AS YOU CAN SEE, ENROLLMENT THIS YEAR IS DOWN A LITTLE BIT FROM LAST YEAR, HOWEVER, WITH BEING 100% VIRTUAL TO START OUT WITH, WE DID LOSE SOME STUDENTS TO HANDS ON LEARNING AND LEARNING IN CONTEXT.

WHEN WE LOOK AT THE CTE COMPLETERS, YOU CAN SEE THE COMPLETER LIST IS A YEAR BEHIND.

AND SO THIS WAS LAST YEAR'S DATA.

WE DON'T HAVE THIS YEAR, SO IT IS REPORTING ON LAST YEAR'S.

AND YOU CAN SEE THAT  OOPS, SORRY.

WE WENT DOWN IN THE NUMBER OF SENIOR COMPLETERS.

AND, WHEN WE SAY COMPLETERS, THAT MEANS THEY'VE TAKEN A LEVEL ONE AND A LEVEL TWO CLASS OR AN INTRO AND ANOTHER CLASS THAT GOES WITH IT.

IF A STUDENT HAS MORE THAN ONE COMPLETION, WE ONLY COUNT ONE SO IT HAS TO BE UNDUPLICATED SO WE DO HAVE SOME VERY AMBITIOUS SENIORS OR STUDENTS THAT TAKE A LOT OF CTE CLASSES BUT ONLY ONE COMPLETER CAN BE COUNTED FOR EACH OF THEM.

IN OUR INDUSTRY CREDENTIAL TESTING, WE CURRENTLY ARE USING 17.

AND DR. MAN ALWAYS REINFORCES THIS WITH EVERYONE, THE FACT THERE ARE ABOUT 500 DIFFERENT RECOGNIZED CREDENTIALS IN THE COMMONWEALTH.

WE'RE USING 17, AND WE'RE LOOKING TO SPAN OUT FROM THIS BECAUSE WE'RE JUST SCRATCHING THE SURFACE WITH WHAT IS AVAILABLE TO THE STUDENTS.

FOR INSTANCE, WHERE YOU SEE THE CHECK MARKS ARE THE TESTING THAT WE HAVE DONE SO FAR THIS YEAR.

SO THE WORK PLACE READINESS SKILLS.

THE WISE, THE WORKING IN SUPPORT OF EDUCATION.

CRIMINAL JUSTICE, EARLY CHILDHOOD CARE, CULINARY, ELECTRICITY, NETWORK HARDWARE.

MOST OF THE CULINARY HAVE TAKEN SERVSAFE.

MICROSOFT OFFERS FOR THE COMPUTER INFORMATION TEACHERS AND THE AUTO TECH TEACHERS HAVE TAKEN THE ASE.

COSMETOLOGY WILL MAKE THE LICENSURE TESTING THIS MONTH AND THE EMT STUDENTS WILL BE READY TO TAKE THEIR TEST AFTER THE DIAGNOSTIC SKILLS TESTING PROBABLY IN AUGUST.

NURSE AIDE AND SURGICAL TECH STUDENTS HAVE NOT BEEN ABLE TO TEST AND WE COULD NOT REALLY FORESEE THEM TESTING AS THEY ARE SENIORS AND THEY WILL BE GRADUATING AND GOING OFF ON THEIR WAY.

MILITARY, JROTC STUDENTS HAVE BEEN TAKING THE ASVAB.

I WANT TO DO A SHOUT OUT TO MR. BURCH FOR ALL OF HIS HELP TO MAKE SURE THE TESTING IS HAPPENING AT THE HIGH SCHOOL AT A TIME WHEN THINGS ARE STILL VIRTUAL IN SOME CASES AND ALL OF THESE TESTS ARE DONE VIRTUALLY.

IF THEY ARE IN THE SCHOOL BUILDING, THEY ARE STILL TAKING IT ONLINE WHILE THEY ARE THERE.

