVAILABLE, THEN WE CAN'T DO IT.
BECAUSE I ALSO THINK IT'S AN EQUITY ISSUE WHEN WE ONLY HAVE TWO K-8 SCHOOLS.
SO IF THERE HAPPENS TO BE A SPACE AT THOSE SMALLER K-8 SCHOOLS FROM 6 TO 8 IN MIDDLE SCHOOL, I THINK WE WE WOULD DO OURSELVES A DISSERVICE BY WRITING THIS OUT OF A REGULATION. YEAH.
SO WHAT HAPPENS IF SOMEBODY GOES IN SIXTH GRADE AND THEIR SPACE AND THEN SEVENTH GRADE? WE HAVE AN INFLUX OR EIGHTH GRADE WE HAVE AN INFLUX OF PEOPLE MOVING INTO THAT NEIGHBORHOOD.
STUDENTS WHO HAVE MATRICULATED THROUGH THOSE GRADE LEVELS THAT ARE NOT ZONED TO THAT SCHOOL CAUSE SOME OF THE ISSUES FOR THE OVERCROWDING BECAUSE THEY STILL REMAIN THERE FOR THREE YEARS. SO LETTING SOMEBODY IN IS YOUR END, BUT NOW YOU'RE IN FOR THREE YEARS, WHICH IS THE CHALLENGE.
SO IT SEEMED LIKE IT WAS SPACE THAT YEAR THAT YOU GOT IN, BUT THEN SOMETHING OCCURS LIKE IT HAS BEEN FOR US, UNFORTUNATELY WITH WELL FORTUNATELY TOO, BECAUSE WE'RE HAPPY THAT PEOPLE ARE COMING TO US.
AND THEN WE'RE HAVING TO SEND PEOPLE WHO MOVE TO THAT NEIGHBORHOOD TO A DIFFERENT SCHOOL, AND IN SOME CASES, THEY LIVE DOWN THE STREET OR ACROSS THE STREET FROM FROM THAT SCHOOL BUILDING.
SO THAT'S WHY WE HAVE BEEN REALLY TRYING TO PUSH THIS WITH OUR CHANGES.
ANOTHER THING WE TALKED ABOUT, AND THIS IS SOMETHING THAT WE CAN FOLLOW UP WITH THE BOARD ON, IS JUST MAKING SURE THAT, YOU KNOW, WHEN WE DO OUR CHOICES OF OUR DIFFERENT SCHOOLS AND A DIFFERENT OPTIONS THAT WE HAVE IN ACPS, THAT'S ANOTHER CHALLENGE FOR US.
LIKE IF SOMEBODY'S MOVING TO A CERTAIN NEIGHBORHOOD AND TYPICALLY YOU'RE RESEARCHING THE SCHOOL THAT'S IN THAT NEIGHBORHOOD BEFORE YOU MOVE THERE, TYPICALLY THAT IF WE GO INTO HAVING CHOICES, IF YOU GET TO GO WHERE YOU WANT TO GO OR WHERE YOU THINK IS THE BEST FIT FOR YOUR FAMILY, BUT YOU MOVE TO AN AREA WHERE THERE'S A CERTAIN SCHOOL THAT'S THERE.
WE ARE SEEING THAT WHERE WE'RE CAUSING OUR OWN OVERCROWDING ISSUES BY ALLOWING FOLKS TO NOW SAY, I DON'T WANT TO GO TO MY ZONE SCHOOL, I WANT TO GO TO ANOTHER SCHOOL FOR WHATEVER THE SITUATION MIGHT BE.
AND IT'S NOT JUST A TRANSPORTATION ISSUE.
IT HAS BECOME AN OVERCROWDING ISSUE.
AND I KNOW THAT AS YOU KNOW THIS, WHEN YOU WERE ON THE BOARD PREVIOUSLY, WE HAD A LOT OF SPACE THEN, SO WE WANTED TO OPEN THE FLOOR FOR ANYBODY, LIKE ANYBODY WHO WANTS TO COME, ESPECIALLY AT JEFFERSON HOUSTON, PLEASE COME TO JEFFERSON HOUSTON OR ANY OF OUR SPECIALTY PROGRAMS. WE'RE JUST NOT IN THAT SITUATION ANYMORE.
EVERY SCHOOL IS AT CAPACITY OR OVER, UNFORTUNATELY.
ARE WE VOTING ON THESE TONIGHT OR ARE WE VOTING ON THIS IN THE FUTURE? ONE. OK.
OR I'D BE HAPPY TO MAKE SOME AMENDMENTS TO THE TO IT FROM THE DAIS.
BUT I THINK THAT I MEAN, I CAN I'M A MACARTHUR PARENT, PROUD MACARTHUR PARENT.
AND I KNOW WHEN WE WERE TALKING ABOUT THE REBUILD, THE COMMUNITY REALLY WANTED A CATE SCHOOL.
SO AND THEY WERE SAYING, NO, WE COULDN'T DO THAT AT THE TIME.
SO I THINK THAT THIS IS AGAIN WHEN WE ONLY HAVE TWO K AT SCHOOLS AND I UNDERSTAND THAT YOU STILL MAY NOT EVEN HAVE THAT OPTION, BUT BY COMPLETELY WRITING OUT THAT OPTION AS NOT POSSIBLE, THEN I DON'T THINK I THINK THAT THAT'S A REAL EQUITY ISSUE.
AND I'D LIKE TO SEE IF WE CAN FIND SOME SORT OF MIDDLE GROUND HERE.
I THINK THAT IF WE IF THE BOARD CHOOSES TO TO TO TO SET THIS ASIDE, THIS PARTICULAR POLICY, THAT WE WOULD COME BACK AND SHARE SOME OF THE PROS AND CONS TO THAT SO THAT THE BOARD CAN HAVE A FULL PICTURE OF WHY WE CAME TO THAT RECOMMENDATION VERSUS JUST THE BACK AND FORTH THAT WE'RE DOING NOW.
SO IF WE DO DECIDE TO TABLE THIS PARTICULAR POLICY, I'M JUST ASKING THE BOARD IF WE WOULD BE ABLE TO BRING BACK A PRESENTATION TO PROVIDE INFORMATION AS TO HOW WE GOT TO THIS RECOMMENDATION.
