[00:00:01]
WE HAVE AN AUDIENCE TODAY. IT IS NICE.[1. Meeting Called to Order by Chair Alderton]
WELCOME TO OUR SCHOOL BOARD MEETING.I AM CALLING THE MEETING TO ORDER AT 6:33 P.M.
BOARD MEMBERS, IF YOU CAN MAKE SURE YOU ARE LOGGED IN TO ESB THAT WOULD BE GREAT.
WE START WITH A MOMENT OF SILENCE.
WE'LL GO AHEAD AND OBSERVE A MOMENT OF SILENCE.
[3. Adopt the Agenda for the May 5, 2022 School Board Meeting]
PERSONAL ACTIONS FROM APRIL TO THE CONSENT CALENDAR.SO FIRST A MOTION TO ADOPT THE AGENDA.
>> MADAM CHAIR, I VOTE TO ADOPT THE AGENDA.
>> I HAVE MR. HARRIS WHO SECONDS DR.
SO I WILL ADD SOMETHING TO THAT.
WE NEED TO DROP ONE ITEM FROM THE AGENDA.
>> MADAM CHAIR, I MOVE WE AMEND THE AGENDA FOR ITEMS APRIL 2, TO MAY 4TH AND ITEMS FROM THE SCHOOL BOARD MEETING CONSENT CALENDAR.
>> SECOND. >> DR. RIEF WHO SECONDS MS. GREEN'S MOTION. SO FIRST WE WILL GO AHEAD AND VOTE TO ADOPT THE AMENDED -- THE AMENDMENTS.
ALL RIGHT. THAT WAS MOTION NUMBER ONE.
WE ALSO NEED TO VOTE TO ADOPT THE AGENDA AS AMENDED.
MOVING RIGHT ALONG, WE WILL GO AHEAD AND GO INTO OUR COMMUNICATIONS AND ADDRESSES TO THE BOARD.
[4. Principal of the Year: Michael Routhouska, William Ramsay Elementary School]
WE HAVE LOTS OF RECOGNITION TODAY AS WELL.WE ARE GONNA START WITH RECOGNIZING OUR WONDERFUL PRINCIPAL OF THE YEAR AND I HAVE TO SAY, I HAVE PROBABLY BEEN SINGING THIS PRINCIPAL'S PRAISES FOR AWHILE BECAUSE YOU CAN START TO SEE WHEN SOMEONE REALLY STARTS TO BUBBLE UP AND SHINE AND THEY ARE REALLY LOOKING AT THE PERSONALIZED SUPPORT FOR THEIR SCHOOL.
I WANT TO SAY A LITTLE ABOUT THE PRINCIPAL OF THE YEAR WHO IS MR. MICHAEL ROUTHOUSKA, THE PRINCIPAL OF WILLIAM RAMSAY ELEMENTARY SCHOOL.
[00:05:09]
HE BEGAN HIS CAREER IN EDUCATION AS AN ENGLISH TEACHER IN 2000 AT TC WILLIAMS. HE'S BEEN WITH US FOR MORE THAN 20 YEARS.HE HAS 20 YEARS EXPERIENCE AS A CLASSROOM TEACHER, SCHOOL ADMINISTRATOR.
HE IS AN EQUITY FOCUSED INSTRUCTION ALLEYEDER.
HIS FIRST YEAR AS PRINCIPAL HE WORKED WITH THE SCHOOL RUNNING A ROAD TO SUCCESS.
HE VALUES HIS STUDENTS AND HE VALUES HIS STAFF.
WHEN YOU GO TO THE SCHOOL, YOU CAN TELL THAT THE STAFF LOVE MR. ROUTHOUSKA. HE VALUES HIS SUPPORT PERSONNEL, AND HE WORKS CLOSELY WITH HIS SCHOOL'S BILINGUAL PARENT LIAISON, HIS PTA, HIS ENTIRE COMMUNITY.
HE IS KNOWN AS PASSIONATE AND PERSONABLE.
AND HE IS REALLY ALL ABOUT WHAT IS IN THE BEST INTEREST OF THE STUDENTS.
HE HAD A POSITIVE IMPACT AT WILLIAM RAMSAY ELEMENTARY SCHOOL.
AND IT IS TIME FOR THIS AWARD FOR MR. MIKE ROUTHOUSKA.
MR. ROUTHOUSKA, CAN YOU PLEASE STAND UP? [APPLAUSE].
>> HE SAID HE HAD NOTHING TO SAY.
THANK YOU AGAIN. I'M REALLY EXCITED ABOUT THIS PRINCIPAL OF THE YEAR.
YEAH. I'M GONNA GO ONE MORE APPLAUSE.
OF COURSE WE ALSO HAD OUR TEACHER OF THE YEAR.
[5. Teacher of the Year: Alexandra Bender, John Adams Elementary School]
OUR TEACHER OF THE YEAR THIS YEAR IS MS. ALEXANDRA BENDER FROM JOHN ADAMS ELEMENTARY SCHOOL.I HAD THE PLEASURE OF -- SO I HAD THE PLEASURE AND THE PRESSURE, LET ME TELL YOU, OF GOING AND SHARING IN THE RECOGNITION BEFORE ANYBODY COULD TALK ABOUT IT.
WHAT WAS REALLY AMAZING TO ME TO SEE IS THE JOY AND EXCITEMENT NOT ONLY FOR MS. BENDER, BUT FOR HER FAMILY.
THE TEARS WERE ROLLING, AND SO THERE WAS A LOT OF EXCITEMENT.
MS. BENDER IS A FIERCE ADVOCATE FOR THE NEEDS OF HER STUDENTS.
SHE HELPS THEM TO REALIZE THEIR OWN SUCCESS IN SCHOOL.
IN THE CLASSROOM MS. BENDER REINFORCES POSITIVE BEHAVIOR AND ENCOURAGES ACADEMIC PROGRESS AND FINDS WAYS TO CELEBRATE THE INDIVIDUAL TALENTS AND PERSONALITIES OF EACH OF HER STUDENTS.
HER KNOWLEDGE AND SKILLS HAVE ENABLED MS. BENDER TO EFFECTIVELY SUPPORT HER ENGLISH LANGUAGE LEARNERS WITH GRADE-LEVEL OBJECTIVES.
[00:10:02]
IN ART-INTEGRATED LEARNING.WITH THAT SAID, MS. BENDER, IF YOU COULD STAND TO BE RECOGNIZED.
[APPLAUSE]. AND I'M SEEING THE TEARS AGAIN.
ALL RIGHT. MS. GREEN SAYS SHE DOES PRESIDENT KNOW IF SHE LIKES THIS PACT. OKAY.
THIS NEXT LEADER WHO I AM ALWAYS SINGING HIS PRAISES TOO.
[6. National Distinguished Principal Award: Rene Paschal, Samuel Tucker Elementary School]
HE IS ACTUALLY MY BOSS AT ONE POINT, AND ONE OF THE THINGS I ALWAYS SAY ABOUT MR. PASCHAL, RENE PASCHAL IS THE QUIET GIANT.PEOPLE LISTEN TO HIM, AND YOU'LL NEVER HEAR HIM YELL, YOU'LL NEVER SEE HIM FRUSTRATED OR UPSET.
HE JUST HAS THIS ABILITY TO BRING PEOPLE ALONG.
AT ONE TIME WE AWARDED HIM FOR PRINCIPAL OF THE YEAR.
AND NOW HE RECEIVES THE NATIONAL DISTINGUISHED PRINCIPAL AWARD.
CAN WE PLEASE GIVE IT UP FOR MR.
PASCHAL? [APPLAUSE]. >> I AM GOING TO SAY SOME MORE WORDS.
YOU CAN COME UP. I AM GOING TO SAY SOME MORE WORDS ABOUT YOU.
MR. PASCHAL HAS MORE THAN 30 YEARS.
HE JOINED TUCKER IN 2011, AND HE ALWAYS CALLS HIMSELF THE LUCKIEST MAN ALIVE.
HE IS VERY MUCH KNOWN FOR HIS LEADERSHIP ABILITY.
EVERYONE KNOWS TUCKER OPERATES UNDER A MODIFIED CALENDAR.
HE HAS ALWAYS INCORPORATED A LOT OF INNOVATIVE PROGRAMMING INTO INTERCESSION AS FAR AS STEM AND A LOT OF THE -- EXCUSE ME, SUCCESSES OF TUCKER HAS BEEN RELATED TO MR. PASCHAL. FIVE YEARS AGO HE WAS INSTRUMENTAL IN OBTAINING THE U.S.
DEPARTMENT OF EDUCATION 21ST CENTURY AFTER SCHOOL LEARNING.
AND THEY RECOGNIZE AND CELEBRATE ELEMENTARY AND MIDDLE SCHOOL-LEVEL PRINCIPALS THAT SET A HIGH LEVEL FOR STUDENT ACHIEVEMENT, CHARACTER AND CLIMATE FOR STUDENTS AND FAMILIES AND STAFF IN THE COMMUNITY.
[00:15:05]
I THINK WE HAVE SEEN THAT FOR A LONGTIME NOW.THANK YOU, MR. PASCHAL. YOU DESERVE ALL OF THE AWARDS AND ACCOLADES.
[APPLAUSE]. >> OF COURSE HE IS.
THANK YOU SO MUCH FOR ALL OF THE TREMENDOUS LEADERS.
WE HAVE ONE MORE GROUP WE WOULD LIKE TO ACKNOWLEDGE THIS EVENING.
THAT WOULD BE OUR COMMUNICATIONS TEAM.
WAIT. DID I MISS ONE? >> NUMBER SEVEN.
>> YES. I DON'T HAVE THAT ON MINE.
I SKIPPED SOMETHING. I'M SORRY.
LET ME GO BACK. NEXT I HAVE -- OH YES.
[7. VAESP/NAESP National Outstanding Assistant Principal of the Year: Dr. Lauren Holthaus, Cora Kelly School for Math, Science and Technology]
HOW I DID MISS THIS ONE? OH MY GOODNESS. THEY ARE LOOKING AT ME LIKE, ARE YOU KIDDING ME? IT'S OKAY. I'M HUMAN TOO.DR. LAUREN HOLTHAUS, CAN YOU PLEASE STAND.
HOLTHAUS, I CAN'T BELIEVE I FORGOT.
OUR WONDERFUL VICE PRINCIPAL AT CORA KELLY SCHOOL.
HOLTHAUS, AND WHAT I FOUND IMPRESSIVE IS, AGAIN, THE DEDICATION, THE COMMITMENT TO HER WORK.
I DON'T KNOW HOW -- I AM NOT SURE HOW HAPPY YOU WOULD BE WITHOUT MS. HOLTHAUS. THESE TWO ARE A TEAM, LITERALLY.
MS. HOLTHAUS IS A VAESP, THE NATIONAL OUTSTANDING ASSISTANT PRINCIPAL OF THE YEAR. SHE GIVES HER ALL AND MOVES TO PROVIDE AN EQUITABLE EDUCATION FOR ALL STUDENTS AND DOES HER BEST TO ENSURE EVERY YEAR STUDENTS' ACADEMIC AND SOCIAL AND EMOTIONAL NEEDS ARE MET.
MS. HOLTHAUS, IF YOU CAN STAND ONE MORE TIME.
NOW, I HAVEN'T SKIPPED ANYONE.
I'M ON THE RIGHT PATH, RIGHT? SO AT THIS TIME I WOULD ACTUALLY LIKE FOR OUR COMMUNICATIONS TEAM TO COME FORWARD.
[8. NSBA Magna Award Recipient: The Identity Project]
[00:20:26]
ALL RIGHT.WE TALKED A LOT ABOUT THE IDENTITY PROJECT.
EVERYONE KNOWS THAT WE WENT THROUGH A PRETTY INTENSE PROCESS AROUND CHANGING MILLIONS OF SCHOOLS.
WHAT SOUNDS SO SIMPLE IS OFTEN VERY COMPLEX.
THIS TEAM RALLIED ALONG WITH THE SCHOOL BOARD AND WORKED TO FIGURE OUT A WAY THAT WE COULD DO THIS PROCESS WITH AS MUCH COMMUNITY INPUT, BUY IN AND SUPPORT AS POSSIBLE.
THE WORK ON THIS PROJECT ACTUALLY ALLOWED THE 2018/2021 SCHOOL BOARD TO RECEIVE A NATIONAL AWARD.
WE RECEIVED THAT NATIONAL AWARD FROM THE NATIONAL SCHOOL BOARD ASSOCIATION.
LET'S HAVE SOME APPLAUSE. [APPLAUSE].
MS. GREEN HAD THE OPPORTUNITY TO GO TO SAN FRANCISCO TO THE CONFERENCE TO ACCEPT THE AWARD ON BEHALF OF ALEXANDRIA CITY PUBLIC SCHOOLS AND WE WANTED TO MAKE SURE YOU WERE ALL RECOGNIZED BECAUSE YOU WERE THE KEY DRIVERS ON THE GROUNDWORK TO GET IT DONE.
IF YOU AREN'T FAMILIAR WITH THE IDENTITY PROJECT, IT IS A ROBUST STUDENT ENGAGEMENT PROCESS THAT LOOKED TO EXPLORE THE DIVISION'S HISTORY AND LOOK AT OUR PRESENT AND LOOK AT HOW WE NEEDED TO DEFINE OUR FUTURE.
IN KEEPING WITH A UNANIMOUS SCHOOL BOARD VOTE WE CHANGED THE NAMES OF TC WILLIAMS HIGH SCHOOL WHICH IS NOW ALEXANDRIA CITY HIGH SCHOOL AND NOW OAKBROOKS ELEMENTARY SCHOOL.
JUDGING FOR THE MAGNA AWARD LOOKED INTO WHETHER THEY SUPPORT THE PROGRAM MISSION AND THE SUSTAINABILITY OF THE PROGRAM AS WELL AS WHETHER IT COULD BE REPLICATED ELSEWHERE BY OTHER SCHOOL DIVISIONS.