THE ANNUAL PERFORMANCE REPORT FROM 201819, THIS IS TWO YEARS AGO, WE DID NOT

MEET ONE IN THE NONTRADITIONAL CAREER PREPARATION, AND THAT IS NOT UNUSUAL FOR MANY SCHOOL DIVISIONS WITHIN THE COMMONWEALTH TO NOT MEET BECAUSE ABOUT FIVE YEARS AGO, THE COMMONWEALTH CHANGED SOME OF THE NONTRADITIONAL SO LIKE NONTRADITIONAL OR FEMALES IN, LET'S SAY, THE ENGINEER OR THE NONTRADITIONAL MALES IN COSMETOLOGY, THEY'VE CHANGED SOME OF THE COURSES AND MANY OF THE COURSES THAT SCHOOL DIVISIONS HAD, THEY TOOK THE NONTRADITIONAL STATUS AWAY, WHICH MEANT A LOT OF SCHOOL DIVISIONS DIDN'T MEET AND ALEXANDRIA CITY WAS ONE OF THEM.

SOMETHING IN OUR FAVOR IS THE FACT THAT WE HAVE MANY MORE FEMALES TAKING ENGINEERING COURSES.

WE WILL BE STARTING THE CONSTRUCTION MANAGEMENT PATHWAY, WHERE THAT IS NONTRADITIONAL FEMALE ALSO, AND A LOT OF OUR HEALTH AND MEDICAL SCIENCE COURSES HAVE A NONTRADITIONAL PIECE TO IT.

NOW, THIS YEAR IS WHERE WE HAD SOME ISSUES THAT WE NEED TO ADDRESS.

FOR INSTANCE, THERE IS THAT NONTRADITIONAL PIECE WE DIDN'T MEET AGAIN, WHICH IS NO SURPRISE.

THE PART THAT IS SOMETHING TO REALLY CONCENTRATE ON IS THE 5S1A, B, C AND D, THEY HAVE TO TAKE A LICENSURE TEST.

AND THEY'RE COLLECTING DATA WIG IS PART OF THE ANNUAL REPORT WHICH DOES GO INTO FUNDING.

WHAT IS THE BASELINE TARGET DATA, AND WHERE DO WE FALL.

IF YOU LOOK AT THE RIGHTHAND SIDE, YOU WILL SEE IN C, B, D, E AND I GUESS THAT'S THE INFORMATION INDICATOR IN E, THAT WE HAVE ALWAYS MADE THEM UP UNTIL THIS YEAR.

THERE ARE SOME REASONS, IF YOU LOOK AT THE LEFTHAND SIDE, YOU CAN SEE THE 301 COMPLETERS, AND THE 200 OR SO SPECIAL POPULATIONS STUDENTS THAT WE DID NOT MAKE THE TARGET DATA AND THEY'RE ALL IN AROUND THE 80% MARK.

THE COMPLETERS, 65%.

THERE ARE SOME REASONS WHY THIS HAPPENED.

IF YOU THINK ABOUT WHERE WE WERE AT LAST YEAR, MANY OF THE TESTING VENDORS DID NOT HAVE AN ONLINE OPTION FOR STUDENTS TO TAKE THESE TESTS ONLINE.

WE WERE STILL GETTING ORGANIZED LAST YEAR AROUND APRIL, MAY WHEN THE TESTING WAS SUPPOSED TO HAPPEN.

AND A LOT OF THE SKILLS TESTING DID NOT TAKE PLACE IN THE MONTH OF MAY BECAUSE WE WERE NOT IN PERSON SO A LOT OF THE TESTING DID NOT HAPPEN AND THAT'S WHY WE DID NOT MAKE THESE BENCHMARKS, MUCH LIKE MANY SCHOOL DISTRICTS THROUGHOUT THE COMMONWEALTH.

IT'S NOT JUST SPECIAL EDUCATION.

IT IS ALSO EL STUDENTS, MILITARY, HOMELESS, FOSTER CARE AND WE'LL LIST ALL OF THOSE OUT FOR YOU.

