PROGRAM PROGRAM IS NOT ONLY VITAL, BUT IS ALSO BUILDING POSITIVE REINFORCEMENTS, THAT WE HOPE IF IT'S EARLY PREVENTION, AT THE ELEMENTARY SCHOOL LEVEL, WILL IMPACT THE STUDENTS, IN THE FORGE IN WHICH WE WERE BROUGHT UP, AND I'M 56-YEAR-OLD.
WE WERE BROUGHT UP TO BELIEVE.
AND IN RECENT, ANTI-POLICE MOVEMENTS SPARKED BY, YOU KNOW, SLEW OF RACIAL CHARGE AND SO ON AND ON, I FEEL IT'S NECESSARY, AS WE MOVE BACK TO REOPENING SCHOOLS FOR EVERYONE IN SEPTEMBER, THAT WE ADDRESS A NEED.
AS WE KNOW, IT'S NOT BEEN DOCUMENTED.
I'VE BEEN LOOKING FOR THE DOCUMENTATION ON IT, BUT CURRENTLY, I GUESS, ACPS DOESN'T KEEP A RECORD IN SCHOOLS AND IN AW THEY TRY TO HIDE THE INCIDENTS UP.
WE HAVE A SLEW OF ISSUES, RELATED TO ADMINISTRATORS, USING SRO'S AS THEIR OWN FORM OF SIS.
BASICALLY, CRIMINAL INVESTIGATION.

IF THEY HAVE BEEN LOWERED, WHY? WHEN YOU LOOK AT THE SCHOOLS IN THE PAST 15 MINUTES, WE FAIL IN COMPARESON TO MANY OTHERS.

AND FURTHER, IT WOULD LIMIT FLEXIBILITY FOR FUTURE ADDITIONS.
OVERAM COULDING SITE CONSTRAINTS, SUCH AS PARKING FOR FEATURES, VEHICULAR CIRCULATION WILL BE DIFFICULT TO ACHIEVE.
ADDITION WILL ENCOURAGE SOMEWHAT TO THE ESTABLISHED PARK AREA.
SWING STATES MAY BE REQUIRED DURING PHASES OF THE RENOVATION AND ADDITION.
SCENARIO TWO, EXPLORES A SCHOOL THAT COULD BE BUILT IN THE EASTERN SIDE OF THE LOT AND ELIMINATE THE SWING STATES.
IT EXIST, AND RESIDENTIAL PROPERTIES AND POTENTIALLY CHANGE THE CHARACTER OF THE AREA FOR THE SCHOOL AND RESIDENTIAL COMMUNITY.
ADDITIONALLY, THE HISTORIC FRONTAGE OF THE SCHOOL COULD BE MAINTAINED.
THE PARKS AND RECREATION CHANGE WILL BE LOCATED ON SITE.

THE CURRENT SCHOOL BUILDING CURRENTLY ENCROACHES TO THE LOT TO THE NORTH.
IT'S ALSO CLOSE TO THE RESOURCE PROTECTION AREA NORTH OF THE SCHOOL.
THE SCHOOL ALSO SHARES A GYMNASIUM WITH THE RECREATION CENTER.
THE STUDY SHOWED, THE GYMNASIUM IS NEARING UTILIZATION.
AGAIN, WE WILL GO OVER THE PRODUCT SCENARIOS, EXPLORING OPTIONS, TO ADDRESS CAPACITY NEEDS, AS WELL AS ADDITIONAL FUNCTIONS AND BUILDING.
WE'LL LOOK AT RENOVATION AND SEVERAL REPLACEMENT OPPORTUNITY FOR THE SCHOOL.
THERE'S FEATURE SITE ACCOMMODATIONS SUCH AS SWING STATES.
AND OTHER CONSTRAINTS AS FAR AS THE REPLACEMENT SCENARIOS ARE CONCERNED.
ONE OF THE CONSTRAINTS ARE THE RESOURCE AREA AND RTA AND FLOOD PLANE LOCATED TO THE SITE.
