ALL OF THE DOCUMENTS FOR THAT WAS UPLOADED. FINALLY WE WILL LOOK AT THE FUNDS FOR EMPLOYEE COMPENSATION. [ 1. JUST AS A REMINDER, THE SCHOOL BOARD APPOINTED AN AD HOC COMMITTEE TO EXPLORE THE ADVISORY COMMITTEE AND HOW WE CAN WORK AS PRODUCTIVELY AS POSSIBLE AND SUPPORT THEIR WORK AND HAVE MORE ENGAGEMENT AS WELL AS LOOKING AT THE MAKEUP OF THE COMMITTEES AND HOW WE CAN DIVERSIFY THE MEMBERSHIP IF IT IS WARRANTED. WE ALREADY MET A COUPLE OF WEEKS AGO, IT IS A BLUR AT THIS POINT WITH THE FORMER CHAIR OF THE SPECIAL ADVISORY COMMITTEE AND THE ATHLETIC HALL OF FAME. ONCE I WAS PART OF THE COMMITTEE, THE CHAIR AT THE TIME, WE REALIZE WE WERE BOTH ALUMNI OF NORTHEASTERN ANNIVERSARY AND HE SUGGESTED THAT I APPLY FOR CHAIR AND THAT IS HOW I CAME HERE. VERY PASSIONATE ABOUT CAREER AND TECHNICAL EDUCATION, AND HOW WE PREPARE STUDENTS TO GO OUT IN THE WORLD TO MAKE SURE THEY HAVE THE SKILLS THEY NEED FOR THE INDUSTRIES THEY EXIST. A LOT OF THAT IS BASED OFF OF TECHNICAL EDUCATION, TRAITS. I USED TO WORK FOR NEWPORT NEWS, AND A LOT OF THE BUZZ OVER THERE, THERE WEREN'T ENOUGH STUDENTS INTERESTED SO THIS WAS GREAT TO GET INVOLVED. THIS YEAR, I BELIEVE EVERYONE HAS THEIR ANNUAL REPORT, WE HAVE FOCUSED MORE ON GETTING MEMBERS, I GUESS YOU COULD SAY GETTING EXPOSED TO THE FACILITIES. TYPICALLY WE MEET AT THE HIGH SCHOOL AND WE ARE PRETTY FAMILIAR WITH THE BUILDING. WHAT GOES ON THERE. BUT WE FELT LIKE THERE WASN'T A LOT OF EXPOSURE TO SEE WHAT TYPES OF ACTIVITIES OR FACILITIES THEY HAD. [00:05:03] JUST AS A HIGHLIGHT, WE WENT TO GEORGE WASHINGTON AND WE SAW THEIR FACILITIES, AND I WOULD SAY MOST OF US WERE PRETTY BLOWN AWAY WITH THE TEACHERS WE MET AND HOW PASSIONATE THEY WERE, AND SOME OF THE SCHOOL WORK. YOU WILL SEE, AND THE OPPORTUNITIES FOR STUDENTS TO BE INVOLVED IN CAREER AND TECHNICAL EDUCATION AND MAKING SURE THEY ARE PREPARED FOR THE REAL WORLD. THERE HAS BEEN WORD ON HOW TO WE CAN OUT THE WORD TO THE COMMUNITY SO THEY KNOW WHAT TYPE OF OPPORTUNITIES ARE OUT THERE FOR STUDENTS SO WE CAN ENCOURAGE MORE STUDENTS TO APPLY OR TO GET INTO THESE COURSES AND ACTIVITIES. AND MAY BE, WE CAN GET SOME SUPPORT FOR MORE TEACHERS TO TEACH THE CDE COURSES. THERE WERE TWO TEACHERS THAT WE SPOKE TO IN PARTICULAR THAT SAID THE CLASSROOMS ARE PACKED, WE CANNOT ACCEPT ANY MORE STUDENTS AND THE STUDENTS ARE EAGER TO PARTICIPATE IN THE COURSES. THAT IS ONE OF THE THINGS THAT CAME UP. SOME OF THE QUESTIONS WE ARE ASKING, WHAT IS THE REAL NEED, WHAT IS THE PROBLEM. ARE THE CLASSROOMS LARGE ENOUGH. DO WE NEED TO OFFER MORE COURSES. IF I WERE TO ASK FOR HELP. I WANTED TO ASK -- WE NEED TO KNOW WHAT THE REAL NEED IS >> DR. JACOBS