WE PRESENT ABOUT IT AND THE QUESTIONS WE GET AFTERWARD ARE HOW CAN WE DO THIS? CAN YOU TELL US HOW TO DO THIS? IT IS EVERY TIME. WE GOT AN AWARD FOR THAT AND WE THANK YOU.
THERE IS NOT ONE THING THAT ANY ONE OF US DOES.
IT IS ALL OF US TOGETHER THAT MAKE THE DIFFERENCE.
ON BEHALF OF THE SCHOOL BOARD, WE ARE GIVING YOU A LITTLE SOMETHING TOO.
>> CONGRATULATIONS AND THANK YOU, EVERYONE.
IT IS NICE TO START OFF WITH A LOT OF CELEBRATION.
WE WILL SHIFT INTO PUBLIC COMMENTS.
[9. Public Comments]
[00:25:02]
JUST TO REVIEW OUR QUORUM FOR PUBLIC COMMENTS.THE SPEAKERS GET THREE MINUTES TO ADDRESS THE BOARD.
THE BOARD DOES NOT RESPOND TO PUBLIC COMMENTS IN THE BOARDROOM.
HOWEVER, IF THERE IS ANYTHING OF CONCERN, BOARD MEMBERS ARE ALWAYS APT TO FOLLOW-UP.
WITH THAT SAID, OUR FIRST IN PERSON PUBLIC COMMENTER IS LISA NADO, A COMMUNITY MEMBER.
IF YOU ARE IN THE ROOM, YOU CAN COME FORWARD.
MS. LISA MAVIL? HI. ARE YOU LISA? CAN YOU COME FORWARD TO THE PODIUM, PLEASE?
>> I WOULD BE HAPPY TO. THANK YOU VERY MUCH.
>> THANK YOU, ALEXANDRIA CITY PUBLIC SCHOOLS.
THANK YOU FOR THE CHANCE TO SPEAK.
BEFORE I DO IS THIS PROTOCOL TO BE AWARE OF?
>> YES. YOU HAVE THREE MINUTES.
>> THANK YOU. I APPRECIATE THAT.
DURING THE -- SEVERAL CADETS ACTUALLY ATTEND ALEXANDRIA CITY HIGH SCHOOL.
DURING THE FIRST MEETING, CORY BITTERMAN TOLD ME THE COMPANY ATAEO, HER AND HER HUSBAND JOHN BITTERMAN OPERATE WOULD SPONSOR THE MARKSMAN SHIP CLASS.
I HAVE BEEN INFORMED BY COMMANDER CAPTAIN STRAIGHT THAT THE EVENT HAD BEEN APPROVED.
I HAD NOT BEEN INFORMED AND NEITHER HAD OTHER PARENTS.
WHEN I WENT TO SPEAK WITH CORY BITTERMAN, THE PARENT AND OTHER PARENTS, MY EMAIL WAS BLOCKED.
LIKEWISE MY APPLICATION AS A SENIOR MEMBER WAS DENIED.
ALL OF THIS HAPPENED WHEN I BROUGHT THESE SAFETY CONCERNS TO LIGHT.
AND SO DESPITE MY CONCERNS TO POLICE, THE CIVIL AIR PATROL, THE AIR FORCE OIG, THE MARKSMAN SHIP CLASS TOOK PLACE. BECAUSE OF THE BITTERMAN'S DECEPTION AND THE CIVIL AIR PATROL'S LACK OF DISCLOSURE TO PARENTS AND TO OTHER SENIOR MEMBERS, THE TENNESSEE AGREEMENT BETWEEN THE NATIONAL CAPITOL CIVIL AIR PATROL SQUADRON AND THE ALEXANDRIA CITY HIGH SCHOOL BE TERMINATED.
THEIR DECEPTION PUTS ALL OF US AT RISK.
I REQUEST TO MAKE THE CAMPUSES SAFER.
GOOD EVENING AND THANK YOU FOR YOUR TIME.
NEXT UP WE HAVE MR. CARTER ROBERTS.
I'M NOT GONNA READ THIS OUT TO YOU ALL.
YOU CAN READ IT YOURSELF. I HAVE SOME PRESSING ISSUES.
THANK YOU AGAIN FOR YOUR TIME.
THANK YOU FOR ALLOWING ME TO SEE WHAT TIME I HAVE REMAINING.
I AM LONG WINDED. I WAS EDUCATED FOR 30 YEARS, BASKETBALL COACH.
[00:30:04]
THE REASON I AM SO ENTHUSIASTIC IS BECAUSE WE NEED TO MODEL THE BEHAVIOR WE WANT OUR KIDS TO EXHIBIT, OUR CHILDREN TO EXHIBIT, OUR ADMINISTRATORS AND TEACHERS.IF WE ARE WALKING IN WITH BLOOM AND DOOM AND DOING THIS, HOW DO YOU THINK THE KIDS ARE GONNA BE EXCITED ABOUT WHAT WE ARE -- THE INFORMATION WE GIVE THEM? SO I ASK YOU ALL -- BECAUSE I HAVE BEEN ASKING FOR A MINUTE.
YOU HAVEN'T BEEN LISTENING TO ME FOR THE LAST SEVEN YEARS SO I HAD TO ACT LIKE A FOOL, AS DR.
KING WOULD SAY, SOMETIMES YOU HAVE TO RAISE YOUR VOICE AS JESUS HAD TO DO IN THE COURTYARD.
HE HAD TO GO IN THERE WITH HIS WHIP AND WAKE SOME PEOPLE UP.
I HAVE BEEN WALKING UP HERE AND YOU ARE NEITHER HEARING IMPAIRED NOR ABSOLUTELY CRAZY.
WE HAVE A SERIOUS ISSUE OVER AT OUR HIGH SCHOOLS.
I'VE BEEN TOLD, AND IT'S BEEN CONFIRMED, THAT OUR SCHOOL SECURITY IS NOT ALLOWED TO INTERVENE IN BREAKING UP THE FIGHTS UNTIL AN ADMINISTRATOR ARRIVES.
THAT'S DANGEROUS. THAT IS ABSOLUTELY DANGEROUS.
AND I HAVE WITNESSES. THEY ARE SEEING THIS EVERY DAY.
WHAT DO WE NEED? WE NEED A KID TO GET HURT AGAIN? DO WE NEED A STAFF PERSON TO GET HURT AGAIN? HOW CAN YOU SAY YOU ARE ACTUALLY PROVIDING A SAFE ENVIRONMENT TO LEARN IF THE CHILDREN WHO ARE DISRUPTING THE LEARNING PROCESS KNOW THAT THERE AIN'T GONNA BE ANY CONSEQUENCES FOR THEIR ACTIONS? I CAN DO WHAT I DO.
BREAK SOMETHING. THEY BREAK SOMETHING.
WE JUST WANT AN ABILITY TO EDUCATE OUR KIDS.
IT STARTS FROM THE TOP WITH THE LEADERSHIP AT THE TOP.
THAT'S WHY I HAVE BEEN CALLING FOR A CHANGE IN THE LEADERSHIP.
THEY DON'T RESPECT OUR SUPERINTENDENT.
AND YOU ALL WILL SIT HERE AND THEN THE MID-TERM ELECTIONS ARE COMING UP AND WE ARE GOING TO LOSE THE MID-TERM ELECTIONS BASED ON WHAT WE DO HERE, THE ACTIONS AND NONACTIONS.
ROBERTS. >> BY THE WAY, MY MOTHER WALKED ACROSS THE BRIDGE AND WON THE AWARD FOR REGION FIVE.
YOU UNDERSTAND WHAT I'M SAYING?
SHE PLACED. >> CONGRATULATIONS.
ALL RIGHT. SO THERE ARE SOME WRITTEN COMMENTS SUBMITTED TO THE BOARD.
BOARD MEMBERS, MAKE SURE YOU LOOK AT THOSE.
THEY ARE RELATED TO EARLY CHILDHOOD LITERACY.
I DON'T SEE OUR STUDENT REPRESENTATIVES.
WE DON'T HAVE OUR STUDENT REPRESENTATIVES.
NEXT I WILL NEED A MOTION TO ADOPT THE CONSENT CALENDAR.
[Consent Calendar]
>> MADAM CHAIR, I MOVE TO ADOPT THE CONSENT CALENDAR.
>> SECOND. >> I HAVE MR. BAILEY WHO SECONDS THE MOTION.
>> THANK YOU. WE DO NEED TO GO INTO CLOSED SESSION SO I WILL NEED A MOTION FOR THAT.
[17. Closed Meeting]
[00:35:06]
>> MADAM CHAIR, I MOVE THAT THE BOARD CONVENE A CLOSED MEETING PURSUANT TO VIRGINIA CODE 2.2-3711, A3 FOR DISCUSSION OR CONSIDERATION OF THE ACQUISITION OF REAL PROPERTY FOR A PUBLIC PURPOSE OR OF THE DISPOSITION OF PUBLICLY HELD REAL PROPERTY FOR DISCUSSION IN AN OPEN MEETING WOULD ADVERSELY AFFECT THE BARGAINING POSITION OR NEGOTIATING STRATEGY OF THE BOARD AND, MADAM CHAIR, I MOVE IT BE A CLOSED MEETING FOR DISCUSSION OR CONSIDERATION OF THE INVESTMENT OF PUBLIC FUNDS WHERE COMPETITION OR BARGAINING IS INVOLVED AND WHERE IF MADE PUBLIC WOULD ADVERSELY AFFECT THE FINANCIAL INTERESTS OF THE BOARD.
AND, MADAM CHAIR, I MOVE THE BOARD CONVENE PURSUANT TO 2.2-3711, A29 FOR THE DISCUSSION OF THE AWARD OF THE PUBLIC CONTRACT INVOLVING THE EXPENDITURE OF PUBLIC FUNDS INCLUDING INTERVIEWS, BIDDERS OR OFFERS AND DISCUSSION OF THE TERM OR SCOPE OF SUCH CONTRACT WHERE DISCUSSION IN AN OPEN SESSION WOULD ADVERSELY AFFECT THE BARGAINING POSITION OR NEGOTIATING STRATEGY OF THE BOARD.
RIEF THAT SECONDS MS. GREENE'S MOTION. YOU CAN GO AHEAD AND VOTE.
OKAY WE WILL GO TO CLOSED SESSION AND WE WILL RETURN.
ALL RIGHT. MADAM VICE CHAIR CAN YOU PLEASE CERTIFY THE CLOSED SESSION.
[18. Certification of Closed Meeting]
>> PURSUANT TO VIRGINIA CODE 2.2-3712, THE BOARD CERTIFY TO THE BEST OF EACH MEMBER'S KNOWLEDGE ONLY PUBLIC BUSINESS MATTERS IDENTIFIED IN THE MOTION BY WHICH A CLOSED MEETING WAS CONVENED AND UNLAWFULLY EXEMPTED FROM THE FREEDOM OF INFORMATION ACT WERE DISCUSSED IN A CLOSED BOARD MEETING ON MAY 5TH, 2022.
>> MR. BAILEY SECONDED MS. VICE CHAIR'S MOTION.
CAN WE HAVE A VOTE? THANK YOU. ALL RIGHT.
SO MOVING RIGHT ALONG IN THE AGENDA WE WILL START ON OLD BUSINESS THIS EVENING.
[19. Middle School Project Mathematics Pathways]
FIRST UP WE WILL HAVE A DISCUSSION ON THE MIDDLE SCHOOL PROJECT MATHEMATICS PATHWAYS.AT THIS POINT I WILL ACTUALLY TURN IT OVER TO DR.
MANN. >> GOOD EVENING, MADAM CHAIR, VICE CHAIR AND MEMBERS OF THE BOARD.
I AM DELIGHTED TO INTRODUCE THIS UPDATE TO YOU THAT WILL BE LEAD BY DR.
WE THANK YOU FOR THIS OPPORTUNITY.
IT IS GREAT TO BE HERE AGAIN THIS EVENING WITH YOU.
WE KNOW THE VIRGINIA DEPARTMENT OF EDUCATION MENTIONED CHANGING MATHEMATICS PATHWAYS SECONDARY AND THAT CAUSED A LOT OF ANGST IN THE COMMUNITY. WE WILL PROVIDE THE BOARD AN UPDATE ON WHERE IT IS AND THE NEW STANDARDS IN MATH AND WHAT IS THE ACTUAL SUBCOMMITTEE THEY HAVE BEEN WORKING ON AND WE WILL PROVIDE YOU AN UPDATE ON WHAT OUR MATH TEAM HAS BEEN WORKING ON FOR THE LAST TWO YEARS. ONE THING YOU WILL SEE BETWEEN THIS PRESENTATION AND THE NEXT ONE IS HOW DO WE REALLY LIVE OUT SYSTEMATIC ALIGNMENT.
I AM HAPPY TO BE HERE WITH DR.
FINNEY, OUR ESTEEMED PRINCIPAL AND OUR MATH SPECIALIST SUSAN, AND ESTEEMED TEACHER, JENNIFER
[00:40:02]
TUTUSKA. AT THIS TIME I WILL TURN IT OVER.>> THANK YOU FOR THAT INTRODUCTION, DR.
THIS EVENING WE WILL COVER THE FOLLOWING QUESTIONS.
WHAT ARE ALEXANDRIA CITY PUBLIC SCHOOLS CURRENT MIDDLE SCHOOL MATHEMATICS PATHWAY, WHAT IS THE VDOE IN THE MATHEMATICS PATHWAY AND STANDARDS? WHAT STEPS HAVE THEY TAKEN TO ADDRESS MATHEMATICS? WHAT HAS THE TEAM DONE.
YOU CAN SEE OUR MIDDLE SCHOOL MATH PATHWAYS.