I THINK THAT'S GOOD. I WILL MAKE THAT MOTION WHEN WE GET THERE.
[00:30:02]
SO LET ME JUST GO AHEAD AND ORDER AN ORDER IN WHICH I SEE HANDS AND I'M AT DR.WELL, I HAVE A COUPLE I HAVE A COUPLE OF COMMENTS, BUT I'LL JUST START BY RESPONDING TO THAT.
I THINK I HAVE BEEN INVOLVED IN SOME OF THE EQUITY AUDIT POLICY CONVERSATIONS, AND I THINK ONE OF THE CHALLENGES WITH WHAT YOU'RE TALKING ABOUT IS HAVING A PROGRAMMATIC TRANSFER FOR THE MIDDLE SCHOOL LEVEL AT K TO EIGHT IS THAT WE THERE'S LIMITED CAPACITY.
AND SO I MEAN THAT THAT IN AND OF ITSELF CREATES AN EQUITY ISSUE.
I THINK THAT'S ANOTHER THING THAT WE'VE TALKED ABOUT AROUND DUAL LANGUAGE.
AND SO I DO UNDERSTAND THE CONCERNS AROUND SOME STUDENTS MAY DESIRE OR HAVE A NEED FOR A SMALLER, MAYBE MIDDLE SCHOOL EXPERIENCE FOR SOME REASON.
I THINK THAT MIGHT BE A BETTER A BETTER OPTION BECAUSE, AGAIN, IF WE OPEN UP AS A PROGRAMMATIC TRANSFER, THEN WE MAY JUST BE HAVING THEN WE'RE GOING TO HAVE TO BE SORT OF DEALING WITH ALL OF THOSE REQUESTS.
HUTCHINGS POINT, IT JUST IT'S I DON'T THINK THERE'S AN EASY SOLUTION THERE.
SO THAT'S THAT'S A CONCERN THAT THAT I HAVE ABOUT IT.
AND SO I THINK IF WE NEED TO HAVE SORT OF AN ALTERNATIVE MIDDLE SCHOOL EXPERIENCE BECAUSE STUDENTS NEED SOME KIND OF ALTERNATIVE PROGRAMING TO WHAT WE HAVE AVAILABLE, THEN I THINK THAT'S ANOTHER CONVERSATION THAT WE ALSO NEED TO BE HAVING.
BUT AS FAR AS DELAYING APPROVING THESE POLICIES, THIS POLICY IN PARTICULAR, THE STUDENT PLACEMENT, FROM MY UNDERSTANDING, SOME OF THE RECOMMENDATIONS HERE ARE GOING TO GO INTO EFFECT AS OF AUGUST 1ST, I THINK, BASED ON WHAT WE ADOPT HERE.
SO I THINK THAT THERE'S A CHALLENGE ALSO WITH DELAYING.
ALDERTON IF YOU JUST WANT TO LET OTHER PEOPLE RESPOND TO THIS PARTICULAR QUESTION THAT'S ON THE TABLE, HOW DON'T WE HAVE PEOPLE RESPOND TO THE QUESTION ON THE TABLE? AND THEN WE CAN GO BACK TO YOUR OTHER QUESTIONS, MR. NEWBY. THANK YOU, MADAM CHAIR.
NOW, FOLLOWING UP ON MR. GUO'S POINT, I SEE HER POINT THERE, AND I WONDER WHAT WOULD BE THE IMPACT IF WE DELAY THIS TO A FUTURE MEETING AND CAN WE PULL OUT MAYBE JUST THAT POLICY IF THERE'S A BIG IMPACT AND SEE IF WE CAN DISCUSS IT AFTER WE SEE A PRESENTATION AND WHEN STAFF CAN COME BACK WITH WITH MORE ANSWERS.
YEAH. SO I MEAN, I CAN ANSWER THAT THAT DR.
REEF IS CORRECT IN THE SENSE THAT WE REALLY THE GOAL WAS TO HAVE THESE PLACEMENT POLICIES BECAUSE AMONG ALL THE OTHER ADVENTURES WE HAVE COMING UP, WE'VE GOT TO LAUNCH OURSELVES RIGHT INTO REDISTRICTING.
AND SO THESE POLICIES ARE MEANT TO SORT OF SET SOME GUIDELINES AND SOME BOUNDARIES IMMEDIATELY TO MAKE THE REDISTRICTING PROCESS A LOT SMOOTHER AND LESS MESSY. SO I MEAN, IT WOULD HAVE AN IMPACT TO DELAY THIS POLICY.
CAN WE JUST PULL THE THAT ONE POLICY AND APPROVE THE REST MAYBE OR NO.
SO IT'S HARD TO JUST PULL A SENTENCE OUT OF THE POLICY TO NOT DISCUSS.
BUT WE THEN PROVIDE TRANSPORTATION AND THEN THEY HAVE SIBLINGS.
[00:35:02]
OKAY. GO AHEAD.I'M SAYING I YIELD BACK FOR NOW.
OKAY. LET ME SEE IF I HAVE ANY OTHER.
I WAS GOING TO MENTION ONE MORE THING.
I'M SORRY. I WAS GOING TO SAY THAT ONE THING THE BOARD MAY WANT TO CONSIDER IS, YOU KNOW, IF THE BOARD APPROVES THE POLICY TODAY THAT WE REVISIT THAT PARTICULAR SESSION SECTION AND WE BRING IT BACK.
SO IT IS APPROVED TODAY, BUT IT'S NOT A CLOSE DISCUSSION.
THE BOARD DOES HAVE THE AUTHORITY TO BE ABLE TO MAKE REVISIONS AT ANY TIME TO POLICIES.
SO THAT WILL ALLOW US TO HAVE THE TIME TO BE ABLE TO BRING, YOU KNOW, THE PROS AND CONS BEFORE THE BOARD SO THAT THEY CAN UNDERSTAND EXACTLY WHY WE CAME TO THIS CONCLUSION AND RECOMMENDATION.
