I SAID THIS ONE HE FIRST INTRODUCED THIS TO THE BOARD THAT WE ARE ALL IN. WE ARE GOING TO EXPERIENCE ECONOMIC DOWNTURN. AND IT IS OUR RESPONSIBILITY TO MAKE SURE WE ARE BEING PHYSICALLY RESPONSIBLE AS STEWARDS OF CITY FUNDS AND ALL OUR TAXPAYER DOLLARS AS WELL AS FEDERAL DOLLARS AND STATE DOLLARS IN GRANTS AND THINGS. AND I AM HOPING AS WE TALKED THROUGH TODAY, WE CONTINUOUSLY KEEP THAT IN MIND. AND THAT I AM HOPING OUR TEAM WILL BE ABLE TO PROVIDE CLARITY AROUND SPECIFICALLY WITH THE FY 22 CIP YEAR. BUT THROUGHOUT THE WHOLE 10 YEAR SPAN THAT WE WILL BE ABLE TO BRING CLARITY TO BOARD MEMBERS. AND FINALLY, I WANT TO STATE THIS AND I THINK IT IS IMPORTANT FOR US TO REMIND THE COMMUNITY THAT THE ONE THING ABOUT THE 10 YEAR PLAN IS WE DON'T HAVE A CRYSTAL BALL TO SEE WHAT THINGS LOOK LIKE WELL INTO THE FUTURE, BUT GOOD PLANNING IS A GOOD START GORGON AND IT DOESN'T MAKE A DEFINITIVE, IT DOESN'T MAKE IT TO BE THIS WAY. WITH HOW THINGS HAVE CHANGED OVER THE PAST COUPLE OF YEARS. A LOT CAN HAPPEN IN A SHORT PERIOD OF TIME AND I THINK IT IS IMPORTANT FOR US TO MAKE SURE WE ARE REMINDING OUR COMMUNITY THAT OUR CIP, BECAUSE IT IS A 10 YEAR SPAN, IT IS PROJECTION. IT IS PLANNING. THE FIRST BEING A REQUEST TO ACCELERATE $10 MILLION WORTH OF THE €" SORRY. >> SORRY, I DIDN'T MEAN TO DO THAT TO YOU. >> NO, THAT IS OKAY. I THINK THAT IS FINE. PEOPLE ARE ABLE TO READ IT. BUT BASICALLY THE FIRST TO ADD DELETES WE RECEIVED WERE TO ACCELERATE FUNDING TO SUPPORT SWING SPACE AND PROPERTY ACQUISITION POTENTIALLY RELATED TO THAT SWING SPACE FROM THE NEW SCHOOL FUNDING THAT WAS FURTHER ON IN THE OUT YEARS. WE DO WANT TO NOTE THAT IN THE INITIAL ONE WE PUT IN THE STAFF COMMENTS THAT IT WOULDN'T ALLOW FOR US TO FULLY FUND THAT NEW SCHOOL FURTHER OUT IN THE CIP. AND ADDITIONALLY, THE $10 MILLION ALONE MAY NOT BE SUFFICIENT TO PROVIDE FOR A SWING SPACE. BUT WE DO UNDERSTAND AND RECOGNIZE THE NEED TO HAVE THAT DISCUSSION AND IS SWING SPACE IS GOING TO BE REQUIRED, WHAT ARE THE OPTIONS THAT WE HAVE. THE SECOND ADD DELETE BEEN MOVING 30 MILLION FROM FY 2031, ORIGINALLY FOR THE NEW SCHOOL TO FY 2022 TO SET ASIDE FOR PROPERTY ACQUISITIONS. I WOULD NOTE THAT IN THE FY 2019 CIP, WHICH WAS THE TASK FORCE, THE CIP THAT CAME OUT [00:05:01] AFTER THE TASK FORCE, THE SCHOOL BOARD DID REQUEST $30 MILLION IN PROPERTY ACQUISITION FUNDS. THE CITY HELD ONLY 40 OR $45 MILLION IN PROPERTY ACQUISITION FUNDS IN RESERVE BOND CAPACITY IN THAT FISCAL YEAR. FROM THAT TIME, THE SCHOOL BOARD APPROVED THEIR BUDGET WITH THE 30 MILLION. IT WAS NOT PROVIDED AS DIRECT FUNDING BUT INDIRECT IN RESERVE BOND CAPACITY IN AN EVENT AN OPPORTUNITY PRESENTS ITSELF IN THE FUTURE. WE WANT TO MAKE SURE THE SCHOOL BOARD WAS AWARE YOU SHOULD STILL HAVE 28 1/2 MILLION APPROXIMATELY LEFT IN THAT RESERVE BOND CAPACITY SHOULD A PROPERTY OPPORTUNITY PRESENTED ITSELF. AND IN THE LAST TWO ADD DELETES SUBMITTED HAD TO DO WITH CHANGING THE PROJECT NAME FOR THE NEW SCHOOL TO A NEW MIDDLE SCHOOL AND ADDRESSING THE MIDDLE SCHOOL NEED TO, WHICH IN PREVIOUSLY CIP SCHOOL BOARD AND COMMUNITY MAY BE FELT WAS AND NOT ADDRESSED DIRECTLY. I THINK AS DOCTOR HUTCHINGS STATED, BECAUSE IT IS IN THE OUT YEARS OF THE CIP, WE STILL HAVE A LOT OF WORK TO DO IN PLANNING RUN WITH THE PROJECT IS AND WHAT THE GRADE LEVEL CONFIGURATION