STUDENTS BEGIN IN THE 6TH GRADE AND ENROLLED IN MATH 6, HONORS MATH 6 OR HONORS MATH 7.
BY 8TH GRADE YOU CAN SEE THE STUDENTS ARE PARTICIPATING IN THE HIGH SCHOOL COURSES OF ALGEBRA 1 OR GEOMETRY AND THEY CAN APPLY TO ANY OF THE ALEXANDRIA SPECIALIZED PROGRAMS. SO NOW I WILL TURN IT OVER TO THE MATHEMATICS PATHWAY TEAM AND YOU CAN GIVE AN OVER VIEW.
I AM EXCITED TO BE HERE WITH YOU THIS EVENING TO TALK TO YOU ABOUT OUR MATHEMATICS PROGRAM.
IT IS CURRENTLY ALIGNED TO THE 2016 MATH STANDARDS OF LEARNING.
THEY ARE BEING REVISED BY VDOE AND UNDER REVIEW DURING THE NEXT SCHOOL YEAR.
THE FINAL ADOPTION OF THE STANDARDS WILL OCCUR IN SEPTEMBER OF 2023.
WE WILL THEN WORK TO INCORPORATE THE NEW STANDARDS INTO THE WRITTEN CURRICULUM.
THE FULL IMPLEMENTATION AND ASSESSMENT OF THE 2023 STANDARDS WILL OCCUR DURING 2025.
THE FIRST COURSE, A DATA SCIENCES COURSE, WAS PRESENTED AS A LIMITED PILOT.
NEXT IS OUR COMPREHENSIVE K-12 MATHEMATIC INSTRUCTIONAL FRAMEWORK OF A LESSON.
THROUGHOUT THE LESSON TEACHERS USE A VARIETY OF INSTRUCTIONAL STRATEGIES TO ALLOW STUDENTS TO EXPLORE MATH CONTENT AND DEVELOP CONFIDENCE AS DEVELOPING SKILLS.
STUDENT UNDERSTANDING IS MONITORED AND ADJUSTS INSTRUCTION.
LESSONS ARE CLOSED WITH STUDENT REFLECTIONS.
NEXT I WOULD LIKE TO SHARE THE WORK CURRENTLY HAPPENING AROUND MATHEMATICS.
OUR WORK IS FOCUSED ON TWO AREAS, ADDRESSING THE IMMEDIATE NEEDS CREATED BY THE PANDEMIC AND A LONG-TERM PLAN FOCUSED ON EQUITY MATHEMATIC AND INSTRUCTIONAL EXCELLENCE ALIGNED TO OUR STRATEGIC PLAN.
THIS SLIDE PROVIDES THE GUIDANCE ON MEETING THE IMMEDIATE PANDEMIC-RELATED NEEDS.
THE FIRST IS A FOCUS ON GRADE LEVEL CONTENT.
IT HAS BEEN INCORPORATED INTO OUR PROFESSIONAL LEARNING FOR THE PAST TWO SCHOOL YEARS.
THE NEXT SLIDE LOOKS AT OUR ON GOING PLAN AND EQUITY IN MATHEMATICS THE FIRST STEP IS THE DEVELOPMENT OF A MATH TEAM THAT INCLUDES AN ADMINISTRATOR FROM EVERY SCHOOL AND A MATH INSTRUCTIONAL COACH AND INTERVENTIONIST OR TEACHER LEAD FROM EVERY SCHOOL AND REPRESENTATIVES FROM SPECIALIZED INSTRUCTION.
WE ARE LOOKING AT CATALYZING A CHANGE IN MATHEMATICS.
WE HAVE DEVELOPED A PLAN TO IMPLEMENT THE RECOMMENDATIONS IN ACPS.
THE FIRST RECOMMENDATION IS TO BROADEN THE PURPOSES OF LEARNING MATH.
[00:45:02]
WE WANT STUDENTS TO USE MATH AS A WAY TO COMPREHEND AND CRITIQUE THE WORLD AND GIVEN AN OPPORTUNITY TO EXPERIENCE THE JOY AND WONDER OF MATH.THE SECOND RECOMMENDATION IS TO CREATE EQUITABLE STRUCTURES IN MATHEMATICS.
THE THIRD RECOMMENDATION IS TO IMPLEMENT EQUITABLE INSTRUCTION.
WE WILL WORK TO IMPROVE TIER1 INSTRUCTION AND TEACHING PRACTICES THAT WILL PROVIDE ALL STUDENTS ACCESS TO AND ENGAGEMENT WITH HIGH-QUALITY INSTRUCTION AND NURTURING STUDENTS' MATHEMATICAL IDENTITY.
THE FOURTH RECOMMENDATION IS TO DEVELOP DEEP MATHEMATICAL UNDERSTANDING.
OUR FOCUS IS WORKING WITH STUDENTS TO EMPHASIZE REASONING, SENSE MAKING AND AN UNDERSTANDING OF MATHEMATICAL RELATIONSHIPS OVER MEMORIZING ALGORITHMS AND APPLYING PROCEDURES OUT OF CONTEXT.
OUR CURRENT WORK WAS SHARED WITH THE MIDDLE SCHOOLWORK GROUP AND DR.
>> THANK YOU AND GOOD EVENING.
I AM PLEASED TO SHARE WITH YOU AN UPDATE FROM THE PROGRESS OF THE MIDDLE PROJECT MATH COMMITTEE.
ACPS DATA AND PROFESSIONAL RESEARCH.
TO DATE THE MATH COMMITTEE HAS RESEARCHED MATHEMATICS TEACHING PRACTICES AND TEACHING PRACTICES.
A SUMMARY OF THE COMMITTEE FINDINGS FOR MATHEMATICS TEACHING PRACTICES INCLUDES ESTABLISHING MATHEMATICS CLOSE TO FOCUS ON LEARNING AND ESTABLISHES CLEAR GOALS IN MATHEMATICS STUDENTS ARE LEARNING AND SITUATES GOALS IN THE LEARNING PROGRESSION AND USES THE GOALS TO GUIDE INSTRUCTIONAL DECISIONS.
TWO EXAMPLES OF AREAS THE COMMITTEE HAS RESEARCHED FOR EQUITABLE TEACHING PRACTICES INCLUDES ESTABLISHING LEARNING PROGRESSIONS THAT BUILD STUDENT MATHEMATICAL UNDERSTANDING, INCREASE THEIR CONFIDENCE AND SUPPORT THEIR MATHEMATICAL IDENTITIES AS DOERS OF MATH AS WELL AS ESTABLISHING HIGH EXPECTATIONS TO ENSURE THAT EACH AND EVERY STUDENT HAS THE OPPORTUNITY TO MEET THEIR MATH GOALS.
AS THE COMMITTEE WORK IS STILL IN PROGRESS, WE WILL NOTICE THE LAST COLUMN IS STILL BLANK.
COORDINATION OF THE MATH COMMITTEE RECOMMENDATIONS WITH THE TAG LOCAL PLAN.
ESTABLISHING A TIMELINE FOR IMPLEMENTATION WHICH WILL TAKE PLACE WITHIN THE MONTH OF MAY, AND CONTINUOUSLY GATHERING FEEDBACK FROM STAKEHOLDERS AND EXPERTS IF THE FIELD WHICH WILL CONTINUE INTO NEXT SCHOOL YEAR.
AND AT THIS TIME I WILL TURN IT BACK OVER TO DR.
MANN FORECLOSING QUESTIONS OR COMMENTS.
>> THANK YOU, EVERYONE. I WILL TURN IT OVER TO BOARD MEMBERS FOR ANY QUESTIONS.
ALL RIGHT ASHLEY SIMPSON BAIRD.
>> I WANTED TO FOLLOW-UP WITH A MORE SPECIFIC QUESTION, BUT I'M CURIOUS IF YOU COULD TELL ME A BIT MORE INFORMATION ABOUT WHAT'S BEING DONE SPECIFICALLY TO ADDRESS UNFINISHED LEARNING IN MATHEMATICS.
>> DO YOU WANT TO TAKE THAT ONE?
>> SURE. VOE HAS BEEN GREAT AT PROVIDING RESOURCES AND GUIDANCE FOR ADDRESSING UNFINISHED LEARNING.
AND REALLY BY USING WHAT WE CALL JUST IN TIME INSTRUCTION VERSUS JUST IN CASE INSTRUCTION.
SO THAT'S MAKING SURE THAT WE ARE -- INSTEAD OF STOPPING INSTRUCTION BEFORE EVERY UNIT TO JUST AUTOMATICALLY ADDRESS WHAT WE ASSUME IS A LEARNING GAP, TO REALLY IDENTIFY SPECIFIC GAPS AND ADDRESS THOSE THROUGH THE GRADE LEVEL CONTENT.
SO THEY HAVE PROVIDED US ASSESSMENTS WHICH ARE INCORPORATED INTO OUR CURRICULUM FOR EVERY SINGLE STANDARD THAT ALLOW OUR TEACHERS TO REALLY USE THE FORMATIVE ASSESSMENT TO DETERMINE WHAT THE SPECIFIC STUDENT NEEDS ARE AND GUIDANCE ON HOW TO INCORPORATE THAT AND ADDRESS THAT WHILE YOU'RE TEACHING GRADE LEVEL CON AT THE PRESENT
[00:50:08]
TIME AT THE SAME TIME.AND THANK YOU FOR THE PRESENTATION.
CAN YOU PULL UP SLIDE NUMBER SEVEN, PLEASE? I GUESS IT IS THE NEXT SLIDE.
THANK YOU FOR TALKING ABOUT THE VDOE TIMELINE TO UPDATE THE STANDARDS.
YOU KNOW, SO JUST TO KIND OF TAKE A STEP BACK, I KNOW -- I HEARD ABOUT THE VIRGINIA MATH PACT INITIATIVE AND THAT WAS SOMETHING THE GOVERNOR KIND OF ENDED WITH HIS EXECUTIVE ORDER ONE.
I WAS REALLY TRYING TO DIG IN AND UNDERSTAND WHAT THAT WAS ABOUT.
IT SEEMED LIKE IT WAS JUST ANOTHER EDUCATION ISSUE UNFORTUNATELY GETTING PAW LIT SIZED.
I THINK THERE IS A LOT OF MISINFORMATION OUT THERE.
IT'S THE WORLD'S LARGEST MATHEMATICS ORGANIZATION THAT THEY PUBLISHED A SERIES CALLED CAT TAU LIESING CHANGE -- CATALYZING CHANGE AND IT IS HOW TO UPDATE AND MODERNIZE THE MATH CURRICULUM WHICH FROM WHAT I READ QUAN DAY TIFF READING WITH THE TECHNOLOGY GROWTH AND UTILIZING SOME OF THE RESEARCH-BASED STRATEGIES FORGETTING ALL OF OUR STUDENTS MORE PROFICIENT IN MATH.
I APPRECIATE YOU WALKING THROUGH THE SLIDES, BUT MAYBE IN A LAYPERSON'S TERMS YOU CAN TALK ABOUT SOME OF THE PROFESSIONAL LEARNING, LIKE WHO ENGAGE I HAD IN THAT AND KIND OF WHAT WERE SOME OF THE TAKE AWAYS THAT YOU HAD FROM THAT?
>> DO YOU WANT TO TAKE THAT QUESTION?
THIS FIRST YEAR WAS KIND OF ENGAGING DIVING DEEP INTO THE BOOK AND LOOKING AT RECOMMENDATIONS TO FIGURE OUT WHAT THE NEXT STEPS ARE TO TURN AROUND THIS TRAINING TO OUR TEACHERS AT THE SCHOOL LEVEL.
WE EXAMINED EACH OF THE KEY RECOMMENDATIONS AND KIND OF LOOKED AT WHERE ARE WE AT IN ACPS? WHAT IS OUR STATUS AS IT RELATES TO THOSE RECOMMENDATIONS AND THEN THE NEXT STEPS AS FAR AS WHAT WE NEED TO DO WITH EQUITABLE DEVELOPMENT AND WHICH STRUCTURES ARE NOT EQUITABLE THAT WE MAY NEED TO DISMANTLE.
AND WE WERE GOING THROUGH ONE BY ONE.
WHAT ARE YOUR NEXT ACTION STEPS? WE WILL TAKE THOSE PLANS AND WORK INTO THE SCHOOL IMPROVEMENT PLANS.
>> GREAT, THANKS. AND ONE MORE FOLLOW-UP QUESTION.
I SAW THAT THE DRAFT PLAN OF THE STANDARDS OF LEARNING, THE NEW MATH STANDARDS OF LEARNING WILL BE COMING OUT IN THE FALL. I THINK IT WAS ON THE MEMO, YOU SAID THIS GROUP WAS GOING TO BE WORKING FOR THE NEXT FOUR MONTHS TO COME BACK WITH RECOMMENDATIONS.
I WAS JUST WONDERING HOW YOU'RE THINKING THAT'S GONNA -- THOSE THINGS ARE GONNA COME TOGETHER.
CAN YOU GIVE US A LITTLE MORE ABOUT HOW YOU ARE THINKING ABOUT THE TIMELINE?
THANK YOU, DR. RIEF, FOR THE QUESTION.
AND YOUR PREVIOUS QUESTION, THE MATH TEAM ACTUALLY HAS A PROPOSAL IN THAT I NEED TO SEND TO DR.
LOOK FOR THAT. I WILL PUT THAT OUT NOW.
TO ANSWER YOUR QUESTION, ONE THING WE HAVE BEEN, EVEN FOR THE NEXT PRESENTATION, THE RECOMMENDATION IT SEEMS FROM THE SUBCOMMITTEES THAT PEOPLE REALIZE WE MAY NEED MORE TIME.
WE KNOW THERE ARE CERTAIN THINGS THE MATH TEAM CAN MAKE RECOMMENDATIONS ABOUT EQUITABLE INSTRUCTION.