THE DIAGRAM AND HASH TO YELLOW AREA, IS THE RPA, PER CITY OF ALEXANDRIA MAPS.
NO WORK DEVELOPMENT IS ALLOWED TO ENCROACH THROUGH THE ALEXANDERIA REGULATIONS.
ADDITIONALLY IN 2022, NEW FLOOD MAP WILL BE ADOPTED AND CORA KELLY WILL BE LOCATED IN THE FLOOD ZONE AE AND WILL HAVE TO MEET ALL FLOOD REQUIREMENTS.
AND JUST KEEPING THAT IN MIND, MOVING THROUGH THE SCENARIOS, SCENARIO 1 IS, THE RENOVATION AND ADDITIONAL SCENARIO.
IT MEANS, 20,000 RENOVATION WILL BE NEEDED AS WELL AS COMPLETE, PLUMBING AND ENERGY CODE REQUIREMENTS.
AGAIN THIS ADDITION HAS SHOWN HERE IN THE NORTH SIDE OF THE SITE, AND THE DARK GRAY SHADED AREA, AGAIN THIS RENOVATION, WOULD LIMIT FLEXIBILITY IN THE FUTURE AND NOT ADDRESS THE IMMEDIATE NEEDS OF THE SCHOOL INCLUDING THE FRAGMENTED LAYOUT AND OVERUTILIZATION OF THE SHARED GYM.
SCENARIO TWO SHOWS A REPLACEMENT AND RELOCATION OF THE SCHOOL BUILDING AS WELL AS THE NEW RECREATION CENTER.
IN THIS SCENARIO, SCHOOL BUILDING IS RELOCATED TO THE SIDE OF THE SITE CLOSER TO FOUR MILE RUN.
IN THE SCENARIO, THE FLOOD PLANE IS A CONCERN, AS WELL, AS THE LOT FOR THE COMMUNITY.
ALSO NOTE, ALEX STATION, IS LOCATED NEXT TO WHERE THE NEW SCHOOL BUILDING IS SHOWN.
THAT'S A CRITICAL PIECE OF INFRASTRUCTURE AND WE WILL HAVE TO COORDINATE WITH THE CITY OF ALEXANDRIA, SHOULD THE DEVELOPMENT OCCUR IN THE AREA.
WHILE SWING SPACE MAY NOT BE REQUIRED ON THE SITE, SITE DESIGN HERE WILL BE COMPLEX.
CHALLENGES MAY ARISE, HAVING SOME SPACE WILL BE PREFERABLE.
SCENARIO THREE, IS AN INPLACE REPLACEMENT OF THE SCHOOL BUILDING, THAT WILL INCLUDE A DEDICATED GYMNASIUM TO THE SCHOOL.
IT'S LIKELY THE SCHOOL BUILDING WILL ENCROACH INTO THE PUBLIC SCHOOL LOT, DUE TO THE LOCATION, WITH THE EXISTING REC CENTER, SMALL PARCEL SIZE AND POTENTIAL SIZE OF THE SCHOOL BUILDING THAT WILL BE REQUIRED.
WE WILL NEED TO WORK WITH THE CITY, TO DETERMINE WHAT REGULATORY IMPACTS, TYPICALLY NEW DEVELOPMENT IS NOT PERMITTED IN THE PUBLIC SCHOOL SPACE AREA.
THIS SCENARIO WILL REQUIRE OFF SITE SWING SPACE.
SCENARIO FOUR IS ALSO A REPLACEMENT, INPLACEMENT OF THE SCHOOL BUILDING.
HOWEVER, THIS SCENARIO INCLUDES THE EXISTING REC CENTER GYM.
THAT WILL STILL BE A SHARED USES ON THE SITE DUE TO THE SMALL SIZE OF THE LOT.
WE WILL BE ABLE WEAR OF THE LINE, IN THE NORTHERN PORTION, OF THE CORNER OF THE PROPERTY.
AGAIN, OFF SIGHT SWING SPACE, WILL BE REQUIRED IN THE SCENARIO.