DO YOU WANT TO ADD ANYTHING. I WANTED TO MAKE SURE THE BOARD WAS AWARE THAT TWO OF THE ADVISORY COMMITTEES ARE REQUIRED BY THE COMMONWEALTH AND THAT IS THE SPECIAL ADVISORY COMMITTEE AND THE CAREER TECHNICAL EDUCATION COMMITTEE AND IT'S MY UNDERSTANDING THAT IS PARTLY SO WE CAN UNDERSTAND WHAT WORK FORCE NEEDS ARE NEEDED SO WE ARE HELPING TO DRIVE STUDENTS INTO FIELDS WHERE THERE IS OPPORTUNITIES. ANYTHING YOU WANT TO ADD, IT WOULD BE HELPFUL FOR ME AND I KNOW YOU HAVE WORKED AT THE STATE LEVEL. ANY TOP LEVEL OVERVIEW OF, HOW THE CAREER AND TECHNICAL EDUCATION WORKS AND WHAT WE SHOULD KNOW AS BOARD MEMBERS. ALSO, TO ADDRESS SOME OF THE THINGS WE ARE HEARING FROM TEACHERS AND STUDENTS ABOUT THE SIZE OF CLASS, AND PART OF THE GRANT F YEAR, WE WILL NEED TO DO A COMPREHENSIVE NEEDS ASSESSMENT. IT IS REQUIRED. IT IS DONE EVERY TWO YEARS. COVID-19 PREVENTED US FROM CONDUCTING THIS LAST YEAR BUT IT IS AN EXTENSIVE ASSESSMENT ABOUT STUDENT PERFORMANCE, PROGRAM SIZE AND SCOPE AND QUALITY. ALIGNMENT WITH THE JOB MARKET, STUDY IMPLEMENTATION THE PROFESSIONAL RECRUITMENT, DEVELOPMENT WORK FOR TEACHERS AND PROGRAM [00:10:01] ACCESS AND EQUITY. WE WILL BE BRINGING TOGETHER, ALL STAKEHOLDERS TO THE TABLE TO DISCUSS WITH ACTUAL DATA FROM THE ANNUAL PERFORMANCE REPORT, AND FROM THE STUDENT MANAGEMENT SYSTEM SO WE CAN BUILD THIS NEEDS ASSESSMENT BUT WE KNOW WHERE TO TARGET OUR MONEY. I THINK WE WILL LEARN A LOT FROM THAT ASSESSMENT. OF COURSE, THAT IS PART OF THE APPROVAL FOR THE GRANT THAT THE SCHOOL BOARD APPROVES BEFORE IT GOES TO THE STATE IN APRIL. I AM EXCITED. IT IS A BIG UNDERTAKING BUT IT DIVES INTO THE NONTRADITIONAL STUDENTS AND THE COURSES AS WELL AS THE SPECIAL POPULATIONS. IT WILL ALIGN WITH THE TEACHER PLANS, GOALS AND OBJECTIVES. THAT REPORT WILL BE PUT TOGETHER FOR THE SCHOOL BOARD. >> OR ANYONE WHO MAY NOT KNOW, CAN YOU EXPLAIN WHAT THE PERKINS GRANT IS, THAT MAY BE HELPFUL. >> ABSOLUTELY. THOSE ARE FEDERAL FUNDS THAT COME TO STATES, AND APPLICATION BASED ON THE LOCAL NEEDS AS BUDGET THE MONEY. MONEY IS ALLOCATED BY THE NUMBER OF STUDENTS WHO PARTICIPATE IN THE PATHWAYS. THE FUNDING FROM THIS PAST YEAR IS ABOUT $317,000. THAT MONEY IS USED FOR THE SPECIAL POPULATIONS AS WELL AS THE NONTRADITIONAL STUDENTS. >> I HAVE A COUPLE OF QUESTIONS. AS A LOT OF BOARD MEMBERS HAVE SAID BEFORE AND I AM EXCITED TO TALK TO THIS GROUP BECAUSE IT IS NOT ONE NECESSARILY THE SCHOOL HAS BEEN ABLE TO TALK TO A LOT. WHEN I THINK OF THE STRATEGIC PLAN, AND I THINK OF THE THINGS WE WANT TO ACHIEVE I REALLY SEE CTE AS A KEY WAY THAT WE CAN ACHIEVE THAT. WHEN WE THINK ABOUT WHAT WE WANT TO DO FOR OUR KIDS AND HAVE THEM THRIVE, I