[00:55:06]
FOR THE VDOE TO RELEASE THAT INFORMATION.WE WILL FIND OUT IN THE NEXT COUPLE WEEKS FROM EACH OF THE GROUPS IF THEY WOULD LIKE MORE TIME.
SO WE HAVE REACHED OUT TO THE DEPARTMENT OF ACCOUNTABILITY TO -- AND OUR COMMUNICATIONS TEAM ON THE BEST WAY TO INTERACT WITH OUR FAMILIES AND STUDENTS TO GET THAT INFORMATION.
SO WE MAY HAVE SOME RECOMMENDATIONS FOR THE BOARD BEFORE THE SCHOOL YEAR CLOSES OUT, BUT ONE OF THE MAIN RECOMMENDATIONS MAY BE FROM THIS GROUP AND ALSO FROM THE TAG GROUP THAT WE WOULD LIKE MORE TIME TO MAKE SURE THAT WE FULLY FLUSH OUT THE RECOMMENDATIONS AND ALSO DEVELOP TIMELINES.
AND I GUESS I DO HAVE CONCERNS ABOUT SHARING IT OUT TO.
NOW THERE IS A LITTLE MISINFORMATION OUT THERE AND CHANGE CAN BE CHALLENGING FOR FOLKS.
SO THINKING ABOUT HOW WE ROLL OUT AND SHARE WITH OUR FAMILIES IS AN IMPORTANT POINT.
THANK YOU SO MUCH FOR THE WORK.
IT'S VERY EXCITING. >> THANK YOU.
SO I ACTUALLY HAVE TWO QUESTIONS.
I'M GONNA START OUT WITH SOMETHING REALLY FUNNY BECAUSE I HAD A MOMENT UP HERE.
YOU KNOW WHEN YOU HEAR SOMEBODY START TALKING, AND I CAN'T SEE A FACE, BUT I'M HEARING THE VOICE.
I'M LIKE, WHO IS THAT? WHY DOES THAT SOUND FAMILIAR.
THAT WAS VERY STRANGE. I'M LIKE, MS. TUTUSKA. THAT'S WHY IT FEELS WEIRD.
MANN TOO. IT WAS WEIRD TO HAVE THEM TOGETHER.
IT IS LIKE A LITTLE FAMILY REUNION.
WEIRD. MY QUESTION IS ABOUT THE WORK.
WE ARE DOING WORK ON PROJECT-BASED LEARNING.
I GUESS I'M THINKING ABOUT THIS IS A SHIFT AND WE ARE LOOKING AT PROJECT-BASED LEARNING AS A SHIFT.
HOW ARE WE THINKING ABOUT SORT OF INTEGRATING THAT SHIFT INTO THE MATH WORK? AND MY SECOND QUESTION IS AROUND MATH SOLUTIONS.
ONE OF THE THINGS WE ALWAYS TALKED ABOUT BECAUSE I SAW THE POINT ABOUT BUILDING CONFIDENCE IN KIDS, AND ONE OF THE THINGS MATH SOLUTIONS HAS ALWAYS TALKED ABOUT THAT I THOUGHT WAS POWERFUL IS THIS COMPONENT OF TEACHERS NOT BEING CONFIDENT MATHEMATICIANS AND THE IMPACT THAT THEN HAS ON STUDENT CONFIDENCE IN MATH.
SO ARE WE THINKING ABOUT AS WE, YOU KNOW, BUILD ALL OF THIS TO MOVE FORWARD -- ARE WE THINKING ABOUT BUILDING OPPORTUNITIES FOR TEACHERS TO REV UP THEIR CONFIDENCE IN TEACHING MATHEMATICS TO HAVE THAT SPILL OVER TO OUR STUDENTS? THOSE ARE TWO MAYBE KIND OF BIG QUESTIONS.
I WANTED TO RESPOND TO THE QUESTION ON PROFESSIONAL LEARNING.
WE SHOULD TALK ABOUT THAT, BUT YOU CAN GO FIRST.
>> EVERYONE ACTUALLY WILL BE INVOLVED AT SOME POINT.
PBL AND OUR EBBING WIT BELIEVE A -- AND OUR EQUITABLE INSTRUCTION IS INVOLVED.
WE ARE TALKING ABOUT COMMON AND SHARED PATHWAYS AND THE MATHEMATICAL UNDERSTANDING.
WE THINK ABOUT PROJECT-BASED LEARNING AND WE WENT THROUGH THIS, DR.
WE WERE DOING MATH. WE WERE DOING COORDINATE PLAINS, BUT WE WEREN'T -- WE ALL REMEMBER DOING MATH.
IT WAS GO DO 10 PROBLEMS AND DO EVERYTHING ELSE.
WE ACTUALLY LEARNED THE COORDINATE PLANS.
MADAM CHAIR, I KNOW YOU ARE PART OF THE HIGH SCHOOL TEAM AND IT FITS NICELY WITH EVERYTHING WE ARE TRYING TO DO TO MAKE SURE THE STUDENTS DEVELOP A DEEPER UNDERSTANDING AND WORK WITH SOMEONE WE ALL KNOW AND AN EXAMPLE OF TEAMWORK TONIGHT.
WE ARE EXCITED ABOUT AND HOW IT PARALLELS NICELY.
ONE OF THE THINGS WE KNOW LIKE DR.
[01:00:02]
RIEF SAID, HOW DO WE COMMUNICATE THIS SO THE TEACHERS SEE IT IS A BRAID AND HOW DO WE PUT IT TOGETHER TO SEE THAT THIS WILL HELP SO WE DON'T HAVE TO WORRY ABOUT THE DAYS WHERE IF WE ALL RAISED OUR HANDS HOW MANY OF US LIKE MATH? MANY PEOPLE FEEL COMFORTABLE TO RAISE THEIR HAND AND SAY THEY DON'T.WE CAN DEVELOP WHERE THE PERSON SAYS, YES, I CAN DO MATH.
I DON'T NECESSARILY WANT TO DO A QUADRATIC EQUATION, BUT I CAN DO MATH.
I CAN START TO SEE THE JOY IN IT.
WE JUST SAW THE OTHER DAY ABOUT THIS CONCEPT OF -- THE TRADITION THAT MATH HAS BEEN A GATE KEEPER, RIGHT, FOR SO MANY STUDENTS NOT BEING ABLE TO ACCESS PARTICULARLY ALGEBRA BY 8TH GRADE.
WHAT WE TALKED ABOUT, HOW DO WE CONTINUE TO ENHANCE THE MATHEMATICAL SKILL SET OF THE TEACHER, AND WHAT DOES THAT LOOK LIKE AND HOW DO WE ENDORSE THAT? I KNOW SUZANNE CAN SPEAK MORE ABOUT THAT, BUT WE DISCUSSED THE CONCEPT OF BADGING FOR OUR TEACHERS TO REALLY BE ABLE TO INCREASE THEIR SKILL SET AND THEIR CONFIDENCE, PARTICULARLY WITH SOME OF THESE CHANGES.
WE ALSO DISCUSSED THE NOTION OF THE STUDENT.
WE CAN PROVIDE THE PROFESSIONAL LEARNING FOR THE TEACHER AND WE CAN ENGAGE IN THE BADGING.
AND THE THIRD PART OF THAT, DR.
RIEF, YOU MAY HAVE ELUDED TO THAT, BUT IT IS WHAT WE DO FOR OUR PARENTS.
EVERYONE IS LEARNING AND GROWING AT THE SAME TIME.
THIS IS A PART OF THE WORK THAT THIS TEAM IS DOING.
AND WE CERTAINLY WILL BE HAPPY TO BRING ELEMENTS OF THAT BACK TO THE SCHOOL BOARD.
WE JUST HAVE TO FIGURE OUT WHAT THE PATH FORWARD IS.
THAT'S THE GOAL. AND SO AS WE SHIFT ALL OF OUR PRACTICES IT APPLIES TO MATH AS WELL.
THANK YOU, EVERYONE, FOR THAT.
WE CAN MOVE ON TO THE TAG LOCAL PLAN.
I AM BRINGING UP THE PRESENTATION.
[20. Talented and Gifted Local Plan]
GOOD EVENING, AND IT IS MY PLEASURE TO BE HERE WITH DR.MILNER, THE DIRECTOR OF OUR TALENTED AND GIFTED ADVANCED ACADEMICS OFFICE.
AND WE HAVE A SPECIAL GUEST WITH US TONIGHT, THE PRINCIPAL OF MT.
SHE WILL TELL YOU IN A COUPLE MINUTES, THE PROUD PRINCIPAL OF MT.
TONIGHT WE WANT TO BRING AN UPDATE TO THE BOARD WHERE THE TAG STEERING COMMITTEE IS AND THE RECOMMENDATIONS ARE BROAD RECOMMENDATIONS TODAY.
MILNER WILL GO OVER WITH YOU TODAY, WE ARE TAKING A DIFFERENT APPROACH TO THIS PLAN, AND WE WILL TELL YOU WHAT THE STATE'S REQUIREMENTS ARE FOR THE LOCAL SCHOOL DIVISIONS WHEN IT COMES TO THEIR PLAN FOR THE GIFTED.
AND THEN ALSO SOME OF THE NEXT STEPS FOR THE WORK.
SO AS WE CONTINUE TO GO THROUGH AND OUR FIRST RECOMMENDATION IS A BIG CHANGE FOR US.
AND WE KNOW WE HAVE DISPROPORTION NALT IN IDENTIFICATION.
BEING A STUDENT WHETHER IT BE CHANGES TO ADVANCED ACADEMIC SERVICES OR STAYED WITH TALENTED AND GIFTED, THOSE ARE NOT BAD THINGS. HOW DO WE PUT IN PROCESSES AND BREAK DOWN STRUCTURES SO WE CAN HAVE OUR TALENTED AND GIFTED CURRENTLY TITLE LOOK LIKE ACPS.
[01:05:08]
THAT'S THE WORK OF THE COMMITTEE, AND THEY HAVE A LOT MORE WORK TO DO.AT THIS TIME I WILL TURN IT OVER TO ASHLEY.
DIFFERENT PRESENTATION. I AM DOING THE ESSENTIAL QUESTIONS FOR THIS ONE.
WE HAVE THREE ESSENTIAL QUESTIONS THIS EVENING.
WHAT ARE THE GUIDE LINTS FROM THE VDOE FOR DEVELOPING A LOCAL PLAN? WHAT ARE THE KEY RECOMMENDATIONS MADE BY THE TAG WORKING GROUP, AND WHAT ARE THE NEXT STEPS FOR THE STEERING COMMITTEE? AT THIS TIME I WILL TURN IT OVER TO DR.
MILNER. >> THANK YOU SO MUCH, DR.
WE WILL LOOK FORWARD THE PROGRESS UNDERWAY FOR THE DRAFTING COMMITTEES AND WE WILL PRESENT FOUR RECOMMENDATIONS FOR THE LOCAL PLAN DEVELOPED AND APPROVED BY THE LOCAL COMMITTEE.
THE ROLE OF VDOE IS TO ALLOW A STATE TECHNICAL REVIEW COMMITTEE.
THE MOST RECENT STATE TECHNICAL REVIEW WAS IN THE 2021-22 SCHOOL YEAR.
SOME AREAS OF ACCOMMODATION INCLUDE USE OF MULTIPLE CRITERIA USING THE IDENTIFICATION PROCESS, TAX SCREENING COMMITTEE WITH MULTIPLE STAKEHOLDERS, A DETAILED PLAN FOR NOTE LOCATION OF SERVICES.
SOME AREAS OF GROWTH WE RECEIVE INCLUDE PROVIDING CLARIFICATION ON WHO PROVIDES SERVICES FOR IDENTIFIED STUDENTS, TWO, SPECIFIC CURRICULUM AND INSTRUCTIONAL STRATEGIES THAT FOCUSES ON ISSUES, THEMES AND LARGE CONCEPTUAL LEARNING.
THE FIRST RECOMMENDATION THAT CAME FROM ALL OF OUR STEERING COMMITTEE AS WELL AS REQUESTING THE LARGER SCHOOL COMMITTEE IS TO CHANGE THE NAME FROM TALENTED AND GIFTED TO ADVANCED ACADEMIC SERVICES.
MANN SAID BEFORE. IT IS A CORNER STONE FOR PROGRAM PLANNING.
I WILL NOW TURN THE PRESENTATION OVER TO ONE OF OUR WORKING COMMUNITY MEMBERS, MT.
I AM LIZA BURRELL, THE PROUDEST PRINCIPAL OF THE MT.
VERNON COOL AND A MEMBER OF THE VIRGINIA ADVISORY COMMITTEE FOR THE GIFTED.
OVER THE COURSE OF THE SCHOOL YEAR, THE STEERING COMMUNITY HAS ENGAGED IN THOROUGH DISCUSSIONS REGARDING ACPS SERVICES DEGREE MODEL. THE COMMITTEE PROPOSED IS A SECOND RECOMMENDATION WHICH IS TO DEVELOP A CONTINUUM OF SERVICES MODEL, SIMILAR TO THE ACPS MULTI-TIERED SYSTEM OR MTSS.
IF YOU LOOK AT THIS DIAGRAM, YOU WITH I WILL SEE A CONTINUUM THAT INCLUDES INTENSIVE SUPPORT AND SUPPLEMENTAL SUPPORT.
IT IS IN ALIGNED WITH THE DISTRICT CURRICULUM AND GRADE LEVEL CONTENT WITH INTENSIVE OR SUPPLEMENTAL SUPPORT.
IT IS A DESIGN FOR STUDENTS WHOSE NEEDS ARE A CHALLENGE OR NEED ADDITIONAL SUPPORT.
THERE ARE INSTRUCTIONAL CHALLENGES.
OUR LEVEL OF SERVICES IN THE TAG PROGRAM ARE BEING DETERMINED.