BUT, AGAIN, 218 AND WE DID NOT MAKE THE BENCH MARKS THERE.

SO, AS YOU CAN SEE, THERE ARE THINGS TO CONSIDER THIS INFORMATION, BECAUSE WE DIDN'T DO AS MUCH TESTING LAST YEAR BECAUSE OF COVID, THE APR DATA CAN BE AFFECTED FOR THREE YEARS BECAUSE SOME OF THOSE STUDENTS COULD HAVE COMPLETED IN 10TH GRADE AND NOT TAKEN A TEST.

NOW THEY ARE LONG GONE FROM CTE AND THEY WILL COME BACK NEXT YEAR AS 100% IN PERSON AS A SENIOR, AND WE HAVE ALREADY MISSED TESTING THEM SO IT IS IMPORTANT FOR STUDENTS TAKING A COMPLETER COURSE IN THE SAME AREA SO THEY COMPLETE.

SO A LEVEL ONE, LEVEL TWO AND INTRO AND ANOTHER COURSE.

COMPLETERS AND CREDENTIAL TESTING IS SUBMITTED, AGAIN, ONLY FOR SENIORS AND ONLY

ONE COMPLETER PER STUDENT.

SO, IN THE  WITH COVID, THE STATE PUT OUT AN ISSUANCE THAT CREDENTIALS WERE NOT NECESSARY TO GRADUATE FOR STANDARD AND ADVANCED DIPLOMA STUDENTS.

SO A LOT OF STUDENTS HAD THE IMPRESSION I'M NOT GOING TO NEED TO TAKE ANY TESTS BECAUSE I'M NOT GOING TO NEED IT FOR GRADUATION SO LAST YEAR'S JUNIORS AND THIS YEAR'S SENIORS HAD THE NOTION THEY DID NOT NEED TO TEST TO GRADUATE BUT WE NEEDED THE TEST FOR OUR CTE DATA COLLECTION AND ANNUAL PERFORMANCE REPORT.

WE NEEDED TO GO BACK AND THEY SHOULD BE GIVEN THE TEST AS SOON AS THEY COMPLETE THE COURSE.

IF THEY COMPLETE AGAIN IN 10TH GRADE, THEY SHOULD BE GIVEN THEIR COMPLETER TEST THEN.

IF THEY COMPLETE IN 11TH, THEN IT SHOULDN'T ALL BE ON THE SENIOR YEAR.

SO, SOME OF THE SOLUTIONS.

THERE WAS A GROUP THAT WAS PUT TOGETHER FOR CREATING AN ACTION PLAN, AND THESE ARE ALL THE STAKEHOLDERS.

AND WE STARTED WITH THE CURRENT SENIORS AND WE CHECKED EVERY STUDENT TO SEE IF THEY'VE COMPLETED FAN THEY PASSED A CREDENTIAL.

WE STARTED RETESTING SENIORS, MADE SURE IF THEY WERE A TEST COMPLETER AND A SENIOR, WE MADE SURE THAT WE HAD THAT CHECKED OFF.

INSURE THAT COMPLETER COURSES ARE CONNECTED IN THE STUDENT PH.D.MENT SYSTEM.

AS WE ADD NEW SOURCES, WE HAVE TO PUT THE CONNECTOR COURSES INTO THE STUDENT MANAGEMENT SYSTEM SO THE SYSTEM CAN PULL OUT WHO THOSE COMPLETERS ARE BUT ALSO KEEP A BACK UP OF THAT DATABASE OF STUDENTS THAT COMPLETE.

MICKEY COFFMAN DID GREAT JOB OF DOING A BACKUP COPY WITH THAT.

I DID HAVE A PRESENTATION I GAVE TO THE SCHOOL COUNSELORS AND CTE TEACHERS.

THE COUNSELORS I DON'T THINK RECOGNIZED THE SIGNIFICANT STUDENTS NOT TAKING A COMPLETER COURSE.