THINK THIS IS THE KEY THING. BUT ONE THING THAT IS VERY INTERESTING, NOT TO PUT ANYONE ON THE SPOT, I FIND IT SO INTERESTING WHEN I INC. ABOUT THE LANGUAGE USED AROUND THIS TOPIC. WHEN WE TALK ABOUT CTE OR NONTRADITIONAL STUDENTS, THERE IS A LANGUAGE DEVELOPED WHEN TALKING ABOUT THIS FORM OF EDUCATION THAT I THINK INADVERTENTLY AS CREATED A SORT OF ALL TO THE SITE BEING AND I THINK THAT IS SO UNFORTUNATE BECAUSE, WHEN I THINK OF THE LEVEL OF KNOWLEDGE AND EXPERIENCE AND SKILLS THAT THAT PEOPLE NEED TO THRIVE IN THIS, I MEAN, I COULD NOT IMAGINE BEING ABLE TO DO THIS. THAT WAS A LONG PREFACE BUT, I THINK YOU HIT ON A LOT OF THINGS THAT ARE INTERESTING. I AM EXCITED TO HEAR ABOUT THE PERKINS OPPORTUNITIES BUT I WANTED TO SAY THAT, I THINK ONE OF THE THINGS I HAVE FELT CHALLENGING ABOUT THE AREA IS IT FEELS TO ME AN AREA THAT IS GROWING AND CHANGING RAPIDLY. THE SCHOOL DIVISIONS ARE NOT ALWAYS ABLE TO NECESSARILY GROW AND CHANGE AT THE SAME RATE. NOT TRADITIONALLY. WHEN I THINK ABOUT WE NOT ONLY HAVE SOME CHALLENGES WITH HAVING ENOUGH ROOM FOR STUDENTS WHO WANT TO TAKE THE CLASSES BUT THE OTHER THING IS, WHAT ARE WE PROVIDING TEACHERS WHO MAY BE EAGER TO HELP THE STUDENTS BUT MAY NOT HAVE THE TRAINING IN THE AREAS THAT 2021-2022 IS HEADING. THIS JUST FEELS LIKE A REAL CHALLENGE. AGAIN, WHILE IM EXCITED ABOUT THE GRANT, I AM MINDFUL THAT THE FEDERAL LOANS [00:15:07] ARE A SMALL PART OF THE FUNDING. I AM REALLY INTERESTED IN THINKING ABOUT, CTE, TIED TO OUR PLAN. HOW WE ARE THINKING ABOUT THIS IN TERMS OF OUR OVERALL BUDGET AND APPROACH IN TERMS OF THINKING ABOUT STAFFING AND PROFESSIONAL DEVELOPMENT. PERHAPS SOME OF IT COMES FROM WILLING PARTNERS WHO ARE EAGER TO PARTNER WITH THE TEACHERS. IF YOU ARE WAITING TO TELL STUDENTS ABOUT CTE COURSES IN THE NINTH GRADE WE WILL HAVE THE KIDS WHO HAPPEN TO DO SUMMER CAMPS OR HAD SOME KIND OF EXPOSURE BECAUSE THEIR PARENTS WERE IN THE PROFESSION OR WHATEVER THE CASE MAY BE. WE WANT TO MAKE SURE WE ARE EXPOSING YOUNG PEOPLE AND PROVIDING THEM ACCESS SO WE ARE PIQUING INTEREST AND WE HAVE AN OPPORTUNITY FOR THEM TO TAKE COURSES IN MIDDLE SCHOOL AND WITH SPECIFIC COURSEWORK AND NOT WAITING UNTIL HIGH SCHOOL. THEN WE HAVE A PIPELINE. TH TECH, NOVA AND GEORGE MASON TO ENSURE WE GO BEYOND JUST HIGH SCHOOL AND WE HAVE AN EARLY COLLEGE WHERE YOU RECEIVE AN ASSOCIATES DEGREE THEN A BACHELORS DEGREE THEN A GRADUATE DEGREE AND THEN YOU GO INTO THE WORKFORCE. THIS IS JUST GIVING YOU A VISION OF WHERE WE ARE AND WHERE WE ARE GOING. DR. EVERY STATE IS GOING THROUGH THE SAME THING. AS UNIVERSITIES ARE EXPANDING, THEY ARE TAKING AWAY THE CTE TEACHER PREP PROGRAMS. I SPENT