THE ULTIMATE GOAL IS TO EXPAND OUR NOTION OF ADVANCED SERVICES TO DISCUSS DIFFERENT TIERS OR INSTRUCTIONAL RIGOR BASED ON STUDENT PERFORMANCE DATA AND DURATION, FREQUENCY AND INTENSITY OF SERVICES.
[01:10:08]
LIMITED TO, CRITICAL AND CREATIVE THINKING FOR ALL STUDENTS AND YOUNG SCHOLARS.WE WILL EXAMINE THE WAY SERVICES WILL BE DELIVERED INCLUDING PUSH IN AND PULL OUT MODEL.
THE CONTINUUM SERVICE MODEL SIMILAR TO MTSS LOOKS TO MEET THE NEEDS OF THE ADVANCED LEARNER AND THE DEVELOPMENT APPROACH TO FIND AND NURTURE HIGH ABILITY STUDENTS FROM HISTORICALLY UNDERREPRESENTED POPULATIONS.
BASED ON THE COMMENDATIONS, THE ACPS PLAN NEEDS TO EXPAND SERVICES TO ALL STUDENTS WHICH WILL ADDRESS SOME OF THE -- WILL ACCESS AN OPPORTUNITY WITHIN THE GIFTED PROGRAM.
WE ARE COMMITTED TO CHANGE THE DISPROPORTION NALT BY FOCUSING ON THE TALENT DEVELOPMENT MODEL THAT INCLUDES INSTRUCTION.
THE TAG COMMITTEE HAS UPDATED THE PHILOSOPHY AND DEFINITION OF GIFTED.
THE FOCUS ON SERVICES OVER IDENTIFICATION.
THIS WORK HAS BROUGHT OVER MUCH DISCUSSION AND RESEARCH ON HOW TO BEST SERVE OUR STUDENTS? ACPS. THE RECOMMENDATION IS TO ENSURE ACCESS TO INSTRUCTIONAL RIGOR TO ALL STUDENTS THROUGH TIER ONE INSTRUCTION.
ALL THESE STUDIES ARE FOR A TALENTED NEW MODEL.
WE UNDERSTAND THE IMPORTANCE OF INSTRUCTIONAL LEARNING IN THE CLASSROOM.
IN ADDITION TO THE ADOPTION OF THESE STRATEGIES WE PROPOSE THAT TEACHERS AND SCHOOL LEADERS WOULD RECEIVE PROFESSIONAL LEARNING TO ENSURE ALL ACPS STUDENTS HAVE ACCESS TO RIGOR ON A REGULAR BASIS ACROSS THE SCHOOL DIVISION.
FINALLY, THE STEERING COMMITTEE RECOMMENDS WHEN CONSIDERING THE TAG TEACHER'S ROLE.
IN ADDITION TO THE SUPPORT OUR TAG TEACHERS OFFER TO STUDENTS IDENTIFIED AS NEEDING IT, IT COULD BE USED AS A CO-TEACHING RESOURCE AND A FACILITY OF INSTRUCTIONAL STRATEGIES IN THE GENERAL EDUCATION SETTING.
THIS ACCOMMODATION BUILDS INSTRUCTIONAL CAPACITY AND SUPPORTS THE TIER SYSTEM INSTRUCTION.
THANK YOU VERY MUCH AND NOW I TURN IT OVER.
I KNOW YOU HEARD ABOUT THIS IN THE PRIOR PRESENTATION.
IT IS IN CONNECTION WITH OUR LOCAL PLAN.
FINALLY WITH ANY CHANGES ALIGNING WITH THESE PROJECTS WE MAY NEED TO UPDATE THE POLICIES FOR THE GIFTED AND KEEPING TRUE TO ACPS WE NEED TO ALIGN AS WE DO THE UPDATES.
THE WORK ON THIS PLAN IS MUCH NEEDED.
ANYONE YOU SPEAK TO SAYS THAT.
IT IS VERY DETAIL ORIENTED AND THE CHANGES WILL NEED TO OCCUR OVER TIME AS WE BUILD OUR CAPACITY.
OUR NEXT STEPS IN THE PLAN ARE TO COMPLETE OUR SERVICE AND DELIVERY MODELS.
[01:15:04]
WE ARE LOOKING AT LEVEL TWO AND LEVEL THREE INSTRUCTION AND BRINGING DIALOGUE WITH THE COMMITTEE MEMBERS.WE WILL PROVIDE TIME FOR THE SCHOOL BOARD AND CONTINUE TO PRESENT OUR PROGRESS ALONG THE WAY.
FINALLY, WE WILL ALLOW TIME FOR THE PUBLIC TO PROVIDE COMMENTS.
WE WILL ALSO DEVELOP -- EXCUSE ME.
WE WILL ALSO DEVELOP A TIMELINE TO ALLOW STAFF CAPACITY TO STAFF THROUGH PROFESSIONAL LEARNING AND INSTRUCTIONAL PROCESSES AND FOSTERING A MIND-SET.
ACPS AND OUR WORKING GROUPS ARE COMMITTED TO PUSHING OUR THINKING THROUGH CRITICAL REFLECTION, RESEARCH AND DISCOURSE IN ORDER TO STRENGTHEN OUR ADVANCE ACADEMIC SERVICES PROGRAM FOR ALL CHILDREN.
ON BEHALF OF PRINCAL BURRELL-ALDANA AND MYSELF I WILL TURN IT BACK TO DR.
MOZINGO AND DR. MANN FOR QUESTIONS AND COMMENTS.
ANYBODY HAVE ANY QUESTIONS? YES. MS. BOOZ.
>> THANK YOU FOR THE PRESENTATION.
IT HAS BEEN GREAT TO GET THE TAG UPDATES OVER THE WINTER AND SPRING.
A LOT OF WORK HAS BEEN GOING INTO THIS PRESENTATION.
A COUPLE QUESTIONS. ONE IS ON TIMELINE IN TERMS OF WHEN THE FINAL LOCAL PLAN WILL BE PRESENTED TO US AND HOW WE WILL ENGAGE COMMUNITY TO GET FINAL FEEDBACK BEFORE THE BOARD TAKES OUR FINAL VOTE? AND SECOND, A LITTLE MORE CLARITY ON -- YOU WERE TALKING ABOUT THE ROLE OF THE -- THE NEW ROLE OF THE TAG TEACHERS.
I AM JUST TRYING TO GET CLARITY.
RIGHT NOW IS THE IDEA NOT TO DO AS MUCH PULL OUT AND STAY WITHIN THE CLASS AND HAVE THE TAG TEACHERS COME IN AND CO-TEACHING WITH THE GENERAL ED TEACHER?
ABSOLUTELY. I WILL ADDRESS THE TAG TEACHER QUESTION FIRST.
THIS IS DEFINITELY A CONVERSATION WE ARE HAVING AMONG OUR GROUP.
THE RECOMMENDATION EVALUATION IN 2017, IT WAS RECOMMENDED FOR US TO START DOING PUSH IN SERVICES FOR LANGUAGE ARTS INSTRUCTION. THAT WOULD ENTAIL A CO-TEACHING MODEL.
SO THAT IS ONE WAY WE ARE LOOKING INTO WHAT OUR TAG TEACHER ROLES WOULD BE VISIONED FOR.
IN ADDITION TO THAT WE ARE LOOKING AT HOW WE DO IDENTIFICATION IN OUR SCHOOL.
CURRENTLY IT IS DONE BY A TAGDESIGNEE.
THEY ARE TYPICALLY DONE -- THE IDENTIFICATION PROCESS IS TYPICALLY DONE BY A SCHOOL COUNSELOR, A DATA INSTRUCTIONAL COACH OR EVEN AN ASSISTANT PRINCIPAL.
AND IN ADDITION TO THAT IS THEY ARE NOT CERTIFIED IN GIFTED INFORMATION.
AND ALSO, WE ARE LOOKING INTO THE ROLE, AND IF WE ARE SAYING WE WILL STRENGTHEN TIER1, OUR TEACHERS ARE CERTIFIED IN THIS AREA SO AS SOMEONE WITH A SPECIAL EDUCATION BACKGROUND OR AN EL BACKGROUND.
THEY HAVE THE EXPERTISE TO CO-TEACH AND MODEL THESE TYPES OF STRATEGIES SO TEACHERS CAN DO THIS ON THEIR OWN WITH THEIR SUPPORT AND IT CARRIES OUT THE DISTRICT.
THAT'S ONE THING WE ARE CONSIDERING.
OUR CONVERSATION IN TERMS OF PULL OUT VERSUS PUSH IN SERVICES, THAT IS DEEPLY PHILOSOPHICAL, AND I THINK THAT IS WHY WE ARE CURRENTLY ON THE DELIVERY OF SERVICES.
WE TRULY ARE GOING INTO THESE WORKING COMMITTEES AS AN OPEN BOOK.
I MAY PRESENT RESEARCH OR SOMEONE ELSE MAY PRESENT RESEARCH, BUT THIS IS ULTIMATELY A CONVERSATION ABOUT WHERE WE WANT TO GO AND HEARING THE VOICES IN THE ROOM AND TRYING TO COME TO A CONSENSUS WITH THAT VERSUS MYSELF COMING FORWARD WITH A RECOMMENDATION AND SEEING IF PEOPLE AGREE OR DON'T AGREE WITH IT.
[01:20:06]
WITHIN THAT THERE ARE STRONG CONVERSATIONS ABOUT WHETHER OR NOT PUSH IN SERVICES IS THE ROUTE TO TAKE OR PULL OUT IS THE BETTER WAY TO GO AND IN PARTICULAR WITH THAT, LOOKING AT PULL OUT BY SUBJECT.LONG-WINDED, BUT IT IS A PRETTY DEEP CONVERSATION THAT SEEMS TO BE TAKING US AWHILE TO WORK THROUGH.
BUT THE CONVERSATION IS NEEDED.
AND THEN WHAT WAS YOUR OTHER QUESTION?
I'M SORRY. >> IT WAS ABOUT THE TIMELINE IN TERMS OF THE FINAL LOCAL PROPOSAL AND GETTING COMMUNITY INPUT, AND THEN THE BOARD TAKING ACTION.
SO I'M HOPING -- I KNOW WE HAVE -- OBVIOUSLY OUR HOPE WAS TO COMPLETE IT IN JUNE.
AS WE WORKED THROUGH IT WE REALIZED WE NEEDED TO DO MORE UPDATES THAN EXPECTED.
WE WILL HAVE COMMUNITY FEEDBACK FROM THAT AS WELL AS WE ARE WORKING WITH CENTRAL OFFICE STAFF MEMBERS TO DEVELOP A WAY TO HAVE COMMUNITY FEEDBACK FROM PARENTS AND COMMUNITY MEMBERS AND STUDENTS ON A REGULAR BASIS.
WHETHER IT BE THROUGH A WORKING GROUP OR WRITTEN FEEDBACK OR EVEN FOCUS GROUPS.
THAT'S WHAT WE'VE DONE IN THE PAST.
I WANT TO REITERATE SOMETHING I SAID AT THE BEGINNING.
AT THE BEGINNING OF THIS PROCESS AND HOW DR.
TEMPLE MILNER AND TEAM WERE WORKING THROUGH, WE THOUGHT WE WOULD HAVE THIS WORKED THROUGH.
BUT CHANGING AND GOING WITH THE RESEARCH AND CHANGING THE NAME FROM TAGG TO AAS WE THINK ABOUT SERVICES AND I KNOW ALL OF YOU KNOW THIS WELL.
WE SEEM TO FOCUS JUST ON ELEMENTARY WHEN WE TALK ABOUT TALENTED AND GIFTED.
WHAT DO THOSE SERVICES LOOK LIKE? KINDERGARTEN THROUGH 12TH GRADE AND INCLUDING OUR -- I CAN NEVER REMEMBER WHAT THE I-N STANDS FOR BUT THE GIN SERVICES AND PUSH IN AND PULL OUT, AP AND HONORS CLASSES AT THE HIGH SCHOOL.
THAT'S WHERE THE TEAM IS DIGGING IN AND FIGURING OUT WHAT THE SERVICES WILL LOOK LIKE.
ONE OF THOSE COMMITTEES IS PARENT FACING.
I WAS EXCITED WHEN THE TEAM BROUGHT AN ALLIANCE WITH NTSF.
THAT IS KEY WITH THE WORK WITH DR.
FOR THE SCHOOL-BASED STAFF IT ALL MAKES SENSE TO THEM.
I LOOK FORWARD TO SEE WHERE THINGS GO IN THE FALL.
ONLY OTHER QUESTION WE DON'T HAVE TO ANSWER RIGHT NOW, BUT HEARING THROUGH THE TAG TEACHER AND SOME OF THE SUPPORT YOU NEED FOR CO-TEACHING IS WHETHER OR NOT THAT REQUIRES MORE FTE'S TO SUPPORT THE IMPLEMENTATIONS THAT MAY ULTIMATELY BE A BUDGET QUESTION TO THINK ABOUT DOWN THE ROAD.
RIEF? >> THANK YOU FOR THE PRESENTATION.
I AGREE THAT THIS WORK IS EXCITING AND IT IS DEFINITELY GOOD TO TAKE THE TIME TO GET IT RIGHT.
IT SOUNDS LIKE THERE IS A LOT OF SYNE RGY HAPPENING AND EXCITED FOR THE OUTCOME.
I HAVE ONE KIND OF COMMENT AND THEN A QUESTION.
I THINK MOST OF YOU PROBABLY KNOW, BUT WE HAVE BEEN GOING THROUGH AN EQUITY POLICY AUDIT FOR THE LAST YEAR O TWO. I NOTICED IN THE MEMO THAT YOU SAID YOU WANT -- WELL, YOU SAID IN THE PRESENTATION YOU WANTED TO ALIGN THE LOCAL PLAN WITH OTHER ACPS INITIATIVES WITH THE POLICY UPDATES AND THE MEMO CITED POLICY IKEBR WHICH IS THE ACCELERATION POLICY AND REGULATIONS. I CAN SEE MATT SMITH WHO IS OUR POLICY CONSULTANT BECAUSE WE WILL BE TALKING ABOUT POLICIES TONIGHT.