FOR INSTANCE, WE CALLED THIS GRAZING IF THEY WERE ALL OVER THE PLACE, AND WE CALLED THEM GRAZERS AND THAT IS NOT GOING TO GET YOU A COMPLETER IN A TESTING DATA POINT SO THE SCHOOL COUNSELORS NOW UNDERSTAND THE SIGNIFICANCE OF THAT AND WE NEED TO MAKE SURE THE STUDENTS UNDERSTAND THAT CAREER PATHWAY AND THE NEED COMPLETE AND TAKE A PRUDENTIAL TEST.

I WANT TO SAY AS FAR AS WORK PLACE LEARNING EXPERIENCES, WE ARE INCREASING STEADILY.

AROUND MID YEAR WE WERE UP TO THE 1800 MARK.

WE DON'T HAVE A LOT OF THE SENIOR EXPERIENCE WORK BASED LEARNING INPUTTED HERE BUT I HAVE EVERY THOUGHT THAT WE ARE GOING TO BE AROUND THE 1900, MAYBE EVEN 2000 MARK.

THE BENCHMARK FOR WORK PLACE LEARNING IS ONLY LIKE 10% AND WE'RE UP TO 65% SO WE'RE DOING VERY WELL IN THE WORKBASED LEARNING EXPERIENCES.

AGAIN, IN THE FALL WITH THE CONSTRUCTION TRADES IN CONDUCTION MANAGEMENT PATHS, WE SHOULD BE LOOKING AT NONTRADITIONAL AREA FOR FEMALES IN THESE COURSES, AND WE SHOULD BE LOOKING AT THE COMPLETER TESTING THAT'S GOING TO BE DONE.

AND WE ARE LOOKING AT WORK PLACE READINESS SKILLS AT WELL AS THIS.

WE'RE LOOKING AT BUILD OUT OF THE FUTURE ENERGY CLUSTER IN THE COURSES OF THE CONSTRUCTION PATHWAY IN THE RENEWABLE AND SUSTAINABLE ENERGY PATH WITHIN CONSTRUCTION.

SO, ALTHOUGH THE APR DID NOT COME BACK THE WAY THAT WE WANTED IT TO LOOK, OBVIOUSLY WE WANT TO MEET THESE TARGET DATA BENCHMARKS, I THINK WE HAVE A REALLY GOOD PLAN AS TO HOW TO MOVE FORWARD AND I SEE MISS DAVIS HERE, ANOTHER ASSISTANT PRINCIPAL FROM TC, BETWEEN HER AND MR. BURCH, WE HAVE WORKED VERY HARD TO MAKE SURE THAT WE ARE

GETTING THE SENIORS TESTED, ESPECIALLY IF THEY COMPLETED LAST YEAR OR THIS YEAR AND WE'RE HOPING IT WILL MAKE A SIGNIFICANT DIFFERENCE IN THE DATA POINTS THAT WE SEE NEXT YEAR.

IT IS SOMETHING THAT I'M JUST THINK NOW SO WHEN WE TALK ABOUT NOT MEETING THOSE PARTICULAR BENCH MARKS AND WANTING TO LOOK AT, MAKE SURE THAT WE'RE LOOKING MORE AT STUDENTS, COMPLETERS, MAKING SURE THEY'RE TAKING THE TESTING, TALKING TO THE TEACHERS, WORKING WITH THE ASSISTANT PRINCIPALS AS WELL AS COUNSELORS, AGAINST, WHEN WE DON'T HIT THOSE BENCHMARKS AND WE LOOK AT THE NEXT THREE YEARS OR SO WHERE WE COULD STILL BE IMPACTED, WHAT DOES THAT MEAN? WE DIDN'T HIT THE BENCHMARK, SO DOES THAT MEAN IT AFFECTS FUNDING? DOES IT AFFECT A PARTICULAR CREDIT THAT A STUDENT RECEIVES?

