I AM CALLING THIS MEETING TO ORDER AT 5:04 P.M.

I'M GOING TO READ THE FOLLOWING INFORMATION ABOUT THE STATE OF OUR MEETING CURRENTLY.

ON MARCH 12, 2020, VIRGINIA GOVERNOR RALPH NORTHAM DECLARED A STATE OF EMERGENCY IN RESPONSE TO THE COVID-19 PANDEMIC.

AS A RESULT, THIS MEETING IS BEING HELD ELECTRONICALLY PURSUANT TO VIRGINIA CODE SECTION 2.2-3708.2(A)(3), FOR THE PURPOSE OF PROVIDING FOR THE CONTINUITY OF OPERATIONS OF THE SCHOOL BOARD FOR THE DISCHARGE OF ITS LAWFUL PURPOSES, DUTIES AND RESPONSIBILITIES.

ALL MEMBERS OF THE SCHOOL BOARD ARE PARTICIPATING VIA ZOOM WITH NO MORE THAN FOUR MEMBERS MEETING IN-PERSON IN THE SCHOOL BOARD MEETING ROOM.

PUBLIC PARTICIPATION REMAINS VIRTUAL AND MAY BE ACCESSED BY THE PUBLIC THROUGH THE LIVE BROADCAST ON COMCAST CHANNEL 71 IN ALEXANDRIA, THROUGH THE LIVESTREAM ON THE ACPS WEBSITE, OR VIA ZOOM BY FOLLOWING THE LINK POSTED BELOW.

[6. National Board Certified Teachers]

EDUCATORS.

AS YOU ARE AWARE THIS YEAR HAS TEACHERS THAN ANY IN MEMORY AND THE ACHIEVEMENT OF THE NATIONAL BOARD CERTIFICATION IS MORE IMPRESSIVE AND IMPORTANT.

ACCORDING TO THE NATIONAL BOARD OF PROFESSIONAL TEACHING STANDARDS THE

FOUNDING MISSION IS TO ADVANCE THE QUALITY OF TEACHING AND LEARNING BY MAINTAINING HIGH AND RIGOROUS STANDARDS FOR WHAT ACCOMPLISHED TEACHERS SHOULD KNOW AND BE ABLE TO DO.

PROVIDING A NATIONAL VOLUNTARY SYSTEM CERT FIGHTING TEACHERS WHO MEET THE STANDARDS AND ADVOCATING REFORMS TO INTEGRATE NATIONAL BOARD CERTIFICATION AMERICAN EDUCATION AND TO CAPITALIZE ON THE EXPERTISE OF NATIONAL BOARD CERTIFIED TEACHERS, RECOGNIZING THE GOAL STANDARD IN TEACHER CERTIFICATION, THE NATIONAL BOARD BELIEVES THESE HIGHER STANDARDS FOR TEACHERS MEANS BETTER LEARNING FOR STUDENTS AND WE AGREE.

THESE 11 TEACHERS HAVE DEMONSTRATED THEIR MASTERFUL TEACHING ABILITY AND THE MOST CHALLENGING CIRCUMSTANCES AND TRULY DESERVE THIS RECOGNITION.

WE ALSO NEED TO RECOGNIZE THE SUPPORT SYSTEM THAT THESE TEACHERS HAVE RELIED ON.

FOR SEVERAL YEARS MICHELLE HAS SUPPORTED THE NBCT PROGRAM PROVIDING GUIDANCE, SUPPORT ADVICE AND COLLABORATION TO TEACHERS ATTEMPTING THEIR NATIONAL BOARD CERTIFICATION.

SHE'S STEPPING DOWN AFTER THIS YEAR AND WE'LL MISS HER CONSTANT SUPPORT AND VISION AND PASSION AROUND THIS WORK.

SO WHAT I'LL DO, I'M GOING TO MOVE ON TO THE PUBLIC COMMENTS AND THEN WE CAN TRY AND GO BACK TO SEE IF MS. HALEY CAN SPEAK.