HERE'S THE BUDGET CONSIDERATIONS FOR EACH OF THE SCENARIOS.
NEW CONSTRUCTION, IS MORE EXPENSIVE, BUT THE RENOVATION AND ADDITION WOULD NOT SOLVE ANY OF THE IMMEDIATE NEEDS OF THE SCHOOL AND, AGAIN, THIS BUILDING IS ALSO PAST THE USEFUL LIFE.
CURRENT BUDGET INCLUDES 69 MILLION FOR CORA KELLY.
SO SUMMARIZE AM SO OF THE THINGS, JUST TO MAKE THE POINT AND WE DIDN'T SPECIFICALLY CALL IT OUT BUT THE FIRST QUESTION ABOUT WHICH SCHOOL WILL BE PRIORITIZE.
WE DID ADDRESS THAT IN OUR INITIAL CONVERSATION OF THE SCHOOL PORT OVER A YEAR AGO.
THE SCHOOLS ARE STILL IN THE SAME ORDER THAT GEORGE MASON BE THE MODERNIZATION PROJECT, GO BEFORE CORA KELLY.
NOT ONLY BECAUSE OF THE AGE OF THE FACILITY, BUT ALSO BECAUSE OF THE OVERUTILIZATION AS WELL AS THE EDUCATIONAL INADEQUACIE OF THE ORGANIZATION OF THE BUILDING.
AND AS SOPHIE WENT THROUGH, YOU SAW THAT THERE'S ONE OPTION IN EACH, THAT DIDN'T REQUIRE SWING STATES.
BUT IN BOTH OF THE SCENARIOS, IT WOULD REQUIRE DISPLACING PARK USES AND REZONING PUBLIC OPEN SPACE.
WE WANTED TO MAKE SURE THAT WAS CLEAR.
AS FAR AS FUTURE CONSIDERATIONS, THE EDUCATIONAL SPECIFICATIONS WILL BE NEED TO FINALIZE AND PROJECTS IN THE FUTURE.
IF YOU WANT TO CONSIDER, ULTIMATE GRADE LEVEL CONSIDERATION, SUCH AS K-8 SCHOOL OR INCORPORATING PRE-K TO GEORGE MASON, THOSE THINGS WILL HAVE TO BE EVALUATED AND INCORPORATED TO THE SCHOOL.
SITE SPECIFIC CHALLENGES AND ESPECIALLY IN BOTH CASES BUT ESPECIALLY IN THE CASE OF CORA KELLY, FLOOD WILL HAVE TO BE ADDRESSED.
AND PARKS AND RECREATIONAL HAVE TO BE ADDRESSED AS WELL.
AND ANY MORE THAN OTHER EXISTING RECREATIONAL USES, ALL THOUGHTS ABOUT LOCATING AFFORDABLE HOUSING, REMOVED FROM THE SCENARIOS, BECAUSE WE'RE NOT ANTICIPATING PURSUING AT THIS TIME.
IN SUMMARY, AND I STARTED SOME OF THIS BEFORE.
GIVEN ALL THE FACTORS, THE SCHOOLS ARE IN THE CORRECT ORDER.
WE ARE RECOMMENDING THAT THEY BOTH BE COMPLETE REPLACEMENTS AND AS SOPHIE MENTIONED, EVEN THOUGH THE RENOVATION MAY BE LESS EXPENSIVE, IT DOESN'T ADDRESS SOME OF THE EDUCATIONAL INADEQUACIES OF THE FACILITY.
IT WILL TAKE UP MORE SPACE UPON THE SITE AND THESE BUILDINGS ARE 80-70-YEAR-OLD.
SO THEY CERTAINLY HAVE SERVED THEIR PURPOSE.
AGAIN, JUST REITERATING, THAT THERE IS AN OPTION FOR EACH AND IN WHICH SWING STATES WILL NOT BE REQUIRED.
