AND BEING THOUGHTFUL ABOUT WHICH EVENTS THAT WE'RE TARGETING, KNOWING THAT WE HAVE A SPECIAL EDUCATION NEED BEING THOUGHTFUL OF GOING TO PLACES TO PLACES LIKE GEORGE MASON WHERE I KNEW THAT WE COULD FIND TALENT INTERESTED IN OUR PROGRAMS. SO, I SPENT A LOT OF TIME COLLABORATING WITH THOSE SCHOOLS AND WE'RE DOING UNIQUE SPECIAL EDUCATION PANELS WHERE WE'RE INVITING CANDIDATES TO HAVE DIRECT INTERVIEWS WITH TERRI'S TEAM AND ALL OF HER EXPERTISE AND PLACES WHERE THEY COULD CONNECT WITH THE SCHOOL DISTRICT FROM THE JUMP AND USING THAT TO CONNECT WITH SCHOOL LEADERS TO IDENTIFY THAT TALENT TO GO INTO THEIR POSITIONS. AND WE'RE DOING A LOT OF THOUGHTFUL PLANNING AROUND PARTERSHIPS WITH UNIVERSITIES AND ESTABLISHING PIPELINES. WE HAVE CONVERSATIONS WITH GOING UNIVERSITIES AND HOW WE CAN TAP INTO UNDERGRADUATE AND GRADUATE PROGRAMS WE KNOW ARE HERE IN THE AREA THAT ARE NOWHERE COMMITTED TO THE DMV AND HAVE FOLKS TO GET ON BOARD AND LEARN ABOUT THE PROGRAMS WE OFFER, GROW OUR OWN, IF YOU WILL, AND CONVERT THEM INTO FULL TIME EMPLOYEES. SPECIAL EDUCATION IS FUNDED THROUGH THREE STREAMS IN OUR BUDGET. HE HAVE THE IDEA GRANT WHICH RUNS IN THE NEIGHBORHOOD OF $3.5 MILLION, AND WE HAVE THE FUNDING THAT WE GET FROM THE STATE WITH STATE ALLOCATION OF STUDENTS, AND THEN WE HAVE THE CITY CONTRIBUTION TO THE OPERATING BUDGET AS WELL THAT FUNDS MOST OF THE OPERATING BUDGET. THE IDEA GRANT FUNDS MOST OF THE OFFICE OF SPECIALIZED INSTRUCTION AND THE PERSONNEL AND MATERIALS AND SUPPLIES AND PROFESSIONAL DEVELOPMENT THAT WE DO OUT OF THE CENTRAL OFFICE. AND THAT'S WHERE THEY GOT THE SAY OVER SPECIAL EDUCATION, IS THAT THEY WANTED TO PASS THESE LAWS AND THE WAY TO GET THE STATES TO BUY INTO IT WAS LIKE, WE'LL GIVE YOU MONEY TO DO IT. AND SO, IF WE GET MONEY, THEN WE HAVE TO COMPLY. SO THIS IDEA PLAN THAT WE DO EVERY YEAR IS HOW WE DOCUMENT HOW WE'RE COMPLYING TO GET THE MONEY. NOW, EVERYBODY'S SAID THAT SPECIAL EDUCATION IS A MANDATED MONEY. BECAUSE IT WAS SAID THAT IT WOULD BE A RAMP UP PROCESS THAT THEY WERE GOING TO START WITH A PERCENTAGE OF FUNDING AND RAMP UP, AND ULTIMATELY HIT 100%. WELL, 50 YEARS PLUS LATER, WE'RE NOT EVEN CLOSE. I MEAN, I DON'T KNOW, MEAGAN, WHAT THE PER PUPIL PAYOUT IS NOW. BUT WE DO THE DECEMBER 1ST COUNT AND THAT'S HOW WE GET OUR MONEY AND WE GET A DOLLAR AMOUNT PER PUPIL. AND WHEN THE STATE OF VIRGINIA TURNS IN THIS DECEMBER 1ST COUNT THEY GET MONEY AND DISPERSE IT TO DISTRICTS. AND BY LAW, THE COMMONWEALTH CAN RETAIN A PERCENTAGE OF THAT GRANT. SO, WE GET I THINK SOMEWHERE AROUND 94-95% OF THE TOTAL GRANT IN A PASS THROUGH. BUT, I'M TELLING YOU, OUR PER PUPIL COST, JUST TO LET YOU KNOW, TO EDUCATE A STUDENT OUR AVERAGE PER PUPIL COST IN ACPS IS $32,000 A STUDENT. I THINK THAT WE, THE LAST TIME I EVER LOOKED AT THE IDEA ALLOCATION IT WAS $437 A STUDENT. NOW THAT WAS A LONG TIME AGO, I'M SURE IT'S GONE UP TO SOME -- BUT IT'S MINUSCULE. WHAT WE GET PER PUPIL IS MINUSCULE FOR THE COST.