IT DOES NOT AFFECT FUNDING RIGHT NOW, BUT IF YOU DON'T HIT IT FOR THREE YEARS, THERE IS A STATE PLAN, AN ACTION PLAN, YOU DO HAVE TO WORK ON.

FOR INSTANCE, WITH THE NONTRADITIONAL PIECE NOT BEING MET, EVERY YEAR IN THE PERKINS PLAN, I DO HAVE TO PUT THAT WE ARE PUTTING TOGETHER PATHWAYS EVERY YEAR TO PROMOTE NONTRADITIONAL STUDENTS IN THE PATHWAY.

THAT WILL PROBABLY BE PUT IN IF WE DON'T MEET THE DATA POINTS IN THE NEXT TWO YOURS.

WE REALLY HAVE TO WORK HARD THIS YEAR AND NEXT YEAR BECAUSE WE ARE APPLYING A CATCHUP GAME, ESSENTIALLY, IF YOU THINK ABOUT IT.

THESE STUDENTS WE DIDN'T HAVE A PLATFORM FOR TESTING THEM BUT NOW THE VENDORS ARE ONLINE AND MAKING IT PRETTY EASY TO GET THEM REGISTERED AND TEST VIRTUALLY.

THE MONEY IS THERE.

HOWEVER, YOU WILL SEE IN ONE OF THE NEXT PIECES ON THE AGENDA THAT SOME OF OUR FUNDING, RESERVE FUNDS, WERE PULLED BACK BECAUSE WE DID NOT UTILIZE ALL OF THE TESTING MONEY.

FOR TWO REASONS.

ONE, THE TESTING WASN'T AVAILABLE.

AND TWO YOU CAN USE TESTING MONEY TO PURCHASE COMPUTERS OR REVIEW MATERIALS HOWEVER WE COULDN'T ORDER ANY COMPUTERS.

THERE WAS A SHORTAGE OF COMPUTERS AND WE HAD A PROBLEM WITH DELIVERY TO SCHOOLS THAT WE HAD A VERY  WE COULDN'T HAVE ANYTHING DELIVERED UNTIL AFTER AUGUST, AND YOU HAVE TO UTILIZE AND SPEND THE MONEY BY JUNE 30.

SO THERE WAS ABOUT $4,800 LEFT ON THE TABLE, AND THAT ACTUALLY PULLED THE RESERVE FUNDS FROM ACPS.

I JUST TALKED TO THE VIRGINIA DEPARTMENT OF ED AND THEY' SURED ME WE'RE NOT THE ONLY SCHOOL DIVISION THAT FOUND OURSELVES IN THAT PLACE.

THEY SAID WE ARE ONE OF THE FEW THAT HAD UNDER $5,000 LEFT ON THE TABLE.

MANY SCHOOL DIVISIONS HAD 10 TO $20,000 THEY COULDN'T SPEND.

SO BUT YOU HAVE TO SPEND IT ALL DOWN BY JUNE 30 IN ORDER TO GET THE RESERVE MONEY.

SO WHAT WE'VE ALSO PROVIDED IN THIS NEXT BULLET HERE ARE THE NEW MEMBER AND SPECIAL POPULATIONS THAT WE'LL NEED ON THE COMMITTEE TO ESSENTIALLY QUALIFY FOR THE PERKINS GRANT FUNDING.

AN AUTOMOTIVE TECHNOLOGY PERSON, WE NEED SOMEONE ON THE COMMITTEE REPRESENTING AS PARENT, BUSINESS INDUSTRY PARTNERS, ECONOMICALLY DISADVANTAGED, HOMELESS, FOSTER CARE, MILITARY, SINGLE PARENT AND UNEMPLOYED PARENT.

WE COULD HAVE A COMMITTEE MEMBER REPRESENTING AS PARENT AND THEY COULD ALSO BE A SINGLE PARENT OR IN THE MILITARY.