BUT IT THEN IT DOESN'T PREVENT US FROM MOVING FORWARD WITH WITH THE OTHER COMPONENTS OF THE POLICY.
OKAY. I'M GOING TO GO BACK TO DR.
REESE. THANK YOU, MADAM CHAIR.
SO BUILDING ON THIS CONVERSATION WE'VE JUST BEEN HAVING, I DID HAVE A CONCERN ABOUT THIS.
SO THIS IS LOOKING AT THE STUDENT PLACEMENT POLICY AND THE REGULATION.
JCR WHEN I WAS READING THIS AND I KNOW YOU DID SOME CHANGES SINCE OUR CONVERSATION, IT JUST THE LINE IN THE SECOND PARAGRAPH REALLY THE FIRST LINE REALLY STOOD OUT TO ME, WHICH IT SAYS THE DIVISION PROVIDES STUDENT PLACEMENT ALTERNATIVES TO PARENTS, GUARDIANS, AND I THINK WE'RE TRYING TO MOVE AWAY FROM THAT.
THAT'S WHAT THIS CONVERSATION THAT WE'RE HAVING RIGHT NOW IS.
AND SO I'M WONDERING IF WE CAN'T PUT THE WORD LIMITED, THE DIVISION PROVIDES STUDENT LIMITED STUDENT PLACEMENT ALTERNATIVES TO PARENTS GUARDIANS, BECAUSE I THINK THAT'S THE MESSAGE THAT WE WANT TO TO BE SENDING, BECAUSE I THINK THAT AS JUST, AGAIN, JUST KIND OF REITERATING WHAT'S ALREADY BEEN SAID, THE PROGRAMMATIC TRANSFERS, THAT PROCESS HAS CREATED SOME OTHER OPERATIONAL CHALLENGES FOR OUR SCHOOL DIVISION.
AND THEN MY MY SECOND THIS IS MAYBE MORE OF A QUESTION THAT WAS MORE OF A COMMENT, BUT THIS IS MORE OF A QUESTION ON THE POLICY, JAKE, ITSELF, AT THE VERY BOTTOM OF PAGE TWO ON COMMUNICATIONS, IT SAYS THE SUPERINTENDENT WILL DEVELOP AN OUTREACH PROGRAM TO ENCOURAGE PARENTS, GUARDIANS AND ALL PARTS OF THE COMMUNITY TO ENROLL THEIR CHILDREN BEFORE JUNE 15TH.
THE SUPERINTENDENT WILL DEVELOP PROCEDURES TO SIMPLIFY THE REGISTRATION PROCESS AND TO HELP PARENTS GUARDIANS MEET ALL REQUIREMENTS, INCLUDING THE POSSIBILITY OF EXTENDING DEADLINES FOR VACCINATIONS AND HEALTH RECORDS.
I GUESS I JUST WAS LOOKING FOR SOME CLARIFICATION WHEN I WAS READING THAT IT SENT THE WAY IT READS AND ALMOST SOUNDS LIKE IT'S NOT THAT DOESN'T EXIST RIGHT NOW AND JUST WONDERING WHERE.
NOT THE REGULATIONS, THE POLICY.
AND IT'S JUST TALKING ABOUT THE SUPERINTENDENT WILL DEVELOP THESE DIFFERENT THINGS AND AND IT DOESN'T LIKE THAT IT'S IN THE REGULATION.
BUT JUST I MEAN, IT'S NOT HOW IT'S GOING TO BE COMMUNICATED OUT.
THAT'S MY QUESTION. HOW ARE WE COMMUNICATING THAT OUT AND DO WE NEED TO BE ANY MORE EXPLICIT IN HERE? I KNOW WE LIKE TO ALLOW FOR FLEXIBILITY, BUT SO ONE THING WE ARE ALREADY DOING THAT THAT'S THAT WAS A PART OF OUR PARENT LIAISONS AND FAMILY AND COMMUNITY ENGAGEMENT WITH OUR OUTREACH OF TRYING TO GET WHAT WE SEE.
SO WHAT WE ARE DOING AND WHAT WE HAVE BEEN DOING IS WORKING WITH A LOT OF THE DIFFERENT APARTMENT COMPLEXES AND MAKING SURE THAT WE ARE SHARING THAT REGISTRATION IS BEGINNING, HAS BEGUN. WE ALSO MAKE SURE THAT WE HAVE DIFFERENT ANNOUNCEMENTS THAT GO OUT TO OUR FAMILIES AND WE'RE WORKING WITH OUR COMMUNITY LIAISONS TO GET THE WORD OUT. AND A LOT OF TIMES THE CHALLENGE FOR THE KINDERGARTEN REGISTRATION.
THEN WE ALSO NOTICE AND THIS WAS SOME OF THE THINGS THAT WE CAME, CAME OR THAT WE DISCOVERED WHEN WE WERE LOOKING AT SOME OF THE TRENDS SOME OF OUR FAMILIES IN CERTAIN COMMUNITIES MOVE AT THE END OF AUGUST, SO THEY ACTUALLY DON'T MOVE TO OUR AREA TO BE ENROLLED AT THAT SCHOOL UNTIL THAT TIME.
WE KNOW WE CAN'T DO ANYTHING ABOUT THAT.
BUT THERE ARE SOME SITUATIONS WHERE FAMILIES HAVE TO MOVE OUT OF THEIR APARTMENT FOR A FEW MONTHS OR THEY GO BACK TO THEIR COUNTRIES FOR A FEW MONTHS AND THEN THEY COME BACK TO A CPS.
[00:40:08]
REGISTERING THEIR CHILDREN.BUT THERE ARE STEPS THAT ARE ALREADY IN PLACE.
SO IT'S NOT JUST SOMETHING THAT WE DO.
SO REGARDLESS OF WHO'S IN THIS SEAT, REGARDLESS OF WHO IS A PART OF OUR COMMUNITY ENGAGEMENT DEPARTMENT, THAT THE BOARD IS SAYING IT'S AN EXPECTATION THAT WE'RE TRYING TO GET FAMILIES REGISTERED AT THE APPROPRIATE TIMES.
ALL RIGHT. SO BEFORE WE MOVE ON, MR. SMITH, IN REGARD TO THE SENTENCE THAT DR.