FOR THAT PROJECT WILL BE. SO EVEN THOUGH WE SAW A LITTLE BIT OF A DECREASE, WE ARE STILL SIGNIFICANTLY OVER CAPACITY IN THAT PARTICULAR SCHOOL WRITTEN HAMMOND IS ALWAYS AT FULL CAPACITY. SO EVEN IF THIS NEW SCHOOL TURNS INTO A MIDDLE SCHOOL, THAT'S GOING TO BE 10 YEARS DOWN THE LINE BEFORE IT MATERIALIZES. SO I HAD ASKED THE QUESTION WITH THE BUDGET QUESTIONS ABOUT WHAT INFORMATION DO WE NEED TO MAKE THE DECISION ON WHETHER THAT WILL BE IN MIDDLE SCHOOL. IT WAS SAID THAT STAFF NEEDS TO CONDUCT ANALYSIS AND FEASIBILITY STUDY. SO WAS JUST WONDERING WHAT, IF YOU COULD JUST TALK ABOUT THE TIMELINE IS FOR THAT. BECAUSE I KNOW THIS NEW SCHOOL HAS BEEN IN THE BUDGET FOR A LONG TIME. YOU KNOW WE DID THE DAY SCHOOL, BUT IT CONTINUES TO GET PUSHED BACK. IT IS INTERESTING WHEN YOU GO BACK AND LOOK BECAUSE YOU SEE HOW THERE IS A HISTORY OF PROJECTS ALWAYS GETTING DELAYED, DELAYED, PUSHED BACK, PUSHED BACK. KNOWING WE HAVE HAD THIS NARRATIVE THAT WE HAVEN'T INVESTED ENOUGH IN OUR SCHOOL BUILDINGS AND WE HAVEN'T MODERNIZED AND BUILT NEW SCHOOLS AS WE HAVE NEEDED TO. SO JUST TRYING TO THINK AHEAD AND HOW TO KEEP THESE PROJECTS ON SCHEDULE. SO ONE PROJECT I AM PARTICULARLY CONCERNED ABOUT IS THE GEORGE MASON PROJECT. IN TERMS OF WHAT IS GOING TO HAPPEN WITH THE KIDS WHEN THE BUILDING IS BEING CONSTRUCTED. AND WANTED TO HAVE AN UNDERSTANDING OF THE OPTIONS WE ARE LOOKING AT. AND SO MY UNDERSTANDING IS WE ARE GOING TO GET THE FEASIBILITY STUDY IN THE SPRING. IT WOULD BE COMPLETED ABOUT THAT SPACE. AND IT DOES SEEM IT CAN BE FEASIBLE TO BUILD ON SITE THERE. AND THEN ANOTHER POSSIBILITY IS THE MANY HOWARD BUILDING BEING A SWING SPACE. OR THE THIRD POSSIBILITY WOULD BE FINDING SWING SPACE ELSEWHERE. EACH OF THOSE OPTIONS HAS A DIFFERENT TIMELINE. WE CAN'T START THE PROJECT UNTIL WE HAVE A PLACE FOR THE KIDS TO GO. SO IF IT DOES TURN OUT WE WOULD NEED A SWING SPACE SOMEWHERE ELSE, IT WOULD SEEM TO ME LIKE NO WE WOULD HAVE TO BE WORKING ON THAT IN ORDER TO STAY ON THE CURRENT TIMELINE FOR THIS PROJECT. SO I AM PUSHING US TO GET SOME CLARITY AROUND WHEN THAT DECISION IS GOING TO BE MADE. HOW MUCH TIME DO WE HAVE TO NOT MAKE THIS DECISION OR HOW MIGHT IT IMPACT THE TIMELINE IF WE DON'T MAKE THE DECISION SOONER. I DON'T KNOW IF YOU HAVE ANY THOUGHTS ON THAT. I'M GLAD TO UNDERSTAND THE 28.5 MILLION IS STILL AVAILABLE IN THE CITIES BUDGET. BUT I AM ALSO JUST WONDERING, WE HAD A CONVERSATION WITH COUNSEL ABOUT HOW THIS WOULD BE AN OPPORTUNE TIME TO PURCHASE PROPERTY. BECAUSE THERE MIGHT BE MORE PROPERTY AVAILABLE AT A LOWER COST RIGHT NOW. I WOULD LIKE TO UNDERSTAND IF THAT IS WORTH TAKING TO POTENTIALLY DO THAT SO THAT WE DON'T MISS THIS OPPORTUNITY. DURING THAT TIME THERE WERE NOT A LOT OF PLACES EVEN FOR ELEMENTARY SCHOOLS. AND WE SHARED THAT WITH THE BOARD. NOW THAT I WAS HAPPY TO HEAR THE CITY TALK ABOUT ALL THESE PARTICULAR POTENTIAL LOCATIONS THAT WE COULD PUT A SCHOOL AT IN SOME POINT IN THE FUTURE. AND THAT DOES GIVE US SOME HOPE IN LOOKING FOR SOME POTENTIAL SWING SPACE OR POTENTIAL NEW SCHOOL SPACE THAT WE COULD ACQUIRE LAND OR BUILDINGS WITH THIS NEW WAVE OF REAL ESTATE THAT MIGHT BE OUT THERE. BUT THAT WASN'T THE CASE. WE HAVE BEEN LOOKING FOR LAND EVERY YEAR SINCE I HAVE BEEN HERE I KNOW FOR SURE. AND IT JUST HASN'T BEEN AVAILABLE.