I THINK THAT'S A POLICY ON OUR LIST.
[01:25:05]
WE HAVE DONE SOME WORK, BUT I THINK THERE MAY BE AN OPPORTUNITY WHEN WORKING WITH A GROUP CALLED IDRA THAT CONDUCTED SOME FAMILY AND STUDENT FOCUS GROUPS AROUND SOME OF OUR POLICIES.AND THIS WAS SOMETHING I ASKED PREVIOUSLY DR.
TEMPLE-MILNER ABOUT WITH GETTING INPUT ON THIS.
I THINK IT WOULD BE REALLY INTERESTING.
I THINK IT WOULD BE REALLY ENLIGHTENING TO HEAR FROM THE STUDENTS ON SOME OF THIS STUFF.
MAYBE THAT'S AN OPPORTUNITY BECAUSE YOU HAVE SO MUCH.
MAYBE IDRA CAN HELP WITH THE FOCUS GROUP AROUND THAT.
AND THEN MY QUESTION IS CHAIR ALDER SON WAS SAYING, THE MATH PACT WAYS WORK IS A BIG LIFT.
THE MIDDLE SCHOOL PROJECT IS A BIG LIFT.
MANN, ARE YOU IN CHARGE OF ALL OF THESE THINGS.
I'M WONDERING HOW ARE YOU COORDINATING ALL OF THIS TOGETHER? THINGS INFLUENCE ONE AND ANOTHER AND I WOULD LOVE TO HEAR HOW YOU ARE APPROACHING THAT.
>> WE HAVE A GREAT TEAM IN THE OFFICE OF INSTRUCTIONAL SUPPORT.
ONE OF THE THINGS THAT WE'VE BEEN TALKING OFFLINE AND ONLINE BETWEEN DR.
FINNEY AND MS. TUSTUSKA, HOW DO WE DOVE TAIL AND HAVE MEETINGS BETWEEN THE WORK GROUP AND TAG STEERING COMMITTEE.
IF SOME OF THE MIDDLE SCHOOL GROUPS MAKE THEIR RECOMMENDATIONS THEN THEY DON'T NEED MORE TIME AND WE SAY THE TAG STEERING COMMITTEE AND FOR EXAMPLE THE MIDDLE SCHOOL HONORS GROUP MEET.
YOU MENTIONED THIS IN THE OTHER PRESENTATION.
HOW DO WE GET THE FEEDBACK? THAT'S WHERE WE ARE TALKING ABOUT THAT.
ON THE TAG LOCAL STEERING COMMITTEE AND THE WORK GROUP, ALL OF OUR INSTRUCTIONAL SPECIALISTS HAVE SOMETHING TO DO WITH IT WILL ATTEND THE MIDDLE SCHOOL.
WE HAVE CROSS POLLENATION AND WE KNOW SOME OF THE NEXT STEPS IN MAY IS HOW DO WE GET THE GROUP TO CONNECT AND REPORT OUT TO EACH OTHER WHAT THEY ARE THINKING.
I AM MAKING IT UP, BUT IF THE MIDDLE SCHOOL SAID NO HONORS IT MAY TORPEDO SOME OF THE THINGS THE TAG GROUP IS DISCUSSING.
THAT'S WHERE THE NEXT STEPS ARE FOR US.
HOW WE ARE COMBATING THAT IS INSTRUCTION SUPPORT.
MEMBERS ARE ON BOTH COMMITTEES AND PLANNING WITH DR.
TEMPLE-MILNER HOW WE CAN HAVE JOINT MEETINGS AND WORKING WITH THE TAG CHAIR SO THE TEAM MEMBERS CAN COME AND SAY HERE IS THE UPDATE AND HERE IS WHERE WE'RE GOING AND GET FEEDBACK THERE.
MANN, FOR ALL YOU ARE DOING AND DR.
MAZINGO AND ALL OF YOUR TEAMS. THERE IS A LOT TO DO. YOU ARE WORKING AND GETTING IT DONE.
NEXT UP ON THE AGENDA, I NEED MR. TURNER. WE ARE GOING TO QUICKLY REVIEW THE SUPERINTENDENT'S ADJUSTED BUDGET.
[21. Superintendent's Adjusted Budget]
GOOD EVENING, SCHOOL BOARD MEMBERS AND ACPS COMMUNITY IN ATTENDANCE AND WATCHING FROM HOME.
TONIGHT BEFORE YOU WE HAVE THE SUPERINTENDENT'S ADJUSTED BUDGET.
WE ONLY HAD ONE ADJUSTMENT AND THAT IS A $3 MILLION 774,101 USE FOR THE CAPITAL IMPROVEMENT PROGRAM. THIS IS THE AMOUNT ABOVE THE 5% WHICH WE CAN KEEP IN OUR RESERVES ACCORDING TO THE POLICY DAB.
[01:30:07]
AS YOU ALL KNOW, THERE IS A WORK SESSION FOLLOWING TONIGHT'S SCHOOL BOARD MEETING WHERE WE WILL HAVE DISCUSSION AND QUESTIONS SO WE CAN CONTINUE TO MOVE TOWARD JUNE 2ND WHERE WE WILL HAVE A FINAL ADOPTION OF OUR BUDGET.LOOKING FORWARD TO BEING ABLE TO DISCUSS AND ANSWER ANY QUESTIONS AT TONIGHT'S WORK SESSION.
IF THERE ARE NO QUESTIONS, WE WILL RESERVE THEM FOR THE WORK SESSION ON THIS ITEM.
EXCELLENT. FINALLY IN OLD BUSINESS, I AM GOING TO TURN IT OVER TO MR. EASILY AND MR.
TARDU. >> THAT WOULD BE ME AGAIN, CHAIR, MR.
MANN. >> WELL, THEN ACTUALLY DR.
[22. Elementary and Secondary School Emergency Relief (ESSER) Funds Update]
TURNER FOR THE RELIEF FUNDS UPDATE.THANK YOU. I WILL SHARE MY SCREEN TO PULL UP THE PRESENTATION.
CAN YOU SEE MY SCREEN? LET ME TRY AGAIN.
THERE IS GOES. IT LOOKS LIKE YOU ARE ALL SEEING IT ON YOUR SCREEN.
TONIGHT WE WILL BE PROVIDING UPDATES FOR OUR ESSER3 FUNDING AND OUR PLAN WE WANT TO TOUCH ON SOME OF THE FEDERAL GRANTS WE RECEIVED. WE RECEIVED QUITE A FEW OVER THE PAST SEVERAL -- THE PAST COUPLE YEARS WE HAD IN THE PANDEMIC.
WE WANTED TO PROVIDE YOU A QUICK UPDATE ON THOSE AS WELL.
A QUICK UPDATE ON THE FEDERAL FUNDS WE RECEIVED TODAY.
THE FIRST BIT OF MONEY WE RECEIVED WAS UNDER THE CARES ACT FOR ESSER1.
WE RECEIVED ABOUT $3.78 MILLION.
AND THEN WE RECEIVED OUR CORONA RELIEF FUND WHICH WAS $2.82 MILLION.
UNDER THE CORONA RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS, ESSER2, WE WERE GIVEN $15.66 MILLION AND TONIGHT WE ARE LOOKING AT THE AMERICAN RESCUE PLAN ACT, ESSER3, WHERE WE RECEIVED ABOUT $35.9 MILLION.
THE PURPOSE OF THE AMERICAN RESCUE PLAN ACT WAS TO HELP US REOPEN SCHOOLS SAFELY AND SUSTAIN OUR OPERATIONS WHILE ADDRESSING THE IMPACT OF COVID-19. OUR PLAN FOCUSED ON FOUR AREAS, STUDENTS' SOCIAL, EMOTIONAL, AND ACADEMIC LEARNING.
OUR PLAN INCLUDED FOR $16.6 MILLION OR 48% OF THE TOTAL ALLOCATION WE RECEIVED UNDER ESSER3.
WE WERE REQUIRED TO DO 20% FOR LEARNING LAWS.
THESE FUNDS ARE AIMED AT SUPPORTING OUR STAFF AT THE IMPLEMENTATION OF HIGH-QUALITY PROGRAMS AND INCREASE THE EFFECTIVENESS OF OUR EXISTING PROGRAMS AND TO DIRECT SUPPORT TO FAMILY THAT'S NEED IT THE MOST.
SOME OF THE THINGS WE PUT OUR FUNDING BEHIND IS THE EXPANSION OF OUR EXTENDED LEARNING OPPORTUNITIES, DEVELOPING AND MONITORING AN EVALUATION SYSTEM TO REVIEW THE EFFECTIVENESS OF OUR INITIATIVE AND CONTINUING TO BUILD SCHOOL, LEADER AND STAFF EXPERTISE WITH MTSS AND THE EXPANSION OF RULER AT VIRTUAL VIRGINIA OPPORTUNITIES FOR OUR STUDENTS.
[01:35:09]
LEARNING. I WANT TO PREFACE WE ARE USING ESSER 1 AND 2 PRIOR TO THE USE OF ESSER 3.ESSER3 HAS A LONGER TERM LIMIT SO WE WANT TO USE 1 AND 2 BEFORE USING ESSER3.
WE CAN HIRE PRE-K SPECIALISTS AND PART-TIME SP ERKTS D TUTORS AND THE LAST IS TO REALIGN OUR RESOURCES TO FUND SPRING SEMESTER VIRTUAL VIRGINIA FOR OUR STUDENTS.
MOST OF THE FUNDING IS ESSER1 AND 2 AND CRS.
WE HAVE ALLOCATED $8 MILLION AND 23% OF THE TOTAL ESSER 3 FUNDS.
THE FUNDS HAVE BEEN FOCUSED ON REOPENING OUR SCHOOLS SAFELY AND PREVENTING THE SPREAD OF THE VIRUS.
THE PROJECTS THAT WERE COMPLETED ARE IN THE HOPES OF IMPROVING INDOOR AIR QUALITY AND REDUCING THE LONG-TERM QUALITY OF THE HVAC SYSTEMS. TO DATE WE SPENT 2.83 MILLION OF OUR ESSER FUNDING, CLEANING AND PPE.
A NOTE, ESSER 1 AND 2 WERE USED FOR HAV AND PPE AND -- HVAC AND PPE AND IT HAS HELPED TO MAINTAIN SAFE LEARNING SPACES.
THEN WITH OUR TECHNOLOGY INFRASTRUCTURE WE HAVE ALLOCATED -- OUR PLAN ALLOCATES $5.6 MILLION WITH 16% OF THE TOTAL ESSER 3 FUNDING TO IMPROVE OUR TECHNOLOGY AND INFRASTRUCTURE.
OUR PLAN FOR IMPROVEMENT OF INFRASTRUCTURE INCLUDING MODERNIZING COMMUNICATION SYSTEMS, UPGRADING WI-FI AND INCREASING EXPERTISE AMONG OUR STAFF.
TO DATE WE SPENT JUST UNDER THREE-QUARTERS OF A MILLION DOLLARS FOR INFRASTRUCTURE.
HOWEVER, AGAIN, WE USED OUR ESSER 1, 2 AND VISION GRANT TO PROVIDE THE MAJORITY OF THE TECH SUPPORT THAT WE HAVE NEEDED TO GET US TO THIS POINT IN THE PANDEMIC.
THAT'S WHAT WE USED OUR ESSER 1 AND CRS FUNDS TO PROVIDE THAT VIRTUAL LEARNING.
THE REVISION TO THE PLAN TO DATE HAS JUST BEEN TO AN INTERNAL REALIGNMENT FOR TECHNOLOGY RESOURCES TO SUPPORT CLASSROOM CAMERAS. LASTLY, ONE OF OUR FOCUS AREAS WAS ON HUMAN RESOURCES.
IT REALLOCATED 2.8 MILLION OF THE ESSER 3 FUNDING FOR THIS.
IT WAS FOR EXPANDING EMPLOYEE WELLNESS AND RECRUITMENT PROGRAMS AS WELL AS -- I'M SORRY.
WE RELY ON OUR ESSER 2 IN THE FORM OF MONITORS AND SUBS.
TO DATE WE HAVE ONLY SPENT ROUGHLY $30,000 IN THIS FOCUS AREA OF ESSER III.
SO YOU CAN TELL WE HAVEN'T HAD THESE POSITIONS ON BOARD VERY LONG, BUT WE ARE EXCITED TO HAVE THESE INDIVIDUALS JOIN THE ACPS TEAM AND WE ARE LOOKING TO DO GREAT THINGS AS WE MOVE FORWARD WITH GRANT.
SOME OF THE REVISIONS FOR THIS GRANT -- I MEAN FOR THIS SECTION OF THE GRANT WAS TO REALIGN RESOURCES FOR SCHOOL MONITORS GOING INTO THIS YEAR AND NEXT YEAR.
AND TO HIRE A LANGUAGE TRANSLATOR AND TO REALIGN RESOURCES FOR DEVICES AND SUPPLY TO HELP MONITORS.
[01:40:12]
LASTLY WE HAVE SET ASIDE 1.7 MILLION OR 5% OF THE TOTAL GRANT FOR COMMUNITY IDENTIFIED NEEDS.THESE ARE AT OUR VACCINATION ENGAGEMENT AND EDUCATION AND OTHER FAMILY OPPORTUNITIES.
TO DATE FOR THIS FOCUS AREA WE SPENT $180,000 -- ROUGHLY $180,000.
AGAIN, AT THE TOP OF THE SCREEN, MOST OF THOSE GRANTS ARE ALMOST 100% EXHAUSTED AND THAT'S BECAUSE WE RECEIVED THOSE FUNDINGS FIRST AND THAT HELPED US GET TO THIS POINT IN THE PANDEMIC.