REEF REFERRED TO IN HER COMMENTS.
CAN WE BE ASSURED THAT WE CAN BASICALLY STRIKE THAT OR JUST TRUST IT OR.
AND THEN YOU'VE GOT THAT AMENDMENT AND THEN YOU'RE ACTING ON THAT VIEW, ON THAT NEW THING.
YES. SO, DOCTOR, JUST KEEP THAT IN THE BACK OF YOUR MIND AS WE GO THROUGH THE REST OF OUR QUESTIONS.
CIVIC LESSON IN THE SUMMERTIME.
I CAN MOVE AND APPROVE THE REGULATIONS AND THE POLICY REGARDING THE TRANSFERS.
HOWEVER, I WILL BE MAKING AN AMENDMENT TO SAY THAT I WANT I DON'T WANT ANY CHANGES TO K TO EIGHT.
MADAM CHAIR, I MAKE A MOTION THAT WE ADOPT THE POLICIES AND THE REGULATIONS THAT.
DO WE HAVE A SEC FOR THAT? MADAM CHAIR, WE STILL HAVE SOME QUESTIONS FROM BOARD MEMBERS, BUT SINCE WE ALREADY HAVE A MOTION ON THE TABLE, I NEED TO GET BACK FOR A SECOND.
NIELSEN, YOU HAVE A MOTION TO ADOPT THE POLICIES AND A SECOND FOR MR. HARRIS. NOW THERE'S MORE DISCUSSION.
THANK YOU. OKAY, MR. HARRIS. WOULD IT BE APPROPRIATE TO PUT A TIMETABLE ON WHEN WE REVISIT THIS FOR THE QUESTION? BUT I MEAN, JUST SO WE'RE NOT.
AGAIN AGAIN, IT SHOULD BE IMMEDIATE SIMPLY BECAUSE THIS THIS WILL IMPACT OUR TIMING FOR REDISTRICTING.
SO. IF THE MOTION HAS IS WE WOULD NEED TO HAVE OUR PROS AND CONS DISCUSSION AT OUR NEXT WORK SESSION OR MEETING.
IS THAT? ANSWER YOUR QUESTION.
SO WHY DON'T WE DO THIS? BECAUSE WE'RE GOING TO HAVE TWO MOTIONS ON THE TABLE.
AND SO CAN YOU STATE WHAT YOUR MOTION IS? YEAH. MY.
YES. MADAM CHAIR, I MOVE THAT WE AMEND THE POLICY, THE RECOMMENDED POLICIES FOR STUDENT PLACEMENT AND STUDENT PLACEMENT REGULATIONS TO MAINTAIN THE CURRENT LANGUAGE IN OUR K-8 PROGRAMS. BUT WE'LL ACCEPT ALL OF THE OTHER CHANGES.
[00:45:09]
ALL RIGHT. WE HAVE A SECOND FOR THAT.SO I HAVE MR. NEWBY, WHO SUPPORTS MR. BOOTH'S MOTION.
ALL RIGHT, MADAM CLERK, YOU WOULD NEED A VOTE ON THE AMENDMENT FIRST, CORRECT? CORRECT. OKAY.
MR. SMITH, YOU HAVE YOUR HAND UP.
ARE YOU GOOD, MADAM CLERK? SHE SAID, ONE SECOND, MEAGAN.
OKAY. DR. HUTCHINGS, DO YOU HAVE A COMMENT? I JUST I WANTED TO I JUST WANTED TO UNDERSTAND THE.
I WANTED TO UNDERSTAND THE AMENDMENTS.
SO CAN YOU HELP ME UNDERSTAND WHAT WE ARE TRYING TO DO WITH THE POLICY? AND I ALSO WANT TO KIND OF WORK THROUGH.
IS THAT GOING TO BE? IS THAT GOING TO BE EFFECTIVE NOW? ARE WE GOING TO KEEP IT AS AS IS NOW? I JUST WANT TO UNDERSTAND THE AMENDMENT.
SO I WANT TO SEE WHAT THE WHAT IT IS SO I CAN AT IT.
RIGHT. SO IT SOUNDS TO ME AS THOUGH IF THE AMENDMENT PASSES, THE K EIGHT POLICY BASICALLY GOES UNTOUCHED, CORRECT? YES, EVERYTHING ELSE IS ACCEPTED.
AND THEN WE WOULD BE DOING LANGUAGE.
FOR EXAMPLE, THOSE POLICIES WOULD BE ASSUMING WE APPROVE, IT WOULD BE APPROVED.
AND SO WE WOULD NEED STUDENT SERVICES TEAM TO COME BACK WITH THE PROS AND CONS IN A DISCUSSION AT THE NEXT MEETING. DOES THAT MAKE SENSE, DR.
I JUST WANT TO REITERATE THAT THAT DOES HAVE IMPLICATIONS FOR US, BECAUSE WHAT CAN HAPPEN IS THAT LET'S SAY WE HAVE STUDENTS THAT DO CHOOSE OR FAMILIES THAT WANT TO TRANSFER. AND NOW BECAUSE THE POLICY IS AS IS, THOSE FAMILIES WILL CONTINUE TO BE THERE FOR THE NEXT THREE YEARS, WHICH COULD HAVE AN IMPACT ON OUR ENROLLMENT.
AND WE'RE TRYING TO TO REALLY REMEDY.
AND I THINK IT'S JUST GOING TO IT COULD POTENTIALLY CONTRIBUTE TO THE ISSUE.
I JUST WANT TO MAKE THAT POINT.
WE'VE BEEN TALKING ABOUT FOR A LONG TIME HOW A LOT OF THESE TRANSFERS HAVE CAUSED, YOU KNOW, PRETTY SIGNIFICANT LOGISTICAL ISSUES AND CAPACITY ISSUES.
I THINK. THE GOAL HAS ALWAYS BEEN FOR THE PURPOSE OF REDISTRICTING, AGAIN, TO ALLOW US TO TIGHTEN ALL THESE THINGS UP BEFORE WE LAUNCH INTO THAT REDISTRICTING PROCESS.