SOME OF MY DAY WRITING LETTERS TO PRESIDENTS OF UNIVERSITY SELLING THEM TO PLEASE, DO NOT TAKE THESE VALUABLE PROGRAMS AWAY, ESPECIALLY IN THE COMMONWEALTH. BU OBVIOUSLY WITH PROJECT -BASED LEARNING, WE HAVE A LOT TO DO WITH MAKING SURE THAT ALL OF OUR TEACHERS NOT JUST CTE TEACHERS UNDERSTAND ABOUT PROJECT -BASED LEARNING AND TEACHERS KNOW THEY LEARN IN CONTEXT. WHEN WE ARE LOOKING AT WHAT WE NEED TO DO WITH TEACHERS WE NEED TO PARTNER WITH THE INDUSTRY ADVISORY BOARD PEOPLE AT NOVA, THAT ARE PROVIDING PROFESSIONAL DEVELOPMENT FOR THE TEACHERS. WE ALSO WANT TO MAKE SURE THE TEACHERS THAT WE HAVE HAVE ACCESS TO MASTERS DEGREE PROGRAMS SO THEY CAN BE CREDENTIALED TO TEACH AT THE COMMUNITY COLLEGE LEVEL WHICH IS AN IMPORTANT PART OF OUR PATHWAYS. I BELIEVE THAT WE HAVE TO DO MORE WITH RECRUITING, AND FINDING WHERE THESE TEACHERS ARE AND BRINGING THEM TO VIRGINIA, AND I AGREE WITH DR. HUTCHINGS, ONE OF THE THINGS ACPS HAS, WE ARE ON THE CUTTING EDGE AND WE ARE SEEING A BIGGER PITCHER THAT SOME SCHOOLS ARE NOT EVEN GOING THERE YET. IT IS IMPORTANT THAT WITH ANY CTE PATHWAY WE UNDERSTAND THAT AS SUCH -- AS DR. HUTCHINGS SAID IT STARTS IN THE ELEMENTARY PROGRAM. IT HAS TO BE IN VERTICAL ALIGNMENT WITH WHAT WE ARE DOING FOR STUDENTS. WE CAN'T EXPECT THEM TO JUST BE INTERESTED STARTING IN THE EIGHTH GRADE OR NINTH GRADE, WE HAVE TO START EARLY AND GET THEM INVOLVED AND HELP THEM UNDERSTAND WHAT CA OUT THERE. CAREER PATHWAYS ARE NOT JUST ABOUT CTE COURSES THERE IS A PLAN OF STUDY OF WHAT STUDENTS WOULD TAKE IN THE ENGLISH IS AND THE WORLD LANGUAGES, SOCIAL STUDIES, SCIENCE AND MATH. THERE ARE OPTIONS, BUT TO PREPARE TEACHERS TO BE ABLE TO HELP STUDENTS WITH PICKING THOSE PATHWAYS IS IMPORTANT AND PROVIDING PROFESSIONAL -- PROFESSIONAL DEVELOPMENT SO THEY KNOW THE OPTIONS AVAILABLE FOR THE STUDENTS. IT IS REALLY ESSENTIAL AND IT IS INCUMBENT UPON US AND WE ARE REQUIRED TO PREPARE THE STUDENTS FOR POSTSECONDARY EDUCATION CAREERS AND EVEN INDEPENDENT LIVING. SO WHAT I THINK I WOULD LIKE TO SEE IS US THINK ABOUT HOW WE CAN HAVE A BETTER CONNECTION OR MORE SEAMLESS PARTNERSHIP BETWEEN HOW WE ARE DOING CTE, AND THE CONNECTION WITH OUR SPECIALIZED INSTRUCTION BECAUSE IT IS SO MUCH EASIER TO HAVE MORE PEOPLE WORKING ON THE GROUND THEN A FEW. WE HAVE RECENTLY HIRED A COORDINATOR AND I THINK WE WILL HIRE ANOTHER ONE I BELIEVE. MAYBE IT IS A MATTER OF DO YOU WANT TO CONNECT ONE OF THOSE INDIVIDUALS TO THE ADVISORY COMMITTEE, AND JUST TO BOLSTER THE AREA BECAUSE GOING BACK TO THE STRATEGIC PLAN, IF WE ARE TRYING TO IMPROVE OUTCOMES A LOT OF THAT WILL BE DEPENDENT ON HOW WELL WE DO SECONDARY TRANSITION FOR THE KIDS. THAT