ESSER III WILL HELP TAKE US THE REST OF THE WAY FOR ANY RECOVERY WE TRY TO DO WITH OUR STUDENTS.
AGAIN, JUST PROVIDING AN OVERVIEW OF WHERE THE FUNDING HAS BEEN GOING FOR ESSER III.
OUR PLAN WILL BE UPDATED ON THE WEBSITE IN THE COMING DAYS.
AND WE WILL BE HAVING A PUBLIC HEARING I BELIEVE AT THE JUNE 2ND SCHOOL BOARD MEETING FOR COMMUNITY MEMBERS TO BE ABLE TO SPEAK DIRECTLY TO THE BOARD ON THE USE OF THE ESSER III FUNDS.
WITH THAT I WILL CLOSE IT OUT AND TURN IT BACK TO THE CHAIR FOR QUESTIONS OR COMMENTS.
I WILL TURN IT OVER NOW TO MY COLLEAGUES FOR QUESTIONS.
THE FIRST ONE, TECHNOLOGY, IS ANY OF THE ESSER FUNDS GOING TO BE USED TO IMPROVE THE WI-FI AT THE HIGH SCHOOL -- OR WAS ANY OF THE ESSER FUNDS USED TO IMPROVE THE WI-FI AT THE HIGH SCHOOL? IS THAT SOMETHING WE ARE LOOKING AT? IS THAT SOMETHING WE CAN DO? FROM WHAT I AM HEARING FROM STUDENTS AND STAFF, THIS IS AN ON GOING ISSUE.
THAT'S SOMETHING I HAD TALKED TO HOOVER THE OTHER DAY.
I THOUGHT THAT MIGHT BE A QUESTION TONIGHT.
YES, THAT IS SOMETHING THAT IS A PART OF THE ESSER PLAN.
THAT IS SOMETHING THAT THE TECH TEAM IS WORKING ON.
I DON'T KNOW THE TECHNICAL JARGON THAT DR.
HOOVER GAVE ME, BUT I KNOW THAT'S ONE OF THE PROJECTS BEING WORKED ON WITH THE FEDERAL FUNDING.
>> I WAS GOING TO ASK, MAYBE DR.
>> SO, MR. ALNUBE. IT IS MANAGED BY DR.
HOOVER'S TEAM TO INCLUDE WI-FI.
I WOULD NOT HAVE A TIMELINE FOR THAT PARTICULAR ITEM.
THAT'S SOMETHING DEFINITELY FOLLOW-UP AND GET US AN ANSWER.
MY OTHER QUESTION IS REGARDING SEAL.
THIS IS THE FIRST FULL YEAR IN PERSON AFTER THE PANDEMIC.
IS THERE GOING TO BE AN ASSESSMENT OF THE NEED FOR -- OR WHETHER THERE IS A NEED FOR SOCIAL WORKERS, PERSONNEL OR ANY TYPE OF SUPPORT STAFF THAT IS NEEDED IN THAT AREA?
THE PLAN IS TO ADD -- I CAN SO DR.
CRAWFORD HAS JOINED SO I WILL LET HER TAKE OVER.
>> THANK YOU. THANK YOU FOR THE QUESTION.
[01:45:01]
THE ESSER FUNDING HAS BEEN OUR PRIMARY SOURCE WHEN WE SUPPLEMENTED WITH SEAL STAFFING.HOW ARE WE MEASURING? YOU WILL REMEMBER WHEN WE DID THE UCLA COVID BRIEF SCREENER LAST YEAR AND THIS YEAR AS WELL TO ASSESS OUR STUDENT NEEDS.
WE ALSO HAVE OTHER WAY THAT'S WE MEASURE.
WE LOOK AT OUR SECURITY ALERTS.
WE WILL LOOK AT THE DATA POINTS AND MAKE REQUESTS AS NECESSARY.
WE ARE LUCKY TO HAVE THE ESSER FUNDS.
OUR CHALLENGE, TO BE TOTALLY HONEST, IT IS STAFFING AND FINDING A STAFF.
THE SST POSITIONS ARE VERY, VERY CHALLENGING TO FIND RIGHT NOW.
AND IN PARTICULAR OUR SCHOOL PSYCHOLOGIST AND SOME OF OUR SOCIAL WORK POSITIONS.
GREENE? >> THANK YOU, CHAIR ALDER SON.
THANK YOU, MR. TURNER AND TEAM FOR THE ESSER UPDATE.
I HAVE TWO QUESTIONS, ONE FOR YOU AND ONE FOR HR.
WYATT. MY QUESTION WAS, MR. TURNER, SUPPOSE IN EACH BUCKET OF THE ESSER FUNDING, SUPPOSE WE HAVE AN ON-GOING PROJECT THAT THE FUNDS MAY END. CAN THAT BE ROLLED OVER INTO THE NEXT BUCKET, OR DO YOU LOSE IT AT THAT PARTICULAR TIME? AND CAN YOU REMIND ME OF THE DATE THE ESSER FUNDS WILL END, WHAT YEAR IS THAT?
ESSER III, WE HAD TO HAVE THE FUND EXHAUSTED OR INCOME BETTERED BY SEPTEMBER 30TH OF 2024.
>> THE ON-GOING PROJECT ARE YOU REFERRING TO -- THE ON-GOING PROJECT CONTINUES TO BE FUNDED WITH ESSER 2 AND THAT IS ABSOLUTELY CORRECT. IF THERE IS SOMETHING WE STARTED WITH FEDERAL GRANT FUNDING AND IT IS A PROGRAM THAT WE SEE AS BENEFICIAL TO ACPS, WE WANT TO CONTINUE THE FEDERAL GRANT FUNDING AND WE WOULD HAVE TO PICK THAT ON THE OPERATING FUNDS.
>> FROM AN HR PERSPECTIVE AND THE MONEY GIVEN FOR STAFFING, HAVE WE THOUGHT OF ANY INNOVATIVE OR CREATIVE WAYS WHERE WE CAN GET ADDITIONAL STAFF? I KNOW EVERYONE IS PULLING AT THE SAME POOL OF PEOPLE.
ARE WE DOING ANYTHING OUT OF THE NORM WE CAN SET OURSELVES ABOVE THE COMPETITION? OUR RECRUITMENT TEAM HAS BEEN WORKING HARD AND WE STARTED WHEN THE NEW YEAR STARTED.
WE MADE SURE TO CONNECT WITH THE VIRTUAL FORMATS WITH RECRUIT MEANT THAT WE COULD.
WE HAVE ALSO BEEN VERY CREATIVE WHERE WE HAVE HAD ISOLATED DAYS OF RECRUITMENT-TYPE EVENTS.
WE TARGET THE SPECIAL EDUCATION TEACHERS OR EL TEACHERS.
WE HAVE GOTTEN CREATIVE ABOUT TARGETING AND RECRUITING EVENTS.
WE CAN FOCUS ON THAT AREA AS THE NEED ARRIVES.
WE ARE LOOKING TO EXTEND OUR PARTNERSHIPS.
WE ARE PROUD OF THOSE EFFORTS.
>> WE CAN GO TO MS. BOOZ AND THEN DR. RIEF.
I HAVE BEEN LOOKING FORWARD TO THIS PRESENTATION TO SEE WHERE WE ARE WITH THE ESSER FUNDING.
I HAVE THREE OR FOUR QUESTIONS, A LITTLE ALL DIFFERENT.
I WILL START ONE THAT IS MORE IN YOUR BUCKET.
[01:50:03]
ON SLIDE 12 THERE IS A MENTION OF DOING MORE WELLNESS ACTIVITIES AND OFFERING THAT FOR STAFF.I AM WONDERING WHAT ARE SOME OF THOSE ACTIVITIES? DO YOU HAVE A THOUGHT OF WHAT THAT IS GOING TO LOOK LIKE OR SOMETHING YOU HAVE TO COME BACK TO US WITH?
>> I CAN COME BACK WITH A DETAILED LIST, BUT WE HAD A NUMBER OF SCHOOL EVENTS AND DIVISION EVENTS.
WE REALLY DID A REVAMP THIS YEAR.
WE HAVE A WELLNESS CHAMPION AT EACH SCHOOL SITE.
THEY PUSH OUT NEWSLETTERS AND THEY PUSH OUT HEALTHY EVENTS AND TIPS FOR EATING AND HEALTHY EXERCISE.
OFTEN TIMES WHEN WE THINK OF WELLNESS WE THINK OF EXERCISE AND DIET.
WE MAKE SURE WE TAP INTO THE FINANCIAL AND EMOTIONAL AND SPIRITUAL TENANTS AS WELL.
WE WILL EXPAND THE EFFORTS THROUGH NEXT YEAR WITH OUR WELLNESS CHAMPION PROGRAM.
>> I JUST WANTED TO TAG TEAM THERE WITH DR.
WE HAD THE HOST OF ITEMS AND WE EXPANDED THAT OVER THE PAST COUPLE YEARS.
AND THEN ONE MORE HR-RELATED QUESTION ON THE SUBSTITUTE SALARY PAY.
I AM JUST WONDERING WHAT IS OUR PLAN FOR SUBSTITUTE PAY FOR THE NEXT SCHOOL YEAR.
AND IF YOU HAVE MADE THAT DECISION YET OR IF YOU ARE STILL REVIEWING THIS.
GREAT. THANK YOU. I GUESS I WILL JUST -- LAST QUESTION, MR. TURNER, WHAT IS ESSENTIALLY -- I KNOW WE HAVE THE DEADLINE OF SPENDING THE FUNDS BY 2024, BUT DO WE HAVE KIND OF A GOAL TIMELINE FOR EACH OF THESE DIFFERENT CATEGORIES IN TERMS OF, YOU KNOW, WHAT WE'RE GONNA FOCUS ON, FIRST, THEY CANNED OR THIRD, TO ROLL OUT A LOT OF THESE INITIATIVES ?
>> YES, THE FIRST ONE IS THE SAFE REOPENING OF OUR SCHOOLS.
THAT'S WHAT WE USED THE FIRST ONE FOR, MAKING SURE WE ADD COVID-19 MITIGATION PROJECT IN PLACE.
SO WHEN THE DOORS WERE OPENED AND THE STUDENTS WERE BACK IN THE CLASSROOM, THAT WE COULD LIMIT THE SPREAD IN THE CLASSROOM AND THAT'S WHAT WE FOCUSED ON FIRST. AND THEN WE HAD VIRGINIA PROVIDE FAMILIES WITH AN OPTION TO CONTINUE TO DO LEARNING VIRTUALLY.
BUT THE ALTERNATE PROGRAMS, I DON'T WANT TO JUMP ON ANYBODY'S TOES, BUT THEY WILL ROLL THAT OUT AND WE'LL GO FROM THERE.
RIGHT NOW, ESSER III HAS BEEN USED AND WE HAVE EXHAUSTED OTHER FUNDS AND WILL MOVE TO THE OTHER PLANNED ITEMS THEY HAVE.
IS IT DR. RIEF OR SIMPSON BAIRD?
ONE OF YOU. >> THANK YOU, MR. TURNER, FOR THE PRESENTATION AND EVERYONE FOR CHIMING IN.
I WAS WONDERING, I GUESS I WAS UNDER THE IMPRESSION OR MAYBE I HEARD TALK ABOUT THE COMMUNICATION TEAM DOING SOME COMMUNICATIONS AROUND THE ESSER FUNDING I DON'T KNOW IF SHE'S ON OR ABLE TO TALK ABOUT THAT.
I GUESS A PIECE OF FEEDBACK I WANTED TO SHARE, I THINK THIS INFORMATION IS GREAT AND IT IS COMPLEX.
[01:55:03]
HERE IT IS A HIGH-LEVEL VIEW.WE ARE SEEING MILLIONS OF DOLLARS IN THIS PARTICULAR AND THAT PARTICULAR AREA AND TO THE EXTENT WE COULD EVEN DRILL DOWN A LITTLE BIT MORE, LETTING PEOPLE KNOW ALL OF THOSE -- THE AIR PURIFIERS, FOR EXAMPLE AND HOW MUCH THAT COST THE SCHOOL DIVISION.
I JUST THINK THAT TRANSPARENCY AND THAT SHARING OUT OF INFORMATION WOULD BE SUPER HELPFUL.
AND WE ACTUALLY HAVE BEEN DOING SOME COMMUNICATION AROUND THIS.
WE DID A VIDEO EARLIER ON IN THE PROCESS THAT MR. TURNER WAS REQUESTED BY U.S.
COE AND WE SENT IT TO THE SECRETARY OF EDUCATION.
THAT'S SOMETHING WE HAVE DONE.
WE ALSO HAVE A WEB PAGE WITH SOME OF THE INFORMATION.
WE CAN DEFINITELY LOOK INTO DOING SOME MORE COMMUNICATION ESPECIALLY NOW THAT MR. TURNER HAS GIVEN A REPORT TO THE BOARD.
IT'S BEEN SORT OF -- SOME OF THE FUNDING AND SOME OF THE POSITIONS AS MR. TURNER TALKED ABOUT, THEY ARE JUST BEGINNING TO GET BILLED.
THAT WAS BACK IN DECEMBER IN THE EARLY DAYS.
IT WAS MORE OF THE EARLIER FUNDS AND HOW IT WAS BEING UTILIZED.
WE DEFINITELY SHARED IT IN MANY INSTANCES, BUT I DON'T THINK THERE'S BEEN A FORMAL -- NECESSARILY A FORMAL COMMUNICATION ABOUT IT THAT IF THE BOARD WANTED US TO START DOING THAT ON A REGULAR BASIS WE COULD TALK ABOUT WHETHER THEY WANTED TO DO A QUARTERLY OR DIFFERENTLY.
HAPPY TO TALK ABOUT THAT AND SEE WHAT THE BOARD IS THINKING ABOUT THAT.