AND SO I ALSO WOULD PROBABLY SAY THAT IF WE'RE CLEARLY DEFINING, DEFINING PROGRAMMATIC, WHAT MAKES SOMETHING AN ACTUAL PROGRAM? I UNDERSTAND DUAL LANGUAGE AS AS A PROGRAM AND AS A PROGRAMMATIC TRANSFER.
A K-8 SCHOOL IS NOT NECESSARILY A SPECIAL PROGRAM.
SO THAT'S JUST MY $0.02 ON THE ISSUE.
HOWEVER, WE CAN GO AHEAD AND VOTE ON THE AMENDMENT AND THEN SEE WHERE WE GO FROM THERE.
[00:50:09]
SO. I'M SORRY, MS..NIELSEN. THE EMOTION THAT'S UP RIGHT NOW.
YEAH. CAN YOU READ THAT. READ THAT.
SO WE MAKE SURE WE'RE CLICKING ON THE RIGHT THING SO WE SHOULD BE VOTING ON AND IT SAID IS THE ACT OF MOTION, ALTHOUGH THE RECOMMENDATION IS ABOVE IT.
SO YOU MIGHT BE SEEING THAT THE ORIGINAL BUT WE ARE VOTING ON THE ITEM IN YELLOW YOU'RE VOTING ON.
AND I HAVE PARAPHRASED LANGUAGE IN HERE TO MAINTAIN THE SPIRIT OF THE RULES IN RELATION TO K-8 SCHOOLS, AND I WILL MAKE THAT INTO A FULL MOTION AFTER THE MEETING. OKAY.
ALL RIGHT. SO EVERYONE GO AHEAD AND VOTE ON THE AMENDMENT.
WHAT DO WE HAVE? IT LOOKS LIKE.
SO WITH THAT SAID, WE THEN DON'T NEED TO.
WHAT DO WE NEED TO DO ABOUT OUR ORIGINAL MOTION? I GUESS WE STILL NEED TO VOTE ON OUR ORIGINAL MOTION.
THINK. JUST SO WE CAN GO AHEAD AND THERE'S STILL SOME DISCUSSION ON THE POLICIES.
ARE THERE IS THERE MORE DISCUSSION ON THE POLICIES? I HAVE A HAND FOR MR. HARRIS. WE CAN'T HEAR YOU, MEGHAN.
JUST HOLD ON A SECOND. CAN YOU HEAR ME NOW? CAN YOU GUYS HEAR ME NOW? YES, WE HAVE.
IS THERE MORE DISCUSSION ON THE POLICIES? I SEE A HAND FOR MR. HARRIS? NO. ALL RIGHT, DR.
SIMPSON BAIRD. THANK YOU, CHAIR ALDERTON.
I JUST HAD A QUESTION ABOUT THE CAPACITY REASSIGNMENT, SINCE THAT IS A NEW PROVISION IN THE POLICY.
I'M WONDERING WHERE FAMILIES OR COMMUNITY MEMBERS CAN FIND THE LIST OF WHAT THE CLUSTERS ARE AND IF THAT LIST SHOULD BE INCLUDED WITHIN THE LANGUAGE AND THE POLICY. MR. SMITH OR DR.
HUTCHINGS. SO WE ACTUALLY DO HAVE THE CLUSTERS OF THE SCHOOLS THAT ARE IN THE AREA.
EVERYBODY, LIKE IF THEY WERE SUPPOSED TO ATTEND MOUNT VERNON, WE WOULDN'T WANT TO SEND THEM TO JOHN ADAMS. THAT'S CLEARLY A CLUB ACROSS THE CITY.
SO WE CLUSTERED SCHOOLS IN A WAY THAT THEY ARE STILL WITHIN PROXIMITY OF THE ZONED SCHOOL.
AND WE CAN PROVIDE KIND OF LIKE THE FORMULA THAT WE'RE USING FOR THAT.
I DO THINK THAT AS THE BOARD IS GOING THROUGH THE REZONING PROCESS, THAT'S ANOTHER CONVERSATION THAT MAY NEED TO COME UP IF THE BOARD CHOOSES TO REZONE CERTAIN AREAS BECAUSE THOSE NOW ATTENDANCE PATTERNS MIGHT CHANGE POTENTIALLY.
SO WE WILL PROBABLY HAVE TO REVISIT THAT EVERY TIME THERE IS SOME TYPE OF REZONING CHANGE.
BUT WE CAN PROVIDE THE FORMULA THAT WE USE IN REGARDS TO THE CLUSTERS OF SCHOOLS.
AND IT ISN'T THAT IT'S A GUARANTEED TO BE.
IT'S STILL BASED ON ATTENDANCE CAPACITY AT THE SCHOOLS.
SO WE CAN'T GUARANTEE IF YOU'RE AT MOUNT VERNON THAT YOU'RE AUTOMATICALLY GOING TO GO TO COURT.
KELLY BECAUSE COACH KELLY MAY NOT HAVE SPACE.
SO WE HAVE TO PUT ALL OF THOSE FACTORS INTO PLAY.
SO THERE ARE MULTIPLE FACTORS THAT WE DO HAVE TO THAT WE HAVE TO PUT INTO ACCOUNT.
IT COULD HELP THEM PLAN FOR AFTER CARE OPTIONS OR CHILD CARE PICKUPS, WHATEVER THAT MAY BE.
[00:55:01]
SO JUST HAVING THAT IMPRINT SOMEWHERE COULD COULD HELP FAMILIES PLAN THEIR LIVES.MADAM CHAIR, I WANTED TO ASK A QUESTION ALSO ABOUT LET'S SEE, IT'S REGULATION.
JH CFR STUDENT WELLNESS GUIDELINES.
ARE YOU LISTENING? THIS IS A QUESTION ABOUT SO THIS POLICY REVISION WAS IT WAS IN RESPONSE TO THE GUIDELINES AROUND COVID 19 THAT WE'VE HAD IN THE PAST YEAR.
AND THERE'S A SECTION IN HERE THAT SAYS IT'S LIKE KIND OF IN THE FIRST I DON'T KNOW, THE THIRD BULLET DOWN IT SAYS ASAP WILL COMMUNICATE, RETURN TO SCHOOL PROTOCOLS TO FAMILIES BASED ON CURRENT PUBLIC HEALTH RECOMMENDATIONS.