LIGHTBULBS THAT WENT OFF FOR ME. YOU KNOW, KILL SO MANY BIRDS WITH ONE STONE WOULD BE AWESOME. THE OTHER THING THAT CAME TO MIND, AND I THINK DR. IF YOU ARE LOOKING FOR BETTER PAY? PROBABLY NOT BECAUSE YOU ARE PROBABLY GOING TO MAKE MORE AS A PLUMBER OR -- THERE ARE SO MANY DIFFERENT CAREERS BUT WE HAVE TO THINK ABOUT THAT TOO. WE ALSO HAVE A STRONG PARTNERSHIP WITH THE HOSPITAL DOING CAREER TRANSITIONS. IN REGARDS TO PERKINS, WE GET 300,0004 PERKINS AND DR. JACOBS YOU CAN HELP ME IF I'M WRONG HERE. BUT WE SPEND ABOUT 6.4 MILLION IN REGARDS TO HAVING CTE TEACHERS WHICH I THINK WE HAVE CLOSE TO 54 CTE TEACHERS CURRENTLY IN THE SCHOOL DIVISION. BUT AS YOU MENTIONED, EXPANDING THIS BEYOND THE COLLEGES AND UNIVERSITIES THEY WOULD HAVE TO REIMAGINE WHAT EDUCATION LOOKS LIKE. THIS IS ONE THING I AM ADAMANT ABOUT. WE HAVE BEEN TALKING ABOUT THIS AND WE RECENTLY HAD THE NEEDS OF ALL OF THE COLLEGES AND UNIVERSITIES SERVE ON THE PANEL. THE FIRST TIME, THE FIRST TIME, IT JUST HAPPENED LAST MONTH IN OCTOBER, THIS IS THE FIRST TIME WE HAD THE DEANS INTERACTING WITH THE SUPERINTENDENT AND HAVING DISCUSSIONS AROUND WHAT THE PROGRAM LOOKS LIKE AND WHAT COURSES ARE THEY REQUIRING, WHAT DO WE THINK PEOPLE SHOULD HAVE COMING OUT OF THESE COLLEGES OF EDUCATION. I TRULY AGREE, IT IS GOING TO TAKE A LOT FOR US TO BE ABLE TO GET HIGHER EDUCATION INSTITUTIONS TO CHANGE HER FOCUS. PEOPLE ARE COMING OUT OF SCHOOL. IF YOU WANT TO BE A CTE TEACHER AND YOU HAVE THE PLUMBING CERTIFICATE OR CERTIFICATE OR CODING, THE LIST GOES ON AND ON YOU ARE MAKING SIX FIGURES WITHOUT HAVING A DEGREE. YOU MAY HAVE A CERTIFICATION IN SOME CASES. THAT IS MAJOR. PEOPLE MAY NOT CHOOSE TO COME AND TEACH WHERE YOU WILL MAKE HALF OF THAT. GRANTED, YOU DO GET THE SUMMERS OFF, I WILL SELL OUR PROGRAM. YOU WORK TEN MONTHS OUT OF THE YEAR AND YOU GET ALL OF THE VACATIONS WHETHER WINTER BREAK, THANKSGIVING, THE LIST GOES ON AND ON. ALL OF THOSE WONDERFUL THINGS THAT WE SAY WHEN WE RECRUIT BUT COMPETITION WHEN -- WHEN PEOPLE ARE LOOKING AT DOLLARS. THAT IS A HUGE SACRIFICE THAT THEY CAN MAKE. IT WOULD BEHOOVE US TO EXPAND FROM OF OUR SERVICES [00:35:05] THROUGH TEACHERS WE ALREADY HAVE. IT IS SIMILAR TO WHAT WE HAD TO DO WITH TALENTED AND GIFTED WHERE WE HAD TEACHERS WHO WERE CURRENTLY TEACHING AND THEN THEY GOT A TAG CERTIFICATION THAT WE OFFERED IN HOUSE. WE PART UNIVERSITY. THOSE ARE THE THINGS WE WILL HAVE TO DO. I KNOW THAT WAS LONG-WINDED BUT I WANTED TO GET TO EVERYTHING. >> IF I COULD AD, THE COMMITTEE MUST HAVE RECOMMENDATION FROM THE COMMITTEE FROM ALL OF THOSE CATEGORIES. THE OTHER AREAS ARE FILLED BY REPRESENTATIVES WHO WORK IN CITY AGENCIES AND