IT WILL REQUIRE SIGNIFICANT PHASING AND CONSTRUCTION LOGISTICS AND ALSO, COMMUNITY INVOLVEMENT AND UNDERSTANDING THE REPURPOSES OF THE PARK AND -- AND THE REZONING FOR CORA KELLY.

JUST A LITTLE BIT OF BACKGROUND, IN FEBRUARY OF 2013, ALEXANDRIA SCHOOL BOARD, FORMED THE ATHLETIC HALL OF FAME ADVISORY COMMITTEE.
EACH YEAR, WE DO THIS THROUGH COMMUNITY NOMINATIONS AND AS YOU KNOW, WE HAVE A WEALTH OF VERY TALENTED TALENTED STUDENT ATHLETES.
THIS IS NO EASY ENDEAVOR EACH AND EVERY YEAR.
MORE AND MORE COME IN AS THE STUDENTS GRADUATE AND AS MORE AND MORE COME IN.
WITH THAT BEING SAID, I WOULD LIKE TO INTRODUCE THE 2001 HALL OF FAME, ATHLETIC HALL OF FAME NOMINATIONS.

I WILL GIVE SOME REMARKS ON WHERE ORANGE DAY, JUST SO WE HAVE A LITTLE, LITTLE HISTORY, BACKGROUND INFORMATION.
SO AS I SAID BEFORE, ON JUNE 6TH, OF 2019, JUNE 2019, THIS BOARD SIGNED A RESOLUTION AGAINST GUN VIOLENCE.
AND WE DID THAT TO SUPPORT MEASURES TO REPORT THE GUNS AND ELIMINATE GUN VIOLENCE IN OUR COMMUNITIES.
SINCE SIGNING THE RESOLUTION, WE HAVE FOUND THE NUMBERS RELATED TO GUN VIOLENCE, HAVE INCREASED SIGNIFICANTLY.
THE NUMBER OF CHILDREN AND TEENS SHOT AND KILLED ANNUALLY WENT FROM 1300 TO 3,000.
AND ADDITIONAL 15,000 HAVE BEEN, ARE SHOT AND INJURED.
THE NUMBER OF CHILDREN IN THE U.S.
THAT HAVE EXPERIENCED GUN VIOLENCE AT SCHOOL HAS RISEN FROM 153,000 TO 240,000.
NUMBER OF FIREARM DEATHS INCREASED FROM 33,000 TO OVER 39,000.
SO, WE CAN SEE WHY THIS AWARENESS IS IMPORTANT.
THE NATIONAL GUN VIOLENCE AWARENESS DAY IS THE FIRST FRIDAY IN JUNE.
WE'LL BE CELEBRATED FROM JUNE 4TH, THROUGH JUNE 6TH.
ORANGE, HAS BEEN THE DEFINING COLOR OF THIS PREVENTION MOVEMENT.
AND SO WHETHER IT'S RUN BY STUDENTS, WHETHER IT'S WORN BY ACTIVISTS AND LOVED ONES, JOIN IN, TO HONOR THE MORE THAN TOO MANY LIVES THAT HAVE BEEN CUT SHORT BY GUN VIOLENCE.
AND FIREARMS, ACTUALLY REMAINING LEADING CAUSE OF DEATH FOR AMERICAN CHILDREN AND TEENS.
AND CHILDREN ARE SPENDING SO MUCH MORE TIME AT HOME, FAMILIES ARE EXPERIENCING HIGH STRESS RELATED TO COVID.
DISTANCE LEARNING, FINANCIAL HARDSHIPS.
SO TO BE SMART, PROGRAM FOR SAFE GUN STORAGE, ENCOURAGES ACPS FAMILIES TO TAKE FIVE SIMPLE STEPS.
SMART, STANDS FOR SECURE, MODEL, ASK, RECOGNIZE, AND TELL.
WE NEED TO NORMALIZE CONVERSATIONS ABOUT GUN SAFETY AND TAKE RESPONSIBLE ACTIONS AT HOME, THAT WILL PREVENT UNNECESSARY DEATHS AN INJURIES.