>> AND AT THE SAME TIME ACPS HAS THROWN THE MAP INTO THE MIX SO NOW WE'RE GOING TO GET -- THE KIDS WILL BE ASSESSED ON A MATH TEST AND AS A PARENT AND AS A VETERAN EDUCATOR I TEACH WITH FAIRFAX COUNTY PUBLIC SCHOOLS AND ALSO TAUGHT WITH THE ACPS, AND I SEE A LOT OF EXCESSIVE INSTRUCTIONAL TIME GOING TO PREPARING KIDS TO TAKE TESTS AND IT DIDN'T BENEFIT MY OWN CHILDREN AND I DON'T UNDERSTAND HOW IT BENEFITS OUR STUDENTS HERE IN ACPS AND IT TAKES AWAY FROM THE TEACHERS AND WHAT THEY ARE DOING IN THE CLASSROOM.

I WONDERED IF ACPS HAS CONSIDERED THE COSTS OF TEST PARTICULARLY SINCE THE STATE IS GOING TO TWICE A YEAR TESTING AND THE YEAR AFTER THAT WE GO TO THREE TIMES TESTING.

WHAT IS THE BUDGET AND WHERE IS TESTING BUDGET FOR OUR SCHOOL SYSTEM AND MEANWHILE THE TEACHERS, THE PROFESSIONAL TEACHERS ARE WORKING WITH OUR KIDS EVERY DAY AND THEY'RE DOING FORMAL AND INFORMAL ASSESSMENTS.

THEY'RE DOING INFORMATIVE ASSESSMENTS AND THERE'S NOT A LOT THAT THEY'RE GOING TO GET OUT OF A STANDARDIZED TEST THAT THEY DON'T KNOW FROM WORKING WITH OUR KIDS AND AT THE END OF ALL OF THAT WHEN OUR KIDS DO COMPLETE THE TESTS ALL THE PARENTS, THE STUDENTS AND THE TEACHERS GET BACK IS A TEST SCORE.

YOU DON'T EVEN SEE THE ORIGINAL QUESTION OR ANSWERS.

THERE'S NO TRANSPARENCY WITH THE TESTS THAT WE'RE SPENDING A LOT OF MONEY ON SO I JUST REALLY AM CONCERNED ABOUT THE LACK OF WHAT'S BEING TAKEN OUT OF OUR INSTRUCTIONAL TIME SO I JUST WANTED TO BRING THOSE CONCERNS UP AND I HOPE THAT THAT WILL BE LOOKED AT.

ANYWAY, SO MY COMMENT IS IN RELATIONSHIP TO THE SCHOOL RESOURCE OFFICERS BEING ALLEGED BE TAKEN OUT BY THE CITY COUNCIL AND AS YOU KNOW I HAVE BEEN ONE OF THE PARENTS IN VETERAN TEACHERS WHO'S BEEN CRYING FOR PUTTING SCHOOL SURVEILLANCE CAMERAS IN EACH CLASSROOM AS A PREVENTATIVE MEASURE TO SEE WHAT'S GOING ON IN CLASSROOMS AND AS YOU KNOW.

ONE OF MY CONCERNS IS WHEN I LEARNED THAT THE CITY COUNCIL IS GOING TO TAKE AWAY THE MUTUAL AGREEMENT BETWEEN THE SCHOOL SYSTEM, ACPS, ALEXANDRIA POLICE DEPARTMENT.

I WAS CONCERNED.

ONE OF THE ISSUES WITH THE WHOLE DISCIPLINARY COMPONENT OF WHAT SCHOOL RESOURCES ARE SUPPOSED TO BE DOING IN WORKING WITH -- TO ESTABLISH RAPPORT WITH THE STUDENTS AT AN EARLY LEVEL SO WHEN THEY GET OUT INTO THE COMMUNITY THEY KNOW PEOPLE.

CAN YOU ALL STILL HEAR ME?

>> YES, WE CAN.