REGIONAL AGENCIES AND SOME OF OUR BUSINESS PARTNERS. THIS CAN BE DISCUSSED AT MEETINGS TO MEET THE NEEDS OF THE LOVE OF THE SIN. THERE IS ROOM TO CATER THE COURSE AND THOSE COMPETENCIES TO WHAT FITS THE NEEDS AND WANTS OF THE STUDENTS. IT SEEMS LIKE IT IS FULL CIRCLE AGAIN, COMING BACK OF HOW AND ELEMENTARY SCHOOL TEACHER WOULD BE ABLE TO INTEGRATE STEM CONCEPTS WITHIN THE OVERALL CURRICULUM. MAYBE THAT IS SOMETHING WE NEED TO EXPLORE THROUGH CHILDREN ENGINEERING CONCEPTS SO WE DO HAVE A GOOD ALIGNMENT FROM ELEMENTARY TO MIDDLE SCHOOL, AND THEN TO HIGH SCHOOL. >> THANK YOU MS. ONE OF THE THINGS THAT BECAME CLEAR AS WE DID THE REPORT IS COMMUNITY ENGAGEMENT AND ISSUES CAME UP A LOT AND IT WAS ALSO SOMETHING THAT WE KNEW STAFF WAS INTERESTED IN FOCUS ON. I WILL WORK FOR THIS YEAR REFLECTS OUR MUTUAL INTERESTS AND THAT. WHEN I SAY COMMUNITY ENGAGEMENT COMMUNICATIONS IT IS THE MECHANICS OF COMMUNICATIONS, MATERIALS, THE WEBSITE. ONE OF THE THINGS WE NOTICED, IT WAS THE NUMBER OF OPPORTUNITIES FOR PEOPLE TO ENGAGE IN THE BUDGET PROCESS, TO PROVIDE FEEDBACK. IT WAS ONLY ACCESSED BY A LIMITED NUMBER OF PEOPLE. WE WILL DO AN OVERVIEW OF WHAT'S AVAILABLE HERE THROUGH A C.P.S. AND IDENTIFY THINGS THAT ARE GREAT THAT SHOULD BE REPLICATED OR THINGS THAT COULD BE IMPROVED. WE HAVE TALKED ABOU COMMUNICATIONS TEAM TO TALK ABOUT THEIR APPROACH TO THE BUDGET. I WANTED TO MENTION TWO OTHER QUICK THINGS. THAT NOT ONLY CREATES A NATURAL COLLECTION -- CONNECTION WITH EVERYONE ON THE COMMITTEE IT'S ALSO A STRATEGIC WAY TO ENSURE THERE IS GOOD REPRESENTATION. WE ALSO TALK ABOUT THE INVESTMENT AS A NEW THING. THROUGHOUT THE PROCESS WE WERE ABLE TO IDENTIFY CONDITIONS AND ALSO HELP TO GET THEIR NEEDS FURTHER DOWN THE ROAD AND IT ALLOWED US TO COME UP WITH PROBABLE CAUSE. HERE IS THE ASSESSMENT. OVERALL IT IS $1.7 MILLION IDENTIFIED. SOME OF THE PROJECTS HAVE BEEN IDENTIFIED BUT THEY MAY HAVE BEEN UPDATED CURRENT COSTS. ALSO THE FCA HELPED IDENTIFY NEEDED RENOVATION PROJECTS FOR THE TRANSPORTATION FACILITY. THAT HAD BEEN PUSHED TO ACCOMMODATE THE CITIES WITH HER WHEELER STUDY. [01:10:01] THIS IS A SNAPSHOT. I WILL GO THROUGH SOME OF THE BIG TICKET ITEMS. THE RENOVATION RECONFIGURATIONS THAT IS INTERIOR ITEMS SUCH AS REPLACING OLD FLOORING AND SOME OF THE WALL REPLACEMENT. OVER HERE THIS IS ALSO MOSTLY INTERIOR RENOVATIONS WHICH INCLUDE GETTING RID OF CARPET AND IF YOU NEEDED A PUMP AND VALVE REPLACEMENT. THIS UPGRADE IS A PERFECT EXAMPLE OF SOMETHING WE HAD KNOWN ABOUT BUT HAD NOT ADDRESSED YET BECAUSE IF WE DON'T FIX THE PROBLEM ON THE ROOF IT DID NOT EXIST TO REPAIR THE CEILING. BUT WE HAVE ADDRESSED SOME OF THE ISSUES. SOME