AND I WANTED TO JUST ASK I WANTED TO USE THIS AS AN OPPORTUNITY TO ASK FOR SOME CLARITY AROUND THIS, BECAUSE I THINK, YOU KNOW, WE ARE GOING FAST AND FURIOUS INTO A NEW SCHOOL YEAR ON AUGUST 22ND.
AND THERE'S DEFINITELY, YOU KNOW, THE THE GUIDELINES ARE ALWAYS CHANGING.
AND SO I WAS WONDERING IF YOU COULD UPDATE US ON HOW THIS IS GOING TO BE COMMUNICATED OUT, BECAUSE I DON'T RECALL LAST YEAR INFORMATION BEING SENT HOME WITH FAMILIES ABOUT THE PROTOCOLS. AND I THINK AND I KNOW OUR WEBSITE IS ALSO LIKE GOING THROUGH SOME UPDATES AND CHANGES.
SO IF YOU COULD JUST TALK ABOUT HOW WE'RE GOING TO COMMUNICATE OUT THE PROTOCOLS.
SO I KNOW THAT MRS. BURGOS IS ON HERE.
WE DO HAVE PLANS TO SEND OUT ALL OF OUR INFORMATION WITH THE BOARD.
EXCUSE ME. IN REGARDS TO NOT JUST OUR COVID UPDATES, BUT ALSO JUST OUR SCHOOL OPERATIONS AND AS WELL AS OUR OUR FIRST DAY OF SCHOOL AND SOME OF THE OPEN HOUSES THAT ARE GOING TO OCCUR PRIOR TO THAT.
SURE. SPECIFICALLY AROUND THIS POLICY, I CAN'T SAY THAT WE DON'T HAVE SPECIFIC PLANS AROUND HOW WE'RE GOING TO COMMUNICATE THIS, BECAUSE I KNOW OBVIOUSLY IT WASN'T APPROVED YET AND I'M STILL WORKING WITH THE TEAM ON THAT.
BUT WE ARE GOING TO BE DISTRIBUTING OUR BACK TO SCHOOL EXPRESS EDITION ON AUGUST 12.
SO THAT'S GOING TO BE JAM PACKED WITH LOTS OF INFORMATION ABOUT THE NEW SCHOOL YEAR.
WE'RE ALSO FINALIZING, I'M GOING TO SAY MONDAY, OPTIMISTICALLY, PROBABLY TUESDAY.
WE'RE DOING A MESSAGE TO FAMILIES AND STAFF AROUND OUR ENHANCEMENTS REGARDING SAFETY AND SECURITY.
SO WE'RE FINALIZE THAT WITH DR.
HUTCHINGS AND HOPING TO HAVE THAT OUT.
THOSE WILL ALSO BE REITERATED IN THE EXPRESS THAT COMES OUT ON AUGUST 12TH.
AND THEN AS WE WORK THROUGH SOME OF THE CHANGES IN THIS POLICY, I'M SURE THAT THE TEAM WILL BE WORKING WITH ME ON THOSE KIND OF COMMUNICATIONS, BUT THAT'S ALL THE INFORMATION THAT I HAVE AT THIS TIME IN SPECIFICS ABOUT BACK TO SCHOOL INFORMATION.
OF COURSE, THE FIRST DAY PACKETS ARE ALSO COMPLETED AND THOSE WILL BE OUT FOR FAMILIES IN POWER SCHOOL AND PRINTED COPIES WILL BE AVAILABLE AT SCHOOLS FOR FAMILIES THAT DON'T HAVE THEM.
AS WELL AS OUR CASE TEAM IS READY TO HELP FAMILIES TO COMPLETE THOSE FORMS IF THEY NEED IT.
OKAY. IS THERE ANY OTHER DISCUSSION? ALL RIGHT. SO DR.
IF BECAUSE YOU BROUGHT UP THAT SENTENCE, WE'LL NEED ANOTHER MOTION TO AMEND.
THE LANGUAGE IN THAT POLICY SO THAT WE CAN.
YES. WOULD YOU? YOU WANT A MOTION TO? IS THIS IN THE JSI? I'M SORRY. BECAUSE YOU ASKED FIRST.
YOUR YOUR RECEPTION IS BREAKING.
WHAT WE ARE TRYING TO ACHIEVE.
IF WE WOULD LIKE TO ACTUALLY CHANGE THAT SENTENCE, THEN WE WILL NEED AN AMENDMENT.
[01:00:05]
DOES THAT MAKE SENSE? YES, I'M GOING TO PULL THIS UP.SO. I MAKE A MOTION TO ADD THE WORD LIMITED TO POLICY? JCR IN THE SENTENCE THAT READS, THE DIVISION PROVIDES LIMITED STUDENT PLACEMENT ALTERNATIVES TO PARENTS GUARDIANS.
SO, MADAM CLERK, WE HAVE MR. AL NEWBY, WHO'S SECONDS DR.
AND THEN FINALLY, FINALLY, WHAT WE WOULD NEED IS A MOTION TO ADOPT THE POLICY AS AMENDED.
SO COULD I GET A COULD WE GET A NEW MOTION TO ADOPT THE POLICIES AS AMENDED? MADAM. TIME TO ADOPT THE POLICIES AS AMENDED.
SECOND. ALL RIGHT, SO I HAVE NOW I HAVE DR.
MOTION. CAN WE DO A ROLL CALL VOTE ON THIS ONE? SURE. WELL, THERE ARE A ROLL CALL.
YES. SO MEGAN ALDERSON IS A YES, DR.
AND. MR. HARRIS, ARE YOU THERE? AND MR. HARRIS THERE.
OKAY. IS THAT A YES FROM YOU? YES, MISS BOOS.
OKAY. SO, MADAM CLERK, HOW WILL YOU HANDLE THAT? SO THAT MEANS IT HAS PASSED SIX ZEROS.
ALL RIGHT. SO THAT WAS OUR OLD BUSINESS.
AND FINALLY, WE CAN MOVE ON TO THE SUPERINTENDENT'S REPORT.