>> AND SO SOME OF THE SCHOOL ADMIN TRAITORS OVER MY 30 YEARS OF -- ADMINISTRATORS OVER MY 30 YEARS OF EXPERIENCE I'VE SEEN TWO OF THEM USE THAT POLICE FORCE OR THE SCHOOL RESOURCE CERTAIN PARENTS AND KIDS AND IT'S REALLY TROUBLING, AND AS YOU ARE FULLY AWARE, ALL OF YOU ARE AWARE, I'M IN THE PROCESS OF DOING SOME THINGS TO ADDRESS THAT ISSUE.

AND IT'S NOT THE SCHOOL RESOURCE OFFICERS.

IT'S THE SCHOOL ADMINISTRATORS AND OTHER EMPLOYEES WHO ARE USING THE SCHOOL RESOURCE OFFICERS AS THEIR SECRET WEAPONS, AS YOU RECALL, THE ISSUE WITH ME BEING ARRESTED RIGHT BEFORE THE PANDEMIC AND WHEN THE SCHOOL RESOURCE ALLEGED BECAUSE NO ONE FROM THE SCHOOL SYSTEM SPOKE AT THE TRIAL WHICH I WAS ARRESTED FOR TRESPASSING WHILE DROPPING OFF MY KID WHO WAS BEING BULLIED AT THE TIME AND THE STUDENTS WHO WERE BULLYING HIM AND HITTING HIM AND ASSAULTING HIM WERE ON THE SCHOOL BUS.

-- [INDISCERNIBLE] -- YOU ARE RESPONSIBLE FOR THE CARE OF MY KID AND SAFETY OF MY KIDS AND OTHER KIDS AT THE SCHOOLS.

SO WHEN I LEARNED FROM THE SCHOOL RESOURCE OFFICER, THE TRANSCRIPT, THAT THE PRINCIPAL, MR. MASER AND MR. BENSON INSTRUCTED THE SCHOOL RESOURCE OFFICER TO ARREST ME FOR TRESPASSING, ALTHOUGH I'M FULLY VETTED.

I HAVE ALL OF MY CREDENTIALS.

I HAVE MY VOLUNTEER PASS.

IT INFRINGED UPON MY RIGHTS OF PRIVACY AS THE PARENT SO IF THEY'RE DOING IT TO AN EDUCATED FORMER SCHOOL ADMINISTRATOR AND TEACHER, THEN WHAT ARE THEY DOING TO THE PARENTS WHO DON'T KNOW THEIR RIGHTS? SO MY CONCERN IS AND AGAIN WE NEED THOSE SCHOOL RESOURCE OFFICERS IN THOSE BUILDINGS TO BACK AUTO INTO THE COMMUNITY WE CAN ESTABLISH A RAPPORT.

OUR KIDS CAN ESTABLISH A RAPPORT WITH THE POLICE, NOT BLACK LIVES MATTER, THAT STUFF THAT'S GOING AROUND BUT IT BLEEDS INTO MY QUESTION ABOUT EQUITY.

AT THE ELEMENTARY SCHOOL AND I KEEP BRINGING THIS UP AND I BROUGHT THIS UP IN EVERY SINGLE SCHOOL BOARD MEETING, IT STARTS AT THE ELEMENTARY SCHOOL LEVEL, THE SCHOOL RESOURCE OFFICER ARE NOT INVOLVED WITH OUR KIDS.

WHEN I CAME OUT WE HAD OFFICER FRIENDLY IN THE SCHOOL AND MR. MCGROUGH WOULD COME AROUND AND SPEAK ABOUT THE RELATIONSHIPS WE NEED IN OUR SCHOOLS WITH OUR KIDS.

TAKING AWAY SOME OF THIS -- THESE ISSUES WITH THE POLICE BEING BAD PEOPLE, THE POLICE OUT TO GET THEM, AS SOON AS THEY SEE THE POLICE THEY START TO RUN.

THAT IS EMOTIONAL ABUSE AND THE SCHOOL ADMINISTRATORS, SOME OF THEM, ARE USING THAT AS A WEAPON TO SENSOR, TO DISCOURAGE KIDS FROM COMING FORWARD WITH ALLEGATIONS OF BULLYING BECAUSE YOU DON'T WANT TO GO TO THE POLICE AND WE ALREADY HAVE THE MEDIA, YOU KNOW, MAKING IT SO THAT, YOU KNOW, THE POLICE ARE BAD AND SOME OF OUR COMMUNITIES, GOING TO THE POLICE IS A STIGMA WHICH YOU ARE A SNITCH OR SOMETHING.