I GOT THE REFUND AND ONE OF THE THINGS IS UPDATE THE PLAN AND I WILL MAKE SURE WE PUT IT ON THE WEBSITE A DRILL DOWN AND IT IS SPENT ON THE HVAC COMMUNITY AND ONE OF THE THINGS IS THE MULTI-FINANCIAL STATEMENTS WILL HAVE A DRILL DOWN ON WHERE THE FUNDS ARE BEING SPENT ON THE GRANTS AS WELL TOO.
IF WE LOOK AT OUR MONTHLY FINANCIAL STATEMENTS THEY WILL BE THERE AS WELL.
>> THANK YOU. THAT WOULD BE HELPFUL.
THAT KIND OF DATA I THINK WOULD BE SUPER HELPFUL.
SIMPSON BAIRD. >> THANK YOU, MADAM CHAIR, AND THANK YOU FOR THE PRESENTATION, MR. TURNER. MY QUESTION IS ABOUT MORE SPECIFICITY FOR HOW WE'RE USING THESE FUNDS TO ADDRESS UNFINISHED LEARNING.
I KNOW THIS IS OUR BIGETT BUCKET THAT WE DESIGNATED IN THE PLANNING.
I KNOW THE TEACHERS ARE WORKING TIRE LESTLY TO PROVIDE TIER1 INSTRUCTION TO THE STUDENTS, BUT I THINK THERE IS AN OPPORTUNITY TO USE THESE FUNDS TOWARD COSTS NOT COVERED IN THE OPERATING BUDGET. I WOULD LOVE TO KNOW WHAT WE ARE DOING WITH REGARD TO USING THESE FOR PURCHASING CURRICULAR MATERIALS AND MORE TYPES OF INTERVENTIONS AND MAYBE SUPPORTING TUTORING EFFORTS OR FUNDING SOME OF OUR PARTNER ORGANIZATIONS.
WHAT DOES THAT LOOK LIKE IN TERMS OF ADDRESSING UNFINISHED LEARNING?
>> I WILL SPEAK TO A COUPLE OF THINGS AND THEN ASK DR.
[02:00:05]
MAZINGA OR DR. MANN OR ANYBODY TO SPEAK TO MORE SPECIFICS.SOME OF THE FUNDING HAS GONE TO EXTENDED LEARNING OPPORTUNITIES, TUTORING.
THEY WENT TO SUMMER SCHOOL FOR ALL WHEN THE PANDEMIC FIRST STARTED.
WE ALSO USED THE FUNDING TO BE ABLE TO PROVIDE LEARNING PACKETS WE SENT OUT TO FAMILIES.
I THINK THAT WAS IN THE ELEMENTARY SCHOOL GRADE.
THOSE ARE A FEW OF THE THINGS WE HAVE DONE SO FAR.
MANN WANT TO SPEAK TO THE OTHER SPECIFICS WE USE THE FUNDING FOR, GO AHEAD AND JUMP ON.
>> DOMINIC, THE OFFICE OF SPECIALIZED INSTRUCTION HAS ALSO UNDERTAKEN A SIGNIFICANT APPROACH TO PROVIDE RECOVERY AND SERVICES FOR STUDENTS WITH DISABILITIES.
WE HAVE PROVIDED AFTER SCHOOL AND SATURDAY INSTRUCTION FOR STUDENTS IN READING AND MATH.
>> AND THE OTHER THING -- I KNOW DR.
MANN IS ON, BUT WE CONTINUED TO PURCHASE ADDITIONAL LITERACY MATERIALS.
ONE OF OUR EFFORTS IS SUPPORTING K-4 LITERACY.
A NEW EFFORT MR. TURNER MENTIONED WAS A PRE-K POSITION THAT IS GOING TO FOCUS ON MEETING THE NEEDS OF OUR PRE-K STUDENTS IN THE AREA OF
THAT'S REALLY HELPFUL. SO ARE ANY FUNDS GOING TO PARTNER ORGANIZATIONS TO MAYBE DO INTENSIVE TUTORING OR ANYTHING LIKE THAT? WHAT ABOUT SUMMER SCHOOL FOR THIS YEAR?
>> I THINK ONE OF OUR GOALS -- MR. TURNER, I DON'T KNOW IF YOU WANT TO SPEAK TO THAT, BUT IT IS PROVIDING FUNDS TO SUPPORT OUR SUMMER LEARNING PROGRAM FOR ALL STUDENTS.
DR. MANN STARTED MEETING WITH THE SUMMER SCHOOL COMMITTEE.
THEY STARTED THEIR WORK IN NOVEMBER, BELIEVE IT OR NOT.
I DON'T KNOW IF MR. HUFFMAN IS ON.
>> I WAS GOING TO SAY, FOR THE SUMMER SCHOOL PROGRAM WE ARE USING FUNDING.
THEY ARE TELLING ME TO APPROVE THE BUDGET TRANSFER TO PURCHASE THE INSTRUCTIONAL MATERIALS AND FULL STEAM AHEAD FOR THIS YEAR AND AS DR.
MOZINGO SAID THEY STARTED DEVELOPING THE PROGRAM.
THERE HASN'T BEEN EXPENSES YET, SO THAT'S WHY IT IS NOT IN THE REPORT YET, BUT THE BUDGET TRANSACTION WENT THROUGH FOR THE INSTRUCTION MATERIALS FOR THE UP COMING SCHOOL PROGRAM. THAT'S ONE OF THE THINGS THAT IS PART OF THE ESSER III PLAN.
>> DOMINIC, IN ADDITION THERE IS A SECOND TIER OF SERVICES FOR STUDENTS WITH DISABILITIES.
WE HAVE OUR STANDING ESY, THE EXTENDED SCHOOL YEAR PROGRAM, BUT WE ARE PROVIDING AN EXTENSIVE LEVEL OF SERVICES FOR STUDENTS THAT IS REMEDIATION INTERVENTION, AND WE WILL BE USING OUR FUNDS TO ADDRESS READING AND MATH SERVICES FOR STUDENTS IN THAT MIDDLE TIER THIS SUMMER
AS WELL. >> COMMUNITY PARTNERSHIPS, ANYONE, TUTORING?
SORRY MY VIDEO IS NOT WORKING.
IN TERMS OF OUR COMMUNITY PARTNERSHIPS IN THE ESSER FUNDS, AS YOU NOTICED IN ONE OF MR. TURNER SLIDES IT TALKED ABOUT COMMUNITIES IN SCHOOLS, WE ACTUALLY USED ESSER FUNDING TO ENHANCE AND ENRICH THE -- AND EXPAND THE CURRENT PARTNERSHIP WITH THEM. AND SO WE ADDED JOHN ADAMS AND WILLIAM RAMSEY AND ALSO AT THE HIGH SCHOOL THEY HAVE A SPECIAL PARTNERSHIP TO HELP WITH HISPANIC MALES AND THEIR ACHIEVEMENT AND ATTENDANCE.
THROUGH THE OUT OF TIME SCHOOL EXPANSION PROGRAMMING WE ARE DOING THROUGH THE CLUBS AND FUNDING AT ESSER THEY HAVE CONTRACTUAL PARTNERS THEY UTILIZE THROUGH DIFFERENT NEEDS.
EVEN IF IT IS NOT A DIRECT, THERE ARE A LOT OF THINGS THAT HAPPEN WITH DIFFERENT PARTNERS.

ASIDE GRANTS IF LITERACY.WE ARE ALWAYS TRYING, AS YOU KNOW, I'M ALWAYS TRYING TO FIND THE RIGHT FIT FOR WHAT WE NEED BASED ON THE MONEY THAT'S BEEN ALLOCATED FOR THE SPECIFICS -- OR THE SPECIFIC AREA.
WE ARE ON OUR WAY AND WE HAVE REALLY GOOD PARTNERS IN LINE.
>> I'M SORRY. I WANTED TO ADD ONE LAST THING.
>> THANK YOU FOR THOSE ANSWERS.
I THINK THAT'S THE LEVEL OF DETAIL THAT DR.
I APPRECIATE YOUR RESPONSIVENESS.
>> I FORGOT TO THANK THE TEAM.
WE ARE A SMALL, BUT MIGHTY TEAM WORKING ON OUR FEDERAL GRANT.
I DEFINITELY WANT TO THANK JESSICA, ROBERT, ALEC, DENISE AND MICHAEL.
SEVERAL OTHER DIVISIONS AND DEPARTMENTS TO BE ABLE TO DO THIS.
FOR BEING ABLE TO MANAGE THIS AND GET OUR REVISIONS DONE AND GET OUR REIMBURSMENTS SUBMITTED AND BEING ABLE TO WORK WITH THE DEPARTMENTS WHENEVER THERE IS A NEED TO MAKE A REVISION TO THE PLAN TO PUT THE FUNDING WHERE IT IS NEEDED.
THANK YOU ALL VERY MUCH. I MEANT TO SAY THAT AT THE BEGINNING.
I WANTED TO MAKE SURE I THANKED YOU FOR THE HARD WORK YOU ARE DOING.
THANK YOU. >> THANK YOU, EVERYONE.
WE ARE FINALLY TO NEW BUSINESS WHEN WE DISCUSS POLICY THIS EVENING.
[23. JHCD: Administration of Medications to Students]
WE ARE TAKING A LOOK TODAY AT JHCD, ADMINISTRATION AND MEDICATIONS TO STUDENTS.AT THIS TIME I WILL TURN IT OVER TO DR.
CRAWFORD. AND MS. WOOD AND MR. MATT SMITH WHO HAS BEEN WAITING BACK HERE SO PATIENTLY.
DR. CRAWFORD, YOU START IT OFF.
>> THANK YOU SO MUCH, MADAM CHAIR.
MEMBERS OF THE BOARD, GOOD EVENING.
THE CHANGES YOU WILL SEE BEFORE YOU AND THAT YOU HAVE SEEN ARE STATUTORY IN NATURE.
THEY ADD NARCAN OR NALOXONE, EXCUSE ME, TO BE USED BY A SCHOOL NURSE OR A SCHOOL TEAM MEMBER WHO IS TRAINED IN ADMINISTERING MEDICATIONS IN CASE OF WITH NARCAN IN THE CASE OF SUSPECTED IT OVERDOSE.
WE WOULD LIKE TO HELP THE DEPARTMENT OF HEALTH.
VDH IS PROVIDING THE NARCAN FOR OUR SCHOOLS FREE OF CHARGE.
ADDITIONALLY WE WANT TO THANK OUR CITY PARTNERS, DCHS AND SPECIFICALLY THE OPIOID WORK GROUP ASSISTING WITH THE TRAINING OF THE STAP MEMBERS I MENTIONED. -- STAFF MEMBERS I MENTIONED.
THE TRAINING IS RECOGNIZING SYMPTOMS OF A POTENTIAL OVERDOSE AS WELL AS THE ADMINISTRATION OF THE NARCAN WHICH IS A NASAL SPRAY AS MANY OF YOU MAY KNOW. THE WORDING IS BRIEF IN THE POLICY.
I KNOW YOU CAN SEE IT BEFORE YOU.
THAT IS THE CODE LANGUAGE RIGHT THERE.
THERE ARE SEVERAL MINOR CHANGES IN THE REGULATIONS.
WHILE IT RELATES TO THE CODE, I WANT TO TAKE A MOMENT TO TELL ANYONE WHO IS LISTENING TO CALL ATTENTION TO THE STATEMENT ISSUED BY THE CITY YESTERDAY WARNING OUR COMMUNITY OF THE SPIKE IN OPIOID OVERDOSES THAT WE ARE SEEING AND THE TREND OF SEEING COUNTERFEIT PERCOCET IN OUR COMMUNITY, BUT SPECIFICALLY WITH OUR SCHOOL-AGED YOUTH.
OBVIOUSLY THIS IS A GREAT CONCERN TO US AND WHILE THIS POLICY WORKING WITH BDH HAS BEEN THERE FOR SOME TIME AND IT IS TIMELY TO MAKE SURE THAT NARCAN GETS INTO OUR SCHOOLS AS QUICKLY AS POSSIBLE.
WE ARE ASKING OUR COMMUNITY TO PLEASE GIVE A MOMENT TO READ THAT STATEMENT BY THE CITY.
BE ALERT. TALK TO YOUR STUDENTS.
[02:10:01]
HAVE CONVERSATIONS.ASK QUESTIONS AND REPORT IF YOU SEE ANYTHING.
WE DO HAVE RESOURCES AVAILABLE AT ALL OF OUR SCHOOLS.
WE HAVE SUBSTANCE ABUSE COUNSELORS THROUGH THE DEPARTMENT OF STUDENT SERVICES AND EQUITY.
NOTHING IS SAFE TO TAKE IF IT IS LACED WITH FENTANYL.
I SAW IN A DEA POSTER YESTERDAY A PHRASE THAT HAS STUCK WITH ME.
JUST THE GREAT UNKNOWN, YOU DON'T KNOW WHEN YOU ARE INGESTING SOMETHING IF IT IS SAFE OR NOT.
IMPLORING OUR FAMILIES, LIKE I SAID, TO BE ALERT, OUR STAFF MEMBERS TO HAVE CONVERSATIONS AND OUR STUDENTS TO REPORT IF THEY SEE ANYTHING SO THAT WE CAN HOPEFULLY ASSIST IN PUTTING AN END TO THIS.
THEY ARE STATUTORY IN NATURE, AND I WOULD BE HAPPY TO TAKE ANY QUESTIONS.
>> ARE THERE ANY QUESTIONS FROM BOARD MEMBERS? OKAY. WE ACTUALLY HAVE THIS AS AN ACTION ITEM.
AS SUCH I WOULD NEED A MOTION TO APPROVE THIS FROM THE BOARD.
I HAVE MRS. GREENE WHO SECONDS MR. HARRIS' MOTION. WE WILL VOTE. THANK YOU.
I'M THE BIG REPORTER THIS EVENING.
[Items 24 & 25]