[12. Report from Dr. Gregory C. Hutchings, Jr.]
OKAY. I DO HAVE A FEW, A COUPLE OF UPDATES BECAUSE WE HAVE STARTED SCHOOL, EVERYBODY.SO FIRST, I DO WANT TO CONGRATULATE THE INTERIM SUPERINTENDENT, DR.
AND I KNOW OUR TEAM WILL DEFINITELY SUPPORT YOU AS YOU TRANSITION INTO THIS.
[01:05:02]
SO GOOD LUCK.YES, WE ALREADY HAVE KIDS IN OUR BUILDINGS.
AND WE ALSO WELCOMED OUR NEW PRINCIPAL OF SAMUEL TUCKER, MISS KELLY.
SO WE HAVE TO GIVE HER A ROUND OF APPLAUSE AS WELL.
SO I CAN'T IMAGINE HOW SHE WAS THAT DAY.
BUT IT WAS A PLEASURE TO BE ABLE TO SEE OUR STUDENTS WHO WERE REALLY EAGER TO LEARN.
BUT IT WAS IT WAS REALLY NICE TO SEE EVERYBODY BACK IN THE FULL SWING OF THINGS.
MS.. KELLY SHE HAS BEEN AT TUCKER SINCE 2017.
SHE HAS SERVED AS THE ASSISTANT PRINCIPAL AND INTERSESSION COORDINATOR, AND SHE ALSO HELPED DEVELOP AND MANAGE THE SCHOOLS IMPROVEMENT PLAN DURING MS. KELLY'S MORE THAN 20 YEARS OF INTERNATIONAL AND LOCAL K 12 TEACHING EXPERIENCE, SHE HAS CULTIVATED A SUPPORTIVE AND INCLUSIVE LEARNING ENVIRONMENT, BUILDING RELATIONSHIPS WITH FAMILIES AND THE PTA WHILE ADVOCATING FOR PROFESSIONAL DEVELOPMENT FOR THE STAFF.
SO WE LOOK FORWARD TO SEEING MS..
KELLY LEE TUCKER AS OUR NEW PRINCIPAL.
ALSO, I WANTED TO MENTION THAT ACP HAS LAUNCHED OUR NEW WEBSITE IN JULY.
IT'S ALIGNED WITH HPE'S EQUITABLE EDUCATIONAL EXPERIENCE.
THE WEBSITE PROVIDES HIGH QUALITY, AUTOMATED TRANSLATIONS THAT ALLOW FOR GREATER ACCURACY AND MORE CURRENT INFORMATION THAT'S ONLINE FOR OUR FAMILIES WHO MAY NOT SPEAK ENGLISH AS A FIRST LANGUAGE.
THE NEW WEBSITE WILL STRENGTHEN SCHOOL DIVISION COMMUNICATIONS AS WELL AS EACH SCHOOL'S COMMUNICATIONS, AS THEY WILL BE VISIBLE, VISUALLY APPEALING AND STYLISTICALLY ALIGNED WITH NEWSLETTERS AND OTHER MATERIALS.
THIS VITAL PLATFORM WILL HELP US SHARE ACP STORIES IN A MULTI MULTIMEDIA FORMAT TO HIGHLIGHT OUR STUDENTS, OUR STAFF AS WELL AS OUR PROGRAMS. ALSO NEW FOR THE 2020 223 SCHOOL YEAR IS THE COMMUNICATION PLATFORM PARENTS SQUARE.
THIS IS A UNIFIED APP FOR SCHOOL COMMUNICATION.
IT WILL ALLOW OUR FAMILIES TO RECEIVE ALL ANNOUNCEMENTS FROM THE DIVISION AND THEIR CHILDREN, SCHOOLS AND TEACHERS IN ONE PLACE, AND WITH THE ADDED ABILITY TO ENGAGE IN TWO WAY COMMUNICATION THROUGH TEXT MESSAGES AS WELL AS AS WELL AS CONFERENCE SCHEDULING AND SIGN UPS.
SO THIS IS GOING TO BE A REALLY COOL TOOL FOR FAMILIES.
AWARDS FOR THE 2021 2022 ACADEMIC YEAR WERE PRESENTED IN JUNE.
OUR THREE RECIPIENTS ARE THE PATRICK HENRY K-8 SCHOOL ACADEMIC PRINCIPAL DANIELLE KAMMEN, AS WELL AS OUR ALEXANDRIA CITY HIGH SCHOOL ACPS CAMPUS ADMINISTRATOR CARMEN SANDERS AND OUR ACADEMY TO ADMINISTRATOR FOR INSTRUCTION AND STUDENT SUPPORT, CHRISTOPHER THOMPSON.
AND THEN FINALLY, I JUST WANT TO SAY THAT AS THE LAST SCHOOL YEAR CAME TO A CLOSE, WE HAVE 40 DEDICATED PROFESSIONALS FROM ACROSS ACP WHO RETIRED AFTER A COLLECTIVE 827 PLUS YEARS OF SERVICE IN OUR SCHOOLS, WHICH IS PRETTY AMAZING.
WE HAD A CEREMONY TO HONOR THEIR THEIR YEARS IN SERVICE, AND THIS WAS HELD ON JUNE THE SEVENTH.
AND WE WANTED TO MAKE SURE THAT WE WISHED ALL OF OUR RETIREES A HAPPY RETIREMENT.
PLEASE KNOW YOU CAN COME BACK AND SERVE ANY TIME.
AND I'VE ALREADY SPOKEN TO OUR RETIREMENT ASSOCIATION.
COME ON OUT. YOU DON'T HAVE TO DO IT FOR TWO WEEKS.
GET YOUR FIX AND THEN YOU CAN GO BACK INTO RETIREMENT AND THEN COME BACK THE NEXT YEAR.
I KNOW IT'S A HOT TOPIC FOR EVERYBODY RIGHT NOW.
NOW IT WAS EXACERBATED, OF COURSE, BY BY COVID AND BY THE PANDEMIC.
HOWEVER, IT HAS ALWAYS BEEN A CHALLENGE, YOU KNOW, FOR SO.