WE NEED TO ADDRESS THAT ISSUE ESPECIALLY IF WE'RE GOING TO REOPEN THE SCHOOLS IN SEPTEMBER WITHOUT THE SCHOOL RESOURCE OFFICERS BEING THERE.

SCHOOL BOARD, MADAM CHAIR, I'VE COME TO FIND OUT SOME INFORMATION THAT I FOUND REALLY, REALLY TROUBLING AND MY QUESTION IS: DID YOU KNOW.

MY FIRST-GRADER MENTIONED ONE DAY SHE HAD A FEBRUARY FROM HER CLASS THAT GOT TO ATTEND IN-PERSON FOUR DAYS A WEEK AND I FOUND THAT NEWS REALLY SURPRISING BUT KIDS STAY STUFF SO I CALLED THE STAFF AND THEY CONFIRMED THAT DATA AND SO I EMAILED DR. HUTCHINGS' OFFICE AND GOT PUT IN TOUCH WITH DR. WILKINS WHO CONFIRMED THAT DATA THAT THERE HAS BEEN A PROGRAM SINCE MARCH TO IDENTIFY EXCESS CAPACITY AND TO PUT THE CHILDREN OF ACPS STAFF IN THAT EXTRA CAPACITY.

AND I'M JUST GOING TO SAY AGAIN, THERE'S PROGRAM AT ACPS STAFF OR AT ACPS WHERE ACPS STAFF'S CHILDREN CAN GO FOUR DAYS A WEEK BUT EVERYONE ELSE CAN ONLY GO TWO DAYS A WEEK.

I STARTED CHEWING ON THIS AND THE MORE I THOUGHT ABOUT IT, GOSH, THE MORE IT'S TROUBLING BECAUSE I THINK WHAT WE WERE ABOUT A MONTH AGO ON PUBLIC COMMENTS THERE WAS LOTS OF PEOPLE WHO WANTED THEIR KIDS TO GO FOUR DAYS A WEEK AND THE SUPERINTENDENT SAYS THERE WAS NO PROGRAM TO IDENTIFY EXCESS CAPACITY AND THAT THEY WERE NOT LOOKING AT USING POTENTIAL EXCESS CAPACITY TO LET STUDENTS GO FOUR DAYS A WEEK AND THE PROGRAM FOR ACPS KIDS HAVE ALREADY BEEN STOOD UP SO THERE TO DO IT.

IT JUST WASN'T AVAILABLE TO EVERYBODY ELSE.

SO THE COMMENTS CAN'T -- DON'T FEEL VERY TRANSPARENT.

THEY FEEL LIKE WE KNEW ABOUT IT BUT TRIED TO PROJECT THAT SUCH A THING DIDN'T EXIST.

AND IT GETS WORSE WHEN YOU THINK ABOUT WHAT HAPPENS WHEN WE SWITCH TO THREE FEET OF SPACING.

SO WE'VE GOT KIDS IN THERE WHO ARE GETTING FOUR DICE A WEEK AND THEN SUDDENLY, BOOM, WE CAN GO TO THREE-FOOT SPACING BUT BECAUSE THERE'S CHILDREN THERE WHO ARE GOING FOUR DAYS A WEEK THAT MEANT THERE WAS STUDENTS WHO COULD NOT COME BACK TO CLASS SO ACPS STAFF CHILDREN WE WERE PREVENTING OTHER CHILDREN, TAXPAYER CHILDREN FROM COMING TO SCHOOL.

DID YOU KNOW THIS WAS -- THAT THIS WAS GOING ON? AND DID YOU REALIZE THAT IT WAS -- WHILE SECRET MIGHT BE A STRONG TERM, CERTAINLY KEPT FROM PUBLIC VIEW.