OF THESE RECONFIGURATIONS. THIS INCLUDES THE INTERIOR RENOVATIONS FOR GETTING RID OF OTHER NEEDS. OVER THE PANDEMIC WE WERE ABLE TO DO THE HALLWAYS WHICH WENT A LONG WAY TO IMPROVING THE AESTHETICS OF THE FACILITY. TRANSPORTATION SERVICES WE HAVE TOUCHED ON THAT. ROOF REPAIR. ROOF IS RESTING OUT. IT DOES HAVE LEAK ISSUES WITH SOME OF THE INTERIOR IS IMPORTANT SHAPE. THE NEXT IS JUST BASICALLY ANOTHER WHERE WE WILL TO THIS OVER TIME. AN TO ERICA. THANK YOU. YOU WILL NOTICE THIS IS 1.4 MILLION LAST THEN WHAT WE RECEIVED LAST YEAR END A LOT OF THIS IS DUE TO THE MOVE TO PURSUE THIS. EARLY CONSTRUCTION IN A PREVIOUS YEAR TO BE ABLE TO START SOME OF THAT THIS SPRING BUT THEN ULTIMATELY WE WILL NEED [01:15:08] THE FUNDS TO OPERATE THE CONSTRUCTION. WE HAVE MULTIPLE REPAIRS AND THEY ARE BOTH IDENTIFIED BY MR. FINNIGAN AND HIS TEAM. THE $3 MILLION FOR THE DEMOLITION OF THE EXISTING PATRICK HENRY WHICH IS THE NEW PARKING LOT AS SOON AS WE ARE OUT OF THE SWING SPACE AS SOON AS DOUGLAS MACARTHUR LEADS WE ARE VACATING THE SITE AND DEMOLISHING IT. THEN THE CURRICULUM AND INSTRUCTION MATERIALS FUNDED AT ABOUT $1 MILLION PER YEAR. I JUST WANTED TO POINT OUT SOME OF THE MAJOR PROJECTS BUT YOU CAN SEE THEM BY SIGHT. PRIORITY THREE AND 5-10. IN EACH OF THOSE, THIS IS IN A FAIR CONDITION. THINGS THAT HAVE THIS. THIS IS A PERCENTAGE. THIS IS IN THE 0-5% RANGE. SO, AS WE ARE AWARE, CLOSE TO 88% OF THE BUDGET IS PERSONNEL RELATED. WHETHER IT IS HEALTHCARE OR RETIREMENT THERE IS A CHALLENGE FOR US TO ATTRACT AND MAINTAIN STAFFING. AS WE STRIVE TO REMAIN COMPETITIVE THERE ARE TIMES WE HAVE TO REAC PROFESSIONALS TO GIVE US INSIGHT AS TO HOW THE COMPENSATION STACKS UP. AS YOU ARE WHERE A COUPLE OF YEARS AGO WE ENGAGED TO CONDUCT THE MARKET ASSESSMENTS AND ART OF THAT STUDY THERE WERE SOME KEY EMPLOYEE GROUPS THAT WE PROVIDED OR THEY PROVIDED RECOMMENDATIONS ON HOW WE COULD INCREASE THE SALARIES TO BECOME MORE COMPETITIVE AND TO ATTRACT THOSE GROUPS. IN FY 21 WHICH WAS THE FIRST YEAR WE ACTED ON RECOMMENDATIONS, THOSE INCLUDED EMPLOYEE GROUPS BUS DRIVERS AND TRANSPORTATION STAFF INCLUDING THE MECHANICS. INSTRUCTION ASSISTANCE AND LEADERSHIP. IN FY 21 WE ADOPTED A PHASED-IN APPROACH WHERE WE INCLUDED ADDITIONAL ADJUSTMENTS FOR SELECTED EMPLOYEE GROUPS. FOR EXAMPLE THE BUS DRIVERS AND THE ASSISTANCE. WE SELECTED A THREE YEAR PHASED-IN APPROACH. IN FY 21-22, AND LIKEWISE IN THE 23 BUDGET WE PLAN TO CONTINUED TO HONORED THOSE ADJUSTMENTS. FOR FY 22, THE STUDY RECOMMENDED AND WE SELECTED A COUPLE OF MORE EMPLOYEE GROUPS, AND THAT YEAR, THIS CURRENT YEAR IT INCLUDED FACILITY POSITIONS, BUILDING ENGINEERS AS WELL AS FOOD AND