BUT IT HAS BEEN EXACERBATED BY THE GLOBAL PANDEMIC.
BUT WE HAVE SOME GOOD NEWS TO SHARE FROM OUR AIR TEAM.
[01:10:02]
I'LL BE QUICK THIS EVENING.IT WAS VERY EXCITING TO COME INTO A NEW SCHOOL YEAR AFTER A CHALLENGING YEAR OF THE PANDEMIC.
AND SO WE DID A LOT OF NEW CREATIVE THINGS WITH RECRUITMENT.
WE CHANGED THE WAY WE WERE ADVERTISING.
WE CHANGED WHERE WE WENT TO ADVERTISING WITH NEW SOCIAL MEDIA AND PLATFORMS. WE WERE ABLE TO REALLY DO A GOOD JOB.
SO DURING THIS RECRUITMENT SEASON, WE HAD 202 INSTRUCTIONAL STAFF, WE MADE OFFERS TO 190 HAVE ACCEPTED TO DATE AND THIS IS JUST FROM THE RECRUITMENT SEASON.
SO WE HAVE ABOUT JUST OVER TEN THAT ARE STILL PENDING SOME PAPERWORK ITEMS. SO WE'RE REALLY EXCITED TO HAVE THAT NUMBER WAY DOWN FROM LAST YEAR.
SO WE'RE REALLY EXCITED THAT THAT NUMBER IS WAY DOWN FROM LAST YEAR AS WELL.
I WANT TO MAKE SURE THAT EVERYONE UNDERSTANDS THAT WHEN WE'RE LOOKING AT THE NUMBERS AND DATAS THAT WE'RE SEEING IN THE VARIOUS MEDIA, THOSE CRITERIA ARE BASED OFF OF DIFFERENT EQUATIONS AND EXAMPLES.
SO PLEASE UNDERSTAND THAT WE ARE WORKING IN OUR SCHOOL LEADERS ARE WORKING WITH OUR RECRUITMENT LEADERS TO MAKE SURE THAT WE'RE GETTING THE BEST QUALITY CANDIDATES IN FRONT OF OUR STUDENTS. ALSO, THE DATA THAT YOU SEE, SOMETIMES THOSE NUMBERS ARE A LITTLE BIT HIGHER WITH VACANCIES BECAUSE OVER THE LAST THREE YEARS, IF YOU REMEMBER, WE ARE WORKING WITH OUR ESSER FUNDING AND WE'RE CREATING NEW POSITIONS TO SUPPORT THE INSTRUCTION THAT WE'RE DOING AS WELL AS OUR SCHOOL ACTIVITIES.
SO WE WILL ALSO PROVIDE A MORE DETAILED BOARD BRIEF COMING UP REAL SOON.
THEY ARE VERY BUSY AND I'M VERY PROUD OF THE WORK THAT THEY'RE DOING AND A VERY SPECIAL THANK YOU TO THE SCHOOL ADMINISTRATORS WHO REALLY SUPPORTED ALL OF THE CHANGES THAT WE'VE IMPLEMENTED THIS YEAR. SO I THINK IT'S BEEN USEFUL AND IT'S MADE THEIR WORK A LOT EASIER.
SO THANK YOU TO SCHOOL ADMINISTRATORS AND THE RECRUITMENT TEAM.
ALL RIGHT. THANK YOU FOR THAT UPDATE.
WILL DEFINITELY LOOK FORWARD TO DEBRIEF AND LOOK FORWARD TO MOVING INTO A NEW SCHOOL YEAR.
HOPEFULLY A LOT DIFFERENT THAN THE PREVIOUS BECAUSE IT'S JUST BEEN A CHALLENGE ALL AROUND.
SO JUST THANK YOU TO EVERYBODY FOR STICKING IT OUT AND CONTINUING THE WORK.
SO I DO NOT HAVE A REPORT THAT I SEE THAT VICE CHAIR GREEN DOES.
[11. Report from Meagan L. Alderton]
THANK YOU, MADAM CHAIR. I JUST WANTED TO SAY WELCOME TO TORONTO RIX.HE IS ONE OF OUR THREE STUDENT REPS TO THE SCHOOL BOARD FOR THE 2022 2023 SCHOOL YEAR, AND HE DECIDED TO COME AND START EVEN BEFORE THE SCHOOL YEAR STARTED.
NOW THAT'S DEDICATION TO RENZO.
SO YOU WANTED TO COME AND GET A FEEL FOR WHAT IT WHAT IT'S LIKE TO SIT UP HERE ON THE DAIS WITH US AND NEXT TIME WE'LL PUT YOU TO WORK, OKAY? ALL RIGHT. THANK YOU AND WELCOME TO RENZO.
WE LOOK FORWARD TO WORKING WITH YOU.
AND ALSO, I'M VERY EXCITED WHEN I SAY THIS ALL THE TIME.
ONE OF THE VERY BEST THINGS THAT I ENJOYED DOING AS A SCHOOL BOARD MEMBER IS ATTENDING GRADUATION.
WHETHER THAT'S THE FULL GRADUATION WITH 1000 GRADUATES OR THE SUMMER SCHOOL GRADUATION, THEY ARE BOTH WONDERFUL BECAUSE IT BRINGS ALL OF THE WORK THAT WE DO FULL CIRCLE. SO I'M REALLY EXCITED TO CELEBRATE WITH THEM NEXT WEEK AND I HOPE THAT ALL OF MY SCHOOL BOARD COLLEAGUES WILL JOIN ME.
SO THANK YOU. THANK YOU, MISS GREENE.
DO WE HAVE ANY OTHER ANNOUNCEMENTS? OKAY. WELL, WITH THAT SAID, I THINK WE'VE HAD A FUN PACKED EVENING, SO I WILL NEED A MOTION TO ADJOURN.
MADAM CHAIR, I MOVE THAT WE ADJOURN SECOND.
ALL RIGHT, I HAVE MR. HARRIS WHO SECONDS DR.
REID'S MOTION, AND WE CAN GO AHEAD AND VOTE.
OKAY. IT LOOKS LIKE WE ARE ADJOURNED.
THANK YOU, EVERYONE, AND REST UP.