IF YOU KNEW, SO DID YOU KNOW, AND DID YOU AUTHORIZE THIS BECAUSE IT APPEARS THAT SCARES RESOURCES, IN THIS CASE THE -- SCARCE RESOURCES, FOUR DAYS A WEEK, WERE ALLOCATED TO MEMBERS OF ACPS STAFF, THEIR CHILDREN, WHILE THAT RESOURCE WAS KEPT FROM STUDENTS WHO SHOULD HAVE HAD AN OPPORTUNITY TO GO.

I FIND THIS INFORMATION REALLY TROUBLING.

THIS CLASS OF '21 IS THE EIGHTH GRADUATING CLASS FROM ALEXANDRIA CITY HIGH AND SOME OF THE MANY WON'T SUCCESSES OF THIS PROGRAM FOR THIS YEAR INCLUDE AN

AVERAGING OF MORE THAN FIVE YEARS IN THE AVID PROGRAM, EARNING NINE ENROLLMENT CREDITS AND HOLDING AN AVERAGE OF 3.0GPA.

CO-HOARD WAS AWARDED $3.2 MILLION IN COLUMN STARSHIPS TO VARIOUS INSTITUTIONS.

21 SENIORS WILL BE AWARDED TOO 204,000 FROM THE SCHOLARSHIP FUND FROM ALEXANDRIA AND MORE THAN 80 PERCENT OF THIS YEAR'S CLASS RECEIVED ONE OR MORE SCHOLARSHIP TO THEIR HIGHER EDUCATION GOALS.

BEING AN AVID STUDENT PROVIDED ME MANY WONDERFUL OPPORTUNITIES.

AND TO MANY OTHER YOUNG PEOPLE TOO IT'S BEEN A PROGRAM THAT ACTIVELY FIGHTS AGAINST MARGINALIZATION AND ENCOURAGES STUDENTS TO BE ARBITERS OF THEIR OWN LIVES AND DREAMS. WHEN WE LOOK AT THE CORE INDICATORS WE LOOK AT THE NUMBER OF NEW CASES PER 100,000 PEOPLE IN THE LAST SEVEN DAYS AND THE PERCENTAGE OF MOLECULAR TESTS THAT ARE POSITIVE OUT OF THE TOTAL NUMBER OF TESTS PERFORMED IN THE PAST SEVEN DAYS SO WHEN WE WERE HERE ABOUT TWO WEEKS AGO WE HAD 58 CASES PER 100,000 PEOPLE OVER THE LAST SEVEN DAYS, BUT I'M HAPPY TO REPORT THAT TODAY, OR THIS WEEK WE ARE AT 38 CASES PER 100,000 PEOPLE.

THAT'S A REALLY BIG DECLINE FOR US WHICH IS GREAT NEWS.

THE PERCENT OF MOLECULAR TESTS THAT HAVE BEEN POSITIVE IN THE PAST SEVEN DAYS IS 1.7 PERCENT, WHICH IS THE LOWEST WE'VE SEEN SINCE THE PANDEMIC BEGAN OVER A YEAR AGO.

OUR SECONDARY INDICATORS INCLUDE THE CHANGE IN NEW CASES PER 100,000, AND THE PERCENTAGE OF HOSPITAL BEDS OCCUPIED IN THE REGION AND THE PERCENTAGE OF HOSPITAL BEDS OCCUPIED BY COVID-19 PATIENTS IN THE REGION.

OUR HOSPITAL BED OCCUPANCY IS CURRENTLY AT 80.2 PERCENT, OF THE BEDS OCCUPIED, 2.9 ARE OCCUPIED BY COVID-19 PATIENTS.

OUR COMBINED CORE INDICATOR SCORE INDICATES THAT THE COMMUNITY TRANSMISSION LEVEL IN ALEXANDRIA IS MODERATE.

OUR COMMUNICATION EFFORTS WERE DIVIDED INTO TWO CATEGORIES, INCLUDING PERSONAL COMMUNICATION AND WRITTEN COMMUNICATION.