NUTRITION AND SERVICE WORKERS AND TECHNOLOGY SPECIALISTS AND SCHOOL ADMINISTRATION POSITIONS. SIMILAR TO WHAT WE DID IN 21 WE SELECTED A PHASED-IN APPROACH TO FUND ADDITIONAL ADJUSTMENTS FOR THESE EMPLOYEE GROUPS. THESE BEES ARE IN ADDITION TO THE OPPORTUNITIES AS FUNDING PERMITS, TO ADD IN ON TOP OF THE STEP INCREASE ANY QUOTA WE COULD FIT WITHIN THE BUDGET. THIS IS WHERE BASED ON THE COMPENSATION STUDY WE HAVE CHOSEN TO CONTINUED TO BE FROM OU WE CAN REMAIN COMPETITIVE IN THIS PARTICULAR AREA. THIS FIGHT HERE, AND I WILL SLOW DOWN THE SECOND. THREE OUT OF THE LAST SIX YEARS YOU WILL SEE NOT ONLY DID THEY PROVIDE STEP INCREASE BUT SOME LEVEL OF A MARKET RATE ADJUSTMENT. IT HAS BEEN FORTUNATE FOR ACPS AND WE PLAN TO CONTINUE ALONG THOSE LINES IN FY 23. YOU CAN SEE AT THE BOTTOM AND I WOULD BE REMISS IF I DID NOT NOTE OUR COUNTERPARTS IN THE CITY OF ALEXANDRIA, EVEN IF THEY DID NOT RECEIVE A SIMILAR MERIT INCREASE THE CITY MANAGER HAS PROPOSED A MIDYEAR RAISE AND A BONUS FOR FY 22 AS AN EMPLOYEE COMPENSATION PRACTICE PACKAGE. IN SOME AREAS WE CAN'T COMPETE. THEY GIVE BONUSES THAT WE CAN'T COMPARE. BUT WHAT WE CAN SAY, WE HAVE A WHOLESOME FAMILY HERE, WHERE YOU ARE SERVING CHILDREN AND THAT IS UNIQUE. I THINK OUR BUS DRIVERS, I'D TELL THEM THIS EVERY TIME TRANSPORTATION DEPARTMENT THEY ARE THE FIRST SPACE AND SOMETIMES THE LAST BASE PERIOD THEY GENERALLY HAVE AN IMPACT ON THE YOUNG PEOPLE AND THEY CAN MAKE OR BREAK THEIR DAY. SOME KIDS COME IN WITH AN ATTITUDE AND BY THE TIME THEY GET OFF OF THE BUS THEY ARE SMILING. THEY REALLY GET TO KNOW THE KIDS. WE DO LOOK AT THE COMPETITORS. AND IN SOME CASES WE CAN COMPETE WITH THE BONUSES. THERE ARE SOME INCENTIVES WE CAN OFFER. BUS DRIVERS AS WELL. >> I THINK IT IS IMPORTANT TO TALK ABOUT THE NON- BENEFITS PART. SOMETIMES PEOPLE LOOK AT THE SALARY DOLLAR AND WE COULD PROBABLY DO A BETTER JOB HIGHLIGHTING THE BENEFIT PACKAGE BECAUSE WHEN YOU LOOK AT THE TOTAL COMPENSATION, WE TRIED TO LOOK AT TOTAL COMPENSATION AS OPPOSED TO JUST THE SALARY. WE HAVE HIGHLIGHTED THIS BEFORE. WE HAVE A VERY GOOD HEALTHCARE PLAN IN TERMS OF THE COST-SHARING. OFTEN TIMES THAT IS NOT FACTORED INTO A SALARY DISCUSSION. EMPLOYEES MAY TAKE A POSITION BECAUSE THE SALARY IS HIGHER BUT OFTEN TIMES, THEIR SHARE OF THE HEALTHCARE PREMIUM IS HIGH AS WELL. THAT IS ONE OF THOSE THINGS, WE WANT TO HIGHLIGHT AND THAT IS A BENEFIT. CAN I ADD THE COMMENT, THE HR DEPARTMENT DID SOMETHING DIFFERENT. WE SENT SOME BENEFITS THEY ALSO HAD THE OPPORTUNITY TO HEAR ABOUT COMPENSATION WE WANT TO CONTINUE TO DO THAT WE ALSO DID WHERE WE CHECK IN WITH STAFF SO THEY CAN ASK QUESTIONS ABOUT ANYTHING THEY WANTED.