PERSONAL COMMUNICATION, PHONE CALLS WERE MADE BY THE ADMINISTRATORS AND SCHOOL SUPPORT TEAMS AND PARENT LIAISONS AND ASSISTANTS AND PROFESSIONAL SCHOOL COUNSELORS AND SOCIAL WORKERS CONDUCTED SOCIAL DISTANCED HOME VISITS AND THE TEACHERS HAVE SUPPORTED THROUGH THE TEACHER AND ACADEMIC ADVISORY TEACHER PHONE CALLS, MEETINGS, AND WE'VE HAD SCHOOL NEWSLETTER COMMUNICATIONS, MEETINGS WITH OUR PARENT TEACHER ASSOCIATION, PARENT COMPANY COFFEE CHATS AND COMMUNICATION THROUGH BLACK BOARD CONNECT.

SCHOOL PRINCIPALS HAVE ALSO COLLECTIVELY COLLABORATED ON IDENTIFIED REASONS WHY FAMILIES HAVE DECIDED TO REMAIN VIRTUAL.

IN OUR OUTREACH EFFORTS TO FAMILIES PARENTS HAVE SHARED A VARIETY OF REASONS TO REMAIN VIRTUAL.

WHILE THIS IS NOT AN ALL ENCOMPASSING LISTS, THE REASONS WERE PROVIDED BASED AMONG COMMONALITIES, INCLUDING CONCERNS ABOUT JEOPARDIZING CURRENT CHILD CARE ARRANGEMENTS AT HOME AND MANY FAMILIES HAVE CREATED CHILD CARE SCHEDULES FOR THEIR HOUSE AND DID NOT WANT TO DISRUPT THE SCHEDULES, AND THEY WANTED TO MAINTAIN THE CURRENT ROUTINE WITH FAMILIES PARTICIPATING IN VIRTUAL INSTRUCTION FOR OVER A YEAR AND THEY HAVE ESTABLISHED A HOUSEHOLD ACADEMIC ROUTINE THAT IS WORKING FOR THEIR CHILD.

SOME FAMILIES WERE UNCOMFORTABLE WITH THE THREE FEET SOCIAL DISTANCING, AND PARENTS HAVE SHARED THAT THERE CHIMED IS AXLING IN VIRTUAL INSTRUCTION AT HOME AND FAMILIES HAVE SHARED THAT THEY WERE WAITING FOR ADDITIONAL MEMBERS OF THE COMMUNITY TO GET VACCINATED AND THEY WERE JUST UNCOMFORTABLE WITH HAVING THEIR CHILD ATTEND SCHOOL WHEN ADDITIONAL COMMUNITY MEMBERS SHOULD BE VACCINATED.

THERE WERE CONCERNS ABOUT DISRUPTING IN-HOME SERVICES THAT THEY HAD SCHEDULED FOR THEIR CHILD AND THEN PARENTAL CONCERNS ABOUT HEALTH AND SAFETY AND THAT THE CHILD WAS NOT VACCINATED AND THEN FINALLY FARE OF THEIR STUDENT BRINGING COVID-19 HOME.

AND NOW WE'LL HAVE MORE INFORMATION ABOUT THE SUMMER LEARNING CHOICE FORM.

THIS WAS TO KEEP CLASSROOM TEACHERS IN THE CLASS.

THIS WAS PRIOR TO STARTING WHEN WE HAD TALKED THROUGH THIS.

THIS IS NOT SOMETHING THAT IS A PRACTICE NOW.

IT WAS SOMETHING THAT WAS AT A TIME WHEN WE WERE REALLY STRIVING TO GET OUR TEACHERS B LIMITED NUMBER OF STAFF MEMBERS WHO WERE IN THAT PARTICULAR SITUATION.

SO I WANTED TO MAKE THAT CLEAR.

WE NEEDED TO HAVE TEACHERS IN OUR SCHOOLS.

WE WERE TRYING TO FIND ACCOMMODATING WAYS TO MAKE THAT POSSIBLE BUT IT WASN'T POSSIBLE TO DO THAT FOR EVERY STAFF MEMBER AND IT DEFINITELY WASN'T POSSIBLE TO PROVIDE THE SPACES TO FAMILIES TO STAFF IN LIEU OF.

SO I WANTED TO CLEAR THE AIR ABOUT THAT.

I WANT TO REITERATE ONCE, AGAIN, THE IMPORTANCE OF, ONE, THE FACT THAT OUR STAFF, THAT THEY'RE WORKING TIRELESSLY EVERY SINGLE DAY AND THEY'RE SO COMMITTED TO THIS WORK.

FROM FEBRUARY TO APRIL THE COMMITTEE MET AND GATHERED FEEDBACK FROM THE COMMITTEE AND TOOK THE MATERIALS BACK TO THE SCHOOLS AND THE COMMUNITY AND THE GRADE-LEVEL TEAMS AND RECEIVED FEEDBACK AND BROUGHT THAT BACK TO THE LARGER TEXTBOOK SELECTION COMMITTEE.

THE VENDORS GAVE PRESENTATION AND ANSWERED THE QUESTIONS AND WE ALSO PROVIDED A PUBLIC REVIEW OF THE TEXTBOOK RESOURCES AVAILABLE.

WHERE WE CURRENTLY ARE IN APRIL AND MAY THE COMMITTEE MADE THE FINAL RECOMMENDATIONS TO PROCUREMENT AND ARE GOING TO PRESENT THEM TO THE SCHOOL BOARD FOR REVIEW AND THEN HOPEFULLY PROCUREMENT WILL NEGOTIATE CONTRACTS AND WE'LL FINALIZE SOMEWHERE IN JUNE TO AUGUST WHERE WE FINALIZE THE PROCESS AND PROVIDE ONLINE ACCESS TO TEACHERS IN JUNE AND DISTRIBUTE MATERIALS TO SCHOOLS AND TEACHERS AND PROVIDE PROFESSIONAL LEARNING IN JUNE AND PROBABLY THROUGH THE SUMMER BUT ESPECIALLY WHEN THEY COME BACK IN AUGUST.

THE TEXTBOOK SELECTION, WE HAD A LOT OF GREAT PEOPLE ON THE COMMITTEE THAT REPRESENTED ALL KIND OF DIFFERENT DEPARTMENTS IN ACPS, ALL MAKING SURE OUR SELECTIONS ALIGNED WITH OUR TECH NEEDS AND RESOURCES WITH ACPS.

I WANT TO GIVE THEM ALL A HUGE SHOUT-OUT FOR THEIR DEDICATION AND ALL OF THE TIME THEY GAVE TO REVIEW THE MATERIALS.

IT WAS A LOT OF MATERIALS TO REVIEW AND A LOT OF VENDOR PROPOSALS.

THEY DID A PHENOMENAL JOB.

WE ALSO WANTED TO ENSURE THE RESOURCES PRESENT MULTIPLE AND DIVERSE PERSPECTIVES AND THEY DIGITAL RESOURCES WITH ANYTHING THAT WE'VE LEARNED THROUGH THE LAST YEAR, THE IMPORTANCE OF INTEGRATING BOTH PRINT AND DIGITAL RESOURCES SO IT WAS GREAT TO SEE THE VENDORS HAVE DIGITAL RESOURCES TOO AND FINANCIAL THANKS TO OUR TEXTURES FOLKS WE REALLY WANTED TO MAKE SURE OUR RESOURCES INTEGRATED SEAMLESSLY PROVIDING AN EASIER ENTRY AWAY FOR OUR STAFF TO USE THE RESOURCES.

DOUGLAS MCARTHUR, GMP AMENDMENT WAS AWARDED.

THE TEAM STARTED ON SITE.

WE ANTICIPATE FULL DEMOLITION IN QUARTER FOUR WITH THE AWARD OF GMP 2.

ONE OF OUR TWO DIFFERENT RETENTION FACILITIES AND SO THAT IS ALL PART OF THE PROCESS.

THE LAST PIECE WILL BE THE CERTIFICATE OF OCCUPANCY SO WE'RE WORKING WITH CODE FROM THE CITY CODE ENFORCEMENT DEPARTMENT IN GIVING THEM HEADS UP ON THE SCHEDULE AND ABOUT WHEN WE THINK WE'LL BE COMPLETE.

IF EVERYTHING'S NOT COMPLETE WE'LL GET A PARTIAL CERTIFICATE OF OCCUPANCY.

THE FIELD WILL BE FINISHED OVER THE SUMMER AND WE'LL BE READY FOR THE FIRST GAME AT THE END OF AUGUST.

I WANTED TO MAKE A COUPLE OF COMMENTS BECAUSE WE'VE BEEN TALKING RECENTLY.

THIS WEEK WE HAD ANTI-RACISM TRAINING THAT WE'RE DOING WITH OUR LEADERS AND IT'S BEEN SO EYE-OPENING, REFRESHING, EXHAUSTING, RIGHT, BECAUSE WHEN YOU'RE TALKING ABOUT RACE IT'S UNCOMFORTABLE.

IT'S NOT A TOPIC THAT PEOPLE ONE THING THAT WE DISCUSSED THIS WEEK IN OUR SESSION WAS THE FACT THAT WE REALLY ARE GOING TO HAVE TO START HAVING SOME CONVERSATIONS HERE AT THE DAIS AND WITH THE BOARD AROUND SOME OF THE RACISM THAT OUR STAFF AND THE SUPERINTENDENT ENCOUNTERS IN THE CITY OF ALEXANDRIA AND THE ALEXANDRIA CITY PUBLIC SCHOOLS.

AND AS WE ARE TAKING ON THIS JOURNEY OF ANTI-RACISM, IT WILL BEHOOVE US TO BEGIN TO START SPEAKING THE TRUTH AND ALLOWING FOR US TO HAVE THAT SAFE SPACE TO DO THAT.

THAT'S THE ONLY WAY IT'S GOING TO CHANGE.

I THINK OUR COMMUNITY WOULD BE VERY SURPRISED AT SOME OF THE MICROAGGRESSIONS, MACROAGGRESSIONS, IMPLICIT, EXPLICIT BIASES AND JUST FLAT OUR RACIST COMMENTS THAT I KNOW I RECEIVE AS I KNOW MANY OF OUR STAFF MEMBERS RECEIVED VIA EMAIL OR SOCIAL MEDIA.

WE HAVE TO REALLY START ADDRESSING THIS.

WE'RE GOING TO HAVE TO START SAYING SOMETHING.

SO I'M HOPING THAT AS WE ENTER THIS NEXT PHASE AND WE BEGIN TO CONTINUE IN YEAR TWO OF OUR STRATEGIC PLAN, THAT WE START FINDING TIME TO HAVE THOSE PUBLIC DISCUSSIONS.

ONE THING OUR COMMUNICATIONS TEAM IS WORKING TO WE'RE GOING TO BE DOING PODCASTS IN THE FALL AND SPRING AND THEY'RE GOING TO BE DISCUSSIONS ON RACE AND BRINGING IN DIFFERENT SPEAKERS AND HISTORIANS AND DIVERSITY AND INCLUSION EXPERTS TO COME IN AND HELP EVERYBODY NAVIGATE THIS VERY, VERY CHALLENGING ROAD THAT WE'RE ALL FACED WITH.

T COUNTRY AND THE RACIAL INEQUITIES WE HAVE, BECAUSE I SAY WE'RE IN A DUAL PANDEMIC, COVID AND RACIAL INEQUITIES THAT HAVE BEEN AROUND FOR OVER 400 YEARS, AND AS THE COUNTRY IS DEALING WITH THIS, THIS IS AN TO FOR US IN ACPS TO BE EXEMPLARS AND TO SAY RACIAL EQUITY IS THE HEART OF OUR WORK.

THAT IS WHAT WE ADOPTED, THE BOARD UNANIMOUSLY ADOPTED IN OUR PLAN OF '22 AND NOW WE'RE ALSO GOING TO SHOW THAT WE BELIEVE THIS.

IT'S WRITTEN BUT OUR ACTIONS SPEAK LOUDER THAN WORDS AND I THINK WE NEED TO SAY NO MORE.
